That letter listed a number of items that were required in order for the application to be complete. You were also notified that pursuant to Section 18.104.070(E) you must submit the missing materials within 90 days of the date of the letter, otherwise the application would expire. The ninety day period in which to submit the missing materials expired on December 6, 2007. You have not provided the requested information and as a result your application for design review has expired. If you wish to pursue this project, you must re -apply with new application materials and pay new application fees. In order to be a complete application, the following must be submitted to the permit center: a. Respond to the design review criteria for multi - family development and Comprehensive Plan Policy 7.6.10. A copy of the criteria and the Plan Policy is enclosed. b. Provide a color and materials board that shows a building elevation with the colors proposed, with the paint company's name and color identification number, and samples of the materials that will be used on the exterior of the buildings (i.e. siding, fencing etc.). Also include a rendering that illustrates the fencing and gate proposed in the front of the building and along the rear of the units. The landscaping is required to be outside the fencing in the front unless the fencing is transparent and the landscaping can be viewed through the fencing materials. c. Provide square footage of recreation space that will be provided — inside and outside. Are you converting existing apartment space to recreation use? What equipment will be provided? The code requires 400 sq. ft. per unit, for a total required area of 16,000 sq. ft.; provide a discussion of how this requirement will be met. See TMC 18.52.060 for the required types of recreation space required. If the recreation space proposed does not conform with the code requirements, then provide a discussion on how the standards have been met to the fullest extent possible. d. If you are planning to cover the outside detention pond to provide outdoor recreation space, you must provide engineered plans to show how this will function, and how this will meet the storm water requirements in place at the time the building was constructed. I believe you have discussed this idea with Ryan Larson, Surface Water Engineer in the Public Works Dept. Our Building Division will need to review this proposal as well for compliance with its codes. What recreational facilities will be provided in this space? If the landscaping does not conform to code requirements, provide a discussion of where the nonconforming areas occur and what has been done to comply to the fullest extent possible. Site Planning a. Building siting, architecture, and landscaping shall be integrated into and blend harmoniously with the neighborhood building scale, natural environment, and development characteristics as envisioned in the Comprehensive Plan. For instance, a multi - family development's design need not be harmoniously integrated with adjacent single family structures if that existing single family use is designated as "Commercial" or "High Density Residential" in the Comprehensive Plan. However, a "Low Density Residential" (detached single family) designation would require such harmonious design integration. b. Natural features which contribute to desirable neighborhood character shall be preserved to the maximum extent possible. Natural features include, but are not limited to, existing significant trees and stands of trees, wetlands, streams, and significant topographic features. c. The site plan shall use landscaping and building shapes to form an aesthetically pleasing and pedestrian scale streetscape. This shall include, but not be limited to facilitating pedestrian travel along the street, using architecture and landscaping to provide a desirable transition from streetscape to the building, and providing an integrated linkage from pedestrian and vehicular facilities to building entries. d. Pedestrian and vehicular entries shall provide a high quality visual focus using building siting, shapes, and landscaping. Such a feature establishes a physical transition between the project and public areas, and establishes the initial sense of high quality development. e. Vehicular circulation design shall minimize driveway intersections with the street. f. Site perimeter design (i.e. landscaping, structures, and horizontal width) shall be coordinated with site development to ensure a harmonious transition between adjacent projects. g. Varying degrees of privacy for the individual residents shall be provided; increasing from the public right -of -way, to common areas, to individual residences. This can be accomplished through the use of symbolic and actual physical barriers to define the degrees of privacy appropriate to specific site area functions. h. Parking and service areas shall be located, designed, and screened to interrupt and reduce the visual impact of large paved areas; i. The height, bulk, footprint, and scale of each building shall be in harmony with its site and adjacent long -term structures. 2. Building Design a. Architectural style is not restricted, evaluation of a project shall be based on the quality of its design and its ability to harmonize building texture, shape, lines and mass with the surrounding neighborhood; b. Buildings shall be of appropriate height, scale, and design/shape to be in harmony with those existing permanent neighboring developments which are consistent with, or envisioned in, the Comprehensive Plan. This will be especially important for perimeter structures. Adjacent structures which are not in conformance with the Comprehensive Plan should be considered to be transitional. The degree of architectural harmony required should be consistent with the non- conforming structure's anticipated permanence; P:\ Planning Forms \ Applications \BARApp.6-06.doc,12 /04/06 4 c. Building components, such as windows, doors, eaves, parapets, stairs and decks shall integrated into the overall building design. Particular emphasis shall be given to harmoniou4 proportions of these components with those of adjacent developments. Building components and ancillary parts shall be consistent with the anticipated life of the structure; d. The overall color scheme shall work to reduce building prominence and shall blend in with the natural environment. e. Monotony of design in single or multiple building projects shall be avoided. Variety of detail, form, and siting shall be used to provide visual interest. Otherwise monotonous flat walls and uniform vertical planes of individual buildings shall be broken up with building modulation, stairs, decks, railings, and focal entries. Multiple building developments shall use siting and additional architectural variety to avoid inappropriate repetition of building designs and appearance to surrounding properties. 