Decision on Substantive Permit: The Community Development Director has determined that the application
for a Special Permission — Director for a sensitive area buffer reduction does comply with applicable City and
state code requirements and has approved that application, subject to any conditions which are set forth in the
Decision based on the findings and conclusions contained in the staff report. The condition of approval is
listed below:
1. In lieu of a split rail fence to delineate the boundary between the garden area and the
buffer area, signage shall be posted that reads "Protection of this natural area is in your
care. Alteration or disturbance is prohibited pursuant to TMC 18.45. Please call the City
of Tukwila for more information." In addition, shrubs will be used to form a natural
fence to inhibit human encroachment on the wetland buffer and wetland.
III. YOUR APPEAL RIGHTS
The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code
§18.104.010. Other land use applications related to this project may still be pending.
No administrative appeal of a DNS or an EIS is permitted. One administrative appeal to the Planning
Commission of the Decision on the Permit itself is permitted.
A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King
County Superior Court from the Planning Commission decision.
In order to appeal the Community Development Director's decision on the Permit Application, a written
notice of appeal must be filed with the Department of Community Development within 14 days of the
issuance of this Decision, that is by 5:00 p.m. Monday, July 25, 2005.
The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. All appeal materials
shall be submitted to the Department of Community Development. Appeal materials MUST include:
1. The name of the appealing party.
2. The address and phone number of the appealing party; and if the appealing party is a corporation,
association or other group, the address and phone number of a contact person authorized to receive
notices on the appealing party's behalf.

3. A statement identifying the decision being appealed and the alleged errors in the decision, including
any specific challenge to an MDNS.
4. The Notice of Appeal shall identify (a) the specific errors of fact or errors in application of the law in
the decision being appealed; (b) the harm suffered or anticipated by the appellant, and (c) the relief
sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal.
V. APPEAL HEARINGS PROCESS
Any administrative appeal regarding the Permit shall be conducted as an open record hearing before the
Planning Commission based on the testimony and documentary evidence presented at the open record
hearing. The Planning Commission decision on the appeal is the City's final decision.
Any party wishing to challenge the Planning Commission decision on this application must file an appeal
pursuant to the procedures and time limitations set forth in RCW 36.70C. An appeal challenging a DNS,
an MDNS or an EIS may be included in such an appeal. If no appeal of the Planning Commission
decision is properly filed in Superior Court within such time limit, the Decision on this permit will be
final.
The City's decision to issue a DNS, an MDNS or an EIS is final for this permit and any other pending
permit applications for the development of the subject property.
VI. INSPECTION OF INFORMATION ON THE APPLICATION
Project materials including the application, any staff reports, and other studies related to the permits are
available for inspection at the Tukwila Department of Community Development, 6300 Southcenter Blvd.,
Suite 100, Tukwila, Washington 98188 from Monday through Friday between 8:30 a.m. and 5:00 p.m. The
project planner is Carol Lumb, who may be contacted at 206 - 431 -3661 for further information.
Property owners affected by this decision may request a change in valuation for their property tax purposes.
Contact the King County Assessor's Office for further information regarding property tax valuation changes.

This project was the subject of two land use application: L05 -012 (Special Permission
Director, SAO) and L05 -037 (tree cutting permit) due to work that was proposed in a
wetland buffer and the proposed removal of trees in a wetland buffer. The project has
since been revised to exclude any removal of trees in the wetland buffer and to reduce the
scale of work in the wetland buffer. As a result, the original conditions of approval for the
land use applications are revised as follows below. If you have any questions on the
requested revision, Carol Lumb is the planner assigned to the file and can be reached at

1. Prior to the removal of any trees or site grading, the clearing limits must be clearly
marked on -site to ensure there is no encroachment on the wetland or the wetland
buffer enhancement area.
2. Fencing must be installed outside the clearing limits fencing adjacent to the 12 -inch
coniferous fir that is being retained to prevent damage to the root system from
equipment and vehicles. The fence should be installed well outside of the drip line
of the tree (allow 1 foot of protective radius for every inch of trunk diameter).
3. Trees slated for removal that are in close proximity to trees being retained should
be cut to the ground level and not pushed over with equipment.
4. In lieu of a split rail fence to delineate the boundary between the garden area and
the buffer area, signage shall be posted that reads:

