AGENDA ITEM V D Roadway Dedication - Southcenter Corporate Square Streets
The owners of the Southcenter Corporate Square development have requested that the
City of Tukwila accept dedication of two unnamed cul -de -sac streets in that devel-
opment. Southcenter Corporate Square is an office complex located immediately
south of the City Light Pond on the west side of Andover Park West.
Pursuant to TAM 2.36.060, the dedication of streets requires Planning Commission
review and a recommendation to the City Council.
Attached to the staff report is a memorandum from the Public Works Director which
recommends the roadway dedication be approved. Also attached is a letter from
Douglas Palmer, property representative, which requests the City to accept dedi-
cation of the roadway and a letter from Jon Stack, road inspector, certifying
proper construction of the roadways.
For the Planning Commission's information, a Binding Site Improvement Plan (BSIP).
was approved by the Short Subdivision Committee for Southcenter Corporate Square
in October 1977 and a revised B.S.I.P. was approved in January 1978. A copy of
the revised B.S.I.P. is attached as Exhibit E. The inscriptions on the recorded
B.S.I.P. require the owner to dedicate all utilities and roadways without cost to
the City within one year from completion of construction of the utility and road -
way systems. The anniversary date of this completion falls in June 1979.
Staff recommends that the Planning Commission recommend the City Council accept
the dedication of the roadways within Southcenter Corporate Square contingent upon
completion of the required legal documents.

Attached is a request from Douglas S. Palmer, Jr. on behalf of Westcoast
Freeholds, owner of Corporate Square development, to the City of Tukwila to
accept dedication of the two cul -de -sac streets in that development. Also .
attached is a letter from Jon Stack of Harstad indicating that final inspection
has been completed and that the construction was completed in accordance with
the City's specifications and standards per the approved plans.
In conformance with T.M.C. 2.36.060, I am submitting this request to the
Planning Commission for their recommendation to the City Council. I have
included a set of plans for this project for the Commission's review.
It is my recommendation that, contingent upon completion of the legal docu-
ments required, this roadway dedication be approved and accepted by the City.
If you have any questions or require further information, please do not hesitate

Dedication of Two Cul -de -Sac Roadways
Per the request of Larry Hard, attorney for the City of Tukwila,
this is to request, on behalf of Westcoast Freeholds, owner of
the Southcenter Corporate Square property located in Tukwila,
as shown in that Binding Site improvement Plan recorded in
Volume 1 of Binding Site Improvement Plans, pages 4 and 5, Records
of King County, Washington, that you undertake a final inspection
of the two cul -de -sac roadways located on such property for
purposes of dedication thereof to the City. As you are aware,
under the inscriptions of the Binding Site Improvement Plan the
two .:Dad:,: a`F1 s are to be ded i cated to the city '•: i thi n one year of
completion of construction.
I look forward to receiving word as soon as such inspection has
been completed. In this connection, it is noted that the comple-
tion of construction was in June of 1978, and thus the dedication
must be made by June of this year. Accordingly, it would be
appreciated if the inspection could be expedited to allow the
dedication to take place within the required time period.

Re: Corporate Drive Construction and Corporate Drive South Construction
Gentlemen:
Westcoast Construction Company has completed the construction of Corporate
Drive South as of June 30, 1978, except for manhole No. 2 which needed one
additional step and the ring and grate reinstalled. Since that time a final
inspection on July 10, 1978, indicated that those two remaining items were
done ano it is our recommendation that the City of Tukwila accept the project.
Corporate Drive has been completed in accordance with the approved plans
and specifications and it is our recommendation that this project also be
accepted by the City of Tukwila.

