A.11 Project Description (Pg. 3)
The project primarily involves interior renovation of an
existing, one story, 17,584 s.f. office building to an
office /retail use. Exterior improvements in the shoreline zone
are typically addition of a 15 ft. wide landscape strip at the
property line minor asphalt replacement and construction of a
loading area screen wall. Exterior improvements in other areas
include additional landscaping and a sidewalk in the remaining
project site and extensive asphalt replacement.

The property is separated from the Green River by approximately
75 ft. of public property in which a 20 ft. recreational trail, a
30 foot road is located. It sits about 4 ft. below the
Christensen Road grade.

Purpose of Checklist:
The State Environmental Policy Act (SEPA), chapter 43.21C RCW, requires all
governmental agencies to consider the environmental impacts of a proposal
before making decisions. An environmental impact statement (EIS) must be
prepared for all proposals with probable significant adverse impacts on the
quality of the environment. The purpose of this checklist is to provide
information to help you and the agency identify impacts from your proposal
(and to reduce or avoid impacts from the proposal, if it can be done) and
to help the agency decide whether an EIS is required.
Instruction for Applicants:
This environmental checklist asks you to describe some basic information
.about your proposal. The City uses this checklist to determine whether the
environmental impacts of your proposal are significant, requiring prepara-
tion of an EIS. Answer the questions briefly, with the most precise infor-
mation known, or give the best description you can.
You must answer each question accurately and carefully, to the best of your
knowledge. In most cases, you should be able to answer the questions from
your own observations or project plans without the need to hire experts.
If you really do not know the answer, or if a question does not apply to
your proposal, write "do not ,know "•or "does not apply ". Complete answers
to the questions now may avoid unnecessary delays later.
Some questions ask about governmental regulations, such as zoning, shore-
line, and landmark designations. Answer these questions if you can. If
you have problems, the City staff can assist you.
The checklist questions apply to all parts of your proposal, even if you
plan to do them over a period of time or on different parcels of land.
Attach any additional information that will help describe your proposal or
its environmental effects. The City may ask you to explain your answers or
provide additional information reasonably related to determining if there
may be significant adverse impact.
Use of checklist for nonproject proposals:
Nonproject proposals refer to actions which are different or broader than a
single site specific development project, such as plans, policies and
programs.
Complete this checklist for nonproject proposals, even though questions may
be answered "does not apply." In addition, complete the supplemental
sheet for nonproject actions (part D).

Thank you for the opportunity to comment on the determination of
nonsignificance for the alterations and renovation of existing
office space for use as a Kinko's retail and office facility,
proposed by the Medici Group, Inc. (L93- 0065). After reviewing
the environmental checklist, we had the following comments.
(1) Sediment contaminated stormwater may not be discharged to
the catch basin and stormdrainage system, which are
tributary to Green River.
(2) Item B.2.a. indicates the proposal includes demolition, in
conflict with item B.8.d. which states no buildings will be
demolished. Item B.7.a of the checklist asks if there are
any environmental health hazards that could occur as a
result of the proposal. Improper disposal of solid waste,
including demolition waste, can result in environmental
health hazards. The applicant should identify the disposal
site for the demolition material. In addition, the
applicant should be encouraged to pursue mitigating
activities such as salvage, reuse, and recycling of the
demolition materials.

SEPA Mitigations
1. Traffic
A. According to Ron Cameron, no traffic mitigations are
necessary as a result of the new trip generation/
distribution.
B. A two and one -half foot road widening will be necessary
through this area to bring the lane widths in confor-
mance with the City's typical road section. This will
necessitate the dedication of an easement since the new
sidewalks would otherwise be partially located on pri-
vate property.
2. Land Altering
A. Temporary and permanent erosion and sedimentation con-
trol measures will be required since the earth will be
exposed after pavement removal. These measures are being
addressed here since it is not known at this point in
time whether or not a land altering permit will be re-
quired. Typically-erosion control measures are required
by and conditions of the permit.
Shoreline Development Application
No comments have been received from Public Works staff concer-
ing this application.

