PLANNING COMMISSION DECISION CRITERIA The applicant is requesting Planning Commission approval of a sign area increase from the basic maximum 150 s.f. of sign area, to 225 s.f. of sign area. This request for a sign area increase is part of the "BEST" remodel, which was approved by the Board of Architectural Review on March 24, 1994 (L94- 0091). The proposed sign was shown in the approved project drawings, but it was noted that a subsequent Planning Commission approval would be required to approve the size of the sign shown. The Planning Commission is authorized to approve sign area increases of 50% for each doubling of the minimum required building setback per TMC 19.32,140. Maximum sign area is limited to 6% of the wall area on which the sign will be located, or 500 s.f., whichever is less. The proposed sign increase has been reviewed with respect to consistency of size limitation, and colors, materials and proportions. 1. Consistency with size limitation. The proposed sign faces Andover. Park West, and is located 130 feet from that property line (Attachment A). This is one doubling of the minimum 50 foot building setback in the C -M zone. One doubling of the setback allows a sign increase from 150 s.f. to 225 s.f. (= 150 + (75 = 150 x 50 %). 225 square feet is less than 6% of the building wall (476.9 = 7,9311 x 6 %), and less than 500 square feet. 'This is the wall area shown in the sign permit application. Staff Report to the Planning Commission/BAR 2. Colors, materials and proportions. L94 -0036 & L93 -0091 Best Sign Page 3 The colors, materials and proportions of the proposed sign have already been approved by the B.A.R. at its hearing on March 24, 1994 (file L93- 0091). The proposed red sign (see Attachments B and D) reflect the B.A.R. approved colors and materials. The previously approved colors and materials board will be presented at the hearing (Attachment C). CONCLUSIONS Planning Commission Sign Area Increase 1. The proposed sign size is within the authority of the Planning Commission to approve. 2. The colors, materials and proportions of the proposed sign are consistent with the approved project design. RECOMMENDATION The Planning Division recommends approval of the proposed sign area increase from 150 square feet to 225 square feet. BOARD OF ARCHITECTURAL REVIEW DECISION CRITERIA This is a request for Board approval of a "Best" wall sign (Attachment D), a "BEST/Future Shop" freestanding sign (Attachment E), and a "Future Shop" wall sign (Attachment F) The subject development was previously presented to the Board on March 24, 1994 (L93 - 0091), and approved at that meeting. Sign designs were generally approved, but could not be specifically approved because of various unresolved Sign Code issues (noted in the findings below). The Board thus required resubmittal of the sign designs for specific approval. The Board's overall responsibility is to review the design consistency of the three signs with overall approved project design. This review can be based on consistency of the currently proposed signs with the previously approved sign area, colors, materials and proportions. Staff Report to the Planning Commission/BAR L94 -0036 & L93 -0091 Best Sign Page 4 1. Consistency of Actual Proposed Signs with B.A.R. General Sign Design Approval. There are three signs proposed for construction. All three were shown in the originally approved project design. There is no significant difference in area, colors, materials or proportions; between the two actual "BEST' signs being proposed and those .approved • by the' Board. The Sign Code issue with the over -area "BEST' wall sign has been addressed in the Planning Commission portion of the report (above). The one "Future Shop" sign has been enlarged from 102 square feet to 128 square feet. This is less than the maximum 150 s.f. sign area allowed. Colors and materials have remained the same in both designs. The two small wall signs shown in the original design approval, were removed in order to satisfy Sign Code requirements. CONCLUSIONS The three proposed signs are all consistent with the Board's previous approval of general sign design. RECOMMENDATIONS The Planning Division recommends approval of the currently proposed signs. Approximately 18,365 square feet of the existing structure would be demolished to provide 84,065 square feet of building floor area and a total of 230 parking spaces. The building will be generally 26 feet high with primary architectural focal points at two new entries. One entry would face Andover Park West (Best) while the other would face Strander Blvd. (Future Shop). These entries would rise to about 40 feet high. The project is described in the attachments labeled BAR 1 through BAR. 14. Planning Commission approval of an oversize wall sign and BAR approval of the freestanding sign will be requested separately. Site Description: The site reflects the surrounding, flat valley floor. Surrounding Land Uses: The site is surrounded by commercial/retail uses on all sites. This includes the Sears Home Life building to the east, the Segale Retail Center to the south, Key Bank to the west and the Acura dealership to the north. The Target Retail Center is diagonally to the southwest. BACKGROUND The building is a wholesale /industrial building typical of tilt -up concrete buildings of the 1970's. Concrete panels have a "river rock" aggregate finish. Scalloped concrete window treatments are used in an office area