Based on the submittal, preliminary approval of the plans dated February 7, 2006 is granted subject to the conditions stated below. This letter serves as the Notice of Decision per TMC 18.104.170. All of the following require a geotechnical investigation and report prepared by a Geotechnical Engineer 1. Unless waived by the Building Official: • All new buildings except a residential structure that falls under the International Residential Code • Any structure, including a rockery, that retains a surcharge • Any retaining structure, including a rockery, that is over four feet above existing grade • Grease interceptors that are 1000 gallons or larger • Surface water retention/detention structures 2. Unless waived by the Department of Community Development Director: • Any work on sites containing or adjacent to slopes that are 15% or steeper • Grading that requires environmental review under the State Environmental Policy Act 3. Unless waived by the Public Works Director • Surface water infiltration • Riverbank Stability (Ordinance 2038) • Hazardous Waste Facility Design The reporting requirements for single - family permits may be waived, if a report for the site meeting the City of Tukwila's criteria has been filed less than five years before the date of application and the Geotechnical Engineer who signed the report prepares a written letter stating the report is still applicable to the site and currently proposed project. Similarly, reporting requirements may be waived for single- family permits if the applicant can demonstrate, to the City's satisfaction, that soil or groundwater conditions at or near the site pose little or no risk for the project. The Geotechnical Engineer determines the actual scope of investigation, analysis, and reporting necessary to meet the Standard of Practice with respect to the project and its geotechnical requirements. The report must be stamped, signed and dated by the Geotechnical Engineer. This Bulletin should not be used as a substitute for codes and regulations. Your project will be reviewed for specific compliance to codes and regulations. Geotechnical Report Guidelines Approved 04.24.04 BULLETIN B4 GEOTECHNICAL REPORT GUIDELINES The attached report outline describes the contents for elements in a geotechnical report. A report submitted to the City must contain each element in the outline. The actual content under each element will depend on the nature and complexity of the project and site conditions. For example, a single family residence on a glacial till site without groundwater issues warrants a short, simple report, while a high -rise structure with a deep excavation on an alluvial site warrants a longer, much more detailed report. The report should state "Not applicable" for each outline element that does not apply. For example, shoring and retaining walls would be "Not Applicable" if the project scope does not include these items. I GEOTECHNICAL ENGINEER means a practicing, professional civil engineer registered with the State of Washington, who has knowledge and practice of geotechnical engineering. GEOTECHNICAL ENGINEERING means the application of soil mechanics in the investigation, evaluation, and design of civil works involving the use of earth materials and the inspection or testing of the construction thereof. This Bulletin should not be used as a substitute for codes and regulations. Your project will be reviewed for specific compliance to codes and regulations. This section should be included in all lengthy or complex reports. 2.0 INTRODUCTION OTECHNICAL REPORT CONTENTS CITY OF TUKWILA The introduction sets the stage for the entire report and contains the following sections: 2.2 OVERVIEW • Introduce the formal project name, address and parcel numbers. • Describe briefly the current or previous work used to form the basis for the conclusions and recommendations contained in the report. 2.3 BACKGROUND • Describe the project's history when relevant to the reason for the investigation. • List other reports completed for the site or adjacent sites and note whether any environmental site assessments or other environmental work has been completed. • Describe the scope of work, including grading, retaining walls, structures, construction materials, and utilities. Include dimensions, quantities, proposed finish floor elevations, maximum depth of cut or fill, foundation and floor loads, etc. • Describe all assumptions that were relied upon to develop the conclusions and recommendations contained in the report. 2.4 PURPOSE AND SCOPE OF SERVICES • State succinctly the primary purpose for the geotechnical engineering services. • Summarize the scope of geotechnical engineering services that form the basis for the conclusions and recommendations contained in the report. • Indicate any limitations to the scope of geotechnical engineering services provided, particularly if the scope represents a departure from service typically provided on similar projects. 2.5 INVESTIGATIONS SUMMARY • Provide the dates, general nature, and extent of the geotechnical investigation. This section should include data research, borings, test pits, geophysics, physical laboratory testing, chemical testing, field instrumentation or testing, etc. • If the investigation was complex, present a complete and detailed explanation and results in the form of an appendix. 2.6 REPORT OVERVIEW • Introduce and describe other sections of the report, directing the reader to critical sections, if appropriate. • Identify and describe all attachments and appendices. 1 ItEOTECHNICAL REPORT CONTENTS CITY OF TUKWILA 3.0 SITE CONDITIONS Describe all site features relevant to the study and the geotechnical engineering conclusions and recommendations. Terminology should be clear and consistent, and continue to be consistent through the entire report. 3.1 LOCATION AND SURFACE CONDITIONS • Provide the cross streets, addresses and parcel numbers in order to locate the investigation. • Describe the site and adjoining properties, including surface elevation, topography and drainage. Clearly reference all elevations to the datum. • Provide current uses of the site and adjacent properties. • Identify all current structures, subsurface utilities, wells, manmade fills, and other surface features. • Describe vegetation, topsoil, paving, and other surface coverings. • Describe any indications of historic geological processes or hazards on or near the site (e.g., slope instability, landslides, liquefaction, flooding, etc.) • Describe any indications of surface releases or other contamination, or potential contamination sources. • Describe any planned changes to the surface conditions described above which will take place after the investigation. 