Mullet, Mayor RE: Short Plat L06 -011 4615 South 148 Street, Tukwila WA 98188. Dear Mr. Singh: The Short Subdivision Committee has completed review of your short plat application (No. L06- 011), and determined that it complies with all applicable City code requirements. This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal, preliminary approval is granted subject to the conditions stated below. There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code. PRELIMINARY APPROVAL CONDITIONS a. Extension of the sewer and water lines to the lots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department. The approved easement documents must be recorded at King County recorder's office and the recording number should be referenced on the survey plat document. Provide draft copies of the following easements to the Public Works Department for their approval: i) Private ingress /egress, utilities and maintenance agreement. ii) Private storm drainage easement and maintenance agreement c. You will need to obtain all required permits prior to beginning any construction. For water and sewer permits, contact the individual provider District. For City of Tukwila utilities, contact Tukwila Public Works at (206) 433 -0179. d. All structures on the survey map that are labeled to be removed including the existing house, garage, shed, barn and the shop must be demolished prior to final approval and do not show these on the survey map. Please contact the Building Department at 206 - 433 -7165 to obtain information about demolition permits. e. A fire hydrant is required to be within 250 feet of the farthest structure via vehicular travel. The location of the new hydrant shall be approved by the Fire Department. f. The following changes must be addressed on the final survey plat: i) Existing structures are proposed to be demolished, therefore do not show on the final short plat map. ii) Dash in required setbacks. iii) Private storm drainage easement shall be labeled as shown on the redlined survey. iv) All other changes as shown on the redlined survey shall be incorporated including the file number, section - township -range, and legend. v) Provide a note on final short plat map and site improvement/drainage plan, to comply with Geotechnical Engineering Report by Bruce S. MacVeigh, P.E., dated January 30, 2006 and subsequent geotechnical reports. Also, provide a note on the site improvement/drainage plan that individual house foundation and drainage system shall meet a specific geotechnical assessment with final design recommendations. g. Submit a set of recording documents in either legal or record of survey format that meet the King County Recorder's requirements. The survey map must be revised to reflect the changes as shown on the attached redlined map and those listed above. The surveyor's original signature must be on the face of the plat. Short Plat L06 -011 Page 2 This short plat approval decision is appealable to the Hearing Examiner. In order to appeal the decision a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision (04/14/2006). The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. If no valid appeals are filed within the time limit the decision of the Department will be final. Appeal materials shall include: 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW ch. 36.70C. 2. Final Approval The next steps for you are APPEALS a) Obtain a Public Works permit and construct the infrastructure (road, utilities etc). Civil site plans shall be designed per City of Tukwila standards, details and specifications. b) Record the ingress, egress & utilities easements. d) Submit the necessary short plat documents (survey, legal descriptions, and other required paper work) with revisions made as shown on the redlined plat drawing. The documents must meet the King County Recorder's requirements. The surveyor's original signature must be on the face of the plat. All taxes and fees assessed against the property must be current prior to final approval. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting final mylars. Short Plat L06 -011 Page 3 Expiration The final approv d short plat must be filed with the King County Department of Records by Ir- = 6 0 6 one year from the date of this preliminary approval or the application will expire. The City may grant a single one -year extension if requested in writing prior to the expiration date. 3. The signature of the Chairman of the Short Subdivision Committee certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County, see the Recording Procedures handout. The short plat is not complete until the recording occurs and copies of the recorded documents are provided to the Department of Community Development. After recording, the County returns the recorded original to the City of Tukwila within 4 -6 weeks, at which time your short plat is considered complete. You can shorten this processing time by hand - delivering a copy of the recorded short plat to the project planner. In many circumstances, building permits on the short platted property may not be issued until a copy of the recorded short plat (or original) is returned to the Department of Community Development. (a) Any law, ordinance or governmental regulation (including but not limited to building and zoning laws, ordinances or regulations) restricting, regulating, prohibiting or relating to (i) the occupancy, use or enjoyment of the land; (ii) the character, dimensions or location of any improvement now or hereafter erected on the land; (iii) a separation in ownership or a change in the dimensions or area of the land or any parcel of which the land is or was a part; or (iv) environmental protection, or the effect of any violation of these laws, ordinances or governmental regulations, except to the extent that a notice of the enforcement thereof or a notice of a defect, lien, or encumbrance resulting from a violation or alleged violation affecting the land has been recorded in the public records at Date of Policy. (b) Any governmental police power not excluded by (a) above, except to the extent that a notice of the exercise thereof or a notice of a defect, lien or encumbrance resulting from a violation or alleged violation affecting the land has been recorded in the public records at Date of Policy. 