RE: L05 -037: Buffer Reduction and Buffer Enhancement Plan for Macadam Winter Garden
The City of Tukwila Parks and Recreation Department has prepared a plan to develop a winter
garden on the upland portion of the Macadam Wetland, a site owned by the City of Tukwila.
One of the trails in the garden lies within the 100 foot buffer of a Type 1 wetland and within the
50 foot buffer of a Type 3 wetland. Construction of the trail will involve removal of numerous
significant trees, land clearing and planting of non - native vegetation as part of the plan for the
winter garden development. As a result of this work in the buffers the Parks Department has
requested a reduction in both buffers to 50 and 25 feet respectively.
TMC 18.45.080 G. provides guidance on the reduction of standard wetland buffet widths. A
buffer reduction may be allowed if:
1. Additional protection to wetlands will be provided through the implementation of a
buffer enhancement plan; and
2. The existing condition of the buffer is degraded.
The City's Urban Environmentalist has made several site visits to evaluate the condition of the
wetland and buffer area in the vicinity of the garden trail. The wetland buffers understory
vegetation consists mostly of invasive, non - native plants such as Himalayan blackberry,
Japanese Knotweed and Herb Robert. These plants inhibit the function of the wetland as a
healthy environment for wildlife and crowd out native plant species . A buffer enhancement plan
has been prepared that includes over 400 trees and shrubs to increase the native plant diversity in
the buffer and enhance habitat conditions for wildlife.

The site meets the requirements of TMC 18.45.080 G. in that the current wetland buffer is
degraded. Additional protection to the buffer will be provided by the implementation of the
buffer enhancement plan that has been prepared.
RECOMMENDATION
Approve the buffer enhancement plan submitted on June 24, 2005 with the following condition:
1. In lieu of a split rail fence to delineate the boundary between the garden area and the
buffer area, signage shall be posted that reads "Protection of this natural area is in your
care. Alteration or disturbance is prohibited pursuant to TMC 18.45. Please call the City
of Tukwila for more information." In addition, shrubs will be used to form a natural
fence to inhibit human encroachment on the wetland buffer and wetland.

Yes, we did discuss the fenced and signs during the site walk, but the landscape designer asked that in
lieu of a fence that we just put in shrubs that would form a "natural fence" (to keep costs down). We did
agree that signs would be posted (which I forgot to include in the enhancement plan), so I'm glad you
remembered.

Hi Sandra: I am working on the memo approving the buffer reduction and wetland mitigation plan - I can't
remember if we were going to require Parks to construct a split rail fence and post signage per TMC
18.45.060. I have a vague recollection of talking about this on -site with the landscape architect, but can't
remember.
I was going to add a condition to the approval to construct the fencing and post the signs unless you think
that is a bad idea.