3.2 GEOLOGIC SETTING • Provide an overview of regional geology, local stratigraphy, groundwater occurrence, etc. 3.3 SUBSURFACE SOIL CONDITIONS • Describe each soil or geologic unit encountered by their classification and group units with respect to the properties that are most relevant to the conclusions and recommendations. Give each unit group a unique, clear, common title and consistently refer to this unit by its given title throughout the report. • Provide important results of the laboratory physical property testing and its indications of soil behavior. • Provide design infiltration rate per the King County Surface Water Design Manual (EPA Falling Head procedure) • Avoid detailed descriptions of the sequence of units found in individual borings; rather, focus on variations in the units across the site, if appropriate. Refer the reader to the exploration logs for details. • Describe any expected changes in subsurface conditions that may occur with time after the investigation. Reference any applicable Environmental Assessments if performed. • Provide important results of the analytical laboratory testing and indications about contamination distribution and concentration. • Indicate limitations of knowledge on the nature and extent of contamination. • Discuss possible changes that may occur in these conditions over time. 4.0 DISCUSSION AND CONCLUSIONS The Discussion and Conclusions should set out major geotechnical issues and alternative for the project, along with the Geotechnical Engineer's conclusions, in a succinct and clear manner. This section shall clearly describe the logic and reasoning supporting the recommended approach, or alternative approaches. Specific recommendations shall be very limited in this section; they should be presented in a separate Recommendations section. Discussions and conclusions should: • Build on information described in the previous sections. • Describe project features, soils, and construction materials using consistent terminology. • Explain any apparent inconsistencies in the data or investigations. • Describe clearly any limitation or restrictions to the conclusions and recommendations. 4.1 SLOPE STABILITY • Summarize data and analysis used to evaluate slope stability. • Provide an opinion regarding the risk of instability on the site or adjacent properties currently, during construction, and after the project is completed. • Describe how design and construction recommendations will reduce or eliminate the risk of instability. • Discuss any construction or post - construction measures necessary to verify slope stability. 4.2 SEISMIC CONSIDERATIONS • Provide an opinion on the expected level of ground motion during a major earthquake. Indicate which rockeries will protect the slope face by preventing soil erosion and sloughing. • Include the design criteria for rockeries that serve as retaining structures. Indicate which rockeries will function as retaining structures. • Recommend locations for rockeries such that a contractor can reach them for maintenance and repair. • Discuss what type of inspection and testing may be required during rock wall construction. 4 5.0 RECOMMENDATIONS Geotechnical Report Guidelines Approved 04.24.04 TECHNICAL REPORT CONTENTS CITY OF TUKWILA 4.6 FOUNDATION SUPPORT • Summarize the data and analysis used to evaluate foundation systems. • Provide an opinion on the most appropriate foundation system and alternatives, along with the expected level of performance with respect to load capacity and settlement. • Emphasize any aspects of site work that could impact the performance of foundations. • Includes statements regarding the importance of construction monitoring by a geotechnical engineering firm. The Recommendations should present all detailed geotechnical engineering recommendations for design and construction in a clear and logical sequence. For each item covered in the recommendations sections, present the following: • Specific design recommendations along with their limitations, factors of safety, minimum dimensions, and effect of expected variations in actual conditions. • Specific construction recommendations including definitions, materials, execution, monitoring testing, or other quality control measures, and any other construction requirements to support the design recommendations. • Responsibility for seeing that each recommendation is met, such as owner, geotechnical engineer, other design consultants, or contractor. The owner of the project holds the ultimate responsibility; however, all design parties have shared responsibility. Construction responsibilities are directly related to the contractor. 5.1 SITE GRADING AND EARTHWORK • Provide specific design recommendations for 1) depth of stripping, 2) soil excavation limits and slopes, 3) depth and lateral limits of over - excavation to remove unsuitable materials, 4) preload fills, 5) location and thickness of particular fill material or compaction requirements, 6) maximum temporary and permanent slopes, 7) permanent surface and subsurface drainage systems, and 8) permanent erosion controls. • Provide specific construction recommendations for 1) clearing, 2) on -site and/or import fill materials, 3) excavation and compaction equipment, 4) fill material moisture conditioning, placement, and compaction, 5) proof rolling, in -place density testing, and other quality control measures, 6) temporary seepage and drainage control measures, 7) permanent surface of subsurface drainage system installation (as appropriate), and 8) temporary slope protection and erosion control measures. • All design and construction methodologies should be specific and identifiable; no generalized or vague statements are acceptable. 5.2 TEMPORARY SHORING AND RETAINING WALLS • Provide specific design recommendations for 1) active and passive earth pressures, 2) surcharge pressures, 3) bearing capacity, 4) minimum or maximum dimensions and depth of 5 • GEOTECHNICAL REPORT CONTENTS CITY OF TUKWILA penetration, 5) lateral support, 6) wall or backfill drainage systems, and 7) any other appropriate structured details. • If appropriate, provide specific design recommendations for tie -back anchors including 1) anchor inclination, 2) no load zones, 3) minimum anchor length, 4) anchor bond zone, 5) anchor adhesions, and 6) corrosion protection. • Provide specific construction recommendations for 1) installation, 2) on -site and/or import backfill materials, 3) backfill material moisture conditioning, placement, and compaction, 4) in -place density testing or other control measures, and 5) seepage and drainage control. • If appropriate, provide construction recommendations for tie -back anchors including 1) anchor installation methods, 2) anchor testing, and 3) monitoring. 