CALL TO ORDERIPLEDGE OF ALLEGIANCE/ROLL CALL
Mayor Ha do called the Regular Meeting of the Tukwila City Council to order at 7:05 p.m. and Ied the
audience in the Piedge ofAllegiance.
ROLL CALL
Barbara Saxton, Administrative Support Coordinator, called the roll of the Council. Present were
Councilmembers Joe Duffie, Dennis Robertson, De'Sean Quinn, Allan Ekberg, Verna Seal, Kathy
Hougardy, and Kate Kruller.

PROCLAMATION
a. A proclamation declaring October 2014 as "Community Planning Month."
Mayor Haggerton read a proclamation declaring October 2014 as National Community Planning Month in
the City of Tukwila. Mayor Haggerton expressed appreciation to all the volunteer Planning
Commissioners who play an important role in the success of the City of Tukwila, and to the City's
planning staff.
Jack Pace, Community Development Director, referenced the Community Conversations held by the City
earlier this year. He stated that meetings are planned for early next year regarding the vision for Tukwila
International Boulevard, and this process will likely draw interest from citizens and businesses.
CITIZEN COMMENTS
Mike McQuaid of Seattle is with US Lacrosse, the national governing body for the sport of lacrosse in the
United States (based in Baltimore, Maryland). On Saturday, October 18, the City ofTukwiia hosted The
Seatown Classic, which featured twa of the most giobaily recognized brands in the sport: the University
of Notre Dame and the United States National Team. The Seatown Ciassic was previousiy in Tukwila in
2012 for its inaugurai event. This year the event (and Tukwila) received press from "The Seattle Times,"
"The Tukwila Reporter," Seattle TV and radio, "The Baltimore Sun," and the US Lacrosse and Notre
Dame athletic networks, The event in Tukwila set attendance records this year, with fans coming from all
over Washington State and fans of Notre Dame traveling from the east coast. 4,000 fans attended the
game at Starfire Sports and 1.000 young people attended youth clinics all morning. Mr. McQuaid
presented the official game ball from The Seatown Classic to the people of Tukwila and the Tukwila City
Council and thanked the City for setting a world-class example for the youth of the community.
The Councilmembers expressed appreciation for the excitement of the fast-paced game and to US
Lacrosse and Mr. McQuaid for bringing this great event to Tukwiia.

Counciimember Robertson noted that ali changes discussed by the Councii at previous meetings have
been addressed in the final draft.
b. Ordinances relating to the rezone of two properties on the south side of South 180th Street at
Andover Park West:
(1) An ordinance amending the Zoning Map for certain real property located at 6101 S. 180th Street
and at 18000 Andover Park West, Tukwila, Washington, from Tukwila Urban Center (TUC) to
Heavy industriai (Hi) with a Tukwila South Overiay (TSO).

the Day services, which occur no more than 5 days per month.

school programming at the elementary schools.

e. A resolution amending the "Tukwila, City of Opportunity Scholarship" program to increase the
funding level and refine procedures.

Councilmennber Robertson referenced Section 4 of the resolution (page 210 of the agenda packet).
As written, the second bullet point is not specific as to who the Council President could appoint as his/her
designee,

THE WORD "COUNCILMEMBER" BETWEEN THE WORDS "HER" AND "DESIGNEE" MOTION
CARRIED 7-0.
Councilmember Seal explained that this resolution will increase the annual scholarship fund amount from
$4,000 to $10,000. Demonstration of financial need and ambiguities around procedures were also

f. Authorize the Mayor to sign a contract with Northwest Hydraulic Consultants to perform
Phase 1 of the Tukwila 205 Levee Certification Project in the amount of $447,711.00.

CONTRACT WITH NORTHWEST HYDRAULIC CONSULTANTS TO PERFORM PHASE 1 OF THE
TUKWILA 205 LEVEE CERTIFICATION PROJECT IN THE AMOUNT OF $447,711.00. MOTION
CARRIED 7-0.
REPORTS
a. Mayor
Mayor Haggerton attended the 2014 Seatown Classic lacrosse match on October 18, 2014, at Starfire
Sports. On October 17, 2014, he welcomed the Washington Association of Drug Court Professionals at
their state conference, where approximately 200 to 250 were in attendance at the Doubletree Inn. He
reported that he heard several positive comments about Tukwila serving as the conference host.
b. City Council
Councilmember Duffie enjoyed the lacrosse match on Saturday, October 18, 2014, and noted how many
youth were in attendance.
Councilmember Robertson attended the lacrosse match on October 18, 2014. He noted that Joyce
Trantina of the Mayor's Office performed a beautiful rendition of the Star Spangled Banner to open the
event.
Council President Quinn reiterated the excellent performance performance by Ms. Trantina at the Iacrosse match on
October 18, 2014. He expressed appreciation for the attendance by Councilmembers at the event. He
also appreciated the Council's work at the Budget Workshop earlier this evening. Mr. Quinn reported that
he is a member of the cabinet for King County's Local Food Economy Initiative, which is close to finalizing
a strategy and he will provide a report to Tukwila's City Council at a future meeting.
Councilnnember Ekberg noted that Joyce Trantina was very poised throughout her performance of the
national anthem, even while being accompanied by a passing BNSF train. He reported that the Tukwila
International Boulevard Action Committee discussed on-going incidents at the parking lot of the Light Rail
Station ot their meeting on October 14.2U14. He also attended the Trash or Treasure" event atthe
Tukwila Community Center on Saturday, October 18, 2014, which was hosted by Parks & Recreation.

Councilmember Seal served as Vice-Chair of the Safety of Newborn Children Task Force as a member
for Sound Cities. She noted there is a law (RCW 13.34.360) that allows the parents of a child—within 72
hours of a baby's birth—to anonymously transfer the baby to a qualified person if left at a hospital or fire
station or federally-designated rural health c|inio, without fear of criminal prosecution. This task force was
convened by the King County Council after a newborn was found in North Bend earlier this year, less
than haif a mile from a hospital. The group was tasked with developing strategies to get the word out
about this Iaw. She will be involved in presenting the recommendations to the King County Council in
December and to Sound Cities, and will also provide copies to Tukwila Councilmembers.
Councilmember Hougardy attended the King County Regional Transit Committee meeting on October 15,
2014, where discussions continued on route reductions and budget allocations. These decisions will
impact many people in the region. She also attended the City's Facilities Steering Committee meeting on
October 16, 2014. Ms. Hougardy reported on an organization called America in Bloom, whose goals
appear to mesh with those of the City's Strategic Plan goal of livability. She will review the group's starter
kit and provide further information at a later date.
Councilmember Kruller attended a regional meeting for the Association of Washington Cities (AWC) in
Olympia. An issue brief from AWC was distributed to Councilmembers and administration. She
referenced a pocket guide on AWC's "Operation Strong Cities" campaign, which provides guidance on
developing a legislative agenda, communicating with constituents, legal guide|inea, and working with
State Iegislators and the media. She commented on the time committed by Councilmembers to
participate in regional, state and national meetings such as those mentioned this evening.
Mayor Haggerton noted that the Sound Cities Association meeting to be held on Wednesday, October 22,
was planned to replace their annual regional meeting this year. This date conflicts with a meeting ofthe
Tukwila Pool Metropolitan Park District.
