We've checked this out and agree that relocating the northbound bus zone on Southcenter Parkway from
nearside to farside Minkler BLVD, adjacent to the new Southcenter Square development, would be an
improvement over the current nearside location. This location would be more convenient for most of the riders
who would be using this zone, while going farside is probably an improvement in terms of traffic, as it wouldn't
interfere with northbound right- turning vehicles.
We'd suggest that the head of the zone be placed about 70 feet farside of the existing crosswalk. This is in
the vicinity of the old existing driveway, which would be replaced with a new sidewalk. If the sidewalk is set
back from the curb with a planting strip, a concrete landing pad should be provided, ideally 25 feet long, to
accommodate riders boarding /deboarding from either the front or back doors of the bus. We don't
recommend placement of a shelter here as this zone probably would not meet Metro's desired shelter warrant of
25 riders boarding /daily. If a concrete footing for a shelter is provided, Metro would monitor the zone's
ridership and install a shelter when it is close to about 25 daily boardings.

Doug - We're actually fairly far along in the review process, but they have recently asked for a reduction in
required parking. So I think there is adequate nexus for asking for some transit improvements if we approve
the reduction.
Please let me know where you think a bus pad would best work and which shelter you think would be
appropriate.

If you look in the City's Zoning Code - 18.104.030 You'll see a section
labeled "Consolidation of Permit applications."
You have the right to request that your various permit applications be
folded into one - that being the "highest" decision, which at this time is
the BAR. I suggest that the landscape averaging be folded into the BAR and
that the parking wait until you've finished your research.
I believe we've spoken of this verbally but I wanted to confirm your
decision as I prepare the public notice document for the BAR hearing.
Secondly were you planning on having any pedestrian lights on your site?

I have a question on the letter we received from Moira dated August 18, 2006
referencing L06 -046 Tree Removal Permit. I do not know the appropriate
person to contact with my question while Moira is on vacation, so please
direct me to the correct individual.
In Moira's letter, she indicates that several conditions must be met before
we can pick up our clearing and grading permit. One item she mentions is as
follows: "BAR Landscape Plans for Southcenter Square and the planting plan
for Tukwila Pond Park shall be required to provide tree replacement that
meets the criteria established in the Tree Regulations Chapter." I have
double checked with our landscape architect, and he believes we are in
compliance with the code. I wanted to find out if Moira had some doubt
about our compliance with this item, so that this issue could be addressed
and resolved promptly. As you know, we want to make sure all of the
conditions are met for the City so that we do not experience any delays in
picking up this permit.

Re: Southcenter Square Project — Response to the Approval Criteria & Review of Replacement Plan
Dear Permit Review Staff,
As project Landscape Architect, I am providing a summary response regarding this project's compliance with
the approval criteria as delineated in TMC 18.54.130, and to establish that a permit exception is not being
sought.
Approximately 1 acre of this nominal 18 acre site has vegetation, and of that, most trees are less than 4 inches
in caliper or are not considered significant due to species. Fifteen trees of 4 "- 8" caliper and one tree of 10"
caliper have been identified as significant based on their species. Due to the nature of the development,
neither these trees nor associated understory vegetation can be retained, and replacement of them on -site is
proposed.
The replacement trees will meet or exceed the current American Nurseryman's Standards for Nursery Stock
and be planted and maintained within professionally recognized horticultural best management practices to
ensure the trees health and longevity. The intended trees for replacement are shown on the landscape site
plan, and are in surplus of those trees which are required as part of the Land -Use code or street trees required
as part of the proposed right of way improvements. In brief summary, we are providing 71 more trees than
required by code. The trees intended as replacement trees are those within the parking area, species shown,
deciduous, 2.5" in caliper, and specified to be planted and maintained in a professional manner, and to be
automatically irrigated. (see the attached summary of trees required and provided).
Based on the requirements delineated in TUC 18.54.080 3. ISD agrees to submit, a review, evaluation,
recommendation or plan related to vegetation removal and replacement. In addition, ISD will provide a written
evaluation of anticipated effects of construction, provide construction administration, and provide post
construction evaluation.

shown on the planting plan.

I've had a chance to review the chapter and options for the J.C. Penney
site.
1. You do not need to have a licensed survey of the trees on site. A
licensed LA or a certified arborist may provide the information. The
size and species of trees will determine the replacement number. Bush
Roed and Hitchings have done a lot of survey work on the property. The
survey I have has some tree information on it. It may be worthwhile to
see if they have more detailed information.
2. Regarding the tree canopy replacement option, if you assume the
18.76 acre site has more than 20% of canopy cover then not more than 20%
is required to be "retained" or replaced. 20 % of the site is equal to
3.72 acres. If you assume that all of the trees must be replaced that
would equal 520 trees. You may be able to show that less than 3.72
acres is currently under a tree canopy. In which case, if you go this
route, there would be less trees that need to be retained or planted.
