The worksite identification number is E82082 as assigned by the State CTR Office, Washington State Department of Transportation, Public Transportation and Commute Options. The company shall be subject to Tukwila Municipal Code Chapter 9.44, and shall meet all the requirements as stated. 1. The name of the appealing party. 5. Appeal fee - -$215. III. YOUR APPEAL RIGHTS The Decision on this Permit Application is a Type 2 decision pursuant to Tukwila Municipal Code 18.104.010. Other land use applications related to this project may still be pending. One administrative appeal to the Administrative Design Review decision is permitted IV. PROCEDURES AND TIME FOR APPEALING In order to appeal the Administrative Design Review decision on the Permit Application, a written notice of appeal must be filed with the Department of Community Development within 14 days of the issuance of this Decision, i.e. by July 20, 2008. The requirements for such appeals are set forth in Tukwila Municipal Code18.116. All appeal materials shall be submitted to the Department of Community Development. Appeal materials MUST include: 2. The address and phone number of the appealing party; and if the appealing party is a corporation, association or other group, the address and phone number of a contact person authorized to receive notices on the appealing party's behalf. 3. A statement identifying the decision being appealed and the alleged errors in the decision. 4. The Costco gas station directly to the east and the Green River is beyond the gas station. The existing Home Depot hardware store is directly south. Various one- and two -story warehouse /distribution/retail uses are located along Andover Park East, to the west of the site. PROJECT INFORMATION The proposal is to add approximately 3, 000 s.f. to the east side of the existing Costco Optical manufacturing facility. The existing manufacturing building design features smooth and split concrete in tones of grey and rose brown with metal roofs and canopies in contrasting jade green metal. The extension will use the same materials and architectural style. New construction will provide expanded work space. Along with the new addition, a bicycle rack is proposed at the main entrance on the north side, and a new transformer has been added on the west side. The 34, 796 s.f. Costco Optical was built in 1997, as a result of subdividing the Home Depot site immediately south. The original building design was approved via a public hearing design review in October, 1996, with construction in 1997. After a design review hearing in 1998, Costco gas station was built immediately to the east on the same lot PUBLIC COMMENT No public comment has been received. DESIGN REVIEW CRITERIA The project is subject to administrative design review under Tukwila Municipal Code (TMC) Chapter 18.28.070. The Department of Community Development Director evaluates the project under the criteria established in TMC 18.60.050. The design criteria explain requirements for development proposals. They are the decision criteria from which the DCD Director will evaluate whether to approve, condition, or deny this project. The BAR Criteria are shown in italics, followed by staff's comments. The applicant's response to the design review criteria is Attachment A. Site plans and elevations are Attachment B. SM Page 2 of 8 07/07/2008 Q: \Costco Optical L07- 092 \Admin.Design.Review-- 7.08.doc Below is the staff analysis and response. 1. Relationship of Structure to Site. a) The site should be planned to accomplish a desirable transition with streetscape and to provide for adequate landscaping and pedestrian movement; b) Parking and service areas should be located, designed and screened to moderate the visual impact of large paved areas; c) The height and scale of each building should be considered in relation to the site. 3, 000 s.f. of building space will be added on the east side of the existing Costco Optical building, making a total of 37, 796 square feet. Roof and canopy heights will range between 12' and 21' 4" in height. 16 existing parking spaces will be eliminated, and the structure will extend approximately 24 feet to the east. This is consistent with the existing building. The optical facility shares its site with the Costco gas station, located on the western edge of the property. The height and scale building of the expansion is consistent with the existing building, and the adjacent gas station. The existing building is somewhat smaller in scale than neighboring warehouse and big box retail development. It is much lower in height than what is allowed by the zone, and is similar in height to surrounding buildings. Changes to the previously approved landscaping are limited to replacing landscaping that will come out due to the expansion work. Service areas will remain unchanged. Tukwila's code requires one parking space per 1, 000 s.f. of manufacturing space. The optical facility currently has 159 spaces. 