I believe the above- referenced business license is for the buildings on Andover Park East known as the Prudential Buildings. I would like these people referred directly to the Planning Department for review of the following item: 1. Parking in these buildings was not provided for retail use, but for warehouse use with some related office space. Based upon this, I could not approve a business license until I get a accurate loca- tion of the proposed use in the structure and the parking stalls that would be assigned to that use. . In summary, I am recommending that you not issue the above business license and refer them to the Planning Department for more detailed information. If this does not occur through lack of cooperation by the applicant, I would intend to ask the matter be brought before the License Committee for a formal rejection of the business license by the City of Tukwila. Plc £ The regular August meeting of the Tukwila Planning Commission was called to order at 8:10 P.M. by Chairman Kirsop with Commissioners Hartong, Bowen, So- winski and West present. Commissioners Avery and Richards were on vacation. Fred Satterstrom and Gary Crutchfield represented the Planning Division. Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the minutes of the 28 July regular meeting as prepared. Motion by Mr. Sowinski, seconded by Mr. West and carried to approve the min- utes of the 11 August special meeting as prepared. CITY COUNCIL ACTIONS: Mr. Crutchfield read the Staff Report explaining several planning- related actions taken by the City Council in the past month. Mr. Satterstrom explained the City Council had conducted more hearings on the proposed Comprehensive Plan and Staff anticipates adoption in September. BOARD F ARCHITECTURAL REVIEW: . Site Plan: Prudential Buildings A & B Mr. Crutchfield displayed plans and read the Staff Report explaining the recommendations. Mr. Tom Bracken, Prudential, stated his agreement with all recommended stipu- lations except that of #2 since the elevations already indicate such. Mr. Crutchfield acknowledged the error and deleted #2 from the Staff recom- mendation. Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the plans with the following stipulations: 6230 Southcenter Boulevard • Tukwila, Washington 98188 a (206) 242 -2177 Planning Commission Page 2 Minutes 25 August 1977 1. Both curb cuts be 40 feet wide and those parking spaces consequently affected be deleted. 2. Architectural screening of roof - mounted equipment. 3. Planning Commission review and approval of detailed landscape plan prior to issuance of Occupancy Permit. 4. This site plan is subject to revisions as may be required subsequent to Subdivision review. B. Landscape Plan: McCann Project #293 Mr. Crutchfield displayed the landscape plans and explained their contents. Chairman Kirsop indicated the length of the building should be broken by in- clusion of a minimum number of landscape areas. Mr. Crutchfield explained development pattern of this and neighboring complexes. Commission discussed need for additional planting areas. Motion by Mr. Hartong, seconded by Mr. Bowen and carried to approve the land- scape plan with the stipulation that a minimum of four (4) landscape areas be provided along the west elevation in addition to the two (2) transformer land- scape areas. C. Landscape Plan: McCann Project #368 Mr. Crutchfield displayed and explained the landscape plan and suggested land- scape breakup of building length along west elevation. Motion by Mr. Hartong, seconded by Mr. Bowen and carried to approve the plans with the following stipulations: 1. Street trees not be located more than 30 feet apart. 2. Provide a minimum of two (2) landscape areas along the west elevation. NEW BUSINESS: A. PUBLIC HEARING: REZONE, R -1 to C -2 (Skarbo) Mr. Crutchfield introduced this item and explained its location. Chairman Kirsop opened the Public Hearing at 9:00 P.M. and Mr. Crutchfield read the Staff Report. Mr. John Mahlum, architect, stated his objection to.Findings #4 and #6 in that the property is virtually level for the most part and noticeably slopes only in the very rear of the site. Also, the site is virtually void of trees excepting the very rear portion of the site. Submitted topographical survey and two photo- graphs of the site. 25 August 1977 AGENDA ITEM V A CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 8:00 P.M. Site Plan: Prudential Buildings A & B A 213,000 square foot site located between the Nordstrom Distribution Center and Cabot, Cabot & Forbes property west of Andover Park East is proposed to contain 2 multi- tenant warehouse buildings containing ±93,000 square feet of floor area. Building A, situated nearest Andover Park East, is approximately 36,000 square feet and well setback from the street and side lot lines. Building B, situated in the rear of the site, is approximately 56,000 square feet. A distance of 128 feet separates the two buildings to provide for truck maneuvering space as all truck doors are so located. Truck activities will not take place in front of Building A. Building A is approximately 24 feet in height while Building B is approxi- mately 30 feet in height. The exterior treatment will consist of sand- blasted and stained concrete tilt -up panels with stained cedar siding and glu -lam beams at each tenant entry. The plan provides 117 parking spaces for the 94 required and the landscape areas provided are appropriate. The two 30 -foot wide curb cuts may be too narrow to allow ease of truck maneuvering and may result in damaged curbs and landscaping. Staff recommends approval of the Site Plan with the following stipulations: 1. Both curb cuts be 40 feet wide and those parking spaces consequently affected be deleted. 2. Exterior treatment of North elevation of Building A complement the exterior treatment of the West elevation. 3. Architectural screening of roof - mounted equipment. 4. Planning Commission review and approval of detailed landscape plan prior to issuance of Occupancy Permit. 5.