5.3 ROCKERIES • Provide recommendations as outlined in the Associated Rockery Contractors (ARC) Standard Rock Wall Construction Guidelines (December 1992). • The geotechnical engineer should provide direct input to the design of the rockeries and provide construction monitoring and testing as appropriate. Specific design parameters may include: Rock quality, density, frequency of testing, slopes, keyways, surcharges, drainage, rock sizes, face inclination, and surface drainage. 5.4 REINFORCED SOIL STRUCTURES • Geogrid or geotextile fabric may be used to reinforce a fill. Reinforcement results in a more stable slope and helps reduce the risk of significant long -term maintenance. If reinforced slopes are used, the geotechnical engineer should specify, at a minimum, the fill soil materials, vertical spacing of the reinforcement, the specific type of reinforcement and the distance to which it must extend into the fill, the amount of overlap at reinforcement joints, and the construction sequence. Additional design parameters will be required for each specific site. 5.5 STRUCTURE AND FOUNDATIONS • Provide seismic design recommendations for 1) Building Code soil type and Site Coefficients, and 2) any specific recommendations to reduce the risk of damage due to earthquakes. • Spread footing foundations — provide design recommendations for 1) bearing soils, 2) bearing capacity, 3) minimum footing depths and widths for both interior and exterior footings, 4) lateral load resistance, 5) foundation drainage systems, and 6) frost protection. • Mat foundations — provide design recommendations for 1) bearing soils, 2) bearing capacity, 3) modulus of subgrade reaction, 4) minimum dimensions, and 5) lateral load resistance. • Pile foundations — provide design recommendations for 1) type of pile, 2) means of support (end of friction), 3) minimum dimensions and depths, 4) allowable vertical and uplift capacity, 5) allowable lateral loads and deflections, and 6) group effects and minimum spacing. Geotechnical Report Guidelines Approved 04.24.04 6 Geotechnical Report Guidelines Approved 04.24.04 (OTECHNICAL REPORT CONTENTS CITY OF TUKWILA • Spread footing or mat foundations — provide construction recommendations for 1) foundation subgrade preparation and protection, 2) verification of bearing capacity, and 3) installation of foundation drainage system. • Pile foundations — provide construction recommendations for 1) pile driving equipment, 2) pile installation, 3) pile load tests or verification piles, and 4) monitoring and testing during pile installation. 5.6 FLOORS • Slab -on -Grade Floors — provide design recommendations for 1) slab base rock thickness, 2) capillary break, 3) vapor barrier, and 4) floor system drainage. • Supported Wood Floors — provide design recommendations for 1) vapor barrier and 2) crawl space drainage. • Slab -on -Grade Floors — provide construction recommendations for 1) subgrade preparation, 2) slab base rock placement and compaction, 3) capillary break and vapor barrier installation, and 4) floor drainage system installation (if appropriate). 5.7 PAVEMENTS • Provide design recommendations for 1) pavement design section, and 2) pavement drainage. • Provide construction recommendations for 1) pavement subgrade preparation and verification, and 2) pavement base and subbase materials, placement, and compaction. 5.8 UTILITIES • Provide construction recommendations for 1) utility excavation, 2) bedding material placement, and 3) backfill material, placement, and compaction. 5.9 DRAINAGE • Recommend provisions for subsurface drainage at walls, floors, and footings. • Evaluate permanent and temporary surface and subsurface drainage for both walls and floors if applicable. Provide approximate flow rates in gallons per minute and pipe sizes if required by design. • Provide design and recommendation for infiltration facilities, including setbacks from steep slopes per the King County Surface Water Design Manual, Chapter 5 5.10 HAZARDS • Present additional information if natural or man-made hazards exist on the property. The City's Sensitive Areas maps and the Comprehensive Surface Water Management Plan delineate hazards such as wetlands, streams and flood hazard, erosion, landslide, and coal mine. VICINITY MAP Include a Vicinity or Location Map that presents adequate street and/or other physical references to allow clear identification of the project location. This map may be an individual figure or may be included on the Site Plan. 2. SITE PLAN Show the project boundaries, property lines, existing features and the proposed development and structures. A north arrow and scale should be included along with all subsurface exploration locations. The accuracy of exploration locations should be indicated on the Site Plan or in the report. 3. EXPLORATION LOGS Include logs of all explorations describing soil units encountered, soil classification, density or stiffness, moisture conditions, groundwater levels, stratigraphic sequence, common geologic unit name, and other descriptive information. 4. LABORATORY TEST DATA Include figures or tables of laboratory test results if presentation of all the data, in the text, would require more than a simple paragraph to supplement the data provided in the exploration logs. 5. CROSS SECTIONS Include cross sections to visually present all but the simplest subsurface conditions. 6. TYPICAL DETAILS Include figures, graphs, and other visual aids to clearly present detailed recommendations. Provide design details (stamped by a professional engineer) on drawings such as: rockeries, reinforced earth, interceptor trenches, wall and footing drains, utility backfill, and other details used for a particular design. 8 G TECHNICAL REPORT CONTENTS CITY OF TUKWILA STANDARDS FOR SLOPE STABILITY ANALYSES 1. STUDY REQUIREMENTS a) The geotechnical engineer should review and evaluate the stability of natural, temporary, and permanently constructed slopes on or adjacent to the property to be developed. Such review should, at a minimum, include: • Review of published geologic data referencing or including the site. • Review of previous studies of the site performed by geotechnical engineers. • Reconnaissance of the site for signs of slope instability. b) Where such review indicates that the proposed development would reduce slope stability, or that the natural slopes may have a factor of safety of less than 2.0 (static case) or 1.5 (seismic case), then the geotechnical engineer shall perform additional, more detailed review and evaluation of the stability of the slope. Such additional review and evaluation should, at a minimum, include: • Drilling and sampling of test borings to a depth necessary for the evaluation of slip surfaces with factors of safety lower than the