Specifications DEVELOPMENT
The City of Tukwila proposes to install a Winter Garden in the upland portion of the Macadam
Wetland site at 5311 South 144 Street. A portion of the garden will be constructed within the
wetland buffers of a Type I l l and a Type II wetland, both located to the south of the garden site.
The Winter Garden will encroach upon the buffers of both wetlands. A buffer reduction has
been requested under the Tukwila Sensitive Areas Ordinance. This Wetland Buffer
Enhancement Plan has been prepared as mitigation for the buffer reduction.
The existing buffer is primarily forested, mostly with cottonwood trees (Populus balsamifera,
ssp. trichocarpa), willows near the wetland boundaries (Salix spp.), some non - native hawthorne
(Crataequs spp.), some Oregon Ash (Fraxinus latifolia) and several Black Locust trees (Robinia
pseudoacacia). Understory vegetation consists of mostly invasive, non - native plants,
particularly Himalayan blackberry (Rubus procerus (discolor]), Japanese Knotweed (Polygonum
cuspidatum), and Herb Robert (Geranium robertianum). Not all trees present in the buffer are
shown on the drawing.
Some rubbish is present in isolated locations in the buffer, with one concentration of materials
(newspapers, asphalt, plastic, and unknown items) in the approximate location shown on the
plan.
The primary goal of the Buffer Enhancement Plan is to improve function and protection of
wetlands in the remaining buffers of both wetlands. Specific objectives of the enhancement
plan are to: 1) increase native plant diversity in the buffer; 2) enhance habitat conditions for
wildlife; and 3) discourage uncontrolled public access through the buffer to the wetland.
3.0 Contractor's Qualifications
Contractor must be experienced in environmental mitigation and restoration work, removal of
invasive plants, and the installation of native plants.
4.0 Site Conditions
Contractor shall immediately notify the City of any drainage or soil conditions that would be
detrimental to the growth or survival of plants.
5.0 Plants
5.1 Quantities. Plant quantities are provided in the planting schedule provided in these
specifications.
5.2 Origin. Plant materials shall be Northwest native plants, nursery grown in the Puget
Sound region. Plants shall be true to species and subspecies. No cultivars or named varieties
shall be used. Salvaged, dug plants may only be used upon approval of City of Tukwila staff.
Copies of vendors' or growers' invoices or packing slips for all plants must be on site during

installation. The invoice or packing slip should list species by scientific name, quantity, and date
delivered.
5.3 Plant Names. Plant names shall conform to Flora of the Pacific Northwest by Hitchcock
and Cronquist, University of Washington Press, 1973 and /or to A Field Guide to the Common
Wetland Plants of Western Washington & Northwestern Oregon, ed. Sarah Spear Cooke,
Seattle Audubon Society, 1997.
5.4 Delivery, handling. During shipping, plants shall be packed to provide protection against
climate extremes, breakage and drying. Plants shall not be bound with wire or rope in a manner
that could damage branches. Plant materials shall not be handled by the trunk, limbs, or foliage
but only by the container, ball, box, or other protective structure. Bareroot plants, if authorized,
shall be kept in bundles until planting and then handled carefully by the trunk or stem. Proper
ventilation and prevention of damage to bark, branches, and root systems must be ensured.
Plants shall be delivered as close to planting time as possible.
5.5 Storage. Plants in storage must be protected against any condition that is detrimental to
their continued health and vigor.
5.6 Quality and condition. Plants shall be healthy and vigorous, well branched, with well -
developed roots, normal in pattern of growth, and free of pests and diseases. Damaged,
diseased, pest- infested, scraped, bruised, dried -out, burned, broken, or otherwise defective
plants will be rejected. Woody plants with abrasions of the bark or sunscald will be rejected.
Evergreen trees shall have single trunks and symmetrical well - developed form. Deciduous
trees shall be single - trunked unless specified as multi- stemmed in the plant schedule. Trees
with damaged, crooked, multiple or broken leaders will be rejected unless labeled and priced as
conservation grade material by prior agreement. Plants must be container grown unless
otherwise specified.
5.7 Roots. Container grown plants: root balls must hold together when the plant is removed
from the pot, except that a small amount of loose soil may be on the top of the rootball. Plants
must not be root - bound; there must be no circling roots present in any plant inspected.
Rootballs that have cracked or broken when removed from the container shall be rejected.
Bareroot plants: woody bareroot plants must have a dense, fibrous root system and be dormant
when planted.
5.8 Inspection. Plants shall be subject to inspection and approval by the City for
conformance to specifications at time of delivery on -site. Contractor must notify the City of
Tukwila 48 hours or more in advance of deliveries so that inspection may be arranged.
Approval of plant materials at any time shall not impair the subsequent right of inspection and
rejection during progress of the work. Plants inspected on site and rejected for not meeting
specifications must be removed immediately from site, or red - tagged and removed as soon as
possible.
5.9 Plant sizes. Plants shall conform to sizes specified in the plant schedule unless
substitutions are made as outlined in this contract. Height and spread dimensions specified
refer to main body of plant and not branch or root tip to tip. Plant dimensions shall be measured
when their branches or roots are in their normal position. Caliper measurement will be taken 6"
above the ground for trees of 4" caliper or less and 12" above the ground for trees with larger
caliper. Where a range of size is given, no plant shall be less than the minimum size and at
least 50% of the plants shall be as large as the median of the size range.