in the west. Renovation would remove . the office area and concrete window treatments, but would retain most panels. DECISION CR11ERIA The proposed project involves exterior improvements exceeding 10% of the building's value. It is therefore subject to Board approval pursuant to TMC 18.60.030 (2) (B). The Board review criteria are shown in bold type. The applicant's response and the staff's summary of relevant facts follow. Staff Report to the Board of Architectural Review Review Guidelines (Tukwila Municipal Code 18.60.050) 1. Relationship of Structure to Site. L93 -0091: Best Page 4 la. The site should be planned to accomplish a desirable transition with the streetscape and to provide for adequate landscaping and pedestrian movement. Applicant's. Response: This site has a wonderful 20 -year old mature ground cover and tree planter strip along Andover Park West (APW) and Strander Boulevard which, along with new landscaping, provides an excellent buffer between the busy arterial and the interior of the site. The proposed sidewalk is located inside of this buffer, bringing pedestrians away from vehicular traffic. The sidewalk is buffered from the parking lot by new landscaped planters which are designed to enhance and go with the existing landscaping and to screen the cars from the sidewalk. Additional plantings adjacent to the buildings and at the end of each row of parking complement the other landscaping, providing the desired transition. Staff's Response: After review with the applicant, the initial design has been changed to provide sidewalks and street trees in accordance with the CBD Street Tree and Sidewalk plan. Sidewalks are now located immediately adjacent to the streets. Trees will be either Armstrong Maples or Red Oaks, and will be planted between the sidewalk and the adjacent parking areas. lb. Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; Applicant's Response: The parking areas are well designed, moderating their visual impact. The most visible half of the parking is adjacent to the substantial 20 -year old established mature landscaping mentioned 'above. Note that no parking is more than 45 feet from an existing or new landscaping planter. Particular attention has been paid to the service area. The dumpster areas are adjacent to the building, and the enclosures are screened from view from adjacent properties, the street and the retail parking area. All three of the full-sized loading spaces are hidden behind the building from the street. One of the loading docks is directly against the building. Staff's Response: A 300 square foot recycling area is also located along the western perimeter. It will Staff Report to the Board of Architectural Review be screened by a planter along its south (street - facing) side. lc. The height and scale of each building should be considered in relation to its site. L93 -0091: Best Page 5 Applicant's Response: This area of Tukwila is very homogenous in height and scale. The existing building, which is being remodeled from an industrial warehouse . to a retail store, is 25 feet . tall, similar to its neighbors to the west, north and east. The addition of the retail entry windows, and canopy elements on the south and west walls of the proposed [sic] add modulation to the building. Windows, doors, and truck service elements are being added to the relocated concrete panels along the northeast side of the building. Staff's Response: The design alters the structure's massive appearance with the addition of a pedestrian canopy and scored - dryvit panels. The BEST entry is approximately 42 feet high. The Future Shop entry will be 37 feet high. Building mass is further moderated with the variety of deciduous trees along the street and in the parking area. The three layers of different trees are especially important to provide an effective screen. 2. Relationship of Structure and Site to Adjoining Area. 2a. Harmony in texture, lines and masses is encouraged. Applicant's response: The reuse of existing concrete tilt -up panels with their aggregate finish assures that the proposed remodeled retail building is in harmony with its neighbors, especially the recently remodeled Computer City Supercenter to the east, which was designed similarly by the same architect. The preservation of the existing mature landscaping ties in with similar plantings on the sites to the west and east along Strander Boulevard. Staff's Response: The proposed structure is similar in mass, scale and building/street relationships to the adjacent Acura dealership (north) and proposed Sears Home Life (east) buildings. These three buildings are generally 2428 feet high and built in with similar tilt -up concrete walls which are, or will be refinished. The streetscape design and use of Armstrong Maples has been coordinated with adjacent properties and the Central Business District Street Tree and Sidewalk Plan. Staff Report to the Board of Architectural Review L93 -0091: Best Page 6 2b. Appropriate landscape transition to adjoining properties should be provided; Applicant's response: Existing landscaped buffers to the north, west and south are to be preserved. New landscaping is being added at the east property line where none exists now. Staff's Response: See 2(a). Additional Sweetgum trees along the eastern perimeter may be required, depending upon the effectiveness of Sears Home Life landscaping to moderate site parking areas. This addition should be coordinated between the two projects. 