The regular March meeting of the Tukwila Planning Commission was called to order at 8:05 p.m. by Vice- Chairman Richards with Commissioners Hartong, Avery and Sowinski present. Fred Satterstrom and Gary Crutchfield represented the Planning Division. Mr. Crutchfield noted Chairman Kirsop was out of town, Commissioner Bowen had not called in, and Commissioner West had contacted Commissioner Avery informing her that he would not be present. Motion by Mr. Sowinski, seconded by Mr. Hartong and carried to approve the minutes of 23 February 1978 as prepared. CITY COUNCIL ACTIONS Mr. Crutchfield read the Staff Report explaining the City Council action regarding the preliminary plat of Orillia Industrial Park. Mr. Satterstrom explained that Comprehensive Plan amendment procedures had recently been established by administrative policy. Noted theyare similar to the rezone procedure. Informed the Commission that a contract has been executed to authorize Management and Planning Services to perform the Interurban Corridor Study. Noted an Interur- ban Community Meeting is scheduled for 6 April 1978. BOARD QF ARCHITECTURAL REVIEW Landscape Plan: Ivy Warehouse @ Andover Park West Mr. Crutchfield displayed and explained the proposed landscape plan and a revised landscape plan received that afternoon. Noted the revised plan responds to Staff recommendations 1 and 2. Revised Landscape Plan: Southcenter South Project #377 Mr. Crutchfield displayed and explained the revised landscape plan and Staff Report. Mr. Ed Hunt, McCann Construction Company, noted all landscape areas will be irrigated. Motion by Mr. Sowinski, seconded by Mrs. Avery and carried to approve the revised landscape plan with the following stipulations: 1. The poplars to be planted along the dike be of 2 -inch caliper, minimum. 2. Automatic irrigation be provided. C. Site Plan: Parking Lot @ Southcenter Corporate Square Mr. Crutchfield displayed and explained the site improvement plans and the Staff Report. Discussion centered on potential use after 2 June 1978. Concluded the parking lot will physically remain and may be useable as auxiliary parking for other tenants. Motion by Mrs. Avery and seconded by Mr. Sowinski to approve the site improvement plan for the temporary parking lot with the following stipulations: 1. Applicant shall submit a detailed landscape plan for BAR review no later than the regular May 1978 meeting of the Tukwila Planning Commission. 2. Upon issuance of an Occupancy Permit for buildings 3 and 4 of Southcenter Corporate Square, this parking lot shall be landscaped in accordance with a BAR - approved landscape plan. 3. The curb cut providing ingress /egress for the parking lot shall be relo- cated to an appropriate point along the south line of the adjacent cul- de -sac at such time as the cul -de -sac is improved; such curb cut permit shall not be issued without Planning Commission approval. Motion by Mr. Hartong, seconded by Mr. Sowinski and carried to amend the original motion to include: 4. Use of this temporary parking lot shall cease at such time as an Occupancy Permit is issued for buildings 3 and 4; future use as auxiliary parking is subject to Planning Commission review. Original motion, as amended, carried. 23 March 1978 AGENDA ITEM CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 8 :00 P.M. Landscape Plan: Ivy Warehouse on Andover Park West The Ivy warehouse site at the corner of Andover Park West and planned Up- land Drive has been proposed for landscape principally using various con- ifers and rhododendrons along the two streets and shrubs adjacent the building. Groundcover is proposed as bark with low- growing junipers. An automatic irrigation system serves all planting areas. Although the street trees are generally 30 feet or less apart, a few exceed 45 feet apart. In addition, the loading dock on the north wall does not appear to be sufficiently screened. Also, the planting strip adjacent the southerly building front contains no plantings of any kind. Staff recommends approval of the landscape plan with the following.stipula - tions: 1. Complementary street trees be added or situated so as to more closely align with the 30 feet on center guideline.. 2. Appropriate landscape species be included along Upland Drive in the vicinity of the north loading dock to provide sufficient sight- obscuring effect. 3. Upon general concensus of the Planning Commission, Chairman Kirsop directed that Staff forward a recommendation, in behalf. of the Commission, to the Short Subdivision Committee with regard to the desired roadway access to serve the westerly portion of the south parking area. ,Se Plan: Addition to Ivy Warehouse Mr. Crutchfield read the Staff Report and explained the recommendation for revisions. Mr. Uhrich, Upland, questioned the potential non - maintenance of the rail easement area if the fence is erected as planned. Motion by Mrs. Avery and seconded by Mr. Sowinski to approve the plan with the following stipulations: 1. Should the rear yard be used for outdoor storage, the fence be of a screening nature. 