5.10 Plant Substitutions. It is the contractor's responsibility to obtain specified materials in
advance if special growing, marketing or other arrangements must be made in order to supply
specified materials. Substitution of plant materials not on the project list will not be permitted
unless authorized in writing by the City. If proof is submitted that any plant material specified is
not obtainable, a proposal will be considered for use of the nearest equivalent size or alternative
species, with corresponding adjustment of contract price. Such proof will be substantiated and
submitted in writing to the City at least 20 days prior to start of work under this section.
5.11 Warranty and Replacement. Plants must be guaranteed to be true to scientific name
and specified size, and to be healthy and capable of vigorous growth. Plants not found meeting
all of the required conditions must be removed from site and replaced immediately at the City's
discretion.
6.0 Site Preparation
6.1 Protection of trees. Existing trees and some areas with a concentration of native plants
in the buffer shall be maintained and protected. The contractor shall install temporary fencing
around trees and areas to be protected to protect them from damage from heavy equipment.
Special care shall be taken to avoid damaging shallow roots that extend well beyond drip lines.
6.2 Erosion /sedimentation control. The contractor shall install a silt fence along wetland
edges to prevent erosion and sedimentation of the wetlands.
6.3 Removal of invasive plants. Invasive vegetation will be removed from the buffer
mitigation area by scraping and digging to remove the roots through a combination of
mechanical methods and hand removal methods. Special care must be taken to completely
remove all rhizomes of Japanese Knotweed. In areas where the presence of trees and shallow
roots makes mechanical removal impractical due to the likelihood of damage to the tree roots ,
hand removal shall be used. Hand removal shall also be used for removing invasive plants ear ? dry
the edges of the wetland. All removed plant material shall be taken off -site to an authorized
disposal/ composting facility. Areas suitable for removal with heavy equipment will be
determined and marked during a pre - construction meeting on the site. Existing native plants to
be retained in areas to be weeded by hand, will be marked by the City's wetland specialist prior
to invasive plant removal.
6.4 Removal of rubbish. All rubbish encountered during site preparation will be removed
and disposed of at an authorized solid waste facility.
6.5 Soil amendments. Organic matter (Cedar Grove Compost or approved equal) shall be
applied to the entire site at a depth 3 -4 inches on the top of the soil and incorporated into the
upper 8 -12 inches of soil, excluding those areas within the drip line of existing trees.
7.0 Installation of large woody debris
Large segments of trunks, root wads, and large branches from tree removal on the site (Large
Woody Debris — LWD) will be stored temporarily on site for later placement in the buffer areas.
Storage area will be determined during pre- construction meeting. Six to eight pieces of LWD
will be placed in each planting zone (see Buffer Enhancement Plan). Locations will be
determined in the field in consultation with the City's wetland specialist after invasive plants
have been removed. All woody material not used for LWD shall be hauled off -site or chipped
and used on site as mulch.

8.0 Planting
• S
8.1 Timing of planting. Unless otherwise approved by the City of Tukwila, planting shall
occur between September 30 and January 15. Planting shall not be done when the ground is
frozen, when there are freezing temperatures, or in excessively wet weather.
8.2 Plant locations. Plant locations shall be by the zones shown on the plan and in the
planting schedule. Where specific locations for certain species, plants will be installed at the
approximate spacing as depicted in the plant schedule. Locations may be changed based on
field conditions, after consultation with the City of Tukwila.
8.3 Planting techniques. Plants shall be removed from their containers immediately prior to
planting. Immediately prior to installation, root balls shall be examined and loosened throughout
at least the outer 1 inch of root ball. Any damaged, matted, or circling roots shall be pruned.
Plants shall be installed in accordance with the diagrams provided on sheets L101 -L105. Trees
and shrubs shall not be staked, unless absolutely necessary. Any weeds around the newly
installed plants shall be removed by hand at the time of installation.
9.0 Mulching
All landscaped areas denuded of vegetation and the soil surface surrounding newly planted
vegetation will be mulched with a minimum of 3" organic compost, coarse bark mulch, or
certified weed -free straw. Mulch shall not be placed next to trunks of woody vegetation or
covering the crowns of other vegetation. A space of at least 2" should be left around trunks and
crowns.
10.0 Watering
Plants shall be watered midway through backfilling the planting pit and upon completion of
backfilling. Plants shall be watered a second time within 48 hours after installation. In the event
of dry weather, plants shall be watered as necessary to insure survival throughout the first year
after planting.
11.0 Maintenance. Maintenance will be performed by the City of Tukwila.
12.0 Monitoring. Monitoring will be conducted by the City of Tukwila.

