SEPA was required because the cumulative cut/fill was greater than 500 cubic yards. The applicant has submitted revised cut/fill estimates that indicate that the cut/fill will be less than 500 cubic yards. The applicant has also withdrawn a related SEPA application which would have put the cut/fill greater than 500 cubic yards. The building permit now does not require SEPA. The Planning Department has held issuance of the residential building permit based on construction of the single family residence along with the proposed short plat and its second lot expected residence construction would exceed 500 cubic yards. The Rehal's desire to start construction on the single family residential building permit this summer during the dry weather season. PARNELL COMPANY CIVIL ENGINEERING WATER RESOURCES ENGINEERING MANAGEMENT ENVIRONMENTAL SERVICES CONSTRUCTION MANAGEMENT I am providing the additional information requested in your May 5, 2005 letter concerning the Rehal 2 Lot Short Plat at 13601 1/2 42 Avenue South, Tukwila. 1. Estimate of total cut/fill for the project area including proposed construction activities and the single family dwelling being processed under D05 -102. previously provided to the city and by my May 18, 2005 residential D05 -102 resubmittal with cut/fill quantity shown on the plans. Cut quantity provided for Lot 2 development was 600 cy and fill quantity was 800 cy, including 200 cy for utility bedding and driveway subsurface /surface for the single - family residence permit D05 -102. Most of the short plat infrastructure would be installed during the construction of the new home on Lot 2. Lot 1 new home, after short plat and new tax lot number, is estimated at 200 cy. Total cy for the project area is estimated at 800 cy cut and 1000 cy fill. However, see my revised 450 cy cut/fill for the one single - family residence described below. 2. Geotechnical Report referencing the short plat and all improvements associated with the short plat was prepared by Geo Group Northwest, Inc. Thank you for your June 9, 2005 letter concerning SEPA required for both the short plat application and the pending building permit. We believe that WAC 43.21 C and RCW 197 -11 -800 includes categorical exemptions for single - family residences, short plats, and installation of utilities for this project. Request that the City of Tukwila process the applications under WAC 197 -11 -305. We further believe that the 500 cy landfill threshold is not applicable to this project. A "For Sale" sign was installed at the driveway entrance to the Rehal parcel by John L. Scott with Baljit Schmby listed as the Sales Associate. I am preparing a separate letter to the city concerning SEPA,; however, at this time request that both exempt projects application proceed with city processing under SEPA rules pending resolution of the city imposition of SEPA. I have also reviewed my single - family residential earthwork calculations to reduce utility trench width, reduction of gravel import by using suitable native material for private utility bedding and home site cut/fill reduction to obtain cut/fill estimated at 450 cy which is less than 500 cy such that the single family home may proceed and be permitted. (Copy enclosed) understand that even with the single family application being under 500 cy, the short plat itself would not add additional cut/fill cy, but the new lot home could add about 200 cy, therefore, the city would still impose SEPA because the parcel cubic yardage exceeds 500 cublic yards unless the Short Plat application is withdrawn and the less than 500 cy single - family residence application cut/fill verified by Tukwila staff. The single - family residence is not a landfill but a single - family residence and that according to WAC 197 -11 -800, single - family residences, utility installations, and Short Plats are categorically exempt from SEPA. To believe otherwise is to double permit by requiring a building permit for a single - family residence and then require a clear and grade permit plus SEPA process. Our experience indicates that most single family residences construction with utilites is at least 200 cubic yards cut/fill. As you know, Patty Pavong is desiring to be able to pave the driveway to her new home, but is awaiting the Rehal permit approval for the Rehal's to install utilities within the driveway. With the SEPA process being required, approval and construction work could be at least 60 days or more away. As .I noted in the email, SEPA is required for both the short plat application (L05 -026) and the pending building permit for the single - family dwelling (D05 -102). I would also ask that you provide a copy of this letter to the owners of the property who I assume are your clients. Over the past week, individuals have approached the City who are interesting in purchasing the subject property. These interested buyers are under the impression that preliminary approval has been granted for the short plat. Of course as you are aware, preliminary approval has not been granted, in fact the application is still incomplete and the City will not begin to review the application until those items outline in this letter and the May 5, 2005 letter are submitted to the City. I had previousuly asked for the cut/fill on the short plat area. It appears that this project is subject to SEPA. 500 cubic yards is the threshold and given that there is only 50 cubic yards left. Given the amount of construction activities occuring in the short plat area, it is unlikely