APPROVAL CRITERIA FOR BSIP: 1. Prior to approval of any binding site improvement plan, the Short Subdivision Committee shall insure that the following improvements are provided to sufficiently service the anticipated use throughout the proposed plan and the decision criteria that follow are met: a. Water service is not a necessary utility for the operation of the unmanned cell site (which includes a tower, antennas, equipment shelters, etc.) b. Adequate sewer disposal. Response. The cell site is an existing use. Based on existing site conditions documented on an existing drawing prepared (by Pacific Engineering Design) for the Cendant site remodel, storm water drains from the cell site to a catch basin located approximately 170 feet to the south and slightly to the east of the cell site development. There does not appear to be any need for additional site drainage adjustments. d. Adequate fire hydrants. Response. There is a fire hydrant located approximately 350 feet almost directly south of the cell site development that will adequately serve the cell facility in case of fire. e. Appropriate access to all anticipated uses within the plan. Response. As shown on the composite site plan, there is vehicular access from S. 160th Street to the cell site (that also serves the Cendant operation). Since the remainder of the property is under Cendant's control and operation and security is an issue, other than the shared access, there is no additional access planned between the two operations except the direct access shown on the composite site plan. The necessary access easement with its looped turnaround to service the cell site is noted on the preliminary binding site plan map. Monumentation of all exterior tract corners. Response. The monuments for the cell site will be placed upon approval of the Binding Site Plan. 2. The site is zoned commercial or industrial and meets the definition of an integrated site. Response. The site is zoned Regional Commercial (RC). 3. Appropriate easements and maintenance agreements for shared facilities, including, but not limited to, circulation, parking, utilities and landscaping, have been provided. Response. We are requesting a waiver for landscaping along the remaining three sides of the cell site (west, south, and east - the north side of the cell site is already landscaped with perimeter landscaping - the side next to SR 518). Due to existing landscaping and/or grade differences, there is no view of the base of the cell site from Tukwila International Boulevard (TIB) to the wes), SR 518 to the north, or the Laurel Estates to the easy. The following will have some view of the cell site: (1) from apartments on the south side of S. 160th Street (approximately 1,100 feet), (2) from the Sunnydale Apartments (approximately 1,000 feet), and (3) adjoining church (approximately 900 feet). 4. When taken as a whole, and not considering any interior lot lines, the integrated site meets all of the zoning and subdivision requirements. Response. The site as a whole - incorporating both the Cendant facility and the cell site will be in compliance with the current zoning and subdivision requirements at the time Cendant completes its required project improvements. 5. Modifications to the minimum zoning standards for individual lots located within the integrated site, including setbacks, parking, landscaping, lot area and lot dimensions are not detrimental to public health, safety and welfare, do not adversely affect the rest of the integrated site or other properties in the vicinity. Response. Neither Cendant's nor the cell site's operations or the adjoining Washington State Patrol (WSP) operation are open to the general public and as such would not be affected by any waiver of the building or landscaping requirements. 6. Common improvements necessary to serve any particular phase of development must be sufficient for meeting the zoning and subdivision requirements for that phase. Response. The additional landscaping that is part of the Cendant Design Review and building permit approval and the existing site access are sufficient common improvements for meeting the zoning and subdivisions requirements of this phase. The cell site facility is an existing use and located in an area that is largely invisible to those driving or walking by the general area. There is no need for a common sidewalk as the two uses operate completely independent of each other for security reasons. The cell site is an unmanned use that is only visited for brief periods several times per month for routine maintenance purposes. 7. Access to the integrated site meets the subdivision ordinance standards. Access within the site provides safe and efficient circulation and meets Fire Department access requirements. Response. The proposed vehicular access to the cell site is via a driveway from S. 160th Street north through the same access as Cendant (and that also provides an alternative access for the WSP to use if the TIB is blocked or contains heavy traffic). The cell site is an unmanned facility and only requires vehicular access for routine maintenance several times per month for a brief period (and also in emergency circumstances). 8. The circulation system incorporates appropriate provisions for safe pedestrian activity to the site from the street and from building to building within the site. Response. No pedestrian connections between the two uses or from the cell site to the City sidewalks are contemplated or necessary. Both uses of the site - the vehicle storage and maintenance for Cendant - and the cell site facilities are not available for general public access nor are they uses that would require pedestrian movement between the operations. 9. The sign regulations shall be applied to the integrated site as a whole. For example, the number of freestanding allowed is based on one site within the binding site improvement plan. Individual ownerships within the integrated site are not considered to be separate site in determining the number of freestanding signs allowed. Response. No conflict is anticipated under the current signage regulations for the cell site. Except for existing RF and other warning signs, no further signage is expected to be necessary for the cell site.