2c. Public buildings and strictures should be consistent with the established neighborhood character, Applicant's response: Not applicable. Staff's Response: Staff concurs. 2d. Compatibility of vehicular and pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged; Applicant's response: Truck entry to the site is restricted to the east driveway. Trucks will travel directly to the truck maneuvering area, which will be segregated in the rear of the site away from customer parking and pedestrian activity at the front end. Retail customer vehicles and pedestrian traffic will primarily congregate around the retail entries at the south and west ends of the building, and will use the driveways and sidewalks closest to the building entries. Staffs Response: Vehicular and pedestrian access from both Andover Park West and Strander Blvd. have been proposed. The Andover Park West driveway location and its turning movements must be coordinated with both the need for a protected left -turn lane on the arterial, as well as with the turning movements for vehicles attempting to use Key Staff Report to the • Board of Architectural Review L93 -0091: Best Page 7 Bank, the Post Office. A study of the turning movements has been submitted to the City Engineer, but review is not yet complete. The applicant is also installing a pad suitable for a future bus shelter. This will be located along Andover Park West to accommodate Metro passengers. 2e. Compatibility of on site vehicular circulation with street circulation should be encouraged. Applicant's Response: Two existing driveway [sic] onto Strander Boulevard and APW are being abandoned, promoting safer access to the site. The new driveway [sic] along Strander Boulevard and APW are being located so as to promote coordinated use with the Segale Retail Center driveway across the street. Staff's Response Refer to 2(d) above. 3. Landscape and Site Treatment. 3a. Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced. Applicant's Response: Not applicable Staff's Response: The site is flat. 3b. Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; Applicant's Response: We are voluntarily proposing a sidewalk along Strander Boulevard and APW to run primarily inside of the existing mature, 20- year -old landscaping, similar to the recently redeveloped sites to the east. Pedestrian traffic from adjacent properties to the east and north are accommodated with handicapped- accessible ramps leading to the well - buffered, inviting, and stable pedestrian circulation sidewalk. From there sidewalk and striped access through the parking areas to the building entrances are convenient Staff Report to the Board of Architectural Review L93 -0091: Best Page 8 and clearly recognizable. Pedestrians coming from parking in the rear and south lots are provided with sidewalks along the south and west sides of the building. Staffs Response: Sidewalks along Strander and APW are now adjacent to the curb per the CBD Sidewalk Plan. The "Redspire Pear" trees are mistakenly shown on the Landscape Plan (BAR 6) as an interior parking area tree instead of a "Sweetgum" tree, which is the applicant's intention. 3c. Landscape treatment should enhance architectural features, strengthen vistas and important axes, and provide shade. Applicant's Response: The existing, mature 20- year -old ground cover and trees along with new street trees provides the entire site with an effective barrier from the busy, adjacent arterial. These trees provide shade as well for the proposed sidewalks and parking areas. New landscaping along the building's west, south and north sides reinforce these attributes while moderating the scale of [sic] and casting contrasting shade patterns on the 23 to 32 -foot building walls. A view corridor east to west through the site is created by the partial demolition of the southwest portion of the building, continuing what was started with the Computer City remodel. Staff's Response: Staff concurs. The varieties of Acer Palmatum (Japanese Maple) vary greatly in stature and shape. An appropriate variety for this area to soften parking areas and accommodate pedestrian traffic should be used. This would be similar to a small street tree: single trunked having a minimum mature height of 20 feet, and easily limbed to a 6 -8 foot height. 3d. In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; Applicant's Response Cast -in -place concrete curbs and sidewalks protect all new and existing landscaping. A path of ramps and striping leads clearly from the south parking lot area to the building, discouraging pedestrians from walking through the planting areas. Staff Report to the L93 -0091: Best Board of Architectural Review Page 9 Staffs Response: Staff concurs. 3e. Where building sites limit planting, the placement of trees or shrubs in paved areas in encouraged; Applicant's Response: Approximately 7% of the site is planted. Planters are located at the ends of all parking rows and at corners of the building. Staff's Response: Staff concurs. 3f. Screening of service yards and other places which tend to be unsightly should be accomplished by the use of walls, fencing, planting or combinations of these. Screening should be effective in winter and summer, Applicant's Response The three full-sized truck loading bays are hidden behind the building. A mix of evergreens and deciduous trees and shrubs, and enclosure walls assure year - around screening of the service areas. The dumpster and recycling areas are recessed into the building or screened by enclosures and landscaping. Staff's Response: Staff concurs. 