that the project will be less than 50 cubic yards. The short plat and the building permit are all interconnected with the environmental review. I cannot issue the building permit for the one home until SEPA is completed. (1) If a proposal fits within any of the provisions in Part Nine of these rules, the proposal shall be categorically exempt from threshold determination requirements (WAC 197- 11 -720) except as follows: (a) The proposal is not exempt under WAC 197 -11 -908, critical areas. (b) The proposal is a segment of a proposal that includes: (i) A series of actions, physically or functionally related to each other, some of which are categorically exempt and some of which are not; or (ii) A series of exempt actions that are physically or functionally related to each other, and that together may have a probable significant adverse environmental impact in the judgment of an agency with jurisdiction. If so, that agency shall be the lead agency, unless the agencies with jurisdiction agree that another agency should be the lead agency. Agencies may petition the department of ecology to resolve disputes (WAC 197 -11 -946). For such proposals, the agency or applicant may proceed with the exempt aspects of the proposals, prior to conducting environmental review, if the requirements of WAC 197 -11 -070 are met. The proposed actions contained in Part Nine are categorically exempt from threshold determination and EIS requirements, subject to the rules and limitations on categorical exemptions contained in WAC 197 -11 -305. Note: The statutory exemptions contained in chapter 43.21C RCW are not included in Part Nine. Chapter 43.21C RCW should be reviewed in determining whether a proposed action not listed as categorically exempt in Part Nine is exempt by statute from threshold determination and EIS requirements. (1) Minor new construction — Flexible thresholds. (a) The exemptions in this subsection apply to all licenses required to undertake the construction in question, except when a rezone or any license governing emissions to the air or discharges to water is required. To be exempt under this subsection, the project must be equal to or smaller than the exempt level. For a specific proposal, the exempt level in (b) of this subsection shall control, unless the city /county in which the project is located establishes an exempt level under (c) of this subsection. If the proposal is located in more than one city /county, the lower of the agencies' adopted levels shall control, regardless of which agency is the lead agency. (b) The following types of construction shall be exempt, except whe n undertaken wholly or partly on lands covered by water: (i) The construction or location of any residential structures of four dwelling units. 1 / • • • ..1 1 ., 11 1 1 - building, produce storage or packing structure, or similar agricultural structure, covering 10,000 square feet, and to be used only by the property owner or his or her agent in the conduct of fanning the property. This exemption shall not apply to feed lots. (iii) The construction of an office, school, commercial, recreational, service or storage building with 4,000 square feet of gross floor area, and with associated parking facilities designed for twenty automobiles. (iv) The construction of a parking lot designed for twenty automobiles. (v) Any landfill or excavation of 100 cubic yards throughout the total lifetime of the fill or excavation; and any fill or excavation classified as a Class I, II, or III forest practice under RCW 76.09.050 or regulations thereunder. I (c) Cities, towns or counties may raise the exempt levels to the maximum specified below by implementing ordinance or resolution. Such levels shall be specified in the agency's SEPA procedures (WAC 197 -11 -904) and sent to the department of ecology. A newly established exempt level shall be supported by local conditions, including zoning or other land use plans or regulations. An agency may adopt a system of several exempt levels (such as different levels for different geographic areas). (c) The construction or installation of minor road and street improvements such as pavement marking, freeway surveillance and control systems, railroad protective devices (not including grade-separated (2) Other minor new construction. The following types of construction shall be exempt except where undertaken wholly or in part on lands covered by water (unless specifically exempted in this subsection); the exemptions provided by this section shall apply to all licenses required to undertake the construction in question, except where a rezone or any license governing emissions to the air or discharges to water is required: (a) The construction or designation of bus stops, loading zones, shelters, access facilities and pull -out lanes for taxicabs, transit and school vehicles. (d) Grading, excavating, filling, septic tank installations, and landscaping necessary for any building or facility exempted by subsections (1) and (2) of this section, as well as fencing and the construction of small structures and minor facilities accessory thereto. (f) The demolition of any structure or facility, the construction of which would be exempted by subsections (1) and (2) of this section, except for structures or facilities with recognized historical significance. (g) The installation of impervious underground tanks, having a capacity of 10,000 gallons or less. (h) The vacation of streets or roads. (i) The installation of hydrological measuring devices, regardless of