16 parking stalls will be removed as a result of new construction. The building addition will take out a row of parking adjacent to the current building's eastern wall. Three stalls were lost when a new transformer was installed on the west (back) side of the building. A total of 19 spaces will be removed; 140 spaces will remain for use by the building's employees. As background to the design review, staff noted that vehicles were parked over the entire site including fire lanes, loading areas and driveways, rather than in designated spaces. DCD Planning and Commute Trip Reduction (CTR) staff met with the applicant to review the situation and resolve the problem. As a result of work with CTR staff, Costco Optical #190 has voluntarily made itself subject to the Washington State Commute Trip Reduction (CTR) law. Costco Optical has been very cooperative, and has solved the parking problems by restricting parking to Costco Optical employees, placing cones in "no parking" areas, and by developing and implementing a CTR plan. 2. Relationship of Structure and Site to Adjoining Area. a) Harmony in texture, lines and masses is encouraged; b) Appropriate landscape transition to adjoining properties should be provided; c) Public buildings and structures should be consistent with the established neighborhood character; SM Page 3 of 8 07/07/2008 Q: \Costco Optical L07- 092 \Admin.Design.Review-- 7.08.doc WI IV d) Compatibility of vehicular pedestrian circulation patterns and loading facilities in terms of safety, efficiency and convenience should be encouraged; e) Compatibility of on -site vehicular circulation with street circulation should be encouraged The extension is completely consistent with the current structure, and features the same materials and colors used on the original building. Site access from the west is via Andover Park East from the west, Costco Drive (a private street) on the north, and Christensen Drive from the south. A pedestrian link between the sidewalk along Costco Drive and the main entrance on the building's north side remains unchanged by project expansion on the east side. Traffic flow is unchanged, with a one -way entrance from Costco Drive. The interface between the subject site and the adjacent street circulation is not changed. 3. Landscaping and Site Treatment. a) Where existing topographic patterns contribute to beauty and utility of a development, they should be recognized, preserved and enhanced; b) Grades of walks, parking spaces, terraces and other paved areas should promote safety and provide an inviting and stable appearance; c) Landscape treatment should enhance architectural features, strengthen vistas and important axis, and provide shade; d) In locations where plants will be susceptible to injury by pedestrian or motor traffic, mitigating steps should be taken; e) Where building sites limit planting, the placement of trees or shrubs in paved areas is encouraged; J Screening of service yards, and other places that tend to be unsightly, should be accomplished by use of walls, fencing, planting or a combination; g) In areas where general planting will not prosper, other materials such as fences, walls and pavings of wood, brick, stone or gravel may be used; h) Exterior lighting, when used, should enhance the building design and the adjoining landscape. Lighting standards and fixtures should be of a design and size compatible with the building and adjacent area. Lighting should be shielded, and restrained in design. Excessive brightness and brilliant colors should be avoided A 5' 6" wide sidewalk wraps around the new addition. Approximately 393 s.f. of landscaping will be removed from the western building foundation area and landscape island, and replaced with a total of 574 s.f. of new landscape material, including hinoki cypress, heavenly bamboo, rhododendron and periwinkle. The overall appearance of the landscaping will be similar to what is there currently. Landscaping will soften the look of the building, and provide some shade when the plants mature. Existing wall lighting fixtures will be removed from the walls prior to demolition, then reused and replaced. As part of this project, although not part of the actual building work, a new transformer has been installed on the west side of the parking lot, requiring the removal of three parking spaces. 4. Building Design. a) Architectural style is not restricted, evaluation of a project should be based on quality of its design and relationship to its surroundings; b) Buildings should be to appropriate scale and in harmony with permanent neighboring developments; c) Building components such as windows, doors, eaves, and parapets should have good proportions and relationship to one another. Building components and ancillary parts shall be consistent with anticipated life of the structure; d) Colors should be harmonious, with bright or brilliant colors used only for accent; e) Mechanical equipment or other utility hardware on roof ground or buildings should be screened from view; f) Exterior lighting should be part of the architectural concept. Fixtures, standards, and all exposed accessories should be harmonious with building design; g) Monotony of design in single or multiple