This office has inspected the above- referenced projects to determine com-
pliance with Planning Commission requirements established under Board of.
Architectural Review.
Project #310: Roof - mounted equipment is visible from the opposite side
of the adjacent street and therefore must be architecturally
screened.
Project #356: Roof - mounted equipment is not visible from the opposite
side of the adjacent street.
Project #362: Roof - mounted equipment is visible from the opposite side
of the adjacent street and therefore must be architectur-
ally screened.

RE: Landscape Plans for Southcenter South #310, 343, 356, 362
Dear Ed:
The Tukwila Planning Commission at its regular meeting conducted 28 July
1977, reviewed the landscape plans submitted for the above - referenced
projects.
The Commission, sitting as Board of Architectural Review, approved each
plan individually and with conditions as respectively described below.
#310: Subject to treatment of the north yard with acceptable live
groundcover.
#343: Subject to modification to identify the River Zone treatment as
set forth in the Shoreline Master Program and'approved by the
Planning Division.
#356: Subject to treatment of the southwest and north yards with
acceptable live groundcover.
#362: Subject to treatment of the west yard with acceptable live
groundcover.
The revision required on the plan for #343 must be accomplished prior
to issuance of Occupancy Permit.

Motion, as amended, carried.
Upon general concensus of the Planning Commission, Chairman Kirsop directed
that Staff forward a recommendation, in behalf. of the Commission, to the
Short Subdivision Committee with regard to the desired roadway access to
serve the westerly portion of the south parking area.
Site Plan: Addition to Ivy Warehouse
Mr. Crutchfield read the Staff Report and explained the recommendation for
revisions.
Mr. Uhrich, Upland, questioned the potential non - maintenance of the rail
easement area if the fence is erected as planned.
Motion by Mrs. Avery and seconded by Mr. Sowinski to approve the plan with
the following stipulations:
1. Should the rear yard be used for outdoor storage, the fence be of
a screening nature.
2. Elimination of the center curb cut and relocation of southern curb
cut to a position no closer than 20 feet to the corner property line.
3. Provide 45 parking spaces to be designed for 90° parking.
4. Exterior treatment of the South elevation complement the East elevation.
5. BAR approval of a detailed landscape plan prior to issuance of
Occupancy Permit to include a 5 -foot landscape strip parallel to
south property line.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to amend the motion
as follows:
3. Provide a minimum of 45 parking spaces designed for 900 parking l
moving the building rather than at the expense of the planned land-
scape areas.
6. Architectural screening of roof - mounted equipment.
Motion, as amended, carried.

Mr. Crutchfield read the Staff Report explaining the previous requirement
under site plan review for this project to include live groundcover in the
west yard.
Mr. Ed Hunt, McCann Development Corporation, explained the intended ground -
cover is field grass in a properly maintained condition.

Considerable discussion ensued amongst Commissioners with respect to types
of groundcover and maintenance.
Motion by Mr. Hartong and seconded by Mr. Sowinski to approve the landscape
plan subject to treatment of the north yard with acceptable live groundcover.
Discussion on the motion with respect to what constitutes "acceptable live
groundcover" led to the conclusion by the Commission as a whole that field
grass is acceptable but that it must be properly maintained.
Motion carried.
Landscape Plan: Southcenter South #343
Mr. Crutchfield read the Staff recommendation.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the
landscape plan subject to modification to identify the River Zone treatment
as set forth in the Shoreline Master Program and approved by the Planning
Division.
Landscape Plan: Southcenter South #356
Mr. Crutchfield read the Staff recommendation.
Motion by Mrs. Avery, seconded by Mr. Hartong and carried to approve the
landscape plan subject to treatment of the southwest and north yards with
acceptable live groundcover.
Landscape Plan: Southcenter South #362
Mr. Crutchfield read the Staff recommendation.
Motion by Mr. Richards, seconded by Mr. Hartong and carried to approve the
landscape plan subject to treatment of the west yard with acceptable live
groundcover.
Site Plan Revision: Southcenter South #377
Mr. Crutchfield read the Staff Report and a letter from Ed Hunt, McCann
Development Corporation, explaining the requested revision.
Mr. Richards noted that if the parking spaces indicated in the storage yard
are used for parking, then theyare not useable for storage. Therefore, why
have them in the storage yard. If the parking space indicated in the storage
yard are not used for parking but are used for storage, then the building is
in effect obtaining an indirect variance from the minimum number of required
parking spaces.

