SORIANO SHORT PLAT 2926 S 133 ST L06 -058 April 18, 2007 Mr. Michael Hoffman 2808 94 PL SE Everett, WA 98208 RE: Final Approval Request Dear Mr. Hoffman: The City of Tukwila has reviewed the items that were submitted for final approval. The City received a complete approval packet on April 11, 2007. Revisions need to be made to the documents submitted before final approval can be granted. Quit -Claim Document 1y City of Tukwila Department of Community Development Steve Lancaster, Director 1. The preliminary approval letter dated February 9, 2007 conditioned that the questionable area located along S. 133` Street be "Quit Claimed" to the City. The document provided is calling for a dedication of right of way. A dedication is not the same as a quit claim. A dedication presumes that Soriano owns the area in question, while a quit claim makes no such presumptions. Please see the marked up document for changes that need to be made to the "right of way document ". Survey Documents 1. Provide one copy of the short plat map containing the original, notarized signatures of all individual that have ownership in the property. Additionally, the original stamp and signature of the surveyor must be on the short plat document. Please provide both of the revised documents as one submittal to the City. Can you please review and provide any corrections, notes, etc? My changes are in red. RECEIVED MAR 12 2007 CITY A CITY OF Background The applicant is stating that this is a "dedication" when in fact all we want him to do is quit claim any interests he may have in the strip of land. The surveyor markers in this area of the City have issues and do not always line up. Some discrepancies arise on the applicant's property depending on where the staring point of the survey is. To resolve this issue the applicant is just going to quit claim area that may or may not belong to him (If it doesn't belong to him then it would still be City ROW). This is not going to be a dedication and I don't want to appear that it is a dedication. A dedication would imply that he actually owns the property is transferring it to the City. If the proposed Insured has or acquires actual knowledge of any defect, Ilen, encumbrance, adverse claim or other matter affecting the estate or Interest or mortgage thereon covered by this Commitment other than those shown In Schedule B hereof, and shall fall to disclose such knowledge to the Company In writing, the Company shall be relieved from liability for any loss or damage resulting from any act of reliance hereon to the extent the Company Is prejudiced by failure to so disclose such knowledge. If the proposed Insured shall disclose such knowledge to the Company, or If the Company otherwise acquires actual knowledge of any such defect, Tien, encumbrance, adverse claim or other matter, the Company at its option may amend Schedule B of this Commitment accordingly, but such amendment shall not relieve the Company from liability previously Incurred pursuant to paragraph 3 of these Conditions and Stipulations. 3. The site layout notes an area of "Questionable Ownership" along the south edge of the property. This area is located along the City's right of way. In order to resolve any future confusion about the ownership of the area along S. 133 Street, the applicant shall quit claim their interest in the strip of land to the City. The legal description for the area quit claimed to the City shall not be related to the plat. An example is to describe the area as that portion of the subject parcel lying south of the line that is described based on existing monumentation on the east line of the northeast quarter of the Section. By doing this it will allow this portion of the right of way to be surveyed without relying on the interpretation of this plat. The applicant is responsible for providing the quit claim document to the City. Once the City approves the document, the applicant shall record the quit claim with King County and reference the recording number on the face of the plat. 3. City review is required to ensure that development and infrastructure requirements are satisified, the action is consistent with the Tukwila Comprehensive Plan, and the plat is properly recorded. REQUIREMENTS: The City has extended the range of administratively approved short plats from 1 -4 lots, to a maximum of nine (9) lots. However, short plats of 5-9 lots are required to provide public notice, environmental review and development standards specified for subdivisions (creating over nine lots). PROJECT OVERVIEW This TIR was prepared for the development of a 2 -lot short plat. This TIR is accompanied by the short plat application. A T IR i s r equired b y T ukwila for a s hort p lat application. T his T IR i s preliminary, because the project will likely not trigger "Full Drainage Review ". The site is located at 2926 S. 133 Street, Tukwila, Washington. The site is bounded to the south by S. 133 Street, and residential lots on the east, west, and north sides. For the most part, the development area slopes from west to east with the low point along the east property line. The location of the site, proposed impervious surface area, and project type meets 1998 King County Surface Water Design Manual's (SWDM) criteria for `Small Site Drainage Review'. The site is located within a King County level 1 flow control area. The area is also designated for Basic Water Quality Treatment per the King County Water Quality Map. The SWDM establishes methodology and design criteria used for this project. II. CONDITIONS AND REQUIREMENTS SUMMARY There aren't any project specific conditions at this time. The SWDM's Core requirements and Special Requirements do not need to be addressed since the site will not be evaluated for "Full Drainage Review ". III. OFFSITE ANALYSIS This Level 1 Offsite Analysis is prepared per SWDM's Core Requirement #2, Section 1.2.2. Core Requirement #2 requires a qualitative analysis of upstream and downstream drainage conditions. TASK 1: STUDY AREA DEFINITION AND MAPS: See Section I. At the time of our 8/18 /2006 - downstream analysis the temperature was 70 degrees Fahrenheit and clear. The time was 12:00 pm. The last two months have been dry and hot with temperatures in the lower 70's to upper 90's without any significant rainfall. The site