above criteria, or to at least 15 feet or 10 percent of the slope height (whichever is less) beyond the most critical slip surface for the design. • Laboratory shear testing of soil samples which are representative of all significant zones or layers of soil and/or rock through which the potential slip surfaces pass. • Performing a limit equilibrium analyses or other approved analyses of all significant critical slip surfaces associated with the slope. Approved analyses may be conducted by a computer program if the methodology and assumptions are clearly delineated and the name, version number, and solution methodology of the program are clearly presented in the report. All analyses should include a cross section of the slope(s) and critical slip surfaces. c) Other analyses as required by the City. Geotechnical Report Guidelines Approved 04.24.04 9 2. A conservative wet season analysis should be used for permanent slopes and those temporary slopes which will be constructed anytime between October 1 and May 31. Alternative analyses may be proposed by the geotechnical engineer and accepted by the City, if they are based upon accepted and published methodologies which evaluate static and dynamic loading cases, and the consequences of the type of slope failure under consideration. Other design requirements remain the same. (ECI) for the proposed two -lot short plat to be constructed at the southwest corner of the intersection of South 130th Street and Macadam Road South in Tukwila, Washington. The general location of the site is shown on the "Vicinity Map," Plate 1. The purpose of this study was to explore the subsurface conditions within the site and, based on the conditions encountered, to provide geotechnical engineering recommendations for redeveloping the site with two, new, single - family residence lots. Project Description We understand that it is planned to subdivide and develop the approximately 0.36 -acre, rectangular- shaped lot located southwest of the intersection of South 130th Street and Macadam Road South in Tukwila, Washington with a two -lot short plat. We understand access to the northern lot will be off of South 130th Street, and access to the southern lot will be off of Macadam Road South. We anticipate the proposed residences will be two to three stories in height and will be of relatively lightly loaded wood frame construction with a combination of slab -on -grade and wood joist floors. Based on our experience with similar projects, we anticipate perimeter wall loads will be on the order of 2 to 4 kips per lineal foot with column loads in the range of 20 to 40 kips. Slab -on -grade floor loads will likely be approximately 150 pounds per square foot (psf). Review of a preliminary site plan provided by the project civil engineer indicates a combination of cuts and fills are planned in order to establish construction subgrade elevations within the footprints of the residences. Based on topographic data and finished floor elevations provided on the site plan, we estimate cuts and fills necessary to establish construction subgrade elevations would generally be in the range of 3 to 6 feet, with cuts of up to 9 feet planned within the garage portion of the southern residence. Page 1 A Bureau Veritas Company GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley Surface SITE CONDITIONS E -12430 April 28, 2006 The subject site consists of an approximately 0.36 -acre, rectangular- shaped lot located southwest of the intersection of South 130th Street and Macadam Road South in Tukwila, Washington. From this intersection, the site extends approximately 120 to the west and 150 feet to the south. The subject site is bordered to the north by South 130th Street, to the south and west by single - family residence lots, and to the east by Macadam Road South. The site is currently occupied by a shed and an old foundation that will be removed prior to redevelopment. Based on review of topographic information presented on the site plan, site topography primarily consists of an east - facing slope that descends from the western site limits toward Macadam Road South at gradients up to approximately 15 percent. At the time of our field exploration, the site was primarily vegetated with grass and miscellaneous brush and localized, small- to medium- diameter maple, cherry, and cedar trees. We understand that the mature sequoia growing in the northeastern portion of the site will be incorporated into the proposed development. Subsurface Subsurface conditions at the site were evaluated by excavating three test pits at the approximate locations shown on Plate 2. The test pits were excavated to a maximum exploration depth of 12 feet below existing grade. The test pit logs are included as Plates A2 through A4. Please refer to the test pit logs for a detailed description of the conditions encountered at each test pit location. A description of the field exploration methods is included in Appendix A. The following is a generalized description of the subsurface conditions encountered. At each of the test pit locations, an approximately 5- to 6- inch -thick surficial layer of topsoil and vegetation was encountered. The topsoil and vegetative layer was characterized by its dark brown color and the presence of abundant roots and organic debris. Underlying the topsoil and vegetation layer at each of the test pits, sandy silt (Unified Soil Classification ML) and silty sand with gravel (SM) were encountered to the maximum depth explored. The upper 2.5 to 4.5 feet of the site soils were typically in a loose to medium dense condition and the underlying soils were generally medium dense. Earth Consultants, Inc. At the time our study was performed, the site, proposed lots, and our exploratory locations were approximately as shown on the "Test Pit Location Plan," Plate 2. If the above design criteria are incorrect or change, ECI should be consulted to review the recommendations contained in this report. In any case, ECI should be retained to perform a general review of the final design to verify our recommendations have been properly interpreted and incorporated into the design and project specifications. Scope of Services E -12430 April 28, 2006 We performed this study in general accordance with the scope of services outlined in our April 10, 2006, proposal. Page 2 A Bureau Veritas Company GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley Groundwater E -12430 April 28, 2006 No groundwater seepage was observed at the time of our subsurface exploration in April 2006. However, an increase in moisture was typically observed within the upper, loose to medium dense soil at depths ranging from 3 and 4 feet below existing grade. The increase in moisture is likely resulting from