I agreed that the house size could be increased if additional detention was provided. A proposed infiltration trench size based on total roof area was included on the plans and was consistent with the 98' King County Manual requirements. Unfortunately, the note on the plans stating the maximum house size was not revised. I am in agreement that the total footprint of the houses can be increased as proposed by Mr. Singh. The City's SEPA Responsible Official has previously determined that this application does not require a SEPA threshold determination because it is categorically exempt. This letter serves as the Notice of Decision per TMC 18.104.170. Based on the latest project submittal, preliminary approval is granted subject to the conditions stated below. There are three basic steps in the short plat approval process: 1. Preliminary Approval This letter constitutes your preliminary approval. The application was reviewed by the Tukwila Short Subdivision Committee and approved with conditions. The conditions imposed are to ensure the short plat is consistent with the Criteria for Preliminary Approval listed at TMC 17.12.020 C in the Tukwila Subdivision Code. PRELIMINARY APPROVAL CONDITIONS 1. Extension of the sewer and water lines to the Tots shall be approved by the appropriate utility. As -built plans shall be provided to the Public Works Department with the Final Short Plat materials. 2. The following changes must be addressed on the final survey plat: a. Existing carport and shop, garage, and shed must be demolished, therefore do not show on the final short plat map. b. Dash in required setbacks for structures to be built on the site. c. Provide the following note on the short plat: "Lots 2 -4 are responsible for the maintenance of the private access easement." d. Provide the following note on the short plat: "Lots 2 -4 are responsible for the maintenance of the stormwater collection system. APPEALS This short plat approval decision may be appealed to the Hearing Examiner. In order to appeal the decision, a written notice of appeal must be filed with the Department of Community Development within 21 days of the issuance of the Notice of Decision (08/31/05). The requirements for such appeals are set forth in Tukwila Municipal Code 18.116. If no valid appeals are filed within the time limit, the decision of the Department will be final. 1. The name of the appealing party. 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. The Notice of Appeal shall state specific errors of fact or errors in application of the law in the decision being appealed; the harm suffered or anticipated by the appellant, and the relief sought. The scope of an appeal shall be limited to matters or issues raised in the Notice of Appeal. Any appeal shall be conducted as an open record hearing before the Hearing Examiner. The Hearing Examiner's decision on the appeal is the City's final decision. A party who is not satisfied with the outcome of the administrative appeal process may file an appeal in King County Superior Court from the Hearing Examiner's decision pursuant to the procedures and time limitations set forth in RCW Chapter 36.70C. Final Approval The next steps for you are to: a) Obtain approval for the Public Works permit and construct the civil infrastructure. Civil site plans shall be designed per City of Tukwila standards, details and specifications. See below, "Public Works Permit" for additional details on what materials must be provided as part of the Public Works permit. b) Record the ingress, egress & utilities easement. c) Record the Maintenance Agreement. d) Submit the necessary short plat documents (survey, legal descriptions, and other required paper work). The documents must meet the King County Recorder's requirements. The surveyor's original signature must be on the face of the plat. The recording numbers for the easement and agreement must be on the plat. Public Works Permit Information: The following elements shall be addressed with the permit application to install infrastructure improvements. Please contact Jill Mosqueda at 206 - 431 -2449, if you have any questions. Your application to install infrastructure will be deemed incomplete without the following. General 1. The engineer's estimates provided September 26, 2005 are based on outdated Public Works Bulletins. Please provide engineer estimates using current prices. Include all infrastructure, regardless of the owning agency. 2. Provide one engineer's estimate for all work in the right -of -way and one estimate for on -site work. Frontage 3. Show location(s) and detail for the mailboxes. 