whether or not on lands covered by water. • (j) The installation of any property, boundary or survey marker, other than fences, regardless of whether or not on lands covered by water. (3) Repair, remodeling and maintenance activities. The following activities shall be categorically exempt: The repair, remodeling, maintenance, or minor alteration of existing private or public structures, facilities or equipment, including utilities, involving no material expansions or changes in use beyond that previously existing; except that, where undertaken wholly or in part on lands covered by water, only minor repair or replacement of structures may be exempt (examples include repair or alteration, or maintenance of docks). The following maintenance activities shall not be considered exempt under this subsection: (a) Dredging; (b) Reconstruction/maintenance of groins and similar shoreline protection structures; or (c) Replacement of utility cables that must be buried under the surface of the bedlands. Repair /rebuilding of major dams, dikes, and reservoirs shall also not be considered exempt under this subsection. (4) Water rights. Appropriations of one cubic foot per second or less of surface water, or of 2,250 gallons per minute or less of ground water, for any purpose. The exemption covering not only the permit to appropriate water, but also any hydraulics permit, shoreline permit or building permit required for a normal diversion or intake structure, well and pumphouse reasonably necessary to accomplish the exempted appropriation, and including any activities relating to construction of a distribution system solely for any exempted appropriation. (5) Purchase or sale of real property. (b) The sale, transfer or exchange of any publicly owned real property, but only if the property is not subject to an authorized public use. (c) The lease of real property when the use of the property for the term of the lease will remain essentially the same as the existing use, or when the use under the lease is otherwise exempted by this chapter. (6) Minor land use decisions. The following land use decisions shall be exempt: (a) Except upon lands covered by water, the approval of short plats r short subdivisions pursuant to the procedures required by RCW 58.17.060, but not including further short subdivisions or short platting within a plat or subdivision previously exempted under this subsection. (b) Granting of variances based on special circumstances, not including economic hardship, applicable to the subject property, such as size, shape, topography, location or surroundings and not resulting in any change in land use or density. (c) Classifications of land for current use taxation under chapter 84.34 RCW, and classification and grading of forest land under chapter 84.33 RCW. ccnsetor open burning shall be exempt. The adoption of plans, programs, objectives or regulations by any agency incorporating general standards respecting open burning shall not be exempt. (8) Clean Air Act. The granting of variances under RCW 70.94.181 extending applicable air pollution control requirements for one year or less shall be exempt. (9) Water quality certifications. The granting or denial of water quality certifications under the Federal Clean Water Act (Federal Water Pollution Control Act amendments of 1972, 33 U.S.C. 1341) shall be exempt. (10) Activities of the state legislature. All actions of the state legislature are exempted. This subsection does not exempt the proposing of legislation by an agency (WAC 197 -11 -704). (11) Judicial activity. The following shall be exempt: (a) All adjudicatory actions of the judicial branch. (b) Any quasi-judicial action of any agency if such action consists of the review of a prior administrative or legislative decision. (12) Enforcement and inspections. The following enforcement and inspection activities shall be exempt: (a) All actions, including administrative orders and penalties, undertaken to enforce a statute, regulation, ordinance, resolution or prior decision. No license shall be considered exempt by virtue of this subsection; nor shall the adoption of any ordinance, regulation or resolution be considered exempt by virtue of this subsection. (b) All inspections conducted by an agency of either private or public property for any purpose. (c) All activities of fire departments and law enforcement agencies except physical construction activity. (d) Any action undertaken by an agency to abate a nuisance or to abate, remove or otherwise cure any hazard to public health or safety. The application of pesticides and chemicals is not exempted by this subsection but may be exempted elsewhere in these guidelines. No license or adoption of any ordinance, regulation or resolution shall be considered exempt by virtue of this subsection. (e) Any suspension or revocation of a license for any purpose. (13) Business and other regulatory licenses. The following business and other regulatory licenses are exempt: (a) All licenses to undertake an occupation, trade or profession. (b) All licenses required under electrical, fire, plumbing, heating, mechanical, and safety codes and regulations, but not including building permits. (c) All licenses to operate or engage in amusement devices and rides and entertainment activities, including but not limited to cabarets, carnivals, circuses and other traveling shows, dances, music machines, golf courses, and theaters, including approval of the use of public facilities for temporary civic celebrations, but not including