As 1 recall our discussion on 15 June 1977 and which you refer to in your letter, 1 indicated no such "tolerable limits" as you put it in your letter. More accurately, 1 indicated to you that each tenant's sign need not be unifo:cm in length but that the total area of all such signs not exceed the square feet total allowed under the Sign Code. Specifically, the height of the building multiplied by its length and the product multiplied by the appropriate percentage authorized under Section 19.32.140 (Sign Code) will provide you with the total allowable area of signing on the east face of the subject building. Without an application containing the information specified in Section 19.12.050 of the Tukwila Municipal Code, 1 cannot approve any specific figures. The regular March meeting of the Planning Commission was called to order at 8:22 P.M. by Chairman Kirsop with Commissioners Richards, Bowen, Hartong, Avery and Sowinski present. Fred Satterstrom and Gary Crutchfield represented the Planning Division. Chairman Kirsop introduced Mr. Leo Sowinski as the third recently- confirmed Commissioner. Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the minutes of 24 February and 1, 10 and 17 March 1977 as prepared. Subdivision Ordinance Motion by Mr. Richards, seconded by Mr. Bowen and carried to table this item until after the Public Hearing on the Comprehensive Plan. BOARD OF ARCHITECTURAL REVIEW Site Plan for Warehouse on Andover Park West (Ivy) Mr. Crutchfield read the Staff Report and explained the problem of non- owner- ship. Also noted that Mr. Don Olsen, architect, had contacted him today and agreed with Staff recommendation. Motion by Mr. Bowen, seconded by Mr. Richards and carried to disapprove the proposed plan since the proponent does not own it and it should be included as a part of the Preliminary plat currently proposed by Upland Industries. i^Ee Plan for Multi -Mart at Parkway Plaza West (Benaroya) Mr. Crutchfield read Staff Report suggesting table of this item until a complete application has been filed in time for adequate Staff review. 6230 Southconter Boulevard w Tukwila, Washington 98188 m (206) 242 -2177 Planning Commission Page 2 Minutes 24 March 1977 Mr. Ken Long, architect, requested action on the site plan tonight and he will provide elevations at a later date. Chairman Kirsop noted previous reviews within this project area had brought out the potential problem of signing. Mrs. Avery questioned the safety of providing parking across the rail ser- vice line. Mr. Richards noted the higher potential for crime in that particular parking area. Mr. Long stated the crime potential had not been a consideration in the site design and preferred not to commit to signing provisions beyond the Sign Code restrictions. Motion by Mr. Richards, seconded by Mr. Hartong and carried to table the item until the next regular meeting due to lack of adequate information regarding: 1. fencing of rail service line in vicinity of parking area; 2. exterior architectural treatment of elevations; 3. building identification. Mr. Long asked if this matter could be considered next Thursday. Mr. Crutchfield noted that this meeting will likely need to be recessed to 31 March 1977 and that this matter could be adequately reviewed by Staff if all necessary information is submitted by Tuesday afternoon. Chairman Kirsop agreed. Landscape Plan for Bow Lake Transfer Station (King County) Mr. Crutchfield read the Staff Report recommending evergreen screen along the north property line to prevent view of trailer storage area from future residential development. Mr. Bob Nixon, landscape architect, stated such screening had not been included due to adjacent property being State right -of -way for I -5. Mr. Crutchfield explained that such right -of -way can be and often is declared surplus by the State and sold to private parties for development. Current zoning and proposed Comprehensive Plan indicates residential develop- ment on all land lying north of and reasonably close to this facility. Acknowledging these factors, Mr. Nixon explained operation of the newly - designed facility. Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the landscape plan with the stipulation that the trailer storage area be effec- • 11 i, .
