A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. PROJECT SUMMARY: • • This storm drainage technical information report has been prepared to address the City of Tukwila site development and storm drainage requirements for the proposed Botros Short Plat at 13232 — 37 Avenue South, in Tukwila, WA. The 0.32 acre site is located off of 37 Avenue South in Tukwila, WA. The project consists of the construction of a two lot short plat dividing an existing parcel which has two existing homes. An improved driveway will also be constructed on the site for access to 37 Avenue South. The site is steeply sloped from the west and south down to the east and north. All runoff from the site currently sheet flows down to the adjacent properties. Per the SMALL SITE DRAINAGE REQUIREMENTS of the 1998 King County Surface Water Drainage Manual storm drainage runoff will be dispersed over the vegetated lower slopes of the lots. The site will be approximately 18.5% covered by the roof and pavement. The rest of the site is covered with grass and trees and will mostly be left in the existing condition. Some new landscaping will be installed. The existing site has no storm drainage system and no storm water quality or quantity control. We are proposing to add only 825sf new impervious surface to the site for the development of the driveway. EXISTING SITE HYDROLOGY: The parcel is developed with trees, grass, and brush, two houses and gravel driveways, and is steeply sloped. The storm water runoff from the site infiltrates or sheet flows to the north or northeast where it is dispersed onto the adjacent properties. There is no evidence of any other on -site flows going off -site. The site does not receive off -site flows from the south or from 37 Avenue South on the west. One house has a 4 "0 pipe which discharges downspout and footing drain water toward the northeast corner of the site. DEVELOPED SITE HYDROLOGY: According to the City of Tukwila's Construction Standards for storm water management, the city does not requires storm water quantity and quality control for this project as there will only be 825 sf of new impervious surface added for the proposed development. We have proposed to collect all of the storm water runoff from the, roof and pavement areas with downspouts and catch basins. A new paved driveway extending at least 40 feet from the ROW of 37 Avenue South will be constructed. Runoff from the site will be collected by roof and footing drains and catch basins, and will be conveyed to dispersal trenches on the lower slopes of the lots. The dispersal trenches will be constructed per figures C.2.1.D and C.2.4.B of the KCSWDM. Should storm drainage collection system fail the water would be collected by the retaining wall drainage system at the retaining walls at the east end of the site or overflow onto the adjacent property as it does now. • • HYDRAULIC ANALYSIS: A 6"0 PVC pipe at a 2% minimum slope can pass approximately 0.43cfs Q= 0.2* (1.486/0.012) *(0.5/4) *(.02^0.5) = 0.43cfs Per the Rational Method the peak flow from the site will be: C= 0.6 for 6DU /GA = 2/0.33AC Area = 0.33 Acres I = (3.4in for 24 hr 25 yr Strom) * ((2.66 *6.5)O ^ - 0.65)= 0.53 Q= CIA = 0.6* 0.53 *0.33 = 0.1 cfs = peak runoff for 25 year storm UPSTREAM ANALYSIS: There is no evidence of direct off -site flows which enter or affect the site. The adjacent residences to the east and north are lower than the site. The property to the south does not drain onto the sites and 37 Avenue South to the west of the site has a curb which directs all runoff to the north. OFF - SITE All of the storm water from the roofs, footing drains and catch basins will be collected and discharged through a new storm drain to dispersal trenches to be constructed not less than 25 feet uphill from the east property line. No other accumulated or concentrated flows will exit the site. DOWNSTREAM ANALYSIS: • • No significant surface water runoff will be discharged off -site except by the new storm drain. If overflow should occur the water would sheet flow over the vegetated slope as it now does. There are no downstream effects anticipated from the proposed development. However, the proposed addition will improve the downstream conditions because of the improved control of storm water runoff to the piped drainage system. All roof, yard, and footing drains will be connected to 4 to 6"0 PVC pipe sloped at a minimum of 2% which will be routed to the proposed dispersal trenches on the lower slopes of the lots a minimum of 25 feet west of the east property line. Retaining walls near the east property line appear to have some drainage which would rout any seepage toward the storm drain manhole at the end of 38 Avenue South. The storm drain manhole at the end of 38 Avenue South drains east through a 24"0 CP to a vegetated swale east of 38 Avenue South. The flow then proceeds east through the vegetated swale to 40 Avenue South where it crosses through a 30"0 CMP and continues to the east through a vegetated swale. CONCLUSIONS AND RECOMMENDATIONS: The Botros Short Plat can be constructed on the site without changing the character of the drainage in the area. Storm water flow control will be provided by dispersal trenches that will disperse the storm drain runoff over the vegetated slopes of the site. This system will provide adequate storm water control per the KCSWDM Small Site Drainage Requirements. The site currently has no drainage system and is too small and steep for a pond to be installed and still have a useable lot_ Should overflow occur the water would continue to drain onto the existing vegetated slope as it now does.