2. Rights of eminent domain unless notice of the exercise thereof has been recorded in the public records at Date of Policy, but not excluding from Conditions and Stipulations 1. DEFINITION OF TERMS The following terms when used in this policy mean: (a) "insured ": the insured named in Schedule A, and, subject to any rights or defenses the Company would have had against the named insured, those who succeed to the interest of the name insured by operation of law as distinguished from purchase including, but not limited to, heirs, distributees, devisees, survivors, personal representatives, next of kin, or corporate or fiduciary successors. (b) "insured claimant ": an insured claiming loss or damage. (c) "knowledge" or "known ": actual knowledge, not constructive knowledge or notice which may be imputed to an insured by reason of the public records as defined in this policy or any other records which impart constructive notice of matters affecting the land. (d) "land ": the land described or referred to in Schedule A, or in Schedule C if not provided for in Schedule A, and improvements affixed thereto which by law constitute real property. The term "land" does not include any property beyond the lines of the area described or referred to in the applicable Schedule, nor any right, title, interest, estate or easement in abutting streets, roads, avenues, alleys, lanes, ways or waterways, but nothing herein shall modify or limit the extent to which a right of access to and from the land is insured by this policy. (e) "mortgage ": mortgage, deed of trust, trust deed, or other security instrument. (f) "public records ": records established under state statutes at Date of Policy for the purpose of imparting constructive notice of matters relating to real property to purchasers for value and without knowledge. With respect to Section 1 (a)(iv) of the Exclusions From Coverage, "public records" shall also include environmental protection liens filed in the records of the clerk of the United States District Courl for the district in which the land is located. (g) "unmarketability of the title ": an alleged or apparent matter affecting the title to the land, not excluded or excepted from coverage, which would entitle a purchaser of the estate or interest described in Schedule A to be released from the obligation to purchase by virtue of a contractual condition requiring the delivery of marketable title. 2. CONTINUATION OF INSURANCE AFTER CONVEYANCE OF TITLE The coverage of this policy shall continue in force as of Date of Policy in favor of an insured only so long as the insured retains an estate or interest in the land, or holds an indebtedness secured by a purchase money mortgage given by a purchaser from the insured, or only so long as the insured shall have liability by reason of covenants of warranty made by the insured in any transfer or conveyance of the estate or interest. This policy shall not continue in force in favor of any purchaser from the insured of either (i) an estate or interest in the land, or (ii) an indebtedness secured by a purchase money mortgage given to the insured. coverage any taking which has occurred prior to Date of Policy which woul be binding on the rights of a purchaser for value without knowledge. 3. Defects, liens, encumbrances, adverse claims or other matters: (a) created, suffered, assumed or agreed to by the insured claimant; (b) not known to the Company, not recorded in the public records at Dal of Policy, but known to the insured claimant and not disclosed in writin to the Company by the insured claimant prior to the date the insure claimant became an insured under this policy; (c) resulting in no loss or damage to the insured claimant; (d) attaching or created subsequent to Date of Policy; or (e) resulting in loss or damage which would not have been sustained if th insured claimant had paid value for the estate or interest insured by th policy. 4. Any claim, which arises out of the transaction vesting in the insured the estal or interest insured by this policy, by reason of the operation of feden bankruptcy, state insolvency, or similar creditors' rights laws, that is base on; (i) the transaction creating the estate or interest insured by this polic being deemed a fraudulent conveyance or fraudulent transfer; or (ii) the transaction creating the estate or interest insured by this polic being deemed a preferential transfer except where the preferenti, transfer results from the failure: (a) to timely record the instrument of transfer; or (b) of such recordation to impart notice to a purchaser for value or judgment or lien creditor, 3. NOTICE OF CLAIM TO BE GIVEN BY INSURED CLAIMANT The insured shall notify the Company promptly in writing (i) in case of an litigation as set forth in Section 4(a) below, (ii) in case knowledge shall com to an insured hereunder of any claim of title or interest which is adverse to th title to the estate or interest , as insured, and which might cause loss c damage for which the Company may be liable by virtue of this policy, or (iii) title to the estate or interest, as insured, is rejected as unmarketable. If prom notice shall not be given to the Company, then as to the insured all liability the Company shall terminate with regard to the matter or matters for whic prompt notice is required; provided, however, that failure to notify the Compar shall in no case prejudice the rights of any insured under this policy unless th Company shall be prejudiced by the failure and then only to the extent of th prejudice. 