3g. In areas where general planting will not prosper, other materials such as fences, • walk, and pavings of wood, brick, stone or gravel may be used. Applicant's Response: Planters are provided along all required buffers. Staff's Response: Staff concurs. Staff Report to the Board of Architectural Review L93 -0091: Best Page 10 3h. Exterior lighting when used, should enhance the building design and the adjoining landscape. Lighting standards and futures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided. Applicant's Response: Lighting emphasis will be on the retail entry. The north and east sides with their immediately adjacent neighbors, will be lit for security and service criteria only. All proposed fixtures on site will be shielded types. The proposed parking lot light standards will be less than 15 feet high. Staff's Response: Lighting is shown in attachments BAR 8 through 11. A luminaire plan is needed to demonstrate no direct off -site glare. The fixture shown in BAR 8 will require considerable shielding to achieve this standard. The under -canopy fixture (BAR 9) will not provide the lighting pattern shown in BAR 3A due to its diffuse, area -wide illumination spread. This illustrated lighting . pattern requires a focussed beam on the wall to create this effect. Both retail entries will have flanking up -lights to add interest to the building's night time appearance. 4. Building Design. 4a. Architectural style is not restricted; evaluation of a project should be based on quality of its design and relationship to surroundings; Applicant's Response: The existing building is the BEST looking, concrete tilt -up panel type building in the area. Its aggregate finish is of very fine quality and has been well maintained over the years. These panels are being relocated on site and integrated into the proposed structure in an attractive fashion, and many interesting addition [sic] materials are being added. The surrounding area is almost completely of similar scale and building types. Staff's Response: The exposed rocks in the facade's tilt -up panels presently display rust - colored stains and are spalling small pieces of aggregate. The two principal entrances form visual focal points along their respective building faces. Both express a dramatic silhouette, while remaining somewhat similar in Staff Report to the Board of Architectural Review L93 -0091: Best Page 11 appearance. The Best entrance uses tile and metalwork to add color, and it contains an intermediate set of panels to provide a transition of scale from the roadway view to that of the pedestrian shopper.. The Future Shop entrance creates a dramatic appearance with its extensive window -wall which forms the backdrop to the vestibule. Tile work will be of a different color and pattern than used on the other entrance. Both entries are to be illuminated by sets of overhead skylights. The proposed wall design between the entries contains a series of elements to break up the massive and monotonous appearance of the building. Alternating sets of pilasters and rectangular panels are on the west (BEST) facade. This design motif changes somewhat on the south wall, where there are both panels of scored and smooth dryvit, and panels of exposed aggregate. Horizontal lines have been created along both these walls with the addition of a pedestrian canopy, whose overhang will create a pronounced shadow line. 4b. Buildings should be to appropriate scale and be in harmony with permanent neighboring developments; Applicant's Response: The surrounding area is nearly completely of similar scale and building types, though not as nice as this one. Relationship of Structure to Site. This remodel of an existing structure has a similar relationship between structure and site as adjacent developments. The proposed development provides adequate transition from streetscape to structure, pedestrian travel, and relationship between building mass and site area. 2. Relationship of Structure & Site to Adjoining Area. Conversion of this existing warehouse to a retail facility is consistent with other structures on the block. In most instances the conversions have been designed by the same architect. Typically, buildings have been reduced in size to accommodate additional parking, and in each case the parking is located between the structure and the street, with additional interior trees to moderate its visual effects. The proposed retail facility has attempted to make its main entries visually prominent, by means of different materials, different colors and heightened parapets. The overall building design is integrated with canopy and pilaster accents, and a rhythm of scored dryvit. The project provides for good vehicular and pedestrian access, except that the Andover Park West driveway location and turning movements need further evaluation by the City Engineer. 3. Landscaping and Site Treatment. Site landscaping and treatment provides an inviting and stable appearance, except that the proposed Japanese Maples should be chosen to reflect the characteristics of a small street tree as discussed in Finding 3c, and the need for additional Sweetgum trees in the eastern perimeter should be investigated as discussed in Finding 2b. All lights must be shielded to eliminate direct off -site glare at the property. line. The north and east wall lights will likely require considerable shielding. The proposed south and east under -canopy light fixtures should be augmented or replaced to provide the triangular light pattern presented or a scalloped light pattern, in order to significantly improve the long wall's architectural presentation during evening hours. This would likely require recessed, canned lights focussed on the walls. 