for Skarbo Furniture, Tukwila
The Tukwila Planning Commission, at its regular January meeting,
reviewed the revised development plans for the proposed Skarbo
Furniture facility.
The Commission, sitting as the Board of Architectural Review,
approved the revised plans with the following stipulation in
addition to those assigned 22 September 1977:
Exterior treatment of the penthouse shall complement
the basic structure.
Application for building permit should reflect'all stipulations
assigned by the Planning Commission. Should you have any questions,

Subject: Project Revision
Dear Mr. Crutchfield:
Attached please find two (2) copies of Drawing A300 Building & Site Plans,
Elevations and Sections, Revised 5 January 1978 to show an added 3rd Story
apartment unit. These are submitted for architectural review and approval.
Since the previous review and approval of the project, the Owner has decided
to plan an apartment atop the store building for his own use. We understand
such a plan represents a significant change requiring your approval. There
are nb other significant changes to the project since your last approval.
We trust this information is as you require. Please advise if there are any
questions.

Revised Development Plans: Skarbo Furniture
Plans for this development were approved by the Planning Commission in September
1977 with the conditions noted in Exhibit A.
Plans have been revised to include a penthouse atop the proposed building. As
such, the total building height does not exceed 30 feet and conforms to the
C -2 regulations. Elevation drawings indicate the penthouse to be set back to
the rear of the building and indicate it will not be visible from the east side
of Southcenter Parkway.
Staff recommends approval of the building addition with the additional stipula-
tion that exterior treatment of the penthouse complement the basic structure.

Commission also concluded that any site revisions should be submitted to the
Planning Commission.

Mr. Crutchfield read the Staff Report and explained the proposed revisions.
Mr. John Mahlum, architect, noted care had been exercised in the design of the
penthouse addition so as to complement the basic structure.
Mr. Richards noted potential conflicts of truck maneuvering with parked automobiles.
Mr. Mahlum stated the truck deliveries at night may conflict with certain parking
spaces but will be controlled.
Motion by Mr. Bowen, seconded by Mr. Sowinski and carried to approve the penthouse
addition with the additional stipulation that exterior treatment of the penthouse
complement the basic structure.
Development Plans: Foster's Unusual Furniture
Mr. Crutchfield read Staff Report and explained proposed development drawings.
Also presented revised recommendation.
Mr. Al Sasonoff, architect, read letter from Terry and Lynn Foster explaining their
regrets for being unable to attend due to business conflicts. Mr. Sasonoff stated
agreement with the staff recommendation and presented a rendering of the exterior
treatment. Explained materials to be metal roof similar to Colonial II which he
had designed. Walls would be principally rough -sawn 1" x 4" cedar, diagonal, and
concrete. Also presented general landscape scheme.
Commission discussed driveway, landscaping, grading and access.
Upon inquiry, Mr. Crutchfield explained the westerly residence would remain but
staff had received letter from Foster's certifying the entire tract was devoted
to this proposal.
Motion by Mrs. Avery, seconded by Mr. Bowen and carried to approve the development
plans with the following stipulations:
1. Exterior treatment of structures be approved by the Planning Commission
prior to issuance of Building Permit.
2. Detailed landscape plans, to include automatic irrigation, be approved
by the Planning Commission prior to Occupancy Permit.
3. The landscape plan shall also identify method of treatment of any land
area affected by grading /filling activities associated with these plans.
4. Outside storage and trash receptacles shall conform to Ordinance #809.
5. Dedication of necessary right -of -way be accomplished prior to issuance
of Building Permit.

Dear Mr. Skarbo:
The Tukwila Planning Commission, at its regular meeting conducted 22 Septem-
ber 1977, reviewed the site and elevation plans proposed for the Skarbo
development on Southcenter Parkway in Tukwila.
The Commission, sitting as the Board of Architectural Review (BAR), approved
the plans as presented with the following stipulations:
1. Any roof - mounted equipment be architecturally screened.
2. A detailed landscape plan, to include treatment of the southwest
corner of the lot and sidewalk along Southcenter Parkway, be
reviewed for approval by the Planning Commission prior to issuance
of Occupancy Permit.