4. DEFENSE AND PROSECUTION OF ACTIONS; DUTY OF INSURED CLAIMANT TO COOPERATE (a) Upon written request by the insured and subject to the options contained Section 6 of these Conditions and Stipulations, the Company, at its own costs an without unreasonable delay, shall provide for the defense of an insured in litigatic in which any third party asserts a claim adverse to the title or interest as insurer but only as to those stated causes of action alleging a defect, lien or encumbranc or other matter insured against by this policy. The Company shall have the rigl to select counsel of its choice (subject to the right of the insured to object fr reasonable cause) to represent the insured as to those stated causes of action an shall not be liable for and will not pay the fees of any other counsel. The Compar will not pay any fees, costs or expenses incurred by the insured in the defense i those causes of action which allege matters not insured against by this policy. (b) The Company shall have the right, at its own costs, to institute and prosecul any action or proceeding or to do any other act which in its opinion may b necessary or desirable to establish the title to the estate or interest, as insured, to prevent or reduce loss or damage to the insured. The Company may take ar appropriate action under the terms of this policy, whether or not is shall be liab' hereunder, and shall not thereby concede liability or waive any provision of th policy. If the Company shall exercise its rights under this paragraph, it shall do € diligently. (c) Whenever the Company shall have brought an action or interposed defense as required or permitted by the provisions of this policy, the Company mz pursue any litigation to final determination by a court of competent jurisdiction ar expressly reserves the right, in its sole discretion, to appeal from any ethers judgement or order. (d) In all cases where this policy permits or requires the Company to prosecul or provide for the defense of any action or proceeding, the insured shall secure I 12. PAYMENT_OF LOSS (a) No payment shall be made without producing this policy for endorsement of the payment unless the policy has been lost or destroyed, in which case proof of loss or destruction shall be furnished to the satisfaction of the Company. (b) When liability and the extent of loss or damage has been definitely fixed in accordance with these Conditions and Stipulations, the loss or damage shall be payable within 30 days thereafter. 13. SUBROGATION UPON PAYMENT OR SETTLEMENT (a) The Company's Right of Subrogation. Whenever the Company shall have settled and paid a claim under this policy, all right of subrogation shall vest in the Company unaffected by any act of the insured claimant. The Company shall be subrogated to and be entitled to all rights and remedies which the insured claimant would have had against any person or property in respect to the claim had this policy not been issued. If requested by the Company, the insured claimant shall transfer to the Company all rights and remedies against any person or property necessary in order to perfect this right of subrogation. The insured claimant shall permit the Company to sue, compromise or settle in the name of the insured claimant and to use the name of the insured claimant in any transaction or litigation involving these rights or remedies. If a payment on account of a claim does not fully cover the loss of the insured claimant, the Company shall be subrogated to these rights and remedies in the proportion which the Company's payment bears to the whole amount of the loss. If loss should result from any act of the insured claimant, as stated above, that act shall not void this policy, but the Company, in that event, shall be required to pay only that part of any losses insured against by this policy which shall exceed the amount, if any, lost to the company by reason of the impairment by the insured claimant of the Company's right of subrogation. (b) The Company's Rights Against Non - insured Obligors The Company's right of subrogation against non - insured obligors shall exist and shall include, without limitation, the rights of the insured to indemnities, guaranties, other policies of insurance or bonds, notwithstanding any terms or conditions contained in those instruments which provide for subrogation rights by reason of this policy. 14. ARBITRATION Unless prohibited by applicable law, either the Company or the insured may demand arbitration pursuant to the Title Insurance Arbitration Rules of the American Arbitration Association. Arbitrable matters may include, but are not limited to any controversy or claim between the Company and the insured arisinc out of or relating to this policy, any service of the Company in connection with it: issuance or the breach of a policy provision or other obligation. All arbitrable matters when the Amount of Insurance is $1,000,000 or less shall be arbitrated at the optior of either the Company or the insured. All arbitrable matters when the Amount 01 Insurance is in excess of $1,000,000 shall be arbitrated only when agreed to by both the Company and the insured. Arbitration pursuant to this policy and under the Rules in effect on the date the demand for arbitration is made or, at the option of the insured, the Rules in effect at Date of Policy shall be binding upon the parties. The award may include attorneys' fees only if the laws of the state in which the land is located permit a court to award attorneys' fees to a prevailing party. Judgemen upon the award rendered by the Arbitrator(s) may be entered in any court having jurisdiction thereof. The law of the situs of the land shall apply to an arbitration under the Title Insurance Arbitration Rules. A copy of the Rules may be obtained from the Company upon request. 