The Commission recommended the City Council approve the Final Plat with the following stipulation: Building Permits shall not be authorized for any portions of lots 8, 9, 10 or 11 prior to satisfactory improvement of the roadway adjacent the south line of this Plat. The regular July meeting was called to order at 8:00 P.M. by Chairman Kirsop with Commissioners Sowinski, Avery, Bowen, Richards, and Hartong present. Commissioner West had not notified the Planning Division of his absence. Gary Crutchfield represented the Planning Division. Motion by Mr. Richards, seconded by Mrs.Avery and carried to approve the minutes of 23 June 1977 as prepared. Mr. Crutchfield read the Staff Report explaining recent planning - related City Council actions. OLD BUSINESS: Open Space Ordinance Mr. Crutchfield explained the length of the agenda had led Staff to suggest a Special Meeting be conducted on 11 August for this purpose as well as the Housing & Community Development Plan. Concensus of the Commissioners present to conduct Special Meeting on 11 August and to have a draft of the proposed Open Space Ordinance as redirected by the Planning Commission on 23 June. `INAL PLAT: Upland's Industrial Park Mr. Crutchfield read the Staff Report explaining changes to the Preliminary Plat made by the City Council under Resolution #584. Mr. Dave Uhrich, Upland, stated his agreement with the Staff recommendation and noted the cooperation of the Staff for their assistance in resolving the south roadway problem. Motion by Mrs. Avery and seconded by Mr. Bowen to amend the motion to include the following condition of approval: ' Building Permits shall not be authorized for any portion of lots 8, 9, 10 or 11 prior to satisfactory improvement of the roadway adjacent the south line of this Plat. BOARD OF ARCHITECTURAL REVIEW: Site Plan: Southcenter Corporate Square (Phase I) Mr. Crutchfield read the Staff Report and briefly explained the site plan and elevations. Mr. Chris Kirk, architect, explained the buildings will be of wood -frame construction. Commission questioned access to south parking area. Also discussed fire protection (sprinklers) and landscaping. Mr. Crutchfield noted the plan must yet be reviewed under the Subdivision Code and that roadways will be addressed at that time. Motion by Mr. Bowen and seconded by Mrs. Avery to approve the plans for Phase I with the following stipulations: 1. Approval of Phase I does not relieve Phase II from BAR review. 2. Roof - mounted equipment be architecturally screened. 3. Review and approval by BAR of detailed landscape plan prior to issuance of Occupancy Permit. 4. BAR approval of this plan does not relieve compliance with the Subdivision Code. Motion by Mr. Richards, seconded by Mr. Hartong and carried to amend the notion to include a fifth stipulation as follows: 5. FINAL PLAT: Upland's Industrial Park Union Pacific Land Resources Corporation (Upland) has submitted the Final Plat for their 30 -acre industrial park located west of Andover Park West and south of Minkler Boulevard extended. Several minor changes were made to the Preliminary Plat by the City Council and are reflected on this Final Plat. The Plat also depicts.a major revi- sion to the Preliminary Plat in that the Southern access road will be sold to Mr. William Boeing, Jr., constructed to City standards and dedicated to the City whereas it was previously planned to remain a narrow private access road of substandard construction. This was accomplished through the cooper -. ation of Upland, Mr. Boeing, and the City. Staff recommends the Planning Commission recommend the City Council approve the Final Plat in accordance with the following stipulation: Building Permits shall not be issued for any portion of Lots 8, 9, 10, and 11 prior to satisfactory improvement of the Southern . roadway or until such satisfactory improvement has been bonded or otherwise secured in a manner acceptable to the City Council. Councilman Saul asked if this section of the right -of -way would tie into the proposed path to Southcenter. He was told that it very possibly could. * MOTION CARRIED. This being the date set and proper notice having been published, Mayor Bauch explained that the purpose of the Public Hearing is to receive comments from interested parties on the preliminary plat submitted by Upland Industries. Mayor Bauch declared the Public Hearing open. Kjell Stoknes, OCD Director, gave the staff report. He explained that he and Steve Hall met with Mr. Dave Uhrich of Upland Industries and they have come up with the following recommendations: 1. Upland and the abutting property owners to the south shall cooperat and develop a joint public road on the south portion of the propert to be dedicated to the City. 2. The proposed Kalapuya Drive shall be extended westerly to provide at least 40. feet of pavement contact with the westerly lots. 3. Vehicular access to abutting properties on the northern 30 foot road and utility easement shall not be allowed. This shall so be stated on the final plat along with the recording numbers of all easements presently on the property. Tom Bernard, representing Cabot, Cabot & Forbes (land owner in the area requested the condition that the plat be approved with the understandin that no cost incurred would be transferred back or charged against other property owners in the area. Dave Uhrich explained that the development of the road on the south is a complicated problem as there are three property owners involved. Park Preliminary Plat, Continued He further stated that they would have no objection to a Resolution that would prohibit LID construction assessments against any other owners in the area except those that have agreed to construct the street. The construction of the middle street will be done by them at their expense. Mr. Stoknes stated that the solution of the right -of -way to the south is the best long run solution. He stated they will be getting together with the City Attorney to develop the legal frame work that is necessary. Mrs. Joanne Davis, 5906 So. 144th, asked if any thought had been given to plans for sidewalks? Mr. Uhrich stated that the street proposed on the north side will have sidewalks. Steve Hall, Public Works Director, explained that at this time sidewalks would not be required on the south access road primarily because this would be for truck service. Mr. Uhrich asked Council to consider changing the name of the street from Kalapuya Drive to Upland Drive. There being no further audience comments, Mayor Bauch closed the Public Hearing. Salary Adminis- tration Plan NEW BUSINESS Comprehensive Land Use Plan Mayor Bauch explained that a petition for annexation had been received from Elmire and Ramon Bradley for property located in the vicinity of South 134th Street and 48th Ave. South. Councilman Hill explained that they would like to set dates to start hearings on the Comprehensive Plan in sections. Councilman Van Dusen noted that the Public Safety Committee is working on a noise ordinance and he explained that now is the time to take this into account and include it in the Comprehensive Plan if the City wants to prevent noise problems in the future. He suggested asking Mr. Peter A. Breysse, Associate Professor from the University of Washington, to attend a meeting to speek on this subject. Councilman Hill suggested that the City map be divided into four sections and publish the schedule and the dates the sections will be discussed. This will allow people interested in a particular section to attend just those meetings. Mr. Stoknes suggested that Council address the areas of conflict and resolve those first so, he recommended holding the Public Hearing on the entire document. Mayor Bauch pointed out that there is a narrative to the plan.' Council needs to address itself to this policy part and be sure you agree with this part before reviewing the maps. He stated that he agees with Councilman Hill in that the Commercial Area and that area along Interurban will resolve itself quite fast. There seems to be some areas of contention in the Residential? Area. He agreed that it was a good idea to divide the Industrial and the Residential Areas.