4. Building Design. Landscaping: The variety of Japanese Maple tree chosen for the planter islands adjacent to the building shall reflect the characteristics of a small street tree in order to be effective in softening parking areas and accommodating pedestrian travel (e.g. single trunked, a minimum 20 ft. mature height, and easily limbed to a • 6-8 foot height. Two additional Sweetgum trees shall be installed in the eastern perimeter planter to soften this area's parking strip in coordination with the adjacent Homelife project, as d ed to be needed by the Director. 6. Rooftop Mechanical Scre ooftop mechanical equipment (and other appurtenances) greater than- €emgeet in height and located within 50 feet of any perimeter wall shall be screened and painted to minimize visual prominence. The Planning Director is authorized to approve the rare situation where screening is not needed. The Directo ' e ecision may be appealed to the Board. 7. All HVAC, comm at 6 other materials on the roof do not need screening if less than _ - —• high and held back 50 feet from the roof edge. There are other combinations of equipment sizes and location which may be visually insignificant and not need screening. The result creates the appearance of a building with strong horizontal lines, bright accent colors, and an interesting silhouette. The once - abrasive and heavy appearing wall panels now contain a measured transition from the exposed aggregate, to a grid - scored dryvit panel to smooth dryvit, to tiles. Treatment of the exposed aggregate in the wall panels will be necessary to prevent further spalling and to reduce staining. Large skylights will be needed to provide an essential transition from the bright outdoors to the interior of each facility. Screening of roof -top equipment will be accomplished by 50 -foot setbacks from all parapets. 5. Miscellaneous Structures & Street Furniture. Covered walkways provide an important amenity for pedestrians. Light standards for the parking areas are consistent with those installed in the recently approved Home Life and Computer City buildings. Exposed aggregate concrete steps and walkways adjacent to the building will reflect the relatively coarse texture contained in the facade. The freestanding waste enclosure is architecturally integrated with the building and screened from direct street view. There is no data on the proposed freestanding sign. RECOMMENDATIONS Staff recommends that the BEST Products Company Remodel be approved, subject to the following conditions: 1. Walls: Exposed aggregate panels shall be sealed with a clear substance, rather than be treated with paint or stain, unless the applicant can demonstrate that subsequent spalling of the exposed aggregate in these areas will not result in a mottled appearance. (See Finding 4A) 2. Signs: General locations of signs are approved as part of this application. Specific details are the subject of a subsequent sign permit application and Board approval. 3. Lighting shall be shielded to eliminate off -site glare, as shown in a luminaire plan, and direct illumination at a four foot height as shown in cross - sections as needed. 4. Under -canopy lighting shall be modified to provide a triangular or scalloped wall light pattern. W. /Strander Blvd. intersection. Prior to conducting our analysis we performed manual two -hour turning moving counts on Tuesday, February 22, 1994, for both noon (11 :30 AM to 1:30 PM) and the PM (3:30 to 5:30 PM) peak periods. According to the traffic volume counts the noon time peak is higher than the PM peak. To calculate the associated queue lengths at the Andover Pk. W, /Strander Blvd. intersection, the SIGNAL 85/TEAPAC [V2 L6.0] was used. Four analysis scenarios were calculated. The scenarios were 120 second signal cycle lengths during the noon and PM peak period using the existing approach channelization. According to our analysis the worst case queue on the north approach is 234 ft. (i.e. 468 ft. divided by two lanes) per lane. Two hundred thirty four feet equates to around 10 vehicles (234 ft. divided by 25 ft. /vehicle). It is our understanding that left turn pockets are .proposed to be added to Andover Pk W. and its intersection with Strander Boulevard. With these improvements in place the projected left turn queue, assuming protected left turn operation, would be 299 feet. With a projected maximum queue of 299 ft., we recommend that left turn pocket channelization consistent with Figure 910 -8a "Channelization Widening" in the WSDOT Design Manual be used. A copy of Figure 910 -8a is attached. We have been working very hard to accomodate the many different and positive comments that you have made. The following notes and enclosed sketches address all the comments since our last meeting three days ago, and should attain our goal of a final approval. You met with the City staff the following day, and faxed us your memo yesterday. Therefore we are unable to meet your request for a complete resubmittal in time for todays meeting at 