buildings projects should be avoided. Variety of detail, form and siting should be used to provide visual interest. The addition is designed in the same style as the existing building, and will blend well with the original structure. Building components and proportions from the original building are maintained. The design of the new addition is consistent with the existing building, with the same materials used. Horizontal bands of grey split face CMU block are interspersed with vertical bands of rose brown split face CMU block add variety and interest. Jade green metal doors, roof and gate also correspond to the entry features of the existing building. An existing window and sun shade will be removed, and replaced with grey CMU to match the existing. Immediately adjacent, a bank of five windows, similar to what exists on the north elevation will be added. No other transparency is provided. Roof and canopy heights will range between 12' and 21' 4" tall, and will be consistent with the existing building. The new addition's wall runs along building's east side for approximately 128 feet. Most of the wall is completely straight, but there is a recessed exit door covered with a metal canopy, and an outdoor, recessed space for the existing chiller, enclosed by a metal gate. The building is somewhat smaller in scale than surrounding buildings, and uses a slightly higher level of detailing and materials. Exterior lighting will be consistent with lighting currently used. 5. Miscellaneous Structures and Street Furniture. a) Miscellaneous structures and street furniture should be designed to be part of the architectural concept of design and landscape. Materials should be compatible with buildings, scale should be appropriate, colors should be in harmony with buildings and surroundings, and proportions should be to scale. A bicycle rack is proposed for the main entry on the north side. No other miscellaneous structures, street furniture or signs are proposed. Comprehensive Plan: In addition to the specific criteria of the Board of Architectural Review, proposed development must show consistency with adopted plans and regulations (18.100.030 TMC.) Below are the specific policies from the adopted Comprehensive Plan that relate to the location of the proposal. • Tukwila Urban Center (TUC) - Goal 10.2 "Encourage and allow a central focus for the Tukwila Urban Center, with natural and built environments that are attractive, functional, and distinctive, and supports a range of mixed uses promoting business, shopping, recreation, entertainment, and mixed use residential opportunities:" a) This development shall achieve a high - quality design; contribute to the creation of hospitable pedestrian environments through site design techniques, such as integration of architectural /site design /landscape elements and co- existence of auto /transit /pedestrian traffic; should be designed to maximize pedestrian safety and convenience; and should incorporate physical and natural elements that enhance the area's overall aesthetic, including street orientation (10.2.3). b) This development provides an interior vehicular connection between adjacent parking areas (10.2.4). c) Parking areas are designed with appropriate landscaping and on -going parking needs studies to assure adequate parking requirements and effective use of land in parking design. (10.2.6) d) This development is designed with an appropriate scale and proportion; pedestrian - oriented features and street front activity areas, such as ground floor windows, modulated facades, rich details in materials and signage; quality landscaping; an appropriate relationship to adjacent sites; an overall building quality; and with sensitivity to important features such as Green River and Tukwila Pond (10.2.7) e) Signage compliments the design of the structure and shall have visual consistency. (10.2.8) The site is designed with the building orienting towards Costco Drive, the private access road. It is surrounded by pedestrian pathways. Internal parking lot circulation and landscaping for the site has been maintained. Parking directly adjacent to the building is framed with landscape islands. The original BAR decision granted approval for nonconforming landscape areas within the parking lot with the expectation that landscaping shall be added where feasible if parking is not compromised. SM Page 6 of 8 07/07/2008 Q: \Costco Optical L07- 092 \Admin.Design.Review-- 7.08.doc A pattern of evergreen and deciduous shrubs and groundcover remains the dominant plant palette. The scale of the building addition corresponds with the existing building. Building details include a harmonious blend of smooth and split CMU block, and metal. New windows replace those that will be removed. The amount of new windows is roughly equivalent to what is being removed. The request does not include new signage. CONCLUSIONS The Board of Architectural Review, pursuant to Tukwila Municipal Code (TMC) Section 18.108.040, and upon finding of the facts above, hereby makes the following conclusions under the city's Design Review Criteria (18.60.050 TMC) and Determination of Consistency with Adopted Plans and Regulations for Type 4 approvals (18.100.030 TMC.) DESIGN REVIEW CRITERIA 1. Relationship of Structure to Site. The building extension adds 3, 000 s.f. to an existing 34, 544 s.f. building. Either a sidewalk or a pedestrian path surrounds the building and the front entrance is accessed by a pedestrian path from both the north and the west side Landscaping between the building and the sidewalk softens the approach to the new addition. Some of the previously approved landscaping will be altered but the quantity is increased by the construction of this building. The 30 foot easement on the west side will be retained. Parking was a problem in the past, and is being addressed through a Commute Trip Reduction plan. 2. Relationship of Structure and Site to Adjoining Area. Pedestrian and auto linkages to adjoining sites are adequate, and remain unchanged. 3. Landscaping and Site Treatment. New landscape design is consistent with the existing plan for the site. Nearly 200 s.f. of additional landscaping will be provided in a landscape "island" at the south edge of the new building extension. 4. Building Design. The proposed smooth and textured grey and rose -brown CMU block brick facade will be consistent with the materials used for the existing building. The colors proposed are subdued and compatible with the material used on the Mall. The green- colored metal roof and canopy is used in the current building and is repeated in the new addition. The scale is harmonious with rest of the building. Good proportions are used for the building massing as well as in the details. New lighting fixtures to match the existing ones will be placed on the wall of the new addition. A tubular metal bicycle rack will be located near the main entrance on the north side. No signs are proposed. 6. Comprehensive Plan Guidelines A. Tukwila Urban Center Goal Materials proposed are high - quality and durable. Architectural design and materials are harmonious with the existing building. Details added to the elevation create an interesting and attractive design. No changes were proposed to the onsite circulation or parking lot landscaping. Parking issues will be addressed through its voluntary participation Foundation landscaping is a mix of evergreen and deciduous and includes multiple trees, flowering shrubs, and ground cover. RECOMMENDATION Staff recommends approval of the Administrative Design Review application subject to the following condition: 1) Costco Optical # 190 has chosen to be voluntarily affected by the Washington State Commute Trip Reduction (CTR) law. FE13 0120O& ARCHITECTURE, LLC Project Description and Analysis The project entails adding approximately 3,000 square feet to the existing manufacturing facility. The new area will be used as additional manufacturing equipment space as well as circulation. The addition will be placed on the east side of the existing building and will result in a Toss of 16 parking spaces and approximately 370 SF of landscaping. The lost landscaping will be added back at the end of the new addition per the landscaping design. The existing site has a surplus of parking spaces so the loss of the 16 spaces will 0 have no impact on the current operation. m The project is consistent with Tukwila Design Review Criteria. Further, the Ol existing site is fully built and incorporates all design criteria with respect to the structure, site arrangement and placement, landscaping and building design. 3 The addition being considered is consistent with the design of the existing building in all these areas. Exterior lighting from the area of the addition will be relocated from affected areas to the walls of the addition. The overall impact of the relocation of the fixtures will be minimal, but the consistency of the exterior appearance will be enhanced. 4. Regarding the use of parking for storage, much of the storage consists of items to be used in conjunction with this project and will be available for parking at the completion of the construction phase, however, the enclosed outdoor storage area houses items from the operation of the facility. This storage structure will be removed and returned to parking as part of this project. • Cargo Container — The cargo containers will be removed from the site in conjunction with this project. • Pedestrian Circulation — We have amended the site and landscape plans to incorporate a 5.5' wide sidewalk and planting strip as requested. Landscaping • The Hinoki Cypress size has been adjusted. • The note regarding transplanting the existing material on A -1 has been removed. All landscape material will be new to the site. Building Design • We agree that the light fixture in your photo should be used on the addition walls. On our site visit, we noticed many cars parked illegally around the perimeter of the building in areas not striped/approved for parking (see four photos below). This presents a safety issue for automobile and truck movements. This is particularly true on the west side of the building where the originally