Winter Garden,
On March 8, 2005, the Tukwila Parks and Recreation Department submitted a tree - cutting permit
to remove trees from a sensitive area prior to the creation of a winter garden in an area upland of
the Macadam wetland. The trees will be removed from the buffer area for a Type 2 and Type 3
wetland.
A total of ten (10) significant trees will be removed from the wetland buffer area. A total of 14
replacement trees are required to replace the significant trees that will be removed. The
applicant has provided a landscaping plan for the winter garden that shows over 100 trees being
planted as part of the overall garden plan. This will compensate for the trees that are being
removed.
Work will occur within the buffers of Type 2 and Type 3 wetlands; as a result, a Special
Permission, Director land use application will also be needed for this project. A mitigation plan
will be prepared to accompany the Special Permission request. This plan will be prepared by the
Department of Community Development's Urban Environmentalist in the near future for review
and approval by the Department Director.

Your application for a tree cutting permit located at 5311 South 144 Street, the site of the
Macadam Winter Garden Park, has been found to be incomplete on March 16, 2005. In order to
complete the application, please provide the following:
1. Please revise the Existing Tree Plan to identify the wetland edge and clarify the buffer
location. A wetland buffer area of 100 feet has been identified, but there is also what
appears to be a wetland marker with a distance of 25 feet identified to the clearing limit. If
you are working within the 100 foot buffer area, a Special Permission Director Application
to request a buffer reduction must be completed. Please be aware that the maximum
reduction that can be permitted is 50 %, if a mitigation plan is provided. It is not clear
whether any work is taking place within the first 50 feet of the wetland edge. The
application should include a short description of the proposed Winter Garden and any
wetland enhancements proposed for the buffer area etc.
2. Is there a wetland study that has been prepared for the site? If so, please provide 2 copies
for the file.
Upon receipt of these items, the City will re- review them and determine within 14 days whether the
application is complete. The applications will expire if we do not receive the additional information
within ninety days of the date of this letter unless an extension is granted pursuant to Section
18.105.070(E).

1.0 Project Description and adding Conditions
The city of Tukwila proposes to Install a Winter Garden In the upland portion of the Macadam Wetland site at 5311
South 144th Street A portion of the garden will be constructed within the wetland buffers of a Type 0I and a Type 0
wetland, both located to the south of the garden eau. The Winter Garden won encroach upon the buffers of both
wetlands. A buffer reduction has been requested under the Tukwila Sensitive Areas Ordinance. TMs Wetland Buffer
Enhancement Plan has been prepared as m0lgation for the buffer redudlcn.
The existing buffer is primarily forested, mostly with cottonwood trees (Populua balsemifere, asp. btrhocarpa), willows
near the wetland boundaries (Salk spa), scene non -table hawtho ne (Crateequs spa.), some Oregon Ash (Frexbn s
latlfola) and several Black Lociat trees (Robtta pse udoacada). Understory vegetation consists of mostly tnvasIve,
non-native Plants, DantadaM Himalayan Mediberny (Rubus procerue "discolor)), Japanese Knotweed (PC a um
cuspidatum), and Herb Robert (Gerankrn robeNanum). Not all trees present In the buffer are shown on the drawing.
Some rubbish Is present In isolated locations in the buffer, with one concentration of materials (newspapers, asphaR
plastic, and unknown item) In the approximate location shown on the plan.
2.0 Goals and Objectives
The primary goal of the Buffer Enhancement Plan is to Improve function and protection of wetlands in the remaining
buffers of both wetlands. Specific objectives of the enhancement plan are to: 1) Increase native plant diversity In the
buffer, 2) enhance habitat conditions for wfldgfe: and 3) discourage uncontrolled public access through the buffer to the
wetland.
3.0 Contractors Qualification
Contractor must be experienced in environmental mitigation and restoration work, removal of Invasive plants. and the
Installation of native plants.
4.0 Site Conditions
Contractor shall City of � e or soli conditions that would be detrimental to the growth or
survival of plants.
5.0 Plants
5.1 Quantities. Plant quantities we provided In the planting schedule provided In these specifications.