2PM. However, in an effort to accomodate the BAR and SEPA project schedule, and in order to hold onto the BAR hearing date planned for March 24, 1994, we will have a completed package of rendered drawings, PMI's, and samples to you by the end of the day 3/9/94. This leaves the staff and yourselves with 6 working days prior to having to send out packages to the BAR on 3/17/94. My responses follow the outline of your memo: The enclosed TP &E queuing study has been faxed several times to John Pierog over the last few days, and I believe it satisfies the PW staff requirements for not just queuing and turn movements, but also the plan for the eventual combining of driveways with the neighbor to the North. The enclosed partial Site Plan at 20' scale and full site plan on 8.5 x 11 show a relocate driveway location which allows us to not lose any parking stalls in the process. Landscape and site plans will be submitted next week showing this location (plus the many other changes from previous reviews) unless we hear otherwise by the end of today. As you know, the subconsultants do charge extra for repeated changes. Your efforts in helping keep the information flowing is here noted. We submit for your review two options for the Best entry. We have shown the additional protruding plane which you suggested in two ways. The first is as you suggested, and is ... Y.. The second, which we and our clients prefer, extends an area from the top to the bottom of the sign area surface out, and is much cleaner. The cost of either option is not without substantial cost if the protrusion exceeds 12 ". Please keep in mind the costly design changes which have been made already. Both of the above options are shown with additional tile added at the facade of the entry. The full extent of the suggested tile will be apparent in the perspective drawing. The tile extends along the length of the wall behing the entry, at both the above the door height and as a base and wainscot along the entry and flanking ramps. The flanking columns will have caps of red sheet metal, and bases of red tile as shown, both matching the sign material, handrails, and canopies. Thank you for your sketch. We tried several different widthes and chose a somewhat narrower one to avoid competing with the screen/cutouts. Similar metal and tile materials in Dartmouth green are shown at the Future Shop entry. The Future Shop entry can not be easily built without the structural columns. Such a cantilever will require considerable additional seismic bracing and increased beam sizes. However, perhaps the size of the columns can be reduced to lessen their importance. We do not think that such a small nor commonly seen building material can be labeled "high- tech ". On several previous occasions, you have requested "brightly colored" materials. We have submitted a revised dryvit scoring detail for the two entries which will read better because of it's squared edges. Deeper scoring lines are impossible without a major cost increase. The Future Shop tenant is not interested in reflective strips applied in the dryvit score lines, for reasons of expense, upkeep, and contrast. They want to repeat that the importance should be on the glass wall (already applauded in previous reviews) and what is for sale inside, and that the expense of the dryvit is already great due to the amount. I strongly disagree that you will not be able to "read" the scoring as now proposed. From distances of less than 100', These score lines will be very visable. From greater than 100' they will add to the texture of the walls, especially because of the alternating panels. From farther away, the two entries will "read ", not because of score lines, but because of the multiple offset in planes which are proposed. This building has twice as many offsets as the Segale Center and the Target Center, and the offsets are deeper. The submittal next week will include colors of all matewrials, including windows and doors. We have added a sidewalk from the St. corner into the parking lot for pedestrians crossing at that point. We have changed the planter at the East property line as requested. Sign applications will be ready to submit next week. • • The light fixtures proposed all around the building, including those discussed uplighting the Best entry, will be submitted next week. The elevations and perspectives will be submitted with and without coloring, along with the color samples. We will be accomplishing screening of the HVAC units entirely by setting them back 50' as discussed at our earlier meeting. The recycling enclosure details will be included in next weeks submittal.. Dear Howard, Scott delivered the drawings on February 24th. He took the time to note various changes and refinements to the original design. Since then we have spent time looking at the drawings carefully, and have a number of comments which are organized below. Please note that the project's SEPA review is a separate subject. This letter addresses only the design of the project. First, we realize the changes shown on the plans are quite complete. You are a good listener. Our reservations fall into two categories, substantive, and details. Substantive Issues. These pertain to the proposed colors for the building and the facade treatments, especially for the entries to both Future Shop and Best. We make our comments immediately, in that we did not have your proposed color scheme or cross sections until this point. Our commitment includes working out these details prior to our March 1st meeting. Colors (Sheet BAR -4) The colors for the building itself (as opposed to the canopy or the trim) appear neither contrasting enough or complementary enough: We request that you consider making the proposed grey -green a deeper gray or a deeper green. We will need to know what colors and treatments are proposed for all exterior doors, and for the recycling enclosures. FEB. -26 -94 SAT 1 8 : 59 RADFORD /13ETTS P . 