licenses or permits required for permanent construction of any of the above. (d) All licenses to operate or engage in charitable or retail sales and service activities, including but not limited to peddlers, solicitors, second hand shops, pawnbrokers, vehicle and housing rental agencies, tobacco sellers, close out and special sales, fireworks, massage parlors, public garages and parking lots, and used automobile dealers. (f) All licenses for vehicles for -hire and other vehicle related activities, including but not limited to taxicabs, ambulances, and tow trucks: Provided, That regulation of common carriers by the utilities and transportation commission shall not be considered exempt under this subsection. (g) All licenses for food or drink services, sales, and distribution, including but not limited to restaurants, liquor, and meat. (h) All animal control licenses, including but not limited to pets, kennels, and pet shops. Establishment or construction of such a facility shall not be considered exempt by this subsection. (i) The renewal or reissuance of a license regulating any present activity or structure so long as no material changes are involved. (14) Activities of agencies. The following administrative, fiscal and personnel activities of agencies shall be exempt: (a) The procurement and distribution of general supplies, equipment and services authorized or necessitated by previously approved functions or programs. (b) The assessment and collection of taxes. (c) The adoption-of-all-budget Provided, That if such adoption includes a final agency decision to undertake a major action, that portion of the budget is not exempted by this subsection. (d) The borrowing of funds, issuance of bonds, or applying for a grant and related financing agreements and approvals. (e) The review and payment of vouchers and claims. (f) The establishment and collection of liens and service billings. (g) All personnel actions, including hiring, terminations, appointments, promotions, allocations of positions, and expansions or reductions in force. (h) All agency organization, reorganization, internal operational planning or coordination of plans or functions. (i) Adoptions or approvals of utility, transportation and solid waste disposal rates. The approval of grants or loans by one agency to another shall be exempt, although an agency may at its option require compliance with SEPA prior to making a grant or loan for design or construction of a project. This exemption includes agencies taking nonproject actions that are necessary to apply for federal or other financial assi stance. (16) Local improvement districts. The formation of local improvement districts, unless such formation constitutes a final agency decision to undertake construction of a structure or facility not exempted under WAC 197 -11 -800 and 197 -11 -880. (17) Information collection and research. Basic data collection, research, resource evaluation, requests for proposals (RFPs), and the conceptual planning of proposals shall be exempt. These may be strictly for information- gathering, or as part of a study leading to a proposal that has not yet been approved, adopted or funded; this exemption does not include any agency action that commits the agency to proceed with such a proposal. (Also see WAC 197 -11 -070.) (18) Acceptance of filings. The acceptance by an agency of any document or thing required or authorized by law to be filed with the agency and for which the agency has no discretionary power to refuse acceptance shall be exempt. No license shall be considered exempt by virtue of this subsection. (19) Procedural actions. The proposal or adoption of legislation, rules, regulations, resolutions or ordinances, or of any plan or program relating solely to governmental procedures, and containing no substantive standards respecting use or modification of the environment shall be exempt. Agency SEPA procedures shall be exempt. (20) Building codes. The adoption by ordinance of all codes as required by the state Building Code Act (chapter 19.27 RCW). (21) Adoption of noise ordinances. The adoption by counties /cities of resolutions, ordinances, rules or regulations concerned with the control of noise which do not differ from regulations adopted by the department of ecology under chapter 70.107 RCW. When a county /city proposes a noise resolution, ordinance, rule or regulation, a portion of which differs from the applicable state regulations (and thus requires approval of the department of ecology under RCW 70.107.060(4)), SEPA compliance may be limited to those items which differ from state regulations. (22) Review and comment actions. Any activity where one agency reviews or comments upon the actions of another agency or another department within an agency shall be exempt. (23) Utilities. (a) All communications lines, including cable TV, but not including communication towers or relay stations. (b) All storm water, water and sewer facilities, lines, equipment, hookups or appurtenances including, utilizing or related to lines eight inches or less in diameter. (c) All electric facilities, lines, equipment or appurtenances, not including substations, with an associated voltage of 55,000 volts or less; and the overbuilding of existing distribution lines (55,000 volts or less) with transmission lines (more than 55,000 volts); and the undergrounding of all electric facilities, lines, equipment or appurtenances. (d) All natural gas distribution (as opposed to transmission) lines and necessary appurtenant