541 Delivery. handling. During shipping, plants shall be packed to provide protection against climate
extremes, breakage and drying. Plants shall not be bound with wire or rope In a manner that could damage
branches. Plant materials shall not be handled by the trunk limbs, or foliage but only by the container, ball,
box, or other protective structure. Bareroot plants, If authorized, shall be kept in bundles until plandg and
then handled carefully by the tnmk or stem. Proper ventilation and prevention of damage to bark, branches,
and root systems must be ensured. Plants shall be delivered as dose to planting time as possible.
5.4< Storage. Plants In storage must be protected against any condition that Is detrimental to their
continued health and vigor.
5.5y Quality and condition. Plants shall be healthy and vigorous, well branched, with well- developed roots,
normal in pattern of growth, and free of pests and diseases. Damaged, diseased, pest-infested, scraped,
bruised, dried -out, burned, broken, or otherwise defective plants will be rejected. Woody plants with
abrasions of the bark or sunscald will be rejected. Evergreen trees shall have single trunks and symmetrical
well - developed form. Deciduous trees shall be single - bunked unless specified as mufti- stemmed In the plant
schedule. Trees with damaged, Crooked. multiple Cr broken leaders will be rejected unless labeled and
priced as conservation grade material by prior agreement Plants must be container grown unless otherwise
specified.
5.8 1 Roots. Container grown plants: root balls must hold together when the plant is removed barn the pot,
except that a small amount of loose soil may be on the top of the rootbali. Plants must not be root-bound;
there must be no circling roots present In any plant Inspected. Rootballs that have cracked or broken when
removed from the container shall be rejected. Bareroot plants woody bareroot plants must have a dense,
fibrous root system and be dormant when planted.
5.f$ Inspection. Plants shall be subject to Inspection and approval by the City for conformance to
specifications at dine of delivery on- site. Contractor must notify the City of Tukwila 48 hours or more in
advance of deliveries so that Inspection may be arranged. Approval of plant materials at any time shall not
impair the subsequent right of Inspection and rejection during progress of the work Plants inspected on site
and rejected for not meeting specifications must be removed immediately from site, or red - tagged end
removed as soon as possible.
5.Jfct Plant sizes. Plants shall conform to sizes specified in the plant schedule unless substitutions er
made as outlined in this contract Height and spread dimensions specified refer to main body of plant and
of branch or root tip to tip. Plant dimensions shall be measured when their branches or roots are in their
normal position. Caliper measurement will be taken 6' above the ground for trees of 4' caliper or less and
12' above the ground for trees with larger caliper. Where a range of size Is given, no plant shag be Less than
the minimum size and at least 50% of the plants shall be as large as the median of the sae range. ` l
5.10 Plant Substitutions. It Is the contractors responsibility to obtain specified materials In advance if
special growing, marketing or other arrangements must be made in order to supply specified materials.
Substitution of plant materials not on the project list will not be permitted unless authorized In writing by the
City. If proof Is submitted that any plant material specified Is not obtainable, a proposal will be considered for
use of the nearest equivalent size or alternative species, with correspond Ing adjustment of contract price.
Such proof will be substantiated and submitted in writing to the City at least 20 days prior to start of work
under this section.
5.
53 Warranty and Replacement. Plants must be guaranteed to be true to scientific name and specified
size, and to be healthy and capable of vigorous growth. Plants not found meeting all of the required
conditions must be removed from site and replaced immediately at the City's discretion.
8.0 Site Preparation
8.1 Protection dimes. Existing trees and some areas with a concentration of native plants in the buffer
