The purpose of our petition is for the removal of two trees from the sixth fairway at Foster Golf Links. In 1992, the City Council adopted a Six -Year Master plan for Foster Golf Links. This year's portion of the Master Plan includes the design and construction of a new 5th green and two new grass tees, #6 and #8. In order for the 6th tee to be playable two trees will need to be removed —a Douglas Fir with a 30 ft. diameter canopy, and a leaf Maple with a 54 ft. diameter canopy. Within the City's golf course design plan, Doug Kotlar has designed a 6th tee which provides a normal 10,000 square foot tee that is esthetic, safe, and provides a quality golf experience. The two trees that are in question restrict the tee, and without their removal reduce the size of the tee by 70 %, thus making the tee impractical to build. It would also direct the tee shots of the players directly into the golfers on the seventh fairway. Removal of any trees on the golf course is not considered without first addressing public safety, the overall fit with the existing course, the ability to maintain the turf quality, and the playability of the course. Let me assure you all possible design alternatives have been considered before requesting this exemption. I am aware of the sensitive issue of removing tree canopy along the river's edge. This project, along with other portions of the master plan, include extensive addition of shrubs and trees. Mr. Kotlar's design includes an addition of 25 new Douglas Fir trees, 40 arborvitae emerald green shrub /trees, and 100 rhododendron shrubs. Rants, Mayor Department of Community Development Rick Beeler, Director M E M O R A N D U M TO: Marty O'Brien, F FROM: Rick Beeler, D DATE: May 28, 1993 SUBJECT: New 6th Tee Golf Links Don Williams provided additional information to your May 20 request for an exception to Ordinance 1659, Interim Tree Ordinance (Ordinance). I understand the situation to be that no alternative exists to location of the new 6th tee where shown on the submitted maps. Therefore, the two subject significant trees will interfere with golf play from that new tee, potentially endangering the safety of players. I also estimate that existing tree canopy cover of Foster Links is greater than 20 %. Based upon the above only a waiver from the Ordinance is necessary. Per Sect. 3.4 additional tree canopy cover (3.8.A.1) is not required to replace the canopy lost by removal of the two trees. Therefore, you, do not need to replace the two trees to satisfy the permit requirements of the Ordinance. The remaining permit requirements are satisfied in the drawings you submitted with the following revisions per the Shoreline Zone. Because this property is within the Shoreline Zone, the Shoreline Master Program requires mitigation for removal of the two trees by placement of new trees along the Duwamish River between the two existing large groves of trees north and south of the new 6th tee. SIaridard practice is 2W1:72` inch caliper shade trees planted 30 feet on center. This performs the function of shading the water environment for fish habitat value, the goal of the Shoreline Zone and the Ordinance at Sect 1.1.C(1). These trees need to also be planted in.a manner that meets your objective of safe play on the 6th_tee.