2. Elimination of the center curb cut and relocation of southern curb cut to a position no closer than 20 feet to the corner property line. 3. Provide 45 parking spaces to be designed for 90° parking. 4. Exterior treatment of the South elevation complement the East elevation. 5. BAR approval of a detailed landscape plan prior to issuance of Occupancy Permit to include a 5 -foot landscape strip parallel to south property line. Motion by Mr. Richards, seconded by Mr. Bowen and carried to amend the motion as follows: 3. Landscape Plan: Southcenter South #310 Mr. Crutchfield read the Staff Report explaining the previous requirement under site plan review for this project to include live groundcover in the west yard. Mr. Ed Hunt, McCann Development Corporation, explained the intended ground - cover is field grass in a properly maintained condition. AGENDA ITEM V B Site Plan: Addition to Warehouse on Andover Park West (Ivy) The Ivy Warehouse on the corner of Andover Park West and planned Upland Drive is proposed to be expanded southerly to utilize the remainder of the lot. The proposed expansion will include ±37,000 square feet of floor area (33,000 warehouse /3,600 office) requiring 45 parking spaces. Truck loading space is provided in the rear of the building (18 truck doors) with more than adequate maneuvering space. The fence indicated along the rail easement line and over to the building appears to create a potential outside storage area. If so, such should be screened. The Southernmost curb cut is too close to the property line and the center curb cut is unnecessary to attain adequate access. Exterior treatment of the East elevation is indicated to be exposed aggre- gate panels with painted concrete trim. Treatment of the South elevation, however is not indicated. Staff recommends approval of the plans subject to the following stipulations: 1. Should the rear yard be used for outdoor storage, the fence be of a screening nature. 2. Elimination of the center curb cut and relocation of southern curb cut to a position no closer than 20 feet to the corner property line. 3. Provide 45 parking spaces. 4. Seattle, Washington 98106 Dear Mr. Olson: The Tukwila Planning Commission, at its regular meeting conducted 28 April 1977, reviewed the plans submitted by you for Mr. Ivy's proposed multi- tenant warehouse located at the southwest corner of the intersection of Andover Park West and proposed Kalapuya Drive. The Commission, sitting as the Board of Architectural Review, approved the site plan and elevations with the following stipulations: 1. Planning Commission review of detailed landscape plan prior to issuance of Occupancy Permit. 2. Architectural screening of roof - mounted equipment. 3. Revision of site plan per alternative truck door design #2 which provides an extended loading dock in order that the truck position be parallel to the building wall and that such dock be architecturally screened. 4. The parking along north property line in vicinity of same truck door be revised with respect to angle and approved by Staff. Application for Building Permit must reflect these revisions and it is suggested that the landscape plan be submitted to this office at least 30 days before intended occupancy. Mr. Tom Croonquist, architect, indicated the north 30 -foot yard would be better left in a natural state rather than landscaped. Discussion as to why the 30 -foot yard was provided. Mr. Crutchfield noted the UBC dictates the 30 -foot yard due to building classification. Mr. Crutchfield also noted•a general policy implication through past approvals that building expansion areas need not necessarily be landscaped but required yard areas are normally required to be landscaped. Mr. Richards questioned screening of roof - mounted equipment. Commission and Mr. Croonquist discussed intent of screening requirement to mean that such equipment be screened from view gained from other side of adjacent street. Motion by Mr. Richards, seconded by Mr. Sowinski and carried to approve the revised site plan and elevations with the following stipulations: 1. Treatment of the north 30 -foot yard with live groundcover. 2. Planning Commission review and approval of detailed landscape plan prior to issuance of Occupancy Permit. 3. Architectural screening of roof - mounted equipment. v(ite Plan: Warehouse on Andover Park West (Ivy) Mr. Crutchfield displayed and explained site plan and read Staff Report for this item. Discussion centered on the truck door on the north wall which was recommended by Staff to be moved due to the effect on internal circulation. Mr. David Huffman, representing the architect and Mr. Ivy (owner), submitted an alternative which included the reduction of the 15 -foot landscape strip to allow maneuvering space around the truck using the truck door on the north wall. Mr. Richards questioned the necessity to have the truck situated perpendicular to the building. Mr. Huffman presented a second alternative design for the particular truck door which would maintain the 15 -foot landscape strip and internal circulation by extending a dock to allow the truck to park parallel to the building. Discussion followed regarding exterior treatment and parking along the north property line. Planning Commission review of detailed landscape plan prior to issuance of Occupancy Permit. 