4. Show location and detail for the street name sign and "private road no outlet" signs. Surface Water 5. The submitted plans and calculations were reviewed by the Senior Surface Water Engineer, Ryan Larson (206- 433 - 0179). (KCSWDM refers to the 1998 King County Surface Water Design Manual.). The following corrections must be made when submitting plans for the Public Works permit: a. The Senior Surface Water Engineer calculated a 100 -year peak flow rate of 0.161 CFS for the infiltration system on the roadway. The applicant's engineer calculated 0.094. Additional information will need to be provided to justify the flow rate provided. b. The applicant's engineer sized the infiltration pipe based on a 2' width and a 3' depth to obtain a required length. This length was then reduced by increasing the trench width by a factor of 5 and reducing the overall length by the same factor. The infiltration system will need to be sized based on the actual width proposed. • c. Sizing of the infiltration system is for the roadway only. Rooftops and driveways of the proposed houses will require separate infiltration systems. The overall infiltration area must meet the Small Site Requirements concerning impervious area. The applicant's engineer calculated the remaining area after the roadway is subtracted out to be 7,274 SF or 2,425 SF per house. As a result, the new lots will be limited to a total 2,425 square feet of impervious area per lot. 6. The Operations and Maintenance Manual must include a site plan showing what will be maintained. It must include a clear description of what will be jointly maintained and what will be maintained separately by each property owner. This distinction must be shown clearly on the drawing. Utilities 6. The plans shall show all utilities, including sewer, water, storm drainage, power, cable, etc., from the point of connection to the stub -out. 7. Plans shall show locations, sizes, materials, invert elevations, etc. 8. All utilities and power shall be underground from the point of connection onto the site. 9. The plans shall show location and dimensions of all pavement cuts and cross section of the proposed repair /patch /overlay method. All taxes and fees assessed against the property must be current prior to final approval. Please check with the King County Assessor's Office and the City of Tukwila Finance Department prior to submitting the final short plat. After the documents have been found to be in order, and the all of the requirements of the short plat have been met, the Chair of the Short Subdivision Committee will sign your short plat, which constitutes a grant of final approval. Expiration The final approved short plat must be filed with the King County Department of Records by one year from the date of this preliminary approval, October 19, 2006 or the application will expire. The City may grant a single one -year extension if requested in writing prior to the expiration date. 3. Recording The signature of the Chairman of the Short Subdivision Committee on the final short plat documents certifies that your short plat application is ready for recording. It is your responsibility to record the City approved short plat documents with the King County Department of Records. You will need to pay the recording fees and submit your approved original short plat to King County. See the Recording Procedures handout. A new 20 foot wide paved private road to serve an existing residence and the three future residences will be constructed along the east side of the property to allow access. A 20 foot wide turnaround will be provided between the two middle Tots. The existing lot is approximately 126 feet wide east -west and approximately 310 feet north- south, with an area of 0.89 acres. The site is located on the north side of S. 148th Street in the 4600 block in Tukwila, Washington. The existing residence and associated lawn area is located at the south central end of the parcel, and is to remain. The existing site slopes to the east across the frontage, with a relatively uniform down slope to the north of typically about 2 to 5 percent. Site cross slopes to the east vary from 5 to 10. Localized grading around the existing house allows fawned access to the rear of the property. The area east and downhill from the site is meadow /lawn around an existing house. The private road storm drainage system will not collect flows from the roofs and driveways of the new residences. They will infiltrate on each lot using separately 1 designed and sized systems based on Small Site Criteria, and KCRTS infiltration calculations. The system addressed in this evaluation will infiltrate the private road and incidental on -site and off- site lawn areas. The soils on -site have been percolation tested and been found suitable. All flows from vehicular areas will pass through catch basins with tees prior to entering the private road infiltration trench located in the central area of the private road. Conditions and Requirements Summery: • • The infiltration trench is sized for a 100 -year storm event in order to meet or exceed Level 2 control guidelines in the KCSWM Manual. The soils in the area of the trench have a measured average percolation rate of 8.75 minutes per inch. Since no overflow is possible, a safety factor of 2 is applied to the percolation rate. In addition, due to