perched groundwater collecting above the contact with the underlying medium dense soil. In addition, iron oxide staining was typically observed in the upper 5 feet of each test pit. The contractor should be aware that groundwater levels should not be considered static. Groundwater levels may fluctuate significantly depending on the season, amount of rainfall, surface water runoff, and other factors. Generally, the groundwater level is higher and seepage rates are greater in the wetter, winter months (typically October through May). Laboratory Testing Laboratory tests were conducted on representative soil samples to verify or modify the field soil classification and to evaluate the general physical properties and engineering characteristics of the soil encountered. Moisture content tests were performed on all samples. The results of laboratory tests performed on specific samples are provided at the appropriate sample depth on the test pit logs and on a separate data sheet contained in Appendix B. It is important to note that these test results may not represent the overall in -situ soil conditions. Our geotechnical engineering recommendations are based on our interpretation of these test results. ECI cannot be responsible for the interpretation of these data by others. In accordance with our Terms and Conditions, the soil samples for this project will be discarded upon completion of this report, unless other arrangements were previously made. CRITICAL AREAS CONSIDERATIONS Chapter 18.45.120 of the Tukwila Municipal Code (TMC) identifies areas of potential geologic instability within the City of Tukwila. Based on the results of our study and our review of the TMC, it is our opinion that the subject site would be designated as a Class 1 area of potential geologic instability. Class 1 areas are defined by the TMC as areas where the landslide potential is low and slope gradients are less than 15 percent. The presence of medium dense soil within 2.5 to 4.5 feet of existing site grades and review of topographic information provided on the preliminary site plan are the primary bases for our Class 1 designation. Page 4 A Bureau Veritas Comnanv GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley General DISCUSSION AND RECOMMENDATIONS E -12430 April 28, 2006 Based on the results of our study, it is our opinion that redevelopment of the subject site with a two -lot short plat is feasible from a geotechnical engineering standpoint provided the recommendations contained in this report are incorporated into the project design. Support for the proposed residences may be provided using conventional spread and continuous footing foundation systems bearing on competent native soil, native soil compacted in place to the requirements of structural fill, or newly placed structural fill. Slab -on -grade floors should be similarly supported. Competent native soils suitable for foundation support were typically encountered between 2.5 and 4.5 feet below existing grade at the exploration locations. This report has been prepared for specific application to this project only and in a manner consistent with that level of care and skill ordinarily exercised by other members of our profession currently practicing under similar conditions in this area. This report is for the exclusive use of Mr. Dan Rowley and his representatives. No warranty, expressed or implied, is made. This report, in its entirety, should be included in the project contract documents for the information of the contractor. Site Preparation and General Earthwork Based on review of a preliminary site plan provided by the project civil engineer, we anticipate site earthwork will consist of grading the Tots, backfilling foundation walls, and preparing slab -on -grade floor subgrades. Stripping The proposed improvement areas should be stripped and cleared of existing structures, foundations, surface vegetation, organic matter, and other deleterious material. Based on the thickness of the topsoil and vegetation cover encountered at the exploration locations, we estimate a stripping depth of approximately 5 to 6 inches will be necessary. The actual stripping depth should be based on field observation of an ECI representative at the time of construction. In no case should the stripped or grubbed materials be used as structural fill nor should they be mixed with material to be used as structural fill. The stripped materials may be "wasted" on site in non - structural landscaping areas, or they should be exported. Existing underground utilities to be abandoned should be plugged or removed so they do not provide a conduit for water and cause soil saturation and instability problems. Earth Consultants, Inc. Page 7 A Bureau Veritas Company GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley E -12430 April 28, 2006 Retaining walls should be designed to resist the lateral loads imposed by the retained soils and applicable surcharge loads. Walls that are designed to yield should be designed to resist the lateral earth pressures imposed by an equivalent fluid with a unit weight of 35 pcf. If walls are to be restrained at the top from free movement, the equivalent fluid weight should be increased to 50 pcf. These values are based on horizontal backfill conditions and should be increased to 50 pcf and 65 pcf for 2H:1V (Horizontal:Vertical) backfill slopes, respectively. Surcharges due to hydrostatic pressures, traffic, structural loads, or other surcharge loads are assumed to not act on the wall. If such surcharges are to apply, they should be added to the above design lateral pressures. The passive pressure, allowable bearing capacity, and friction coefficient recommendations previously provided in the "Foundations" section of this report are applicable to retaining wall design. To reduce the potential for build up of hydrostatic pressures behind retaining walls, the walls should be backfilled with a free - draining material that extends at least 18 inches behind the wall. The free - draining backfill should consist of pea gravel or washed rock. The remainder of the backfill should consist of structural fill. A rigid, 4- inch - diameter, schedule 40 PVC or SDR 35, perforated drain pipe should be placed at the base of the wall and should be surrounded by a minimum of 1 cubic foot per lineal foot with 1 -inch washed rock. The pipe should be placed with the perforations down. Rockery Recommendations Based on review of the preliminary site plan, rockeries up to 3.5 feet tall are planned in the northern lot. A rockery is not intended to function as a retaining wall and is not designed to resist lateral earth pressures. Rockery construction is largely a craft that is not entirely controllable by engineering methods. As such, it