construction company office will be there and he anticipates other professional
and service type of offices as well.
Mr. Crutchfield explained staff recommendation' would strictly limit the kind of
uses on the property.
There being no further public input, Vice- Chairman Richards closed the public
hearing at 8:55 P.M.
Motion by Mr. Hartong and seconded by Mr. Bowen to recommend, based on the
25 August 1977 Staff Report and after due consideration of testimony during
the public hearing, the City Council reclassify the subject parcel from R -4
to C -1 with the following stipulations:
1. Vehicular ingress /egress from Southcenter Boulevard is specifically
prohibited.
2. Development of the property under the C -1 classification shall be
limited to a single office building which may contain commercial
service uses customarily incidental to office use.
3. Development plans, including but not limited to site, elevation, land-
scape and building materials shall be subject to review and approval
of the Planning Commission sitting as the Board of Architectural Review
as established in Chapter 18.32 of the Tukwila Municipal Code. The
express purpose of such review is to ensure the development design
complements the residential neighborhood.
4. The owner, his heirs, successors and assigns, shall equitably partici-
pate in any future LID for improvement of the forty (40) foot wide
right -of -way adjacent the northeast property line.
Mrs. Avery expressed her concern that the residential properties not be financially
affected by this rezone.
Motion by Mrs. Avery and seconded by Mr. Sowinski to amend the motion to include
the statement that adjacent residential properties shall not incur any costs as
a result of reclassification of this parcel.
Vote on Motion to Amend: Ayes - 2; Nays -.2; Vice- Chairman Richards voted Nay.
MOTION TO AMEND FAILED.
Vote on Motion: Ayes - 2; Nays - 2; Vice - Chairman Richards voted Aye. MOTION
CARRIED.

Mr. Nordfors, architect representing applicant, stated the truck maneuvering
will be no problem since they receive goods at night and the longest vehicle
is a 22 ton truck. The building will be wood -frame with stained cedar siding
exterior. Partial excavation in southwest corner in conjunction with construc-
tion will be revegetated in accordance with the rezone restrictions. No air
conditioning is planned but the building does include a parapet which should
screen any of the minor equipment which might be installed.
Motion by Mr. Bowen, seconded by Mrs. Avery and carried to approve the plans
with the following stipulations:
1. Any roof - mounted equipment be architecturally screened.
2. A detailed landscape plan, to include treatment of the southwest
corner of the lot and sidewalk along Southcenter Parkway, be reviewed
for approval by the Planning Commission prior to issuance of Occupancy
Permit.
NEW BUSINESS:
PUBLIC HEARING: CONDITIONAL USE PERMIT (Doubletree Inn)
Mr. Crutchfield explained the environmental review of this project has not been
completed and requested the Planning Commission formally postpone this hearing
until the next regular meeting.
Mr. Timothy DuBois, Manager of Doubletree Inn, stated his firm fully intends
to submit all the information necessary to facilitate staff's completion of
environmental review within the next week and., due to financial factors and
timing, requested the Commission conduct a special meeting earlier in October.
Mr. Crutchfield stated that although he could not commit the environmental
review to be completed by a certain date he anticipates its completion in
early October if all necessary information . is received next week.
Motion by Mrs. Avery, seconded by Mr. Sowinski and carried to postpone this
public hearing until 8:00 P.M.,Thursday, 13. October 1977 in the City Council
Chambers to allow for completion of the environmental review.
ANY OTHER BUSINESS:
Vice - Chairman Richards noted a proliferation of commercial trucks being parked
out near the . street at Parkway Plaza in direct violation of the Sign Code.
Mr. Crutchfield explained the Board of Adjustment had complained about the same
subject twice before and the Building Officer had notified the Planning Division
that the Sign Code is "hazy" on this subject and even if explicitly prohibited,
the Building Division does not have the manpower to enforce it.

AGENDA ITEM V A • Site Plan - Skarbo Furniture
Skarbo Furniture has proposed construction of a furniture outlet of approxi-
mately 18,000 square feet essentially containing two (2) floors. The first
floor is to be used for commercial display and sales area while the bulk of
second floor is to be used as warehouse area. This results in a parking
requirement of 36 spaces and the plan provides 38 spaces.
The side yard setback requirement of 8 feet adjacent to an R -1 zone has been
relieved by the Board of Adjustment through a variance granted 1 September
1977. The building is generally situated in the southwest corner of the property
to provide a setback similar to the CM zone across the street. The elevations
of the building neither indicate any roof - mounted equipment nor materials for
exterior treatment. The southwest corner of the lot (essentially located above
the 35 foot elevation) will be somewhat disturbed during construction and its
reclamation should be included in a detailed landscape as well as a sidewalk
along Southcenter Parkway. The parking area is useable in terms of automobiles .
but appears to be somewhat tight with respect to truck maneuvering.
Staff recommends approval of the site plan with the following stipulations:
1. Any roof - mounted equipment be architecturally screened.
2. A detailed landscape plan, to include treatment of the southwest
corner of the lot and a sidewalk along Southcenter Parkway, be
reviewed for approval by the Planning Commission prior to issuance
of Occupancy Permit.
