This office has inspected the above - referenced projects to determine com-
pliance with Planning Commission requirements established under Board of,
Architectural Review.
Project #310: Roof - mounted equipment is visible from the opposite side
of the adjacent street and therefore must be architecturally
screened.
Project #356: Roof - mounted equipment is not visible from the opposite
side of the adjacent street.
Project #362: Roof - mounted equipment is visible from the opposite side
of the adjacent street and therefore must be architectur-
ally screened.

RE: Landscape Plans for Southcenter South #310, 343, 356, 362
Dear Ed:
The Tukwila Planning Commission at its regular meeting conducted 28 July
1977, reviewed the landscape plans submitted for the above - referenced
projects.
The Commission, sitting as Board of Architectural Review, approved each
plan individually and with conditions as respectively described below.
#310: Subject to treatment of the north yard with acceptable live
groundcover.
#343: Subject to modification to identify the River Zone treatment as
set forth in the Shoreline Master Program and 'approved by the
Planning Division.
#356: Subject to treatment of the southwest and north yards with
acceptable live groundcover.
#362: Subject to treatment of the west yard with acceptable live
groundcover.
The revision required on the plan for #343 must be accomplished prior
to issuance of Occupancy Permit.

Considerable discussion ensued amongst Commissioners with respect to types
of groundcover and maintenance.
Motion by Mr. Hartong and seconded by Mr. Sowinski to approve the landscape
plan subject to treatment of the north yard with acceptable live groundcover.
Discussion on the motion with respect to what constitutes "acceptable live
groundcover" led to the conclusion by the Commission as a whole that field
grass is acceptable but that it must be properly maintained.
Motion carried.
Landscape Plan: Southcenter South #343
Mr. Crutchfield read the Staff recommendation.
Motion by Mr. Richards, seconded by Mr. Bowen and carried to approve the
landscape plan subject to modification to identify the River Zone treatment
as set forth in the Shoreline Master Program and approved by the Planning
Division.
Landscape Plan: Southcenter South #356
Mr. Crutchfield read the Staff recommendation.
Motion by Mrs. Avery, seconded by Mr. Hartong and carried to approve the
landscape plan subject to treatment of the southwest and north yards with
acceptable live groundcover.
Landscape Plan: Southcenter South #362
Mr. Crutchfield read the Staff recommendation.
Motion by Mr. Richards, seconded by Mr. Hartong and carried to approve the
landscape plan subject to treatment of the west yard with acceptable live
groundcover.
Site Plan Revision: Southcenter South #377
Mr. Crutchfield read the Staff Report and a letter from Ed Hunt, McCann
Development Corporation, explaining the requested revision.
Mr. Richards noted that if the parking spaces indicated in the storage yard
are used for parking, then they are not useable for storage. Therefore, why
have them in the storage yard. If the parking space indicated in the storage
yard are not used for parking but are used for storage, then the building is
in effect obtaining an indirect variance from the minimum number of required
parking spaces.

Landscape Plan: Southcenter South #356 (McCann)
The landscape plan for Project #356 includes Norway Maples along the
streets and shrubbery along the building. It does not address ground -
cover of the Southwest and North yards as required by the Commission on
11 May 1977. The irrigation plan is adequate.
Staff recommends approval subject to treatment of the Southwest, and North
yards with acceptable live groundcover.

Dear Sir:
The Tukwila Planning Commission, at a Special Meeting conducted 11 May
1977, reviewed the plans submitted for your Project #356 located in
Southcenter South Industrial Park.
The Commission, sitting as the Board of Architectural Review, approved
the plans for Project #356 with the following stipulations:
1. Northeast curb cut be located a minimum of twenty (20) feet from
side property line.
2. Southwest and north yards be treated with live groundcover.
3. Complementary exterior treatment of north elevation.
4. Architectural screening of roof - mounted equipment.
5. Planning Commission review and approval of detailed landscape
plan prior to issuance of Occupancy Permit.
6. The site plan is subject to revision as may be required as a
consequence of short subdivision review.
Application for Building Permit must reflect these stipulations and it is
suggested that landscape plans be submitted to this office at least 30 days
before intended occupancy.

Site Plan: Southcenter South Project #343
Mr. Crutchfield displayed the site and elevation drawings for Project #343 and
read the Staff Report.
Mr. Croonquist explained the intended concept for exterior treatment to include
painted or textured concrete.
.
Commission questioned the non - extension of the roadway to the west. Mr. Crutch-
field pointed out that the recent Subdivision Code and required review thereunder
will address appropriate extension of utilities and roadways. Commission continued
discussion of the roadway, its relation to the curb cut with respect to safety,
and future development.
Commissioner Avery arrived at 8:50 P.M. and Chairman Kirsop briefed her regarding
this subject.
Mr. Croonquist and Commission discussed parking revision to complement the Shore-
line Master Program and provide enough for commercial use.
Motion by Mr. West, seconded by Mr. Sowinski and carried to approve the plans for
Project #343 with the following stipulations: .
1. Parking be provided at the rate of 1 space for each 400 square feet of
gross floor area or fraction thereof.
2. Complementary exterior treatment of elevations.
3. Treatment of River Zone in accordance with Shoreline Master Program.
4. Planning Commission review and approval of detailed landscape plan
prior to issuance of Occupancy Permit.
5. The site plan is subject to revision as may be required as a conse-
quence of short subdivision review.
6. In the event of westerly extension of the adjacent roadway, the curb
cut for the parking area be relocated westerly.

Mr. Crutchfield displayed and explained the site and elevation drawings for
Project #356 and read the Staff Report.
Commission again focused on extension of roadway and potential need for cul-
de -sac. Mr. Crutchfield again explained the purview of the Subdivision ordi-
nance and that the Commission's approval of the site plan should be subject to
revision in order to accomodate any requirements imposed as a result of subdi-
vision review.

Motion by Mrs. Avery, seconded by Mr. Sowinski and carried to approve the plans
for Project #356 with the following stipulations:

Site Plan: Southcenter South Project #377
Mr. Crutchfield displayed and explained the site and elevation drawings for
Project #377 and read the Staff Report.
Commission noted the poor access provided to this lot as a consequence of
ending the roadway at the rail line. Also discussed storage area and need
for screening. Mr. Crutchfield again noted Subdivision review should resolve
the question of adequate access.
Motion by Mr. Sowinski and seconded by Mrs. Avery to approve the plans for
Project #377 with the following stipulations:
1. The number of parking spaces required by code be provided outside
the designated storage area.
2. Architectural screening of roof - mounted equipment.
3. Treatment of River Zone in accordance with Shoreline Master Program
to include screening of storage area.
4. Provision of landscape concentration at east end of the north property
line.
5. The site plan is subject to revision as may be required as a consequence
of short subdivision review.
6. Access to roadway to be resolved in conjunction with subdivision review.
Motion carried with Mr. West voting NO.