Trip Generation Analysis

We are pleased to present this trip generation analysis for the proposed
building remodel project located at 112 Andover Park E. in the City of Tukwila,
The analysis was requested on the pre - application checklist dated July 8, 1993 for
this project. The scope of the analysis was discussed with Mr. Ron Cameron, P,E.,
City Engineer.
PROJECT DESCRIPTION
The project proposes to remodel an existing 16,173 sq. ft. building. The
building was previously occupied by a General Electric, Inc. field office and has
been vacant for two to three years. The proposed remodel will consist of 8,054 sq.
ft, of retail space specializing in reproduction (paper, copying, binding, faxing, etc.)
and the sale of small office supplies, 8,746 sq. ft. of warehouse space and 784 sq,
ft. of supporting office space, totalling 17,584 sq. feet of building floor area. The
project site is served by two existing vehicle accesses onto Andover Park E. which
will remain. A six ft, concrete sidewalk will be constructed along the project site
frontage on Andover Park East.
The proposed reproduction center will be operated 24 hours per day and
seven days per week. For this type of facility in a similar location, the busiest
period is normally from 12:00 PM to 8 :00 PM on a weekday. The next busiest
period is normally from 8 :00 PM to 11:00 PM. Weekend days normally draw
about 85% of the business experienced on a weekday. Free pick up and delivery
will be available. As many as 10 to 15 reproduction jobs can be picked up and/or
delivered in one delivery vehicle round trip. The draw area for this reproduction
center has been estimated to be about a one and a half mile radius.

TRIP GENERATION
A vehicle trip is defined as a single or one direction vehicle movement with
either the origin or destination (exiting or entering) inside the study site.
Trip generation for proposed developments is usually estimated using
information contained in a document titled Trip Generation, Fifth, Edition, 1991,
published by the Institute of Transportation Engineers (ITE). For this analysis,
Trip Generation will be used for estimating the trip generation for the warehouse
and office portions of the this project, and for comparing the proposed project's trip
generation to that of the previous use of the building (office) and to a similar Trip
Generation category (specialty retail center). However, Trip Generation does not
contain a land use category for reproduction centers, so an alternate method of
estimating the trip generation for this portion of the project must be used.
The reproduction center that will likely occupy the remodelled building does
not have data on vehicle trips generated by their stores, but a regional store
manager who we contacted estimated that 200 average daily cash register
transactions occur at their comparable suburban stores. A daily cash register
transaction can represent up to four daily vehicle trips, including one entering trip
to drop off a job to be done, an exiting trip, a return entering trip to pick up the
finished job some time later and another exiting trip. A cash register transaction
can also represent only two daily vehicle trips, one entering trip to drop off a job,
waiting for the job to be finished and one exiting trip. An office supply purchase
would also require only two trips. Finally, several cash register transactions can
be represented by only two delivery vehicle trips picking up and/or delivering
several jobs in one round trip.
In addition to the vehicle trips associated with cash register receipts there
will also be vehicle trips generated by the employees and by service and delivery
vehicles to the retail portion of the, building.
The methodology used to arrive at the average weekday trip generation for
the retail portion of the project was to start with the number of daily cash register
transactions which generate the vast majority of vehicle trips for a reproduction
center. In consideration of the discussion above, the 200 cash register
transactions were adjusted to reflect the probable vehicle trips that occurred to

create those transactions, (i.e., two and four trip scenarios for reproduction/binding
jobs, two trip scenarios for office supply purchases and two trip scenarios for
delivery vehicles covering up to 10 to 15 jobs. An estimate of the employee, •
delivery and service vehicle trips for the retail portion of the project was then
added. The trip generation for the AM and PM street traffic peak hours was
estimated by taking 5% and 10% of the average weekday traffic, respectively. Trip
Generation was used to estimate the vehicle trips generated by the warehouse and
supporting office portions of the project, which were also added.
Table 1 shows the vehicle trip generation expected to occur on an average
weekday and during the AM and PM street traffic peak hours for the retail and
warehouse /office portions of the project. Table 1 also shows a reduction in the
total number of driveway trips to account for pass -by and diverted linked trips. A
pass -by trip is an existing trip that comes directly from the traffic flow on a road
adjacent to the project site, and does not require a diversion from another
roadway. A diverted linked trip does require a diversion from another roadway to
a road adjacent to the project site. Both of these types of trips are not considered
to be new to the street network. Based on Section VII of Trip Generation, we
estimate that approximately 30% of the site - generated trips can be classified as
pass -by /diverted linked for this project.
For comparison, Table 1 shows the vehicle trip generation expected to have
occurred on an average weekday and during the AM and PM street traffic peak
hours for the previous office building that this project will replace. This was
calculated using land use code 710 General Office Building in Trip Generation.
The office building generated approximately 13 %, 156% and 48% more new vehicle
trips during an average weekday, AM peak hour and PM peak hour, respectively,
than the proposal is expected to generate assuming the 30% pass -by /diverted
linked trips.
Table 1 also shows the trip generation for the retail portion (8,054 sq. ft.)
calculated using land use code 814 Specialty Retail Center in Trip Generation.
This is the most similar category to a reproduction center in Trip Generation,

apply equally to both land uses, no reduction was made for pass -by /diverted linked
trips for Specialty Retail Center. The comparison should be between the Specialty

pass-by). These numbers compare fairly closely (specialty retail center estimate =
328 AWDT; manual estimate using raw data = 400 AWDT) considering that the
reproduction center will operate 24 hours per day and a specialty retail center
would operate only during normal business hours.