15. LIABILITY LIMITED TO THIS POLICY; POLICY ENTIRE CONTRACT (a) This policy together with all endorsements, if any, attached hereto by the Company is the entire policy and contract between the insured and the Company. In interpreting any provision of this policy, this policy shall be construed as a whole. (b) Any claim of loss or damage, whether or not based on negligence, and which arises out of the status of the title to the estate or interest covered hereby or by any action asserting such claim, shall be restricted to this policy. (c) No amendment of or endorsement to this policy can be made except by a writing endorsed hereon or attached hereto signed by either the President, a Vice President, the Secretary, an Assistant Secretary, or validating officer or authorized signatory of the Company. 16. SEVERABILITY In the event any provision of this policy is held invalid or unenforceable under applicable law, the policy shall be deemed not to include that provision and all other provisions shall remain in full force and effect. 17. NOTICES, WHERE SENT All notices required to be given the Company and any statement in writing required to be furnished the Company shall include the number of this policy and shall be addressed to the Company at Ticor Title Insurance Company, Claims Department, P.O. Box 2233, Los Angeles, California 90051 the Company the right to so prosecute or provide defense in the actio%a or proceeding, and all appeals therein, and permit the Company to use, at its option, the name of the insured for this purpose. Whenever requested by the Company, the insured, at the Company's expense, shall give the Company all reasonable aid (i) in any action or proceeding, securing evidence, obtaining witnesses, prosecuting or defending the action or proceeding, or effecting settlement, and (ii) in any other lawful act which in the opinion of the Company may be necessary or desirable to establish the title to the estate or interest as insured. If the Company is prejudiced by the failure of the insured to furnish the required cooperation, the Company's obligations to the insured under the policy shall terminate, including any liability or obligation to defend, prosecute, or continue any litigation, with regard to the matter or matters requiring such cooperation. 5. PROOF OF LOSS OR DAMAGE In addition to and after the notices required under Section 3 of these Conditions and Stipulations have been provided the Company, a proof of loss or damage signed and sworn to by the insured claimant shall be furnished to the company within 90 days after the insured claimant shall ascertain the facts giving rise to the loss or damage. The proof of loss or damage shall describe the defect in, or lien or encumbrance on the title, or other matter insured against by this policy which constitutes the basis of loss or damage and shall state, to the extent possible, the basis of calculating the amount of the loss or damage. If the Company is prejudiced by the failure of the insured claimant to provide the required proof of loss or damage, the Company's obligations to the insured under the policy shall terminate, including any liability or obligation to defend, prosecute, or continue any litigation, with regard to the matter or matters requiring such proof of loss or damage. In addition, the insured claimant may reasonably be required to submit to examination under oath by any authorized representative of the Company and shall produce for examination, inspection and copying, at such reasonable times and places as may be designated by any authorized representative of the Company, all records, books, ledgers, checks, correspondence and memoranda, whether bearing a date before or after Date of Policy, which reasonably pertain to the loss or damage. Further, if requested by any authorized representative of the Company, the insured claimant shall grant its permission, in writing, for any authorized representative of the Company to examine, inspect and copy all records, books, ledgers, checks, correspondence and memoranda in the custody or control of a third party, which reasonably pertain to the loss or damage. All information designated as confidential by the insured claimant provided to the Company pursuant to this Section shall not be disclosed to others unless, in the reasonable judgement of the Company, it is necessary in the administration of the claim. Failure of the insured claimant to submit for examination under oath, produce other reasonably requested information or grant permission to secure reasonably necessary information from third parties as required in this paragraph shall terminate any liability of the Company under this policy as to that claim. 