6g Mr. Turner Best Products Design Comments February 26, 1994 2 We think that the red proposed for the Best sign and canopy responds to our request to make the building lively and attractive. In contrast the green for the Future Shop area appears dull, lackluster, and possibly misleading, in that we believe that Future Shop has its own very definite idea about its sign's color, shape, etc.. We also recognize that separate sign applications need to be filed with the City for BAR review. To the extent that what you show on these elevations corresponds to what will be applied for in the subsequent sign permits, the better their reception. Entries to both Future Shop and Best. Parts of the concept are great! The glass facade at Future Shop can be impressive both day and night. The lighting diagram helps convey that, and we know that skylights here will do that as well. The "cut -out" panels at Best are a good solution to provide a visual transition between the scale of the street view and that of the shopper passing into the store through relatively tiny entry doors. The portion of the facade that contains the Future Shop sign presently looks, feels, and "reads" like a billboard, or something from the set of "Old Tuscon." Steel columns need to be moved in approximately 3 feet on each side to provide the appearance of a balanced support to the overhead sign facade. They could well line up with the principal mullions of the window wall behind. The overhead sign area must be visually connected to the canopy behind it. That includes rethinking the all - important side silhouette of the top of the sign. This top part must visually return back some 16 -20 feet into the building, providing a commensurate amount of visual mass to complement that of the building itself. That would create a stairstep silhouette which would be in scale. This last comment (about the silhouette at the top of the sign) applies to the Best sign facade as well. .F EB. -26 -94 SAT 19 : 0 0 R A D F O R D /BETTS P. 0 4 Mr. Turner Best Products Design Comments February 26, 1994 3 In reviewing these entry designs, this project needs to present "gutsy" entries to complement the robust Target Center across the intersection. Even Segale's Retail Center contains relatively massive features associated with its principal retail entrances. There are several design solutions for the Best design, but painted, scored dryvit alone will not carry the day. Consider enamelled panels, tile work, or other materials that are brightly colored. Consider neon lights for dramatic effect! A project at a 100% corner such as APW & Strander calls for more than what is presently here. Design issues. Landscape plan (Sheet BAR -61 A. Trees. 108th are 5 Austrian pines compatible with this project or the one next door? 2. Delete trees shown on the plan where the sidewalk will . parallel the west facade and the north property line. 3. Substitute a more robust deciduous tree than Redspire pears throughout the parking lot. We recommend trees such as Sweetgums or Norway maples. 4. The major street trees shown on the plan are not coded properly in the plant schedule. If they are Jaquemont birches, they do not meet the requirements of the City's CBD street tree & sidewalk plan. (Refer to our notes from February 8th). Use the same species on Strander as Segale used. Trees for Andover Park West can be one of three options, of which Red Oak might be. appropriate. B. Sidewalks. 5. Show sidewalks along Strander and Andover Park West at the curb line. (The precedents for sidewalks along the curb line are too well- established for us to debate the issue further]. 6. Add the sidewalk along the northwest part of the project and along the west facade area. Ensure the remaining trees in these areas accommodate the walkways. Widen the three -foot planter at the southwest corner of the building to seven feet; Narrow the planter at the south side of the Best entry to match that shown on the north side, such that there is consistency at the entry. For these now - identical flanking planters, have your designer specify some sort of colorful shrub /cover combination rather than what appears to be junipers and laurel. 8. Add a seven foot planter along the easternmost tier of parking stalls; the recycling enclosure does not constitute a "planter." 9. Put a gentle radius to the SE & NW corners of the APW /Strander intersection planter. D. Signs. 10. Since the City does not yet have a sign application on this proposal we caution you that the intersection planter sign must be set back from the property line in accordance with the City's sign code. E. Property line landscape treatment. We request that your landscape designer check and match the common property line landscaping which was approved for the HomeLife project. We doubt St. John's wort belongs here. F. Building Elevations.