The letter attached explains that Sprint and Nextel are two different companies that use and provide two
different technologies to consumers. This facility has both Sprint and Nextel equipment providing both
technologies. Under a joint agreement the proposed generator will supply emergency power to both.

In reviewing the application it appears that the proposed enclosure is unable to meet the City's requirements for
the equipment enclosure. TMC 18.58.070 (10) limits the square footage of the equipment enclosure to 360
square feet per provider. The current enclosure exceeds the 360 square foot limitation and thus is non-
conforming. The limitation does not apply if the equipment is placed within an existing
commercial /office /industrial building.
Is it possible to locate some of the equipment within the adjacent commercial building?

Dear Mr. Miles,
This letter is in response to the additional information letter I received from you dated 8.22.07. Attached with letter are the
materials you have requested. Since I have already submitted the required amount of drawings I do not feel I needed to
submit more.
The project consists of adding an emergency generator to an existing wireless facility with the addition of a 105' sqft wood
fence to match the existing fenced lease area. The project meets setbacks set by the Tukwila municipal code.
Please see attached materials.
Comment:
1. The application calls for the expansion of the equipment enclosure for an existing wireless
communication facility and for the installation of a generator. As required by TMC 18.58,
type I approval is required for the ground equipment enclosure (application enclosed).
Please note that adequate screening must be proposed for the enlarged facility.

The Planning Division of DCD has reviewed the above permit application. The application as
submitted is incomplete.

6.SEPA Environmental Checklist. SEPA is not required when the facility is:
i) A microshell and it to be attached to an exiting structure that is not a residence
or school and does not contain a residence or a school;
ii) Includes personal wireless antennas, other than a microcell, and is to be attached
to an existing structure (that may be an existing tower) that is not a residence or
school and does not contain a residence or school, and the existing structure to
which it is to be attached is located in a commercial, industrial, manufacturing,
forest or agriculture zone; or
iii) Involves constructing a personal wireless tower less than sixty feet in height that
is located in a commercial, industrial, manufacturing, forest, or agricultural zone.

7. A letter from the applicant outlining the proposed project and an evaluation from the
applicant with regard to the City's Code requirements;

9. If an outdoor generator is proposed, a report prepared by an acoustical engineer
demonstrating compliance with TMC Ch Ater 8.22, "Noise ";

12. Landscaping plan;
13. Letter from a radio frequency engineer that demonstrates that the facility meets
Federal requirements for allowed emissions;
14. If the facility is located within a residential zone, a report from a radio frequency
engineer explaining the need for the proposed wireless communication facility.
Additionally, the applicant shall provide detailed discussion on why the wireless
communication facility cannot be located within a commercial or industrial zone.
If the application requires a Type IV review these additional items are needed:

be used instead of any of the other location options outlined in Table

number and types of antennas the tower can accommodate
PUBLIC NOTICE MATERIALS:
23. If the project requires SEPA review or is a Type IV Decision:
Payment of a $365 notice board fee to FastSigns Tukwila or
Provide a 4' x 4' public notice board on site within 14 days of the Department
determining that a complete application has been received (see Public Notice Sign
Specifications Handout). Provision for mailing labels are required for any application that
requires SEPA or is a Type IV Decision.
Payment of $105 mailing label feet to the City of Tukwila or provide two (2) sets of mailing
labels for all property owners and tenants (residents or businesses) within 500 feet of the
subject property. Note: Each unit in multiple - family buildings —e.g. apartments, condos,
trailer parks —must be included (see Public Notice Mailing label Handout).
If providing own labels King County Assessor's map(s) which shows the location of each
property within 500 feet of the subject lot.

Dear Jennifer,
This report presents a noise survey performed in the immediate vicinity of the proposed
Sprint Nextel telecommunications facility at 545 Andover Park West in Tukwila, Washington.
This noise survey extends from the proposed equipment to the nearest properties. The
purpose of this report is to document the existing conditions and the impacts of the acoustical
changes due to the proposed equipment. This report contains data on the existing and
predicted noise environments, impact criteria and an evaluation of the predicted sound levels
as they relate to the criteria.
Ambient Conditions
Existing sound levels were measured on site with a Larson -Davis 820 sound level meter on
August 30, 2007 to determine ambient sound levels. Measurements were conducted as
close to the proposed location as possible and the property lines in accordance with the
State of Washington code for Maximum Environmental Noise Levels WAC 173 -60 -020. The
average ambient noise level was 61 dBA, due to the existing equipment shelter. The
weather during the measurements was overcast and the roads were dry.
Code Requirements
The site is located within the City of Tukwila Zoning jurisdiction on property within a TUC
(Tukwila Urban Center) district. Tukwila Municipal Code Chapter 8.22.020 Definitions
defines TUC as a "Commercial District ". The receiving properties are all within the same
commercial district.
The proposed new equipment consists of an emergency generator. The generator will run
once a week during daytime hours for maintenance and testing purposes only.
Under Tukwila Municipal Code Chapter 8.22.040 noise from equipment on a within a
Commercial district is limited as follows:
Commercial District Receiver: Noise is limited to 60 dBA 24 hours a day.
Additionally, Tukwila Municipal Code 8.22.050 allows that during any one -hour period, the
maximum permissible noise level may be exceeded by 5 dBA for a 15 minute period.

Therefore, the generator must not exceed 65 dBA when running during daytime hours for
maintenance testing. The generator is exempt during emergency operation.
Predicted Equipment Sound Levels
Emergency Equipment
The proposed equipment includes one MQ Power 40 kW Diesel Generator with enclosure
and a fuel tank mounted on a concrete pad. The enclosure for the generator is pre - painted
aluminum. According to data obtained from the manufacturer, the generator will produce a
sound level of 64 dBA at 23 feet.
The nearest receiving property is 18 feet west of the equipment location. The predicted
sound level at the nearest property is shown below in Table 1.
As shown in Table 1, the combined sound pressure level from the proposed equipment
cabinets at the nearest receiving property is 56 dBA which meets the 65 dBA 15- minute
noise code limit.