3. Landscape and Site Treatment a. Existing natural topographic patterns and significant vegetation shall be reflected in project design when they contribute to the natural beauty of the area or are important to defining neighborhood identity or a sense of place; b. Landscape treatment shall enhance existing natural and architectural features, help separate public from private spaces, strengthen vistas and important views, provide shade to moderate the affects of large paved areas, and break up visual mass; c. Walkways, parking spaces, terraces, and other paved areas shall promote safety and provide an inviting and stable appearance. Direct pedestrian linkages to the public street, to on -site recreation areas, and to adjacent public recreation areas shall be provided; d. Appropriate landscape transition to adjoining properties shall be provided; 4. Miscellaneous Structures a. Miscellaneous structures shall be designed as an integral part of the architectural concept and landscape. Materials shall be compatible with buildings, scale shall be appropriate, colors shall be in harmony with buildings and surroundings, and structure proportions shall be to scale; b. Screening of service yards, and other places which tend to be unsightly, shall be accomplished by the use of walls, fencing, planting, berms, or combinations of these. Screening shall be effective in winter and summer; c. Mechanical equipment or other utility hardware on roof, ground or buildings shall be screened from view. Screening shall be designed as an integral part of the architecture (i.e., raised parapets and fully enclosed under roof) and landscaping; d. Exterior lighting standards and fixtures shall be of a design and size consistent with safety, building architecture and adjacent area. Lighting shall be shielded, and restrained in design with no off -site glare spill over. Excessive brightness and brilliant colors shall not be used unless clearly demonstrated to be integral to building architecture. Consistency with adopted plans and regulations (TMC 18.100.030) 5. Site Design a. Site Design Concept 1. Organize site design elements to provide an orderly and easily understood arrangement of building, landscaping, and circulation elements that support the functions of the site. b. Relationship to Street Front 1. Organize site design elements to create a distinct street edge, and minimize parking between structures and street. 2. Orient at least one building entry to a major public street. c. Street Corners 1. Emphasize the importance of street corners through building location, the provision of pedestrian access, special site features and/or landscape features. d. Continuity of Site with Adjacent Sites 1. Maintain visual and functional continuity between the proposed development and adjacent and neighboring properties through setbacks, building massing, circulation and landscaping, where appropriate. e. Shared Facilities 1. Incorporate opportunities for joint development of sites where there is potential for common building walls, shared driveways, landscaping, or other shared facilities f. Site Design for Safety 1. Minimize conflicts between drivers and pedestrians through the siting of structures, location of circulation elements, landscape design, and placement of signs. 2. Design and site structures to maximize site surveillance opportunities from buildings and public streets. 3. Provide adequate lighting levels in all pedestrian areas, including building entries, along walkways, parking areas, and other public areas. 4. Minimize the visual and aural impacts of service areas such as loading docks, trash and recycling collection points, utility maintenance areas, etc., through site design, landscaping and screening. h. Preserve natural features such as existing topography, significant trees or wooded areas, wetlands and/or watercourses and incorporate them into the overall site, where appropriate. 2. P: \Planning Forms \Applicatlons \BARApp-606.doc,12 /04/06 6 PROJECT DESCRIPTION for 3721 S. 152n St., Tukwila, Wash 98188 This is an existing 40 units apartment complex completed in 1982. Following major renovations and additions are contemplates by owner /applicant. • R ET? Tv D AUG 1 2007 Present owner purchased this property in 11/1982 after developer/builder completed this apartment complex around 2/1982. This complex was operated as an apartment complex for past 25 years. Since buildings are 25 years old buildings need major renovations. Most pressing items in need of renovation are repair /rebuilding of decks and re- roofing of buildings. 1. Rather than repair /rebuild existing decks owner desire to enclose all existing decks to prevent on -going weather damages to exposed deck structures if not enclosed and to provide extra indoor living spaces to residents for such uses as sun room, computer desk space and storage. 2. Applicant desires to add community recreational space for exercise equipments, party room and sauna and steam room on south side of building 4 and add additional living areas on second and third floors connected to existing adjoining two units to take advantage of relatively low cost additions on top of recreational space. 