is imperative that if rockeries are constructed as part of the development, they are completed in close conformance with the Association of Rockery Contractors (ARC) Standard Rockery Construction Guidelines and constructed by an experienced contractor with a proven ability in rockery construction. The sizing and placement of the rocks, drainage measures, and other details of construction should be in conformance with the ARC guidelines. Fill rockeries greater than 4 feet in height will need to be designed using reinforced backfill. Specific recommendations for fill rockeries greater than 4 feet in height can be provided if necessary. The base course of rock should be keyed at least 1 foot into competent native soils or structural fill. If loose soils are encountered at the base course subgrade, the loose soils should be overexcavated and replaced with structural fill. All of the rocks should be placed with the longest dimension perpendicular to the wall alignment. The face of the rockeries should be inclined no steeper than 1 H:6V. Earth Consultants, Inc. Page 8 A Bureau Veritas Company GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley E -12430 April 28, 2006 The rocks comprising the rockeries should consist of hard, igneous or metamorphic rock conforming to the ARC guidelines. Drainage behind the rockeries should consist of a minimum of an 18- inch -wide layer of drain rock with a 4- inch - diameter, rigid, perforated, schedule 40 PVC or SDR 35, drainline collector pipe placed along the base of the rockery. A flexible or corrugated collector pipe should not be used. Seismic Design Considerations Earthquakes occur in the Puget Lowland with regularity; however, the majority of these events are of such low magnitude they are not felt without instruments. Large earthquakes do occur, as indicated by the 1949, 7.2 magnitude earthquake in the Olympia area and the 1965, 6.5 magnitude earthquake in the Midway area and the 2001, 6.8 magnitude earthquake in the Nisqually area. There are three potential geologic hazards associated with a strong motion seismic event at this site: ground rupture, liquefaction and, ground motion response. Ground Rupture The strongest earthquakes in the Puget Lowland are widespread, subcrustal events, ranging in depth from 30 to 55 miles. Surface faulting from these deep events has not been documented to date. Therefore, it is our opinion that the risk of ground rupture at this site during a strong motion seismic event is negligible. Liquefaction Liquefaction is a phenomenon in which soils lose all shear strength for short periods of time during an earthquake. Groundshaking of sufficient duration results in the loss of grain -to- grain contact and in rapid increase in pore water pressure, causing the soil to behave as a fluid. To have a potential for liquefaction, a soil must be cohesionless with a grain -size distribution of a specified range (generally sand and silt), it must be loose, it must be below the groundwater table, and it must be subject to sufficient magnitude and duration of groundshaking. The effects of liquefaction may be large total and /or differential settlement for structures founded in the liquefying soils. In our opinion, the potential for liquefaction- induced settlements at the site during a strong seismic event is negligible. The absence of a shallow groundwater table and the medium dense to dense condition of the site soils at depth are the primary bases for this conclusion. Earth Consultants, Inc. Page 9 A Bureau Veritas Company GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley Ground Motion Response Excavations and Slopes E -12430 April 28, 2006 The 2003 International Building Code (IBC) regulations contain a static force procedure and a dynamic force procedure for design -base shear calculations. Based on the encountered soil conditions, it is our opinion Site Class D, "Stiff Soil Profile," as defined in Table 1615.1.1 of the IBC, should be used to characterize the site soils. The following information is provided solely as a service to our client. Under no circumstances should this information be interpreted to mean that ECI is assuming responsibility for construction site safety or the contractor's activities; such responsibility is not being implied and should not be inferred. The inclination of temporary slopes is dependent on several variables including: the height of the cut; the soil type and density; the presence of groundwater seepage; construction timing; weather conditions; and surcharge Toads from adjacent structures, roads, and equipment. Because of the many variables involved, the inclination of temporary excavation slopes should be further evaluated during construction as the actual soil and groundwater conditions become more apparent. In no case should excavation slopes be greater than the limits specified in local, state (WISHA), and federal (OSHA) safety regulations. Based on the information obtained from the test pits, the upper 2.5 to 4.5 feet of loose to medium dense silty sand and sandy silt would be classified at Type C by OSHA/WISHA. Temporary cuts greater than 4 feet in height in Type C soils should be sloped to a maximum inclination of 1.5H:1V. The underlying medium dense soil would be classified as Type B by OSHA/WISHA. Temporary cuts greater than 4 feet in height in Type B soils may be sloped to a maximum inclination of 1H:1V. If groundwater seepage is encountered in site excavations, the soil should be considered a Type C and should be sloped at a maximum inclination of 1.5H:1V. ECI should observe temporary excavations during construction to verify the OSHA/WISHA Soil Type. Permanent cut and fill slopes should be inclined no steeper than 2H:1 V. Cut slopes should be observed by ECI during excavation to verify that conditions are as anticipated. Supplementary recommendations can then be developed, if needed, to improve stability, including flattening of slopes or installation of surface or subsurface drains. Permanently exposed slopes should be seeded with an appropriate species of vegetation to reduce erosion and improve stability of the surficial layer of soil. Earth Consultants, Inc. Page 10 A Bureau Veritas Company GEOTECHINCAL ENGINEERING STUDY Prepared for Mr. Dan Rowley Site Drainage E -12430 April 28, 2006 At the time of our subsurface exploration in April 2006, no groundwater seepage was encountered at the test pit locations. However, if groundwater seepage is encountered in site excavations, the bottom of the excavation should be sloped to one or more shallow sump pits. The collected water can then be pumped from these pits to a positive and permanent discharge point. Depending on the magnitude of such seepage, it may also be necessary to connect the sump