At the August 23, 2007 public hearing, the Planning Commission approved the applicant's request to operate the Kitchen Academy at 3600 Corporate Drive N. Building 10. The school will be located in an existing two story building on the site (Building 10) and will occupy approximately 17,000 square feet. The school will include five kitchen workshops along with a demonstration area and associated administrative offices. The only exterior alterations to the buildings would be new signage and construction of a new building entrance. The exterior work does not trigger design review approval. Existing Development Southcenter Corporate Square is an existing commercial complex. Southcenter Corporate Square occupies the following parcels 262304 -9143, 262304 -9144 (both owned by Southcenter Corporate Square LLC) and, 262304 -9142 (owned by Market Trends). An additional parcel (Parcel # 262304 -9075) is used by Southcenter Corporate Square for parking and is owned by Southcenter Western, LLC. Existing uses in Southcenter Corporate Square are largely office uses. Some of the existing businesses include, International Design and Technology (also owned by Career Education Corporation) First Magnus Financial, King County Housing Authority, Standard Register, and Washington Association of Housing and Services for the aging. Surrounding Land Uses Surrounding land uses are all commercial in nature. BACKGROUND Kelly Shyne on behalf of Career Education Corporation seeks a Conditional Use Permit to operate a Culinary School at Southcenter Corporate Square. TMC 18.28.040 requires that colleges and universities obtain a CUP from the Planning Commission. 2 Staff Report to the Planning Commission L07 -045 Career Education Corporation, Kitchen Academy Page 3 of 6 i CONDITIONAL USE CRITERIA • • The culinary school would offer courses in culinary arts. Classes would be offered during weekdays, evenings, and weekends. The school would be located entirely within building 10 of the site. The Kitchen Academy operation will include five kitchen workshops, a demonstration area, library/resource center, dry storage, coolers, and associated administrative offices. The total usable floor area is approximately 8,303 square feet. In 2004, the Planning Commission approved a CUP application for Career Education Corporation to operate the International Academy of Design and Technology at the site. Similar to the proposed Kitchen Academy, the International Academy operates a post- secondary school. As part of the approval for the CUP, the Planning Commission provided a proposed parking ratio to be used in order to ensure that there is adequate parking on the site. The proposed project is categorically exempt from SEPA review. The proposed project must comply with criteria detailed in TMC 18.64.050, (1 -5), concerning Conditional Use Permits. Applicant's response to conditional use criteria is attached to this staff report as Attachment B. Staff makes the following findings under the city's Conditional Use Permit criteria (TMC 18.64.050): (1) The proposed use will not be materially detrimental to the public welfare or injurious to the property or improvements in the vicinity. The Kitchen Academy will locate within an existing building on the site and parking will be provided on an existing parking area. The proposed use will not generate any unusual noise, odor, or impacts on adjacent tenants or property owners. This area of the Urban Center is largely used for office uses during standard weekday work hours. Similar to the International Academy, many of the students at the proposed Kitchen Academy would attend in the evening and on the weekends. This may prove beneficial to surrounding businesses as students and staff at the Kitchen Academy may utilize services. (2) The proposed use shall meet or exceed the performance standards that are required in the district it will occupy. There are no new buildings proposed with the project. The TMC does not provide a parking calculation for colleges and universities. In 2004, the Planning Commission approved the following parking ratio to be used for International Academy: One parking stall per student on site and one parking stall per classroom'. The office component of the International Academy was required to meet the office parking standard of 3 stalls per 1000 square feet of usable floor area. As part of this CUP application, Planning staff requested that the applicant provide a detailed description of the uses on the entire Southcenter Corporate Square site in order to determine if the previous parking determination was adequate. The existing International Academy and the Kitchen Academy will occupy 59,850 square feet of building space at the Southcenter Corporate Square site. The remaining site consists of 113,519 square feet of office space Parking Distribution: Required Office Parking: 400 parking stalls Kitchen Academy: 135 parking stalls International Academy: 149 parking stalls Total: 684 parking stalls There are a total of 1,154 parking stalls available on the site. Thus, there is an excess of approximately 470 parking stalls on the site. Since the use will be entirely enclosed within a building it is not expected to create any noise, odor, and/or vibration. (3) The proposed development shall be compatible generally with the surrounding land uses in terms of traffic and pedestrian circulation, building and site design. The traffic circulation and site design will be unchanged as a result of this proposal. Andover Park West, a public road is the point of direct access to the site. The site can also be access via Corporate Drive North. There is no light at either the intersection from The City's parking ratio was similar to neighboring jurisdictions. 