Dear Ms. Cochran:
The City's Urban Environmentalist has reviewed the submitted Tree Clearing Permit. The
application cannot be approved and the following comments need to be addressed:
1. The number of trees to be removed is not consistent between the two plans
submitted. The plan prepared by Do -It- Yourself Landscaping appears to show
removal of ten trees, while the plan prepared by Crones and Associates indicates
removal of 13 trees. Which is correct?
2. At least one of the plans needs to show the topographical contours of the site
(minimum two foot contours).
3. A schedule (like the ones in TMC 18.54.130) of the number of trees to be removed
and the number of trees to be replaced for each size category should be included on
the landscaping plan.
4. The proposed measures to be used to protect remaining trees and under -story
vegetation during construct activities should be indicated on the plan.
Please address the above comments and submit the necessary plans. When you resubmit
please provide a comment letter addressing each of the above items and how they have been
incorporated into the plans.

I have reviewed the information submitted and have the following comments:
1. The number of trees to be removed is not consistent between the two plans submitted. The

The Department of Community Development received your tree clearing permit on February 9, 2005. The
application was deemed incomplete on February 9, 2005. After additional information was submitted to the
City the application was deemed incomplete on February 28, 2005.
The application and associated materials have been routed to other City departments for review. Staff
will be in contact with you soon to discuss the project.
This determination of complete application does not preclude the ability of the City to require that you submit
additional plans or information, if such information is necessary to ensure the project meets the substantive
requirements of the City or to complete the review process.

RE: File L05 -009 Sensitive Area Mitigation Plan
To whom it may concern:
This is to supplement our Tree Removal Permit Application referenced above. We plan
to implement our landscape and mitigation plan as follows:
Installation of silt fence: within one week to one month of building permit
issuance
Vegetation Removal: within one week to one month of building permit issuance
Planting of vegetation: within approximately 6 months of start of construction
and immediately upon completion of final backfill of the site; planting to take
approximately 2 to 4 weeks to complete.
Silt fence and any other mitigation measures required by the City will be
maintained during the construction.

Notice of Incomplete Application
Tree Clearing Permit, Xayasensouk Residence
The City of Tukwila's Planning Department received your application for a Tree Clearing Permit
on February 9, 2005. After review the items submitted the application has been deemed
incomplete of the necessary items in order for the City to review the application.
1. The site plan must show the diameter, species name, location and canopy of existing
significant tress in relation to proposed and existing structures, utility lines, and
construction limit lines.
2. Identification of all significant trees to be removed and/or relocated.
3. Existing and proposed topography of the site at two foot contour internals
4. Limits of any sensitive area and sensitive area buffer, and mean high water mark on the
river. (i.e steep slopes on the property).
The surveyor map provided does not easily match up with the landscaping plan that was
submitted.
1. Proposed vegetation protection measures
2. Any other measures proposed to restore the environmental and aesthetic benefits
previously proposed by on -site vegetation.

Professional Review or Recommendation
Sensitive Area Mitigation Plan
Proposed time schedule of vegetation removal, relocation, and/or replacement, and other
construction activities which may affect on -site vegetation, sensitive area, sensitive area buffer,
and/or shorelines.

The minimum number of replacement trees required for the above referenced project is
37 in accordance with the following tree replacement ratio:
The list of replacement plants is attached. The total number of plants exceeds the
required number of 37 and will meet the minimum size requirements of 2.5" caliper for
deciduous trees, 6 to 8 feet in height for evergreen trees, 24" in height for shrubs and 1
gallon for ground cover.