and against any and all liability, loss, damage, expense, actions
and claims incurred by the city arising directly or indirectly on
account of 'Dollar's occupancy of the Premises without a
Certificate of Occupancy.
2. Acceptance; Agreement. not to Prosecute. The City hereby
accepts the foregoing .release and hold harmless. Provided that
Dollar proceeds swiftly and in good faith with all remaining steps
necessary to obtaining its certificate of Occupancy, including
completion of outstanding landscaping and design review issues to
the City's satisfaction, the City shall not prosecute or
criminally cite Dollar for occupying the Premises without a
Certificate of Occupancy.
3. Authority. Each individual signing this Agreement on
behalf of a corporation or local, government represents that he or
she has the necessary authority to execute this Agreement on
behalf of snob entity and that, i n any rase. of a corporation, all
necessary corporate action has been taken approving the execution
of this Agreement.
4. Counterparts. This Agreement may be signed in one or
more counterparts, each of which shall be deemed an original but
all of which shall constitute one and the sane instrument.

13. Construction documents shall include special inspection requirements as specified in Sections 302(c) and
306 of the Uniform Building Code. Notify the Building Official of testing lab hired by architect or owner prior
to permit issuance date. The contractor may not hire: the testing lab.
14. Construction documents shall contain soils classification information specified in Table 29 -B of the Uniform
Building Code, stamped and signed by Washington State licensed architect or engineer in responsible
charge of ine structural design work.
15. Demolition permits are required for removal of any existing buildings or structures.
16. Comply with UBC Appendix Chapter 35, Sound Transmission Control (R -1 occupancy group).
17. Obtain approvals and permits from outside agencies:

The City of Tukwila has adopted the 1991 Uniform Fire Code. This and other nationally recognized
standards will be used curing construction and operation of this project. (TMC 16.16.120)

Required tire hydrants shall be approved for location by the Fire Department, approved for purity by the
Water Department, and fully in service prior to start of construction. By line of vehicular travel a fire hydrant
must be no further than 150 feet from a structure; and no portion of a structure to be over 300 feet turn

4. Automatic fire sprinklers are required for this project. Sprinkler systems to comply with N.F.P.A. #13.

CRIME PREVENTION
SECURITY RECOMMENDATIONS
1. Security Camera System: Recommend that a good quality
surveillance video camera system be installed during
construction. The cameras should have sufficient quality to
be able to identify a subject from the video recorded tape.
One security person can monitor several areas of concern with
a surveillance video system. It is a deterrent to potential
thieves and great for prosecution to have the actual crime on
tape.
2. Security Alarm: Recommend installing a security alarm system
during construction that would report a robbery in progress as
well as a burglary in progress when the store is closed.
3. Restrooms: If the restrooms are open to the general public I
recommend they not have false ceilings. There have been
problems with subjects hiding in the ceiling area and then
dropping down later to do robberies.
4. Cashier Platform: The cashier's area should be on a raised
platform in order for the employees to have a better view of
the entire business. This would help provide an atmosphere that
the employee has control of the area thus reducing the
opportunity for crimes to occur.
5. Doors: Doors should have quality locking mechanisms with
minimum one inch deadbolt locks. All exit doors shall be
operable from the interior without the use of a key or any
special knowledge or effort. The Crime Prevention Unit should
be contacted for information regarding correct hardware usage
(433 - 1823).
6. Windows: Consideration should be given to providing hardened
coverings (such as security film, etc.) for ground level
windows where glass breakage would allow for access to building
interiors by burglars.
7. Orientation of Windows: Windows should be located so that
the parking lot area can be easily surveyed by employees inside
the business. Also the windows should be located so that a
patrol car passing by can easily survey inside the business,
this helps reduce the opportunity for armed robberies.
8. Lighting: Energy efficient security lighting is a relatively
low -cost, yet extremely effective way to protect your business.
A well- designed system will:
Illuminate a security target. Burglars and vandals simply
don't like light, preferring the cover of darkness for
their dirty work.
Create a psychological barrier. Alarms can frighten
would -be intruders away once they've reached your
building. Security lighting discourages them from even
coming near in the first place.
Provide people with a legitimate sense of security.
Lighting protects not only you, but employees and
customers.
Help security people and police identify and capture
criminals.
Well- designed security lighting will help you meet these basic
security objectives along with those that may be unique to
your business.
