Site Plan:(4evision of Don Koll Phase V The Planning Commission, in 1974, approved the site plan for Phase V which indicated extension of Industry Drive at a width of 40 feet. Don Koll, now ready to begin development.of Phase V, desires to reduce said width to 30 feet. Attached is a copy of a letter from Don Koll Company explaining their position and desire. A copy of a memorandum from the Public Works Department is also attached explaining their position with regard to this matter. Inasmuch as public safety certainly outweighs marginal aesthetic value and the recently adopted Subdivision Code explicitly requires a minimum width of 40 feet for private access roads serving commercial /industrial property, Staff recommends the Commission deny the proposed revision. Offset striping encourages on- street parking. EC 2. This is programmed as a private street and there is no way that parking restrictions on either side of the road can be enforced. . iC W 3. 22 -foot width becomes 18 -foot of usable road when you consider the normal 2 -foot "shy" distance on both sides. W 4. With the possibility of unrestricted parking, the 18- i1 foot usable roadway could very easily become only 10 feet. 5. With the expected usage of Building 33, it can be assumed . that semi - trucks and trailers will be using this roadway. The above - mentioned usable width would not accomodate this type of vehicle. The site plan submitted by Wilsey & Ham shows a 40 -foot wide paved section and the Public Works Department would recommend that this width be adhered to in order to minimize traffic congestion and provide for a minimum amount of public safety. We 'do agree with 1111 the statements about esthetic values of the wider berm but we cannot Hagree that it should be obtained at the expense of public safety. The 18 foot width pro- vides the minimum width of land necessary to accomplish the berming we desire. We feel strongly about berming the land- scaping for two esthetic reasons: 1) it improves the visual appearance of the landscape; and 2) it.acts as a screen for the tenants in Building 30 and Building 36 that look west across Industry Drive into the larger Building 33. To accommodate our esthetic desires and allay your concerns regarding accessibility to our project for emergency vehicles, we propose•the following: Offset the median stripe to provide an eleven foot lane on the east side for one lane of traffic headed north and 19 feet on the west side to permit both southbound vehicular traffic and on- street parking. The 19 feet would permit a car to park,on the west side of the street in the south- bound lane and still provide 22 feet for traffic passage. The 22 feet is a safe figure for vehicular passage and should be more than adequate for emergency vehicles. Water - Valves must be located as shown on the red -lined La plan. Meters will be set only at location as shown. W2. Sanitary Sewer - The condition of the existing P -17 Channel La crossing will have to be demonstrated to the satisfaction of the City of Tukwila, including calculations indicating that the crossing will withstand the side loading caused by the runoff of a 100 year storm. When these conditions have been k. satisfied, the City will accept the line only as far as the ,Q first manhole south of the Channel. All other lines shall be considered as service lines and shall be the responsibility of the owner. April 8, 1977 Koll Phase V - Site Plan 3. Storm Drainage - Provisions must be made to provide drainage of the area between the west side of Building 33 and the existing railroad tracks. 4. Traffic - Vehicle conflict analysis at the intersection of the VI VI driveways, adjacent to the north property line, and the main entrance road indicate a possibility of 28 conflicts. The con- flicts in an intersection are a contributing factor to accidents factor to accidents and with the close proximity to the inter- section of Industry Drive and Minkler Blvd., and in the interest of public safety, we feel that a different approach to ingress and egress at this area must be developed. la 2' 2 5. Roadway - Original site plan approval by the Planning Commission indicated a 40 foot wide roadway. The new site plan shows a 30 foot width. No change in roadway.width. will be allowed without reapplying to the Planning Commission. Your effort in the design of Phase V has attempted to alleviate those pro- blems through proper orientation of parking to building entrances while providing parking in considerable excess of City requirements which will absorb potential increases in the projected amount of office space. Additional Planning Commission review would be superfluos in that additional improvement of the parking orientation is not apparent and, therefore, will not be required. I would like to thank you for your cooperation and patience in response to my concern regarding parking in the Koll development and for your assistance in resolving what appears to have been the fundamental problem. The office space is enclosed in red and is oriented to the designed parking. Much thought has been given to properly distributing the parking. The congested parking that has been experienced in Andover Phases I and II is not due to a scarcity of parking stalls. The distribution and type of product create the appearance of congested parking. In Andover I, 60% of the space is pure office. Office users need more parking stalls, and these stalls are not always proximate to the building. In Andover II, the layout of the buildings front Industry Drive, with parking provided only on the side or rear for Buildings 10 and 16. In Andover IV, the parking is proportionately distributed to all buildings. We know not that we have provided more than enough parking. The project is 60% leased and only approximately 30% of the available stalls are being used. We have upgraded only a small amount of industrial space to office space. In Andover V, we have eliminated factors that can create congested parking: 1.) there is not any mezzanine office space, 2.) there are not any buildings that front Industry Drive that are without parking, and 3.) the amount of park- ing to the rear is minimal. As you can obviously see on the site plan, the offices have parking in front and the distribution is pro- portionate to the amount of office. The following conclusions were reached. 1. The previous Building Permit issued in 1974 has expired and revisions to original plans have been proposed; hence, a new 'set of drawings are required which depict current proposal and a new Building Permit application must be filed. 2. Due to the parking congestion experienced by the previous phases, the parking provisions will be submitted to the Planning Commission for approval in accordance with CM zone requirements. 3. The Public Works Department requires a detailed site plan which includes easements and /or points of metering devices for utilities in both Phases IV and V. The area included in Phase V is situated outside the jurisdiction of the Tukwila Shoreline Master Program and therefore does not require a Shore- line Management Permit.