shag be maintained and protected. The contractor shall install temporary fencing around trees and areas to
be protected to protect them from damage from heavy equipment Special care shall be taken to avoid
damaging shallow roots that extend well beyond drip lines.
8.2 Erosion/sedimentation control. The contractor shall Install a silt fence along wetland edges to prevent
erosion and sedimentation of the wetlands.
6.3 Removal of Invasive plants. Invasive vegetation wild be removed from the buffer mitigation area by
scraping and digging to remove the roots through a combination of mechanical methods and hand removal
. -care must be to completely remove all rhizomes of Japanese Knotweed. In areas
' where the presence of trees and shallow roots makes mechanical removal impractical due to the likelihood of
damage to the tree roots, hand removal shall be used. Hand removal shall also be used for removing
invasive plants near the edges of the wetland. All removed plant material shall be taken off-site to an
authorized disposal/ composting facility. Areas suitable for removal with heavy equipment will be determined
and marked during a pre-construction meeting on the site. Eldsting native plants to be retained In areas to be
weeded by hand, will be marked by the Citys wetland specialist prior to Invasive plant removal.
8,4 Removal of rubbish. All rubbish encountered during site preparation will be removed and disposed of at
an authorized solid waste facility.
8.5 Sob amendments. Organic matter (Cedar Grove Compost or approved equal) that be applied to the
entire site at a depth 3-4 Inches on the top of the soil and incorporated Into the upper 8-12 inches of soli,
excluding those areas within the drip Me of existing trees.
7.0 Installation of large woody debris
Large segments of trunks. root wads, and large branches from tree removal on the site (Large Woody Debris
- LWD) will be stored temporarily on site for later placement in the buffer areas. Storage area will be
determined during preconstructlon meeting. Six to eight pieces of LWD will be placed In each planting zone
(see Buffer Enhancement Plan). Locations wqi be determined in the field In consrldon with the City's
wetly ,epedallst after invasive plants have been removed. All woody material r..: used for LWD shall be
hauled off-elte or chipped and used on site as mulch.
8.0 1
Timing of planing. Unless otherwise approved by the City of Tukwila, planting shall occur between •
September 30 and January 15. Planting shall not be done when the ground is frozen, when there are
freezing temperatures, or in excessively wet weather
82 • Plant locations. Plant locations shall be by the zones shown on the plan and in the planting schedule.
Where-specific locations for certain species, plants will be Installed at the approximate spacing as depicted In
the plant schedule. Locations may be changed based on field conditions, after consultation with the City of
Tukwila

„ 8.3, c Planting techniques. Plants shall be removed from their containers Immediately prior to planting.
Immediately prior to installation, root balls shall be examined and loosened throughout at least the outer 1
Inch.of root ball. Any damaged, matted, or circling roots shall be pruned. Plants shall be installed In
accordance with the diagrams provided on sheets L101 -L105. Trees and shrubs shag of be staked, unless
absolutely necessary. Any weeds around the newly installed plants shall be removed by hand at the time of
installation.
9.0 Mulching
AO landscaped areas denuded of vegetation and the soil surface surrounding newly planted vegetation will be
mulched with a minimum of 3' organic compost, coarse bark mulch, or certified weed -free straw. Mulch shall
of be placed next to bunks of woody vegetation or covering the crowns of other vegetation. A space of at
least 2 should be left around trunks and Crowns.
10.0. Watering
Plants shall be watered midway through baddNing the planting pit and upon completion of baddhling. Plants
shall be watered a second time within 48 hours after Installation. In the event of dry weather, plants shall be
watered as necessary to insure survival throughout the first year after planting.
11.0. Maintenance. Maintenance will be performed by the City of Tukwila.
12.0 Monitoring. Monitoring will be conducted by the City of Tukwila.