2. Architectural screening of roof - mounted equipment. 3. Considerable discussion ensued regarding the third driveway authorized by the Public Works Department subsequent to Planning Commission approval of the site plan with only two curb cuts. Concensus of the Commission that internal cir- culation, affected by location and number of curb cuts, is a primary function of Planning Division and Planning Commission review. Directed Staff to address letter to Public Works Department requesting rationale for authorization of 3rd curb cut and explaining the need for better coordination in such actions. Motion by Mr. Richards and seconded by Mrs. Avery to approve the landscape plan subject to the following stipulations: 1. The landscape areas conform to the original site plan approved by the. Planning Commission; specifically, the landscape strip adjacent South - center Parkway be interrupted by only two curb cuts. 2. Placement of street trees at a maximum of thirty feet on center. 3. Inclusion of two columnar hornbeams at either side of the primary curb cut. Discussion followed regarding the need for and characteristics of the 3rd driveway. Motion carried with Mr. Sowinski voting NO. SIGNS Carriage House: Freestanding_ Sign Mr. Crutchfield read the Staff Report on this item noting the only reason this is before the Commission is due to the sign's proximity to a single - family zone. While setbacks are adequate and parking is overly sufficient, the truck door located on the north wall will effectively block internal circulation when being used for truck loading /unloading. AGENDA ITEM V A: Site Plan for Warehouse on Andover Park West (Ivv) The Commission, at the request of the applicant, tabled this matter from the regular February meeting to allow the applicant to confer with his client with respect to the stipulations recommended in the February Staff Report. Since that time, it has been discovered that the site plan for this ware- house includes a portion of land neither owned nor under contract purchase by the proponent. 'It therefore must be included in Upland Industries' Pre - liminary plat application and, according to RCW 58.17, permits cannot be issued for property undergoing platting procedures. Hence, Staff recommends the Commission disapprove the proposed site plan. As a result, you requested to be notified of the next meeting of the Planning Commission. The Commission, due to the lengthy public hearing input regarding another matter, has scheduled a continuation of the regular February meeting at 7:30 P.M. Chairman Kirsop noted the City Council had recently appointed Commissioner Bohrer to the City Council to fill Ms. Harris' vacated seat. Directed Staff to compose a letter of appreciation to 1.1r. Bohrer for his service on the Commission. Mr. Crutchfield informed the Commission the City Council had adopted the proposed land use application fees and they should become effective next week. Chairman Kirsop noted this problem had been discussed on other site plans in this vicinity and also noted the size of trucks cannot be enforced. Mr. Olson also stated potential use of parking in rear of building for employees and desires to maintain it. Stated he would have to confer with his client before eliminating the truck door on the south end of the building and requested the Commission delay action. Motion by Mr. Bowen, seconded by Mr. West and carried to table action on this matter to allow the applicant time to respond. Landscape Plan for Segale Project #763 Mr. Crutchfield read the Staff Report recommending the Commission approve the landscape plan as presented. Motion by Mr. Bowen, seconded by Mr. West and carried to approve the landscape plan as presented. Site Plan for Burger King Restaurant (Parkway Plaza West) Mr. Crutchfield displayed site plan and read the Staff Report. Mr. Ken Long, Benaroya Company, explained relationships to existing and potential traffic patterns, the exterior treatment of the building and signing. Considerable discussion amongst the Commission with respect to the potential overall development of Parkway Plaza West. Motion by Mr. Richards, seconded by Mr. West and carried to approve the Burger King site plan with the following stipulations: 1. Any outside refuse station be screened in an architecturally complementary manner; same to be approved by Staff. *2. Detailed landscape plan be approved by the Commission prior to issuance of Occupancy Permit. 3. This approval is subject to compliance with all other applicable local regulations and shall not be construed as approval, in any manner, of any future development within the remainder of the overall site. 4. Exterior treatment conform to the photographs submitted with the site plan with the exception of signs and landscaping.
