In accordance with our pre- vious conversations, the following are our formal comments: 1. Adequate measures are proposed to mitigate impacts from surface water runoff from new impervious sufaces. These measures include biofiltration, detention and oil /water separation. When submit- ting for development permits, the applicant will need to include a copy of the storm drainage design calculations for review. He will also need to specify piping in accordance with City stan- dards. 2. No traffic impact study is necessary and no traffic mitigations will be required. 3. The current City water system is adequately sized and there are no special assessments. For your information, water service to the building will need to be a minimum of 1" diameter and the proposed fire hydrant will need to be moved to the northeast. 4. The current City sewer system is adequately sized and there are no special assessments. Complete design review comments will be furnished at the time of application for development permits. This proposed project will be on the west side of the Green River, immediately adjacent to the riverbank. The ability of this reach of the Green River to support salmonids is impaired due to high ambient water temperatures and low dissolved oxygen concentrations. Stormwater runoff from the site will contribute to the cumulative thermal problems displayed by the Green River. In addition, the project will permanently foreclose potential restoration options in this section of the Green River. To compensate for site specific and cumulative impacts, of both direct and indirect natures, the Tribal Fisheries Department requests a permit condition be a bank vegetation programme to provide for future shading of this segment of the river and contribution of detritus and organic material. This site due to its orientation is superbly suited to shade the river. It is our recommendation a combination of trees, on 10 foot centres, and fast growing shrubs, on 3 foot centres, be considered. The fast growing shrubs would provide for rapid shade coverage, while the trees would ensure long term coverage as well as provide some aesthetics to the site. If due to site specific considerations, the riverbank cannot be adequately revegetated with shade producing vegetation, an option would be for the applicant to contribute to a bank revegetation fund. An alternative site has not been found which meets this criteria. The Southcenter Blvd site offers Dr. Kwan and his clients convenience, visibility, and quite pleasant amenities including views and a bit of serentiv. These are conducive to the goals of his practice. 3. Please compare the alternative means and indicate the preferred course of action: The preferred course of action is to construct the Dental Clinic on the Southcenter Blvd. site. 4. Does the proposal conflict with policies of the Tukwila Comprehensive Land Use Policy Plan? If so, what poli- cies of the Plan? Not to our knowledge.