(BAR -3) The facade treatment on the west facade represents a workable solution to the conversion of a warehouse. But, is there no flashing on the section of the parapet south of the Best entry? We note that the flashing is shown along most of the south facade. Is there some problem with the demolition /reconstruction of this corner area that makes the flashing unnecessary? 12. All wall sections should be further dimensioned. Section #1 should show the sign facade as a definite protrusion from the facade, with a visually complete connection, in addition to our comments about the silhouette, noted in Design Issues (Facade) above. A four foot canopy which is some 12 feet (no dimension shown) above the sidewalk is almost useless. That point was discussed at our last meeting. To achieve better proportion, and to be effective we recommend this canopy be 7.5 feet wide along both the west and south facades. Where the canopy immediately flanks the Future Shop and is some 14 feet high, its width ought to be proportionately increased to around 8.5 feet. 14. We think that the alternating scored /smooth panels along the west facade should be carried around to the south facade, and used in the two groups of four smooth panels there, possibly as the most left and right of each pair, in order to bring continuity into the treatment of the facade. 15. Please show the detail of the dryvit scoring and the detail for the tiles /accents at the Future Shop entrance. We worked closely with Segale, and the deep dryvit scoring used there will add shadow lines to create a very interesting pattern in that project. We suggest you consider doing the same here, but at a minimum the Board (and the staff!) needs to know what is intended here. 16. Please show how you intend to handle the roof drain downspouts along these facades. Will they line up with the panel columns? Will they be painted the same color as the columns? A note about these points is all that is needed. G. Lighting (sheet BAR -3A2 This diagram effectively portrays your intended patterns. It should be used as an example for other projects coming into the City. We request you proof -read your notes to this sheet, as there are several notes that are not found on the elevations, such as note 5.1. There are numbers on the drawing that do not have an explanatory note, eg., 3.4. In addition the former loading doors on the east facade are shown as 7.1, dryvit system on steel framing, rather than 8.2 existing overhead doors. Is this intended? Colored elevations (sheet BAR-4) The Board will also need to see the treatments proposed for the east and the north facades. Colored drawings work best, but a set of elevations that reference the same key as for sheet BAR -4 can suffice. We have already discussed our substantive concern with the present colors as shown on sheet BAR -4.. 17. Please identify the color intended for the flashing along the parapet. Are doors into both stores without color? I. Site Plan (sheet BAR -2). This feature of the proposal shows considerable thinking and refinement. 18. Recompute /relabel the number of parking stalls. The notes do not total with what is shown on the plan. Parking on the east facade says "12s ", but we count 13 stalls. Parking at the southwest corner of the building says "25s ", but there are only 23 stalls overall on the west facade, and if so, then the notation at the northwest corner of the building "13s" does not apply. 19. Screening of HVAC units must be completed. The project does not have to screen the unit that sits just above the word "Products" in the plan, located at C6. It does have to screen each unit within 50 feet of the parapet wall, which means four additional units need to be so delineated. These are at locations 7G, 12G, 15 E and 15D. Put a note or a key that identifies which units are to be Screened. Provide the BAR a cross - section of the screens. Include the intended color of these 1x4 wood screens in BAR -4, or some other sheet that you think appropriate. 20. The location of the west driveway from Andover Park West still needs to be resolved. It awaits completion of the study by Best's traffic consultant. As discussed before, Ron Cameron of the Tukwila Public Works Department will take this recommendation and will make a determination of the location of the driveway. While we can proceed with the rest of the BAR staff report, sheet BAR -2 awaits resolution of this issue._ (Note: its completion impacts timing of the SEPA report!1 21. Site lighting is greatly increased. Recycling enclosures. Along the east property line, the 100 square foot enclosure does not qualify as a landscaped planter. Given the location of the exits from the building, its present location appears to be operationally awkward. We suggest you move it north and adjacent to the 200sf enclosure. By the way, check the spelling of "demolished" in the note to the north of these recycling enclosures. J. Perspective drawings really aid interpretation of the drawings. Another set will be needed once changes are made to the elevations, as mentioned above. Can you place people in these drawings to aid the Board in its understanding of the project's scale? Can glass, metal, rock, and dryvit type materials be further depicted, or do you intend to portray that with rendering these perspectives? That completes staff comments on the project's design. Our draft staff report will be available March 1 at 2:30 PM at the City offices. We will have to coordinate the refinements you make and the recommendations we present within the report.