facilities and hookups. (e) All developments within the confines of any existing electric substation, reservoir, pump station or well: Provided, That additional appropriations of water are not exempted by this subsection. (f) Periodic use of chemical or mechanical means to maintain a utility or transportation right of way in its design condition: Provided, That chemicals applied by licensed personnel. This exemption shall not apply to the use of chemicals within watersheds that are controlled for the purpose of drinking water quality in accordance with WAC 248 -54 -660. (g) All grants of rights of way by agencies to utilities for use for distribution (as opposed to transmission) purposes. (h) All grants of franchises by agencies to utilities. (i) All disposals of rights of way by utilities. (24) Natural resources management. In addition to the other exemptions contained in this section, the following natural resources management activities shall be exempt: (a) Issuance of new grazing leases covering a section of land or less; and issuance of all grazing leases for land that has been subject to a grazing lease within the previous ten years. (b) Licenses or approvals to remove firewood. (h) Periodic use of chemical or mechanical means to maintain public park and recreational land: Provided, That chemicals used are approved by the Washington state department of agriculture and applied by licensed personnel. This exemption shall not apply to the use of chemicals within watersheds that are controlled for the purpose of drinking water quality in accordance with WAC 248 -54 -660. (i) Issuance of rights of way, easements and use permits to use existing roads in nonresidential areas. (j) Establishment of natural area preserves to be used for scientific research and education and for the protection of rare flora and fauna, under the procedures of chapter 79.70 RCW. (25) Personal wireless service facilities. (a) The siting of personal wireless servi facility: • • (i) Is a microcell and is to be attached to an existing structure that is not a residence or school and does not contain a residence or a school; (ii) Includes personal wireless service antennas, other than a microcell, and is to be attached to an existing structure (that may be an existing tower) that is not a residence or school and does not contain a residence or school, and the existing structure to which it is to be attached is located in a commercial, industrial, manufacturing, forest, or agriculture zone; or (iii) Involves constructing a personal wireless service tower less than sixty feet in height that is located in a commercial, industrial, manufacturing, forest, or agricultural zone. (b) For the purposes of this subsection: (i) "Personal wireless services" means commercial mobile services, unlicensed wireless services, and common carrier wireless exchange access services, as defined by federal laws and regulations. However, under WAC 197 -11 -305 (b) (i) a project is not exempt if the proposal is a segment of a proposal that includes a series of actions, physically or functionally related to each other, some of which are categorically exempt and some which are not. Land altering activities that cut/fill more than 500 cubic yards are not exempt from SEPA review (WAC 197 -11 -800 (1) (v)). The fact that the land altering activities are for the construction of one single family home and an exempt short does not exempt the land altering activities from SEPA. The amount of cut/fill for the single- family home is unusually high. The City does not require a separate land - altering permit for a project that has an issued building permit. The undeveloped partly cleared lot is Zoned LDR (Low Density Residential) and is 0.49 acres in area. This lot is ir- regular in shape. Tax lot number is 73600600271 Access to the site is from paved road, 42 Ave. South and onto a private gravel easement road. The gravel surfaced easement road serves an existing home plus this parcel. When the short plat is completed the gravel driveway would serve three homes. Water to the site is by Water District 125 which has a main within 42 " Ave. South that will serve the two lots with service lines from 42 " Ave. South. VaI -Vue Sewer District would serve the two new Tots from a sanitary sewer main located within 42 " Ave. South stub out side sewer and by this property owner upsizing an existing 4" sanitary side sewer to a 6" sanitary side sewer that would serve the three lot from the existing side sewer stub out Sensitive areas of streams or wetlands were not found on site or within 100 feet of the parcel. Steep slopes of 20% or greater are located on the west, south, and north side of the parcel. Topography of the site slopes generally south to north on site and westerly along the westerly boundary and off site. It appears that a residence once existed on the parcel as indicated by a concrete foundation and by a brick retaining wall near the middle of the parcel. The site has had some previous grading. New impervious area includes the new private driveway 20 feet wide by 60 feet long (1200 square feet) that would extend southerly from the existing easement access road that will be paved by the adjacent home owner that is to pave the driveway according to that property building permit conditions. Each of the two lots would have a single family residence with a foot print of about 2200 square feet plus sidewalk, parking apron, patio, etc. for an impervious area of 2500 square feet per lot. You are correct that a single family home