the variability of soil found on site and in the neighborhood in general, and additional safety factor of 2 will be further applied for design purposes. The resulting design infiltration rate is 35 minutes per inch. When the infiltration systems are designed in the future for the three new houses, percolation rates will be applied using the nearest percolation tested location, and with the above safety factors applied. Runoff from the new private road impervious areas will be retained and infiltrated using KCRTS methodology and construction standards given in Appendix C of the Manual. Post development water quality factors will include the 6 inch tees in all catch basins prior to water reaching the infiltration trench. Off -Site Analysis: At present practically no surface runoff from the site flows beyond its borders due to the surface vegetation and porous surface soils. The proposed drainage system will continue or improve this condition. Based on site topography, only backyard lawn areas of off -site runoff enter the site from the west. These areas were accounted for in sizing the private road trench. Flow Control and Water Quality Facility Analysis and Design: As referenced above, the flows from the impervious surfaces will be retained and infiltrated on -site in an underground trench designed for a 100 -year post development rate. Sizing of the infiltration trench is based on the actual percolation tests performed in the area of the proposed trench, with a safety factor of 4 applied. The 6 inch PVC line connecting the common driveway catch basins is the perforated in- trench line and is placed level. No special reports or studies were done for this site. The soils were evaluated originally on December 20, 2004 with four soil Togs. The percolation rate for design was further evaluated on September 14, 2005. The results of these evaluations are shown on the plan and have been included in the attached calculations. The installation of the private road and the infiltration trench will be built or bonded prior to the approval of the short plat. A permit will be required. Simultaneously, the driveway installation and some utility connections in S. 148th Street will require a separate right -of -way permit. The design and installation of drainage lines associated with the individual new residences will be incidental to the residential permits.. As noted above, the site is small and warrants only the normal placement of standard filter fence along the downhill limit of clearing and a rock construction entrance. These measures are temporary and for use during construction only. (KCSWDM refers to the 1998 King County Surface Water Design Manual.) 1. Technical Information Report a) This project adds over 10,000 SF of new impervious surface ands will clear more than 35% of the site. This projects triggers a full drainage review and a Technical Information Report meeting the criteria in the 1998 KCSWDM section 2.3.1.1, beginning on page 2 -8. 1 B. Utilities FYI projects /short plats /I05 -052 grewal #1 • • b) This project is in a level 2 detention area and triggers a full drainage review and a Technical Information Report meeting the criteria in the 1998 KCSWDM section 2.3.1.1, beginning on page 2 -8. 2. Flow Control The flow control methods must be designed with the following considerations: a) The soils do not meet criteria for infiltration. b) Infiltration is applicable to roof runoff only. Paved surfaces shall not be infiltrated. (section 5.1.1, page 5 -5). Public Works has waived this on projects where there really was no alternative and where the soils percolated well above the minimum rate. As represented in your submitted plans, this site does not infiltrate at a rate anywhere near the minimum. c) In order to infiltrate on a site without outwash soils, the procedure for evaluating feasibility must be followed (section 5.1.1, pg. 5 -5). Please refer to the geotechnical definitions in the KCSWDM and the PW Development Guidelines and Design and Construction Standards. Please know that the City does not recognize a category called "small site geotechnical". d) In order to infiltrate on a site without outwash soils the procedure for design and the supporting documentation must meet the criteria 5.1.1, particularly the design criteria beginning on page 5 -5 of the KCSWDM. 3. The plans shall show all utilities, including sewer, water, storm drainage, power, cable, etc., from the point of connection to the stub -out. 4. Plans shall show locations, sizes, materials, invert elevations, etc. 5. All utilities shall be underground from the point of connection onto the site. 6. The plans shall show location and dimensions of all pavement cuts and cross section of the proposed repair /patch /overlay method. 7. Geotechnical Investigation The building department may require a geotechnical report for your building permits. Since this site is in a level 2 detention area, you may decide to meet infiltration criteria discussed above.