slopes gradually to the east. Much of the precipitation that falls on the 0.32 -acre site is absorbed by vegetation or naturally infiltrates onsite. In larger storm events, runoff could form and sheet flow across the east and south property lines. The site's low point is along the east property line. This is where our downstream analysis begins. TASK 4: DRAINAGE SYSTEM DESCRIPTION AND PROBLEM DESCRIPTIONS: Upstream Analysis: The westerly property line is bordered by one single - family residence. Upstream of that is Military Road with ditches on both sides. Stormwater that leaves the westerly property may sheet flow upon the proposed project site. There is no other drainage tributary contribution. For future development of the subject site we recommend placing an interceptor trench just inside the west property line to collect upstream runoff and safely convey away from future improvements. Downstream Analysis: The site slopes gradually to the east. Precipitation that does fall and accumulate will sheet flow across the site into the easterly portions of the site. Because some water does appear to flow south, this is where our downstream analysis begins. Water was not observed in the downstream system until A -17. Commencing at the southeast comer of the site, stormwater enters a ditch that runs west to east along the north side of S. 133 Street. Once in the ditch, flows enter a 12" dia. concrete pipe which directs flows towards the east for approximately 100' where they outlet on the eastside of the driveway for a house that is addressed as 2934 (A -1). The next segment consists of a 2' deep ditch heavily vegetated with dry field grass. Flows continue east in ditch for approximately 48' (A -2). Flows then enter a 12" concrete pipe under a driveway for a house addressed as 2936 (A -3). Flows continue in the pipe for approximately 26' where they then discharge into a roadside ditch. This ditch is approximately 3' wide and 2' deep (A -4). Flows travel in the ditch for approximately 16' where they then enter a 12" concrete pipe at the west side of the intersection of 30 Pl. S. and South 133 Street (A -5). Flows continue in the pipe for approximately 32' where they then discharge into another roadside ditch. The ditch is approximately 3' wide, 2' deep continuing to flow east. The ditch is approximately 56' long (A -6). Flows then enter another 12" concrete pipe and continue traveling east for approximately 40' (A -7) where they discharge into a roadside ditch. Flows travel east in the ditch for approximately 45' (A -8) where they discharge into a 12" concrete pipe under the driveway for a house addressed as 3114. Flows continue east for approximately 40' (A -9) where they discharge into a roadside ditch. The ditch continues to convey flows east for approximately 52' (A- 10). This ditch is approximately 3' wide and 2' deep. At the end of the ditch, a 12" concrete pipe intercepts the water and conveys it for approximately 136' (A -11) where it then discharges runoff into a roadside ditch at the SE property corner of a house addressed as 3130. Flows continue east in the roadside ditch for approximately 4' (A -12) where they then discharge into a 12" concrete pipe. Flows are conveyed in the 12" pipe for approximately 54' (A -13) where they then discharge into an existing type I catch basin. Water was observed in the bottom of the catch basin. This catch basin is located at the northwesterly corner of the intersection of 32 Ave. S. and S. 133 Street. From this catch basin, flows are conveyed northerly for approximately 88' in a 12" concrete pipe (A -15) where they enter another catch basin type I. From this catch basin, flows are conveyed northerly for approximately 40' (A -16) in a 12" concrete pipe where they then enter another type I catch basin located at the SW corner of a house addressed as 13201. Flows continue northerly in a 12" concrete pipe for approximately 60' (A -17) w here t hey e nter a nother c atch b asin located a t t he N.E. property corner of the house addressed as 13201. This catch basin also receives flows from the west. At the time of the investigation water was observed pouring out of this pipe from the west. Flows turn easterly and cross 32 Ave. S. for approximately 32' (A -18) and enter a type H catch basin w /round lid in front of a driveway for house addressed as 13200. Flows continue east for approximately 126' (A -19) between two houses addressed as 13200 and 13202 and discharge at the rear property lines into a ditch. From the discharge point, flows continue east in a 2 -3' wide by 1 -2' deep grass lined ditch for apporximately 120' (A -20) and discharge into another ditch which flows south to north along 33 Ave. South. Flows turn northerly at this point and flow for approximately 24' (A -21) where they enter a 12" concrete pipe under a driveway for a house addressed as 13049 .The pipe conveys flows north for approximately 24' (A -22) and discharges into a roadside ditch with water flowing in the bottom. Ditch has a sandy bottom with algae growing on the sides appearing as though this may be a year round stream. Flows continue north for approximately 16' in a 3' wide by 2' deep ditch (A -23) before discharging into a 12" concrete pipe (A -24). Flows continue north in said pipe for approximately 28' where they discharge into a roadside ditch. Flows continue north in the roadside ditch for approximately 44' (A -25) before entering another 12" concrete inlet. The second drainage path consists of stormwater that leaves the site in an east to northeasterly direction. Flows travel this direction for approximately 500' as sheet flow (W -1). No formal drainage systems were observed in this direction. No channels or shallow swales were observed either. Therefore, one can only assume that stormwater sheet flows the entire 500'. From this point it appeared as though some form of conveyance system either pipe network and or shallow ditch collects stormwater (W -2) and directs it east into a catch basin described in (A -17) above. It is of our opinion that these two drainage routes converge within a'' 'A mile. Both (W -2) and (A -17), at the same catch basin. For development of the subject site, if stormwater is to be released from the site we recommend it be discharged to the south in the roadside ditch. IV.
