No further extensions to the short plat preliminary approval will be possible. Your Public Works permit (PW06 -013) will expire on August 8, 2007. It appears that no actual work has been done on the required improvements, and that the last inspection was in February, 2007. In order to retain the permit, you will need to demonstrate progress in installing improvements and have a City of Tukwila inspection prior to the August 8, 2007 expiration date. Please note that the June 16, 2008 extension date of the short plat preliminary approval, and the August 8, 2007 expiration date of the Public Works permit are different from each other. It is your responsibility to work with the Public Works Department regarding the status of your Public Works permit and to install improvements in a timely manner. Tukwila, WA 98168 Dear Mr: Bess: There are three basic steps in the short plat approval process: • Department of Community Development Steve Lancaster, Director The Short Subdivision Committee has completed review of your short plat application ( #L06 -006). Based on the submittal, preliminary approval is granted subject to the conditions stated below. This letter serves as the Notice of Decision per TMC 18.104.170. This decision can be appealed to the Hearing Examiner: Any appeal must be filed before the end of the 21 day appeal period on July 7, 2006. 1. Preliminary Approval Plans a. Plans must show the lot and block numbers beginning with "1." Fire Protection a. Per information provided by Water District #125, water is available at the site with a flow of 750 gpm at 20 psi. This is less than the 1,000 gpm required by the City of Tukwila. Therefore, each new house shall be required to have sprinklers installed when constructed. This requirement shall be printed on the final short plat map. General a. You will need to obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. For City of Tukwila utilities, contact Tukwila Public Works at 206 - 433 -0179. b. An infrastructure and construction standard manual is available at the Tukwila Public Works Department and on the City web site Civil site plans shall be designed per City of Tukwila standards, details and specifications. c. Install all required site improvements, including water and sewer per the plans dated April 21, 2006, and the short plat application. At the time of permitting, storm drainage for roof drains and paved areas shall be infiltrated and/or dispersed on -site, or detention provided as per KC Surface Water Design Manual (1998). Prior to Final Short Plat, the following comments need to be addressed for Public Works. a. Provide a draft copy of Private Ingress/Egress & Utility Easement and Maintenance Agreement. (1) Verify that legal owner(s) name(s). This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (2) The Private Ingress/Egress & Utility Easement should include language stating who will maintain the paved area and utilities, and by what portion. (See sample enclosed.) b. Provide a draft copy of the Private Sanitary Sewer Easement. (1) Verify that legal owner(s) name(s) This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. (Sample enclosed) c. Provide a draft copy of the Private Water Easement. (1) Verify that legal owner(s) name(s) This document shall be recorded prior to recording of the Final Short Plat Map, and the recording number be shown on the short plat map. d. Show and label the Private Sanitary Sewer Easement & the Private Water Easement on Final Short Plat map and Civil plan sheet. e. The new sanitary sewer manhole within 51 Ave. South shall be turned over to the City, after final acceptance by Public Works. A portion of the new side sewer shall be 8 -inch and connect to a new Private manhole located on private property. Miscellaneous Comments a. All sawcut areas within 51 Ave. South shall be shown and labeled on the Civil plan sheet(s). b. The existing garage shall be demolished. 2. Final Approval The next step is to install the required site improvements, comply with the conditions of approval and submit the necessary short plat documents (survey, legal descriptions, and other required paper work). You may apply to delay installation of the site improvements up to six months beyond final approval subject to the approval of the Public Works Director. A financial guarantee must be provided to ensure installation. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting final papers. After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee will sign your short plat. This constitutes a grant of final approval. The final approved short plat must be filed with the King County Department of Records by June 16, 2007, one year from the date of this preliminary approval or the application will expire. The City may grant a single one year extension if requested in writing prior to the expiration date. 3. Recording Sincerely, • • The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original unfolded short plat to King County. Refer to the Recording Procedures handout. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand- delivering a copy of the recorded short plat to the project planner. In many circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. You must show the travel distance to the nearest fire hydrant, measured by the path of vehicle travel. Please provide us with plans that include that information. The civil plan now shows the distance and path of vehicle travel from Lot 3 to the nearest fire hydrant. The fire hydrant located 4 -feet north of the north property line, is approximately 199 -feet from Lot 3 by path of vehicle travel.