6. OPTIONS TO PAY OR OTHERWISE SETTLE CLAIMS: TERMINATION OF LIABILITY In case of a claim under this policy, the Company shall have the following additional options: (a) To Pay or Tender Payment of the Amount of Insurance. To pay or tender payment of the amount of insurance under this policy together with any costs, attorneys' fees and expenses incurred by the insured claimant, which were authorized by the Company, up to the time of payment or tender of payment and which the Company is obligated to pay. Upon the exercise by the Company of this option, all liability and obligations to the insured under this policy, other than to make the payment required, shall terminate, including any liability or obligation to defend, prosecute, or continue any litigation, and the policy shall be surrendered to the Company for cancellation. (b) To Pay or Otherwise Settle with Parties Other than the Insured or With the Insured Claimant. (i) to pay or otherwise settle with other parties for or in the name of an insured claimant any claim insured against under this policy, together with any costs, attorneys' fees and expenses incurred by the insured claimant which were authorized by the Company up to the time of payment and which the Company is obligated to pay; or (ii) to pay or otherwise settle with the insured claimant the loss or damage provided for under this policy, together with any costs, attorneys' fees and expenses incurred by the insured claimant which were authorized by the Company up to the time of payment and which the Company is obligated to pay. Upon the exercise by the Company of either of the options provided for in paragraphs b(i) or (ii), the Company's obligations to the insured under this policy for the claimed loss or damage, other than the payments required to be made, shall terminate, including any liability or obligation to defend, prosecute or continue any litigation. �. DETERMINATION. EXTENT OF LIABILITY AND COINSURANCE This policy is a contract of indemnity against actual monetary loss or damag sustained or incurred by the insured claimant who has suffered loss or damag by reason of matters insured against by this policy and only to the extent herei described. (a) The liability of the Company under this policy shall not exceed the least o (i) the Amount of Insurance stated in Schedule A; or (ii) the difference between the value of the insured estate or interest a insured and the value of the insured estate or interest subject to the defect, lie or encumbrance insured against by this policy. (b) In the event the Amount of Insurance stated in Schedule A at the Date c Policy is less than 80 percent of the value of the insured estate or interest or th full consideration paid for the land, whichever is less, or if subsequent to the dat of Policy an improvement is erected on the land which increases the value of th insured estate or interest by at least 20 percent over the Amount of Insuranc stated in Schedule A, then this Policy is subject to the following: (i) where no subsequent improvement has been made, as to any partiz loss, the Company shall only pay the loss pro rata in the proportion that the amour of insurance at Date of Policy bears to the total value of the insured estate c interest at Date of Policy; or (ii) where a subsequent improvement has been made, as to any parti< loss, the Company shall only pay the loss pro rata in the proportion that 120 percer of the Amount of Insurance stated in Schedule A bears to the sum of the Amour of Insurance stated in Schedule A and the amount expended for the improvemen The provisions of this paragraph shall not apply to costs, attorneys' fees an expenses for which the Company is liable under this policy, and shall only appl to that portion of any loss which exceeds, in the aggregate, 10 percent of th Amount of Insurance stated in Schedule A. APPORTIONMENT If the land described in applicable Schedule consists of two or more parcel which are not used as a single site, and a loss is established affecting one or mor of the parcels but not all, the loss shall be computed and settled on a pro rata basi as if the amount of insurance under this policy was divided pro rata as to the valu on Date of Policy of each separate parcel to the whole, exclusive of an improvements made subsequent to Date of Policy, unless a liability or value ha otherwise been agreed upon as to each parcel by the Company and the insure at the time of the issuance of this policy and shown by an express statement c by an endorsement attached to this policy. 9. LIMITATION OF LIABILITY (a) If the Company establishes the title, or removes the alleged defect, lien c encumbrance, or cures the lack of a right of access to or from the land, or cure the claim of unmarketability of title, all as insured, in a reasonably diligent manne by any method, including litigation and the completion of any appeals therefrom it shall have fully performed its obligations with respect to that matter and shall nc be liable for any loss or damage caused thereby. Attached within this manual is a set of checklists with scheduling and maintenance requirements. The commonly maintained storm system consists of a series of two Type 1 catch basins and a large 157 foot long by 10 foot wide by 3 foot deep infiltration trench. The system collects and infiltrates storm water from the private road surface, and the separate house roofs and driveways. It is the joint responsibility of all of the homeowners to inspect, clean and maintain this part of the system. The handling of this joint responsibility is spelled out in the storm drainage easement recorded with the original short plat. The water from the private road passes through sediment control tees, one of which is located in each private road catch basin. The inspection, cleaning and maintenance for these sumps is a common or joint responsibility. Details for the overall system's inspection and clean out, for both floating debris and sediment in the bottom of all catch basins, are given in the attached checklists, along with maintenance items which may affect the system's proper operation. A new 20 foot wide paved private road to serve the four future residences will be constructed along the east side of the property to allow access. A 20 foot wide