and a short plat is exempted for SEPA requirements. However, SEPA is required for any type of land activity in which there will be more than 500 cubic yards of cut/fill, even if the project itself is exempt from SEPA. It needs to be clearly understood that withdrawing the short plat application will not avoid SEPA. If they submit the short plat application in a year or two, the City would still count the cut/fill from the home towards the short plat. In the eyes of SEPA it is still one project. I will need a letter noting that the short plat application has been withdrawn. As I noted at the front counter, it is not the City's policy to refund an application fee when an applicant voluntarily withdraws an application. Our report presents information from our review of the geologic map of the site vicinity and our subsurface investigation on December 17, 2004. This report was prepared in accordance with our proposal to you dated November 29, 2004. PROJECT DESCRIPTION The project site is located on the western side of 42 " Avenue South in Tukwila, Washington at the subject address as shown on the attached Plate 1 - Vicinity Map. Based upon discussions with you and Mr. Baljit Sehmby of John L. Scott Realtors we understand that a new single family residence is proposed for the project site. We understand that if the site is large enough the lot may be subdivided and one home may be built on each of the two lots. The purpose of this report is to provide geotechnical recommendations for the proposed single fly residence. SITE DESCRIPTION The project site consists of an undeveloped residential lot located on the west side of 42n Avenue South. The project lot shares a driveway with a lot with address 13601. G -1948 Page 2 The project lot is an irregularly shaped lot as shown on the attached Plate 2 - Site Map. The site map was prepared based upon a lot diagram provided by Mr. Baljit Sehmby. At the time of report preparation a survey of the site was not available. The lot topography consists of moderate to steep north and northeast facing slopes located on the south side of the lot and adjacent to 42n Avenue South. We estimate that the moderate to steep north and northeast facing slopes have inclinations of roughly 40 to 50 degrees from the horizontal. The remainder of the site consists of three relatively level bench areas which are separated by 8 to 10 foot high steep slopes. Portions of the steep slopes located between the benches are faced with brick walls. Most portions of the walls were completely covered by vegetation. At least at one location, it was apparent that crushed rock and quarry spall rock may have been added to silty site soils and placed behind the walls. A portion of a free - standing cement block wall was located on the western side of the site. The free - standing wall may have been the remnants of a previous building. The project lot is heavily vegetated by blackberry bushes, ivy and some small deciduous trees. A few larger evergreens are located near the top of the north - facing slopes on the southern side of the lot. We probed soils on the steep slopes with a 1/2 -inch diameter hand probe. Probe penetrations ranged from 6 to 8 inches. Soils on the slopes appeared to consist of relatively firm sandy SILT and silty SAND soil. We encountered a 6 -inch diameter PVC pipe at 2.5 to 3 feet below ground surface at test pits TP- 2 and TP -3. GEOLOGIC CONDITIONS According to the geologic map for the site vicinity, soils at the site are described as either glacial till (Qgt) or undifferentiated drift (Qu). The glacial till soils reportedly consist of silt, sand and gravel which was overridden by glaciers during the Vashon stade of the Fraser glaciation. The undifferentiated drift soils are pre - Vashon silt and sand soils. Geo Group Northwest, Inc. December 23, 2004 13601 -1/2 42m Avenue South, Tukwila, Washington SUBSURFACE CONDITIONS We visited the site on December 17, 2003 to conduct a subsurface investigation. We investigated the condition of the surficial site soils by excavating three test pits at the locations shown on the attached Plate 2 - Site Map. At test pit TP -1 soils encountered consisted of loose gravelly silty SAND with quarry spall rock and fine sandy SILT overlying dense gravelly sandy SILT and gravelly silty SAND at a depth of 3.5 feet below ground surface. Quarry spall rock encountered within the overlying gravelly silty SAND suggests that some fills were located at the TP -1 location. Soils encountered in the test pits TP -2 and TP -3 consisted of loose silty SAND and gravelly sandy SILT overlying dense fine silty SAND at depths of 1 to 3.5 feet below ground surface. No groundwater seepage was encountered at the test pit locations. Please see the attached Plates 4 -5 - Test Pit Logs for subsurface details. CONCLUSIONS AND RECOMMENDATIONS General ased on the results of our atudy, it is our professional opinion, that the site is geotechnically . imitable for the prop° e! T a gle.famly residence. Geo Group Northwest, Inc. should be retained to verify that the new home foundation is bearing on the dense site soils at the time of construction, prior to the foundation pour. Earthwork Recommendations • • G -1948 Page 3 The vegetation, downed trees, and topsoil in the proposed building area should be cleared and grubbed. Following topsoil removal the soils in the building pad area should be compacted by vibratory roller. Areas of loose or yielding subgrade soils in the slab -on -grade areas should be over - excavated and replaced