As e explained it to me, you had some concerns about driveway curb cut to existing house on Lot C along 51st Ave. South. There are utility vaults which could conflict with a driveway. Da 1 has drawn in all of the utility structures for you. He tal ed to Puget Power about driving over their vault. They said there is no problem supporting vehicle weight, or doing the necessary construction at the vault to install his driveway. P1 ase review and let me know your decision by 11/22/93. Pierog, PW Development Engineer Date: October 18, 1993 Subject: Doak Short Plat 16239 51st Avenue South Activity No. L93 -0071 Review Comments The subject project was reviewed at the October 5th Public Works development plan review meeting. A field trip was made to the pro- posed subdivision site on October 15th. The following are our com- ments: 1. The proposed subdivision plan shows two driveways and one pri- vate road access off 51st Avenue South. A standard residential concrete driveway apron has been previously installed for the private road access as part of an earlier City road improvement project. The new driveway locations and dimensions as shown on the plans and as observed in the field conflict with existing utility vaults, pedestals, boxes and a street light pole. The light pole needs to remain at its current location. The other conflicts can be resolved by either moving and narrowing drive- ways or modifying existing utility structures. This requires further evaluation by the applicant and the submittal of a plan which addresses these issues. 2. The driveways and private access road will need to be paved for a minimum distance of 20' from the back of the existing sidewalk on 51st Avenue South. Standard residential concrete driveway aprons will be required for the new driveways. 3. Right -of -way is adequate along 51st Avenue South. 4. Storm drainage improvements need to be shown. If soil and site conditions permit, infiltration systems for roof downspout and other impervious surface drainage are preferred. When infiltra- tion systems are feasible, the short plat should include a note to the effect that such systems will be utilized. Otherwise, de- tention and conveyance systems become necessary. 5. The 5' sewer and storm water easement is inadequate. The minimum easement required for repair and maintenance access is 10'. 6. Water and sewer utility mains and services as proposed to indi- vidual parcels need to be shown. 7. Fire hydrants need to be shown. ..::...] . ................... Told him Fire approved, given to Public Works for final approval, but it was sent back with a request for revisions (John's memo dated 8/18/94). John attached a list of outstanding items (from his 10/18/93 memo). I asked Darryl to talk to John to understand specifics of revisions. John did not have time to talk to Darryl. I reviewed John's 5 items with Darryl. Darryl has already completed 4 of 5 items; utility services he has drawn up on separate plan, which he can give to John to review. Neither of us were sure of exactly what John was requesting. I was able to clarify some things with John while Darryl waited, but John did not have time to talk to Darryl. I recommended that Darryl call John to set up appointment time to review how detailed the info needs to be for John, and what John needs Darryl to change or show on his survey or on an exhibit. cc: File Jack To: From: John A. DD discovered a sewer line runs through middle of Lots A, B & C back to rear lots owned by Yantz & Dunn. Yantz & Dunn signed easement agreement which DD submitted. Dunn had called me with some concerns about ensuring that a sewer easement be properly & permanently recorded. I talked with King County & a title insurance company. County records easements by Grantor /Grantee; title co. does search by legal descriptions. DD's easement document doesnt have proper wording or adequate info. Need to add Grantor Arlene Cruz name and notarized signature; add legal description of Lots A,B,C where easement located, add legal description of Yantz & Dunn lots which easement benefits (Darryl will try to get, but we could use address); include Grantees names Yantz & Dunn, description of easement location, maintenance agreement; delete reference to construction. We worked out wording from two examples for DD to follow. He will rewrite and resubmit. 2. Once we get all revisions to survey /paperwork completed we can give him preliminary approval of plat. DD will probably give us a cash assignment for site work. He is trying to finish up another construction project, before starting up again on this plat. His application will expire June 14, 1994. In absence of Mike Alderson, Steve helped answer questions about installation of fire hydrant for Doak short plat. Doak now obtaining building permits. Short plat conditions from Fire had required that fire hydrant be installed at time of building permits. In checking building permit files, no fire hydrant application or issuance. Steve says on building permit letter, Fire gave Doak option of hydrant or sprinkler installation. Believes Doak's contractor will be applying soon for sprinkler permits. I can conclude that the only remaining short plat condition was the installation of access drive /paving. 2. Sewer easement: The legal description of your proposed easement for the 15' sewer line is not correct. It describes the easement as if it were located across the south 15 feet of each lot. In addition, the blanks on the second page of the form were not filled in. Please correct the legal description (see Item #3 below). Enter the owner's name and all notary public information, as requested on the form. Please seethe enclosed copy for corrections. 