approved site plan for the use (L96 -0049) shows a 30' wide access easement running the full length of the site between the parking stalls and the building. This access easement needs to be shown on a revised site plan. While the number of parking spaces exceeds the required number for the optical facility, on our site visit it was apparent that there are more cars parked on the site than there are available parking spaces. We see three possible reasons contributing to this shortage: 1. The required number of parking spaces for your use is 1 for each 1,000 s.f. of usable floor area (for manufacturing uses), or 38 spaces. However, your business license indicates that there are 60 employees at the site. 2. The original SEPA analysis (E96 -0025) for the optical facility indicated that "the remaining 238 parking spaces, over those for the 60 anticipated employees, would be used for employee and overflow customer parking generated by the main Price Costco facility to the immediate north." Subsequently, the staff report for the design approved by the Board of Architectural Review (BAR) for the Costco Gas Station (L97 -0032 & L97 -0033) indicated that the "parking lot supports a 34,544 optical manufacturing facility on site, and the COSTCO bulk sales facility on a separate lot to the immediate north." Are the employees and customers from Costco creating the parking shortage? 3. We also noticed that the apparent parking shortage is exacerbated by using parking spaces along the south side of the site for the storage of garbage, machinery, and an enclosed outdoor storage area (see three photos on next page). This reduces your existing parking space count by 13. (Please note that if this area is to be used for outdoor storage, it must comply with design review criteria and development requirements (TMC 18.52.040.D) related to the screening of outdoor storage. FYI, we will need to notify code enforcement of these issues if they are not resolved as part of this design review.) 2 We would like to work with you, prior to design review approval, in determining the best way to deal with the over - crowded parking on this site. Since it appears that the number of cars exceeds the number of those employed on -site, we are assuming the parking shortage is caused by employees and customers of the Costco facility to the north. There are a number of solutions that could be explored. One option is that, prior to approval of the design review, a parking needs /count analysis for the Costco facility to the north and the Costco optical facility could be completed, including assumptions as to the use of the optical facility parking lot. This would be a good first step in clarifying parking needs at the optical facility site. Implementing a ridesharing program could also be explored. Please let us know who the appropriate people from your organization are to bring to the table so that we may begin discussing these issues. Prior to approval of design review, you will need to provide us with a revised site plan showing useable parking spaces, excluding those occupied by storage and garbage. • Cargo container. There is a cargo container parked on the south side of the building (see photo on next page). Cargo containers are considered an accessory structure in the TUC zone, and require a permit (TMC 18.50.060). Also, the cargo container may not meet required building setbacks. FYI, we will need to notify code enforcement of these issues if they are not resolved as part of this design review. 3 Landscaping: • Landscaping Material. • • Pedestrian circulation. The original plans for the optical facility approved by the BAR (L96 -0049) included a 6' wide sidewalk separating the parking lot from a 4' wide building foundation planting strip on the east side of the building. Your revised site plan must include /replace this planting strip /sidewalk configuration. However, we are willing to reduce the required width of the sidewalk to 5.5' since it is no longer adjacent to parking. This should match the width of the existing sidewalk on the north side of the building. In addition, the east -side sidewalk must be connected to the sidewalk on the north side of the building. o Hinoki Cypress. The landscape plan indicates the cypresses are 4' - 5' tall. We observed that these plants are 15' - 20' tall. Extra care will be required if transplanting. See next bullet. o Sheet A -1.1 and the landscape plan indicate that existing landscaping material will be removed and relocated. Schematic designs to be provided regardless of purveyor (e.g. site line size, location, and size of public main). No capacity calcs, invert depth, valve locations or the like are needed. (f) Storm drainage design at least 90% complete, which meets the King County Surface Water Design Manual (KCSWDM). Include a Technical Information Report (TIR) including feasibility analysis if required by the Manual. Call out total existing and proposed impervious surface in square feet. Include all storm drainage conveyance systems, water quality features, detention structures, maintenance access and safety features.