2 The office square footage includes those portions of the schools which are for office use. 4 Staff Report to the Planning Commission L07 -045 Career Education Corporation, Kitchen Academy Page 5 of 6 • the parking lot to Andover Park West or at the intersection of Corporate Drive North and Andover Park West. The Kitchen Academy will utilize building 10 on the site. Parking for the academy will be located directly to the north of building ten. The parking area is visible from Andover Park West and building ten. There are private walkways that pedestrians can utilize adjacent to the buildings. Sidewalks also exist along Andover Park West and Corporate Drive North. (4) The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan The project is consistent with the following Comprehensive Plan Policies: Policy 1.9.1: The Tukwila Urban Center shall be developed as a high - intensity retail, commercial or light industrial area of regional significance, with mixed use residential uses limited to area adjacent to water amenities, i.e., Tukwila Pond, Green River, and Minkler Pond. The proposed Kitchen Academy would likely draw students from around the northwest. An additional 149 students and 50 staff members will come to the urban center on a daily basis. The users of the facility will likely have a need for services, which could be provided by the large number of commercial businesses in the TUC. Policy 2.1.10: Design and Support human service programs, such as partnerships for interns and job training, that will enhance the economic well -being of the City. The proposed Kitchen Academy will train students in the culinary arts. The Kitchen Academy will produce an educated work force that business in the area can utilize for labor 5) All measures have been taken to minimize the possible adverse impacts, which the proposed use may have on the area in which it is located. Traffic for the Kitchen Academy will utilize existing public streets in the area. The applicant will be required to comply with traffic impact and traffic concurrency at the time of building permit issuance. A pedestrian crossing does exist at the intersection of Corporate Drive North and Andover Park West. The site has adequate parking supply to meet the demands of the Kitchen Academy. 2. There will be no impacts that would be out of character within the TUC District. 3. The proposal meets an economic goal of the City's Comprehensive Plan and will provide a large number of students and employees to the City's Urban Center. 4. The proposal meets all development standards within the TUC. 5. There are no foreseen impacts from the proposed Kitchen Academy. Traffic from the site will be similar to the previous office use, thus there will not be an increase in traffic counts. Utilizing and existing building minimizes any impacts associated with construction. RECOMMENDATIONS Staff recommends approval of the Conditional Use Permit with the following parking calculation requirement: One parking stall per student present on the site during peak hours, plus one parking stall per classroom. Using this ratio a total of 135 parking stalls will be required for the college use on the property. Education and Training, Incorporated d /b /a Kitchen Academy (KA) will locate into an existing building to establish and operate a post secondary culinary education program. The school will be located within an existing 2 -story building (Building ten) totaling 17,298 usable square feet as part of the Southcenter Corporate Square Development. The school will include 5 kitchen workshops along with a demonstration area and associated administrative offices. All of the instruction and classes will be conducted inside the premises so the proposed use will not generate unusual noise or impact adjacent tenants or property owners. 9Parking providediwithinitherexistingisiteicomplext The area of the Urban Center includes a large concentration of office use during the standard weekday work hours. KA will include shifts that will include evenings and weekends which minimize any disruption to the surrounding businesses. It should be noted that the International Academy of Design and Technology (IADT) currently operates its post secondary school within the same complex in buildings six and seven since October, 2004. Both schools are owned by the s ame company, Career Education Corporation. 2. The proposed use shall meet or exceed the same standards for parking, landscaping, yards and other development regulations that are required in the district it will occupy. There are no new buildings proposed for this project. The existing buildings on the site meet setbacks and height requirements within the TUC zone. The Kitchen Academy school will be utilizing building ten within the eleven building complex. The school operation will include 5- kitchen workshops, demonstration area, library/resource center, dry storage and coolers and associated administrative offices. ATTACHMENT B Conditional Use Permit Atlication Kitchen Academy 3600 Corporate Drive North 6/28/2007 Page 2 of 4 The usable floor area for the first floor of building #10 is 8,303 useable square feet and the second floor usable floor area is 8,995 square feet. The total usable square footage for the proposed project in building 10 is 17,298. Parking calculations are based on usable floor area which does not include common corridors designed for circulation of people, restrooms, elevator shafts and