AGENDA ITEM V C . Landscape Plan: Southcenter South #310 (McCann)
The landscape plan for Project #310 identifies Norway Maples as the
principal street tree and shrubs along the East face of the Building.
Commission approval of the site plan in April 1977 required treatment of
the North 30 -foot yard with live groundcover. This landscape plan fails
to identify such. The irrigation plan is adequate.
Staff recommends approval subject to treatment of the North 30 -foot yard .
with acceptable live groundcover.

The Tukwila Planning Commission, at its regular meeting conducted 28 April
1977, reviewed the plans submitted for your Project #310 located in South-
center South Industrial Park.
The Commission, sitting as the Board of Architectural Review, approved the
revised site plan and elevations with the following stipulations:
1. Treatment of the north 30 -foot yard with live groundcover.
2. Planning Commission review and approval of detailed landscape
plan prior to issuance of Occupancy Permit.
3. Architectural screening of roof - mounted equipment.
Application for Building Permit must reflect these revisions and it is
suggested that the landscape plan be submitted to this office at least
30 days before intended occupancy.

McCann Development Corporation has submitted plans for its Project #310 to
be located on Olympic Avenue South in the Southcenter South Industrial Park.
The 3 -acre site is proposed to contain an industrial building of ±65,000.
square feet and 120 parking spaces. Also, the site plan indicates two (2)
30 -foot curb cuts near the north end of the site, separated by a 16 -foot
diameter circle curb. Additionally, the 20 parking spaces located in the
southwest corner of the site are proposed to be gravelled as is the 30 -foot
yard along the north property line.
Staff recommends approval of Project #310 only if conditioned with the
following stipulations:
1. Revision of curb cuts at north end of site to reflect one (1)
curb cut at a width of 40 feet.
2. Extension of pavement to include the southwesterly twenty parking
spaces.
3. Treatment, with live groundcover, of the north 30 -foot yard.
4. Planning Commission review of detailed landscape plan prior to
issuance of Occupancy Permit.

Mr. Crutchfield displayed and explained site plan and read the Staff Report on
this item.
Mr. Tom Croonquist, architect, indicated the north 30 -foot yard would be better
left in a natural state rather than landscaped.
Discussion as to why the 30 -foot yard was provided. Mr. Crutchfield noted the
UBC dictates the 30 -foot yard due to building classification.
Mr. Crutchfield also noted .a general policy implication through past approvals
that building expansion areas need not necessarily be landscaped but required
yard areas are normally required to be landscaped.
Mr. Richards questioned screening of roof - mounted equipment. Commission and
Mr. Croonquist discussed intent of screening requirement to mean that such
equipment be screened from view gained from other side of adjacent street.
Motion by Mr. Richards, seconded by Mr. Sowinski and carried to approve the revised
site plan and elevations with the following stipulations:
1. Treatment of the north 30 -foot yard with live groundcover.
2. Planning Commission review and approval of detailed landscape plan
prior to issuance of Occupancy Permit.
3. Architectural screening of roof - mounted equipment.
Site Plan: Warehouse on Andover Park West (Ivy)
Mr. Crutchfield displayed and explained site plan and read Staff Report for
this item.
Discussion centered on the truck door on the north wall which was recommended
by Staff to be moved due to the effect on internal circulation.
Mr. David Huffman, representing the architect and Mr. Ivy (owner), submitted
an alternative which included the reduction of the 15 -foot landscape strip to
allow maneuvering space around the truck using the truck door on the north
wall. Mr. Richards questioned the necessity to have the truck situated
perpendicular to the building.
Mr. Huffman presented a second alternative design for the particular truck
door which would maintain the 15 -foot landscape strip and internal circulation
by extending a dock to allow the truck to park parallel to the building.
Discussion followed regarding exterior treatment and parking along the north
property line.
