Ltr. Crutchfield read the Staff Report and explained the proposed parking lot
construction in relation to existing structures.
Motion by Mr. Bowen, seconded by Mrs. Avery and carried to approve the plan
subject to landscape of the parking lot to correspond with neighboring landscape.
NEW BUSINESS
PUBLIC HEARING: Preliminary Plat for Upland's Industrial Park
Mr. Crutchfield introduced item and explained location and nature of action.
Chairman Kirsop opened the public hearing at 9:04 P.M.
Mr. Crutchfield read the Staff Report explaining its Findings, Conclusions
and Recommendation. Also read letter from Tom Bernard, of Cabot, Cabot &
Forbes. (Copy of letter attached as a part of these minutes.)
Mr. Dave Urich, Upland Industries, responded to each point of the Staff
recommendation as follows:
1. Agreed to include that portion not conveyed to Mr. Ivy by deed or
contract purchase.
2. Stated combination of lots 5 and 9 into one lot and combination
of lots 6 and 10 into one will satisfy intent of this stipulation.
3. Effect of #2 above will satisfy this stipulation.
4. Agreed to this stipulation.
5. Stated he agreed with concept but was not sure about legal problems.
6. Submitted a letter which reiterated the need for use of this access.
(Copy of letter attached ,as part of these minutes.)
7. This requirement can be fulfilled if the land included in the plat
as required by #1 above and is added to lot 8.
Chairman Kirsop questioned the logic of closing vehicular access on a portion
of the easement originally intended for extension of Minkler Boulevard.
Mr. Crutchfield explained that the Public Works Department and Planning Divi-
sion, in view of several factors including existing construction and rail lo-
cations, had concluded that extension of Minkler Boulevard is not in the best
interest of public.