pits by a system of connector trenches. If needed, the appropriate locations of subsurface drains should be established during grading operations by an ECI representative, at which time seepage areas, if present, may be more clearly defined. During construction, water must not be allowed to stand in areas where residences, slabs, or pavements are to be constructed. Loose soil surfaces should be sealed by compacting the surface to reduce the potential for moisture infiltration. Final site grades must allow for drainage away from the residence foundations. Final site grades around the residences should be sloped at a gradient of 3 percent for a distance of at least 10 feet. Footing drains should be installed around the perimeter of the residences, at or just below the invert of the footings, with a gradient sufficient to initiate flow as shown on the `Typical Footing Subdrain Detail," Plate 3. Under no circumstances should roof downspout drain lines be connected to the footing drain system. Roof downspouts must be separately tightlined to an appropriate discharge. Cleanouts should be installed at strategic locations to allow for periodic maintenance of the footing drain and downspout tightline systems. Infiltration testing was not conducted as part of this study. However, based on the results of our subsurface exploration, on site infiltration of stormwater would not be feasible. The relatively high fines content of the site soils is the primary basis for this conclusion. Utility Support and Backfill Based on the soil conditions encountered at our exploration locations, the soils expected to be exposed by utility excavations should provide adequate support for utilities. Utility trench backfill is a primary concern in reducing the potential for settlement along utility alignments, particularly in pavement areas. It is important that each section of utility line is adequately supported in the bedding material. The material should be hand tamped to provide support around the pipe haunches. Fill should be carefully placed and hand tamped to approximately 12 inches above the crown of the pipe before heavy compaction equipment is brought into use. The remainder of the trench backfill should be placed in lifts having a loose thickness of less than 12 inches. Each lift should be adequately compacted prior to placing a subsequent lift. No warranty is expressed or implied. The recommendations submitted in this report are based on the data obtained from the test pits. Soil and groundwater conditions between test pits may vary from those encountered. The nature and extent of site soil variations may not become evident until construction. If variations do appear, ECI should be requested to reevaluate the recommendations of this report and to modify or verify them in writing prior to proceeding with construction. As the geotechnical engineer of record, ECI should be retained to perform a general review of the final design and specifications to verify that the earthwork and foundation recommendations have been properly interpreted and implemented in the design and in the construction specifications. As troublesome as subsurface problems can be, their frequency and extent have been lessened considerably in recent years, due in large measure to programs and publications of ASFE/ The Association of Engineering Firms Practicing in the Geosciences. The following suggestions and observations are offered to help you reduce the geotechnical- related delays, cost - overruns and other costly headaches that can occur during a construction project. A GEOTECHNICAL ENGINEERING REPORT IS BASED ON A UNIQUE SET OF PROJECT - SPECIFIC FACTORS A geotechnical engineering report is based on a subsur- face exploration plan designed to incorporate a unique set of project- specific factors. These typically include: the general nature of the structure involved, its size and configuration; the location of the structure on the site and its orientation physical concomitants such as access roads, parking lots, and underground utilities, and the level of additional risk which the dient assumed by virtue of limitations imposed upon the exploratory program. To help avoid costly problems, consult the geotechnical engineer to determine how any factors which change subsequent to the date of the report may affect its recommendations. Unless your consulting geotechnical engineer indicates otherwise, your geotechnical engineering report should not be used: • When the nature of the proposed structure is changed, for example, if an office building will be erected instead of a parking garage, or if a refriger- ated warehouse will be built instead of an unre- frigerated one; • when the size or configuration of the proposed structure is altered • when the location or orientation of the proposed structure is modified; • when there is a change of ownership, or • for application to an adjacent site. Geotechnical engineers cannot accept responsibility for problems which may develop if they are not consulted after factors consid- ered in their report's development have changed. MOST GEOTECHNICAL "FINDINGS" ARE PROFESSIONAL ESTIMATES Site exploration identifies actual subsurface conditions only at those points where samples are taken, when they are taken. Data derived through sampling and sub- sequent laboratory testing are extrapolated by geo- technical engineers who then render an opinion about overall subsurface conditions, their likely reaction to proposed construction activity, and appropriate founda- tion design. Even under optimal circumstances actual conditions may differ from those inferred to exist, because no geotechnical engineer, no matter how qualified, and no subsurface exploration program, no matter how comprehensive, can reveal what is hidden by earth, rock and time. The actual interface between mate- rials may be far more gradual or abrupt than a report indicates. Actual conditions in areas not sampled may differ from predictions. Nothing can be done to prevent the unanticipated, but steps can be taken to help minimize their impact. For this reason, most experienced owners retain their geotechnical consultants through the construction stage, to iden- tify variances, conduct additional tests which may be needed, and to recommend solutions to problems encountered on site. SUBSURFACE CONDITIONS CAN CHANGE Subsurface conditions may be modified by constantly - changing natural forces. Because a geotechnical engi- neering report is based on conditions which existed at the time of subsurface exploration, construction decisions should not be based on a geotechnical engineering report whose adequacy may have been affected by time. Speak with the geo- technical consultant to learn if additional tests are advisable