Vicinity /Site Information
Project Description
The applicant has submitted a Public Works permit to clear, grade, and construct common
improvements for a nine -lot short plat located on S. 130` Street.
Existing Development
The property is currently vacant land. The property does contain the remnants of an old house
that was either destroyed or demolished some time ago.
Site Conditions
The City's sensitive area maps indicate that the property contains class two slopes on the east
edge of the property. The slope area contains a significant amount of trees and other vegetation
that will be removed with these land altering activities.
Surrounding Land Uses
The surrounding property to the north, south, and west is zoned Low Density Residential. The
property to the east is zoned Neighborhood Commercial Center. The property is bordered by
single- family homes.
SPECIAL PERMISSION CRITERIA
TMC 18.54 requires the issuance of a Tree Clearing permit for the removal of any significant trees
located on a class two slope. TMC 18.54.130 lists the criteria in which tree clearing permits will be
evaluated:
Tree Retention
FINDINGS
There are a total of 15 trees located within the slope area of the property.
The land altering activities require the removal of 11 of the 15 trees within the slope area on the eastern
portion of the property. These trees are located in the footprints of the proposed new homes.
The applicant will retain four trees located near the eastern property line of the site.
City code requires that the applicant also retain the understory which surrounds the trees to be retained on
the site. Should the need arise to remove the understory, the applicant must use methods that are non -
damaging to the tree and replace the removed understory with compatible species to the protected tree.

Tree Protection Measure
Tree Replacement
TMC 18.54.130 (2) requires that tree protection measures be in place around trees that will be retained on
the site. The purpose of these tree protection measures is to protect the trees and their root systems from
damage by construction activities (i.e. land altering).
The applicant will be removing four trees are greater than 24 inches in caliper, three trees that are
between 12 -18 inches in caliper, and four trees that are between eight and 12 inches in caliper. TMC
18.54.130 (3) (b) provides the replacement ratio that must be followed for the trees removed on the site.
As noted, 11 trees will be removed and the applicant will provide 52 replacement trees on the property.
The replacement trees on the site are required to be 2.5- inches in caliper for deciduous trees and six to
eight feet tall for evergreen trees.
Surrounding Environment

Tree Relocation
The applicant has proposed to locate the replacement trees along the perimeter of the site.
CONCLUSION
The applicant's tree clearing permits meets the code requirements of TMC 18.54. The applicant's
construction activities require the removal of a large number of significant trees. The new homes in the
short plat have been situated in a location that meets City setbacks while at the same time limiting the
construction activities on the slope. The placement of trees around the perimeter of the property provide
a visual separation between the project area and existing homes.
The replacement trees that will be planted on the site meet the City's replacement ratio outlined in TMC
18.54.130 (3) (b).
The Tree Clearing Permit is approved subject to the following conditions:
1) The replaced trees must be planted during the fall to increase the trees chances of survival.
2) Prior to removal of any trees on the site the applicant will tag those trees that are to be retained.
Trees that are to be retained must have tree protection fences installed along the drip line of the
tree.
3) The trees shall be planted directly into native soils, then mulch with compost and followed by
bark.
4) At the time of installation the burlap root cover shall be removed from the root balls and the root

balls shall be inspected before planting to ensure that the roots are not circling. Root pruning
should be performed as necessary to encourage straight roots.
5) The applicant shall remove all stakes within one year of planting.
6) All trees shall be installed prior to final short plat approval.
APPEALS

This decision may be appealed to the Planning Commission within 14 days from the issuance of this
Notice of Decision. All appeal material must be submitted to the Department of Community
Development. If you wish to appeal this decision, please call the Department of Community Development
at (206) 431 -3670 to obtain a copy of appeal procedures.

In order to facilitate final approval of the above short plat application I wanted to convey two
planning items that are still outstanding.
1. The buffer fence along the east property line needs to be installed or a financial guarantee
needs to be provided to allow the short plat to have final approval before the fence is
installed. If a financial guarantee is provided then the fence must be installed prior to
final approval of the homes on Lots 6, 7, 8, and 9.
2. A copy of the Notice of Decision for the Tree Clearing permit is attached. The approved
planting plan must be installed prior to final approval or a financial guarantee provided to
the City to install the trees at a later date. The landscaping that is shown on each lot must
be installed prior individual homes receiving building permit finals.
Any financial guarantee must be 150 percent of the estimated cost, A cost breakdown of the cost
of the item being guaranteed is required with any request. The cost breakdown needs to include
the cost for labor and materials.
Since the detention vault is now being installed it would seem prudent to have these items
addressed in order to speed up final approval. The City also needs to be provided the final plat
map, easement documents, and any required maintenance documents. Please note that Public
Works has separate document requirements for the active PW permit.

I have reviewed the revised application for a Tree Clearing Permit for the above - referenced
project. The applicant has satisfied all of the concerns identified in my previous memo and the
number of replacement trees now accurately reflects the code requirements.
I recommend that the permit be conditioned to require installation of a temporary irrigation
system in the event of another dry autumn and winter.
I also think we should recommend that the applicant's landscape contractor do the following:
1. Instead of amending the planting holes with topsoil, plant the trees directly into native soils,
then mulch with compost followed by bark. Recent studies have shown that woody plants
survive much better over the long term when they are planted into native soil without
amendments and are mulched.
2. Completely remove burlap from the root balls and inspect the roots before planting to ensure
that roots are not circling. Root pruning should be performed as necessary to encourage
straight roots.
3. Remove stakes within one year of planting.

3. The locations of protective fencing for trees to be retained should be indicated on the short
plat construction drawings.
4. Indicate on the plan the minimum sizes and quality of the replacement trees (see Tukwila
Municipal Code 18.54.130).
Since there is no irrigation system, trees should be planted in the fall.
6. The fence along the southeast boundary should be removed manually (i.e., not using heavy
equipment) in order to protect the nearby retained trees.

2005 I sent a tech comment letter regarding the tree clearing permit. Since my letter I have not recieved
a resubmittal or any additional information.
Please note that the tree clearing permit is a seperate from the PW permit. When you bring any the
additional information for the tree clearing permit it must be submitted directly to DCD.
