Auburn, WA 98002 RE: Tukwila Shoreline Management Permit No. L93 -0048. Dear Mr. Malcom, This is in response to your comment letter of August 19, 1993. I'm sorry we have not been able to get in touch by telephone over the past few weeks. The subject project is located on a parcel where all river bank work has already been completed. The bank area only has one 12" diameter deciduous tree and all construction activities are anticipated to end approximately 20 ft. from the top of bank. The City holds a recreation easement in the area 20 ft. from the top of bank and owns out - right, the (bank area) 20 ft. riverward of this easement. No bank planting can be required as a mitigating action based on the lack of impacts and ownership pattern. However, the project proposal does include planting two Norway Maples 25 ft. from the top of bank and three Jpnse. Cherry Trees in this same area. A shoreline substantial development permit is anticipated to be issued in the immediate future and a copy will be routed to you. This proposed project will be on the west side of the Green River, immediately adjacent to the riverbank. The ability of this reach of the Green River to support salmonids is impaired due to high ambient water temperatures and low dissolved oxygen concentrations. Stormwater runoff from the site will contribute to the cumulative thermal problems displayed by the Green River. In addition, the project will permanently foreclose potential restoration options in this section of the Green River. To compensate for site specific and cumulative impacts, of both direct and indirect natures, the Tribal Fisheries Department requests a permit condition be a bank vegetation programme to provide for future shading of this segment of the river and contribution of detritus and organic material. This site due to its orientation is superbly suited to shade the river. It is our recommendation a combination of trees, on 10 foot centres, and fast growing shrubs, on 3 foot centres, be considered. The fast growing shrubs would provide for rapid shade coverage, while the trees would ensure long term coverage as well as provide some aesthetics to the site.