before construction starts. Construction operations at or adjacent to the site and natural events such as floods, earthquakes or ground- water fluctuations may also affect subsurface conditions and, thus, the continuing adequacy of a geotechnical report. The geotechnical engineer should be kept apprised of any such events, and should be consulted to determine if additional tests are necessary. GEOTECHNICAL SERVICES ARE PERFORMED FOR SPECIFIC PURPOSES AND PERSONS Geotechnical engineers' reports are prepared to meet the specific needs of specific individuals. A report pre- pared for a consulting civil engineer may not be ade- quate for a construction contractor, or even some other consulting civil engineer. Unless indicated otherwise, this report was prepared expressly for the client involved and expressly for purposes indicated by the client. Use by any other persons for any purpose, or by the client for a different purpose, may result in problems. No indi- vidual other than the client should apply this report for its intended purpose without first conferring with the geotechnical engineer. No person should apply this report for any purpose other than that originally contemplated without first conferring with the geotechnical engineer. A GEOTECHNICAL ENGINEERING REPORT IS SUBJECT TO MISINTERPRETATION Costly problems can occur when other design profes- sionals develop their plans based on misinterpretations of a geotechnical engineering report. lb help avoid these problems, the geotechnical engineer should be retained to work with other appropriate design profes- sionals to explain relevant geotechnical findings and to review the adequacy of their plans and specifications relative to geotechnical issues. BORING LOGS SHOULD NOT BE SEPARATED FROM THE ENGINEERING REPORT Final boring logs are developed by geotechnical engi- neers based upon their interpretation of field logs (assembled by site personnel) and laboratory evaluation of field samples. Only final boring logs customarily are induded in geotechnical engineering reports. These logs should not under any circumstances be redrawn for indusion in architectural or other design drawings, because drafters may commit errors or omissions in the transfer process. Although photographic reproduction eliminates this problem, it does nothing to minimize the possibility of contractors misinterpreting the logs during bid prepara- tion. When this occurs, delays, disputes and unantici- pated costs are the all - too - frequent result. lb minimize the likelihood of boring log misinterpreta- tion, give contractors ready access to the complete geotechnical engineering report prepared or authorized for their use Those who do not provide such access may proceed un- der the mistaken impression that simply disdaiming re- sponsibility for the accuracy of subsurface information always insulates them from attendant liability Providing the best available information to contractors helps pre- vent costly construction problems and the adversarial attitudes which aggravate them to disproportionate scale. READ RESPONSIBILITY CLAUSES CLOSELY Because geotechnical engineering is based extensively on judgment and opinion, it is far Tess exact than other design disciplines. This situation has resulted in wholly unwarranted daims being lodged against geotechnical consultants. 'lb help prevent this problem, geotechnical engineers have developed model dauses for use in writ- ten transmittals. These are not exculpatory dauses designed to foist geotechnical engineers' liabilities onto someone else. Rather, they are definitive dauses which identify where geotechnical engineers' responsibilities begin and end. Their use helps all parties involved rec- ognize their individual responsibilities and take appro- priate action. Some of these definitive dauses are likely to appear in your geotechnical engineering report, and you are encouraged to read them dosely. Your geo- technical engineer will be pleased to give full and frank answers to your questions. OTHER STEPS YOU CAN TAKE TO REDUCE RISK Your consulting geotechnical engineer will be pleased to discuss other techniques which can be employed to mit- igate risk. Subsurface conditions at the site were explored by excavating three test pits to a maximum exploration depth of 12 feet below existing grade. The test pits were excavated by Aikins' Excavating using a rubber - tired backhoe. The approximate test pit locations were estimated by pacing from site features depicted on a preliminary site plan provided by the project civil engineer. The test pit elevations are based on topographic data presented on the site plan. The location and elevation of the test pits should be considered accurate only to the degree implied by the method used. The approximate locations of the test pits are shown on Plate 2. The field exploration was continuously monitored by a geologist from our firm, who classified the soils encountered, observed groundwater levels, maintained Togs of the test pits, obtained representative samples, and observed pertinent site features. All samples were visually classified in accordance with the Unified Soil Classification System that is presented on the "Legend ", Plate Al. Logs of the test pits are presented on Plates A2 through A4. The final Togs represent our interpretation of the field Togs and the results of laboratory tests on field samples. The stratification lines on the logs represent the approximate boundaries between soil types. In actuality, the transitions may be more gradual. Representative soil samples were collected and returned to our laboratory for further examination and testing. There is an existing cement concrete retaining wall located at the south east corner of Lot 2 that is a remaining portion of the former garage associated with a circa 1930's single- family residences that once presided upon the property. The project proposes incorporate the existing concrete wall into the proposed southerly retaining wall for the driveway of Lot 2. Lot 1 and Lot 2 proposed to access the public right -of -way at S. 130 Street and 42 " Avenue South, respectively. The project proposes to install 3827 sf new impervious surface for the proposed residential structures on Lot 1 & 2, and a combined impervious area of driveway and other hardscape features amounting to 1801 sf. The total impervious area of 5,628 sf is below the 10,000 sf threshold level for full drainage review and is not subject to flow control requirements. The project also proposes only 926 sf of onsite impervious area subject to vehicular traffic which is less than the 5000 sf threshold limit, above which the site would have been required to provide water quality treatment for those areas subject to vehicular traffic.