turnaround will be provided between the two middle lots. The existing lot is approximately 126 feet wide east -west and approximately 238 feet north - south, with an area of 0.69 acres. The site is located on the south side of S. 148th Street in the 4600 block in Tukwila, Washington. The existing residence and associated lawn area is located at the north central end of the parcel, and is to be replaced. The existing site slopes to the east across the frontage, with a relatively uniform down slope to the north of typically about 2 to 5 percent. Site cross slopes to the east vary from 5 to 10. Localized grading around the existing house allows lawned access to the rear of the property. The area east and downhill from the site is meadow /lawn around an existing house, The private road storm drainage system will also collect flows from the roofs and driveways of the new residences. This is because suitable soils for infiltration were only RECEIVED FEB 0 2 2006 COMMUNITY DEVELOPMENT found in the mid and south portions of the site. The system addressed in this evaluation will also infiltrate the private road and incidental on -site and off- site lawn areas. The soils on -site have been percolation tested and been found suitable. All flows from vehicular areas will pass through catch basins with tees prior to entering the private road infiltration trench located in the central area of the private road. The system is designed and sized based on Small Site Criteria, and KCRTS infiltration calculations. Conditions and Requirements Summery: The infiltration trench is sized for a 25 -year storm event, with overflow into a formal dispersion trench, and a safety factor of 2.0 applied to the field measured percolation rate, in order to meet the intent of Level 2 control guidelines in the KCSWM Manual. Runoff from the new private road, house roof and driveway impervious areas will be retained and infiltrated using KCRTS methodology, with construction standards given in Appendix C of the Manual. Storm calculations are attached. The soils in the north portion of the site were found to not percolate well, with a measured rate of 120 minutes per inch. The soils in the mid and south portions had measured rates of 7.06 and 8.89 minutes per inch respectively. Since the proposed area of the trench will be in the mid to south portions, the slower of the two rates is used, that is 8.89 minutes per inch. Due to the variability of soil found on site and in the neighborhood in general, an additional safety factor of 2.0 (as mentioned above) will be further applied for design purposes. The resulting design infiltration rate is 17.78 minutes per inch. The exact impervious areas of the new houses is not known. For calculation purposes, conservative roof areas of 2,500 SF will be used, with an additional 500 SF per driveway. The existing impervious area on the site is 10,411 SF. This will all be removed. The calculated new impervious surface will be 17,900 SF. The result will be a net increase of impervious surface of 7,489 SF, less than the 10,000 SF triggering the dreaded Full Drainage Review. Post development water quality factors will include the 6 inch tees in all catch basins prior to water reaching the infiltration trench. Off -Site Analysis: At present practically no surface runoff from the site flows beyond its borders due to the surface vegetation and porous surface soils. The proposed drainage system will continue or improve this condition. Based on site topography, only small backyard lawn areas of off -site runoff enter the site from the west. These areas are accounted for in sizing the private road trench, and are shown in the calculations. 2 Flow Control and Water Quality Facility Analysis and Design: As referenced above, the flows from the impervious surfaces will be retained and infiltrated on -site in an underground trench designed for a 25 -year post development rate, with a safety factor of 2.0, and a formal dispersion trench receiving overflow. Sizing of the infiltration trench is based on the actual percolation tests performed in the area of the proposed trench. Drainage standards are per Appendix C of the KCSWM Manual. The method of analysis is KCRTS. Calculations are attached. Conveyance System Analysis and Design: The 6 inch PVC lines from the roof systems connect to the private road catch basins and the 6 inch perforated in- trench line is placed level. One section of 6 inch line for the overflow to the dispersion trench is sloped at an adequate 2 percent: Special Reports and Studies: No special reports or studies were done for this site. The soils were evaluated on September 14, 2005 with three soil logs. The percolation rate for design was also evaluated on September 14, 2005 using separate shallow soil logs. The results of these evaluations are shown on the plan and have been included in the attached calculations. Other Permits: The installation of the private road and the infiltration trench will be built or bonded prior to the approval of the short plat. A permit will be required. Simultaneously, the driveway installation and some utility connections in S. 148th Street will require a separate right -of -way permit. The design and Installation of drainage lines associated with the individual new residences will be incidental to the residential permits. ESC Analysis and Design: As noted above, the site is small and warrants only the normal placement of standard filter fence along the downhill limit of clearing and a rock construction entrance. These measures are temporary and for use during construction only. 3 Bond Quantities, Facility Summaries and Declaration of Covenant: Bond calculations are provided for both on -site and off -site improvements.