with structural fill. Footing subgrades should be over - excavated in accordance with the following section: Spread Footing Foundations. Structural fill may be placed in the over - excavated footing subgrade areas or deeper footings may be poured directly on the dense native soils. Erosion Control Because the site soils consist of silty SAND and sandy SILT soils and because moderate to steep slopes are located at the site it is our opinion that there is a moderate erosion hazard at the project site. We recommend that a filter fabric fence be installed downhill of the proposed construction area to prevent sediment laden water from flowing off -site. If moderate to steep angle slopes are disturbed as a result of construction we recommend that the disturbed slope areas be covered with plastic sheeting during construction. Permanent vegetation should be re- established and maintained following construction on all moderate to steep inclination native slopes at the project site. Jute netting can be placed on the disturbed slope areas to aid in the re- vegetating of disturbed slope areas. Steep cut slopes should be faced with rockery rocks in accordance with the Standard Rock Wall Construction Guidelines by the Association of Rockery Contractors. Spread Footing Foundations Individual spread footings may be used for supporting columns and strip footings for bearing walls. The building footings may be placed on top of the dense native sand soils or on top of structural fill placed on top of the dense native site soils. Based upon our investigation we anticipate that dense native sand soils are located at approximately 1 to 3.5 feet below ground surface. The actual depth to dense soils at the foundation locations should be verified by Geo Group Northwest, Inc. at the time of construction. Some over - excavation may be necessary to remove overlying loose to medium dense soils from the footing subgrade areas. Our recommended minimum design criteria for foundations bearing on the dense site soils or compacted structural fill are as follows: • Allowable bearing pressure, including all dead and live loads Dense native soil Compacted structural fill Geo Group Northwest, Inc. = 2000 psf = 2000 psf G -1948 Page 4 • • December 23, 2004 13601 -1/2 42 " Avenue South, Tukwila, Washington • Minimum depth to bottom of perimeter footing below adjacent exterior grade = 18 in. • Minimum depth to bottom of interior footings below top of floor slab = 18 inches • Minimum width of wall footings = 16 inches • Minimum lateral dimension of column footings = 24 inches • Estimated post - construction settlement = 1/4 inch • Estimated post - construction differential settlement; across building width = 1/4 inch A one -third increase in the above allowable bearing pressures can be used when considering short-term transitory wind or seismic loads. Lateral loads can also be resisted by friction between the foundation and the supporting compacted fill subgrade or by passive earth pressure acting on the buried portions of the foundations. For the latter, the foundations must be poured "neat" against the existing undisturbed soil or be backfilled with a compacted fill meeting the requirements for structural fill. Our recommended design parameters are as follows: - Passive Pressure (Lateral Resistance) • 350 pcf equivalent fluid weight for compacted structural fill • 350 pcf equivalent fluid weight for native dense soil. - Coefficient of Friction (Friction Factor) • 0.35 for compacted structural fill • 0.35 for native dense soil G -1948 Page 5 We recommend that footing drains be placed around all perimeter footings and that site grades direct surface water away from the building. The footing drain should consist of a four (4) inch minimum diameter, perforated or slotted, rigid drain pipe laid at or near the bottom of the footings with a gradient sufficient to generate flow, as schematically illustrated on Plate 6 - Typical Footing Drain Detail. The drain rock and drain line should be completely surrounded by a geotextile filter fabric, Mirafi 140N or equivalent. The footing drain line should be tightlined to the stormwater system. Downspout drain pipes should be separately tightlined to disharge into the stormwater system. Slab -on -grade floors may be constructed on the medium dense to dense site soils or on compacted structural fill that extends down to the medium dense site soils provided that the subgrade is firm and unyielding at the time of construction. The condition of slab -on -grade subgrades should be approved by Geo Group Northwest, Inc. representatives prior to concrete slab pour. To avoid moisture build -up on the subgrade, slab -on -grade floors should be placed on a 6 -inch thick capillary break, crushed rock base. The crushed rock base should consist of an angular crushed rock containing no more than five (5) percent finer than the No. 4 sieve and a diameter ranging from 5/8 inch to 2- inches. Typically a vapor barrier, such as a 6 -mil plastic membrane, is placed over the capillary break beneath the slab to reduce water vapor transmission through the slab. Two to four inches of sand may be placed over the barrier membrane for protection during construction. Structural fill consists of soil or aggregate free of deleterious debris and organic material which is capable of being compacted to meet the following compaction requirements. We recommend that the structural fill consist of a free- draining pit -run sand or gravel containing less than 5 percent passing the #200 sieve.