3. Cover existing storm drain area with removable decks to provide recreational space for residents. The storm drain area has been constant maintenance head ache to owner where all kind of garbage were dumped constantly by residents and which uses up large area which can be better utilized by residents. 4. Garbage and recycle bins will be relocated to south west corner behind building 1 with enclosed masonry walls on three sides and gates on front side. This location was determined to be the best location on site being least visible from residents and from street. 5. Many residents expressed desires to park their cars within garages and under carports to provide security and shelter for their cars. Thus, 12 one car garages of 10'wide x18' deep and approx. 14 car ports are planned. 6. Direct walk ways to stair ways to buildings 1 and 2 will be provided to allow private fenced yard spaces for down stair residents of buildings 1 and 2. Also, down stair residents of buildings 3 and 4 will also have private enclosed fences yard spaces opening from their living rooms. 7. Security fences and gate is planned to provide better security for residents. 8. New and upgraded landscaping will be provided per the design provided by Richard Graves Landscape architect. Estate Gray color 30 year architectural composition shingles were selected. 10. All deteriorated sidings will be removed and replaced. After exterior renovations are completed all buildings will be repainted with several dark colors similar to building shown in the attachment which will reduce building prominence and provide variety of details. 11. 3' high sign will be installed on east side of front entrance as shown in the landscape plan. 12. Applicant originally contemplated renovating buildings to condo quality. However, applicant found costs of putting in fire protection systems are so expensive that present market do not warrant spending such sum at this time. Thus, applicant decided to renovate buildings for uses by apartment dwellers rather than by condo owners at this time. TUKWILA COMPREHENSIVE PLAN Housing • Low- and moderate - income households will account for a small percentage of the growth. Overall Supply and Demand Tukwila's existing housing stock consIs'ts of about 7,700 units, primarily single - family dwellings and multi -unit apartment buildings; there are few duplex, triplex, or fourplex units. This Plan provides for approximately 3,200 new units, which is the target allocated to Tukwila in the King County Countywide Planning Policies (KCC December, 2003). A little more than one -half of Tukwila's housing is over 40 years old, and ten percent is less than 10 years old. A housing conditions survey that randomly sampled 18 percent of all Tukwila's single - family homes rated 18 percent of the survey homes as "deferring needed maintenance", and two percent as "deteriorated" or "dilapidated." Housing Affordability Tukwila is among the most affordable housing areas in the region, offering possibly the best housing value in King County. It is one of very few cities where the supply of low- and moderate - income housing units is greater than the number of low- and moderate - income households. GOALS AND POLICIES These housing goals are Tukwila's approach to meeting the challenge of revitalizing residential neighborhoods while maintaining affordable housing and meeting the needs of low- income and special households. Goal 3.1 Continue to provide the City's fair share of regional housing. Policies 3.1.1 Provide sufficient zoned housing potential to accommodate future single - and multifamily households. 3.1.2 Establish 6.7 dwelling units per acre (6,500-square-foot lots) as a maximum for single family neighborhoods 36 November 22, 2004 3.1.3 Provide zoning capacity within the Tukwila Urban Center for housing units (Figure 23 at page 113) Goal 3.2 Continue to provide the City's fair share of affordable housing. Policies 3.2.1 Support the regional fair- share funding of needed affordable housing and the equitable distribution of these units. 3.2.2 Reinforce Tukwila's block grant assistance program through coordination either of assistance with continued affordable unit pricing, or of repayment upon sale with proceeds applied to an affordable housing assistance fund 3.2.3 Periodically review low - income housing requirements to evaluate City compliance with regional standards and to ensure that the City's affordable housing responsibilities are being satisfied 3.2.4 Continue providing Tukwila's fair share of future regional low- and moderate - income housing. 3.2.5 Avoid concentrating publicly subsidized low-income housing in any one large complex or neighborhood by designing programs that locate and blend the households into the community. IMPLEMENTATION STRATEGIES • Allow an accessory dwelling unit in single family zones on lots with a minimum 7,200 square feet, integrated into the primary structure size, not exceeding 33 percent of the square footage in the primary residence, or 1,000 square feet, whichever is less, with an owner occupant on site, and satisfying various appearance and performance criteria related to impacts on adjacent properties + Mixed -use developments with residences above the street level in specified areas + Allow limited demonstration projects such as clustered or cottage housing 3.2.8 Provide sufficient land for housing of all types, including government assisted housing, housing for low-Income families, manufactured housing, multifamily housing, and group homes and foster care facilities, subject to conditions which appropriately mitigate the various impacts which such housing potentially creates. 3.2.9 Work with the owners and managers of Tukwila's existing permanent or long-term low-income housing to maximize its desirability. IMPLEMENTATION STRATEGY • Crime -free multi - family housing program. 3.2.10 Review housing regulations and programs regularly to ensure that housing opportunities for all income levels are available.