2. Joint Maintenance Agreement: Blanks left in your proposed Joint Maintenance Agreement (submitted 5/31/94) need to be filled in. Please enter the owner's name, owner's signature, and date. Seattle, WA 98146 RE: Short Plat Application #L93 -0071 Dear Mr. Doak: The Department of Community Development (DCD) has completed a preliminary review of your short plat (subdivision) application. This review included compliance with Sensitive Areas Ordinance requirements and Zoning Code setback requirements, as noted below. 1. Sensitive Areas Ordinance requirements Your property appears on our maps and in your survey as having a steep slope (slopes greater than 15% grade). Under our Sensitive Areas Ordinance, development of property with a steep slope typically requires an Administrative Planned Residential Development Permit (TMC 18.45.060(2)). In addition, the Ordinance requires that the location of steep slopes be shown on your plans (i.e. topographic survey) (TMC 18.45.060, TMC 18.45.080(e)(4)), and that you submit a geotechnical report (TMC 18.45.040(d)(1)), TMC 18.45.080(e)(4)). However, we have waived these requirements as provided for in the Ordinance (TMC 18.45.060, TMC 18.45.020(f)(2)). This waiver has been granted because the slope appears as an isolated Class 2 slope, because your parcel has been previously cleared and developed, and because your proposal maintains buildable non -slope areas. The waiver is also based on a site inspection, which indicates that the slopes are not accurately shown on City maps. Our site inspection revealed a 4 -5' bank along your rear property line. This bank is cleared of trees, and appears to be the result of previous development. 2. Zoning Code setback requirements: The Tukwila Zoning Code states that the front of a lot is "that portion nearest the street..." (TMC 18.06.470). Under this provision, DCD may make an exception, and substitute "a special yard requirement." Accordingly, DCD has reviewed your written request dated November 15, 1993 for an administrative exception to the front setback requirement for Lot B. Based upon a review of your lots and the Code's exception criteria, DCD has given preliminary approval of your request. The normal front yard for Lot B, along the east (side) property line, is to be substituted with the side yard required by the Code, i.e. 5 feet. A 30 -foot setback will be required along the north (front) property line. This special yard requirement is consistent with the yards provided on adjacent lots. To have your setback exception approved, you will need to show all of the setback lines for both Lots A and B on your survey. REQUIREMENTS FOR PRELIMINARY APPROVAL Prior to approval, your short plat must also meet the requirements of other Tukwila codes. We have previously discussed most of these requirements. To confirm these with you, I have listed below the items which need to be completed for preliminary approval: 'Utilities: 1. Your short plat must provide for storm drainage for all lots. This will require a storm drainage plan, drawn by a licensed engineer, showing existing and proposed storm drainage improvements and easements, including detention or conveyance systems. Alternatively, if soils and grades allow stormwater infiltration, you may use soil infiltration rather than new storm improvements. If you can use this method, your survey should note that "Due to soil conditions on site, storm drainage will be addressed through infiltration." 2. The 5 -foot wide sewer and storm water easements shown on your survey map do not meet current standards. The minimum width required for maintenance and repair work in utilities easements is 10 feet. The location and size of water and sewer utility mains, and how /where individual lots will access these mains, need to be shown on your survey. 4. The location of and distance to the nearest fire hydrant, and any additional required hydrants (see Item #5 below) must be shown on your survey map. Under Tukwila Fire codes, residential buildings must be located within a 250 -foot vehicular distance from the nearest existing hydrant. Based on your survey and front yard setbacks, it appears that future homes on your proposed lots will exceed this distance. Therefore, you will be required to do the following: A. Include a notation on your survey that "Sprinkler systems which meet City codes must be installed in any home located more than 250' from a fire hydrant;: and sign a No- Protest Water Agreement for future upgrade of hydrants to serve your lots (attached); OR B. Install a hydrant prior to approval of your short plat, so that all future homes are within 250' of a hydrant. The Highline Water District (824 -0375) can provide specific information on hydrant installation. REQUIREMENTS FOR FINAL APPROVAL In order to forward your application to the Short Subdivision Committee for final approval, you must install all necessary site improvements, as follows: 1. Install your access drive. The driveway must be paved, with a minimum width of 20 feet. The slope of the access drive may not exceed 15 percent. 2. Install all necessary utility lines up to lot lines (water and sewer lines with lot stub - outs). Provide me with copies of water meter receipts (from Highline Water District) and side sewer permit (from Val Vue). 6. Notify me when site improvements are complete, so that the City can conduct a final inspection.