stairwells at each floor, mechanical equipment rooms, attic spaces and exterior loading docks per TMC 18.06.863. The TMC does not provide a specific parking ratio for colleges and universities. Therefore the parking analysis was prepared per City of Tukwila staff utilizing surrounding cities required parking ratios for this particular use. The parking stalls have been based on the student enrollment and employee head count. The required parking for Kitchen Academy was calculated using the following ratios as directed by City of Tukwila staff: Office: 3 stalls per 1,000 SF of office (3,100 SF of Office Use) = 9 stalls Students: 1 stall per student = 120 stalls Classrooms: 1 stall per classroom = 6 stalls Total Parking stalls required: 135 stalls The hours of operation for the Kitchen Academy are: Sessions: 6: AM -11:AM Noon — 5: PM 6: PM — 11: PM • Parcel 1: 120 students 120 students 120 students Southcenter Corporate Square has a total of 1,154 parking spaces throughout the complex. The existing driving patterns and site design shall remain unchanged as a result of this proposal. Corporate Drive North intersects with Andover Park West, which is the main arterial in the area. There is no traffic light at the intersection between Corporate Drive North and Andover Park West. The site can be accessed via Corporate Drive North. All of the buildings within the complex are inter - connected via walkways. The school however has designated an area along the rear (west) side of the building for deliveries and waste removal, see attached site plan exhibit. 4. The proposed use shall be in keeping with the goals and policies of the Comprehensive Land Use Policy Plan. The proposed use is within the Tukwila Urban Center policy. The proposed academy would likely draw students from around the northwest. The students and the staff will come to the urban center on a daily basis. The users of the facility will likely have a need for services , which could be provided by the large number of commercial businesses in the TUC. The proposed Academy will offer culinary art diplomas. The Academy will produce an educated work force that businesses in the area can utilize for labor. 5. Ail measures shall be taken to minimize the possible adverse impacts which the proposed use may have on the area in which it is located. Traffic for the Academy will utilize existing public streets in the area. A traffic impact analysis is not required due to the fact that the building has not been vacant for more than 12 months. A pedestrian crossing does exist at the intersection of Corporate Drive North and Andover Park West. Nora Gierloff explained that the goal of theUrbanaE;esign presentation is in preparation for the review of the Urban Center Plan. The Southcenter areais'the location of the Tukwila Urban Center Plan and is all one Zoning district and dne Compreliens�'�ive Plan district. The goal is to develop some sub- districtsinhearea, which wood include atransit oriented development area The emphasis will be c ncentrated qn pedestrian; transit and housing, to create a dense; mixed use, mid -rise type o feiy}ironmentIn order for this to happen, development needs to be concentrated on retail, restaurant and livelier types ofuses. Some good things the City is interested in maintaining drigie along Southcenter Parkway and existing office Light and;Industrial Uses. ; In orde -to: gettthe higher rise and greater density, some of the entitlementsneed'to ?b40 ited rithe warehouse /office area and focus on development to the north. The Planning Con%mission be reviewing the overall plan, including the vision, Zoningcchanges, Development Standar s and Design Guidelines. The focus for the new Design Guideline shpuld be to provide more detailed and descriptive information than the current Design Guideline. Ms. Gierloff gave.:some histo* on Mark Hinshaw before introducing him. Mark Hinshaw, LMNAr`chitects gave a PowerPoint presentation on urban development types and design issues. Mr. Hinshaw provided some additional background on his work and accomplishments. Mr. Hinshaw explained that both public policy and market demand are driving up the need for developing urban design centers. It makes more sense to build dense urban housing because the present generation is looking for choices close to where they live. It is easier to develop urban design centers when there are already things such as a solid base of retail, freeway visibility, being located near airports, etc., all of which Tukwila already has. Mr. Hinshaw talked about lessons learned from other urban design center projects and also about the following key issues: Page 2 of 2 • Planning Commission Minutes July 27, 2007 1. Urban Design and Place Making Implementation: • Codes to tell people what the expectations are and what's acceptable in the way of development. • Design Guidelines Standards that address quality, should be brief, easy to understand, illustrated, inspirational, uplifting, encourage creativity, offer flexibility and as permissive as descriptive. • The Design Review process is important, and is often done thougha Design Review Board. Everybody should be clear on what criteria is being used. • Public investment is also important for a city in order for the= private sector to come to the table. 2. Elements of Place Making: • Public spaces • Pedestrian connections • Retail and mixed uses • Housing • Civic buildings • Structured / underground parking • 18 -hour spaces • Transportation choices • Public amenities There were numerous slides.shown and lots of.discussion onthe'elements of Place Making.