MEETING WITH McCANN'S REPRESENTATIVES FOR THE PROJECT SOUTHCENTER CORPORATE SQUARE
The meeting was started at approximately 3:00 with the present people present: Lo-
well Gordon, Bill Swanson, Ed Hunt, Dick *Reeves from Wilsey & Ham,
expeditor from McCann whose name is Ken Johnson, Jim Hoel, Al Pieper,
Fred Satterstrom, Hubert Crawley, Terry Monaghan and Kjell Stoknes.
The meeting was organized for several reasons. These were primarily as follows:
1. To get an overall plan of attack from McCann Co.
2. To determine when the utility drawings would be made available.
3. To make decisions regarding the temporary parking lot.
4. To make decisions regarding the occupancy of buildings 1 and 2.
5. To establish the guidelines for what needs to be received prior to issuance
of building permits for buildings 5 through 9. (The permit for buildings
3 and 4 has been issued).
6. To clarify procedures that are being used by the City in authorizing various
approvals and occupancies.
Mr. Lowell Gordon of McCann Co. explained the overall scope of the project indicating
the following:
1. Buildings 1 and 2 - These are now completed and the first floor is now occupied.
It was noted that occupancy of the first floor of building 1 had been verbally
authorized by Al Pieper, Building Official. It is their intent to have these
two buildings in stages fully occupied by June 1.
2. Buildings 3 and 4 - These are the next buildings to be constructed and pro-
jected for occupancy by June 1, 1978.
3. Buildings 7 and 9 - Projected for occupancy by June 15, 1978.
4. Buildings 5, 7, and 8 - Projected occupancy for June 30, 1978.
5. The parking lot on the southeast corner of the Southcenter Corporate Square
site is being constructed by the Boeing Co. at the Boeing Co. expense. This
parking lot is to be temporary until June 30, 1978 and this is the agreement
that the Boeing Co. has with the owners of Southcenter Corporate Square.
In discussing specifics, Dick Reeves of Wilsey & Ham indicated the following:
1. They have plans for Corporate Drive.
2. They do not have plans for the southern cul -de -sac.
2.. Buildings 5, 6, 7, 8 and 9 are all served as far as utilities go directly from
Andover Park West and not from the southern cul -de -sac. The southern cul -de -sac
contains one (1) fire hydrant, otherwise there are not utilities projected to be
located in it servicing the above referenced buildings.
3. Engineering calculations on fire flow for the western buildings had not been
calculated and varified to determine if there were adequate fire flows for the
buildings. Mr. Reeves indicated that this could be turn into the City by March
8, 1978. Bill. Swanson was indicated as the project person on this.

4. Kjell Stoknes indicated that the Office of Community Development can not
issue any building permits for buildings 5, 6, 7, 8 and 9 until written
approval of utilities for the site, fire hydrant location, and fire flow
calculations had been received by the appropriate city departments and
authorization to issue the permits received given by them to the Office
of Community Development.
Indications were from the representative from the McCann Co. that there was no
reason why this couldn't be accomplished during the week of March 6 through March 10,
1978. A target date for issuance of those permits was set for March 10.
Regarding the temporary parking lot on the southeastern portion of the property the
following were noted:
1. Public Works has issued a permit for street hauling.
2. The permit for the curb cut is to be issued by Public Works on March 8, 1978.
3. A permit must be applied for from Public Works by the applicant to connect to
the storm drainage system prior to issuance of the grading permit.
4. It was noted by Kjell Stoknes that one of the following alternatives would
need to be complied with regarding the construction of the parking lot:
a. No Planning Commission review, in which case the parking lot would
have to be built to the same standards and specifications as the
approved parking lot in the northwest corner of the property.
b. Planning Commission review required, if the parking lot is to be
built to a standard less than as specified in item a above. If
this is the case, the City would require a letter from the McCann
Co. or the owners indicating that they recognize the Planning
Commission review will be necessary that the Planning Commission
may require some additional changes, and that they hold the City
harmless for issuing the permit. This letter must be received by
the City prior to issuance of the grading permit.
Regarding the occupancy of buildings 1 and 2, the following items were noted:
1. A target date was set for issuing the occupancy permit certificate to build-
ings 1 and 2 of March 10, 1978.
2. It was noted that the requirements of the fire department and building depart-
ment were satisfactorily met.
3.. It was noted that the landscape plan has been reviewed and approved by the
Planning Commission. Any occupancy permit issued should be temporary until
the landscaping has been satisfactorily installed. A time period should be
established for completion of this on the actual occupancy permit consistant
with the Planning Commission requirements.
4. It was noted that the Planning Commission required screening of roof mounted
vents. Fred Satterstrom was requested to varify that this was completed.

Regarding the bonding of the road, it was jointly agreed that this should be a 150%
bond of the entire cul -de -sac to avoid running into the same type of problem when the
occupancy request for buildings 3 and 4 comes about several months from now. Mr.
Lowell Gordon of the McCann Co. agreed with this concept. This bond must be received
prior to issuance of the occupancy permit under wings 1 and 2. The City's bond form
was given to Mr. Ed Hunt for their use if they choose to.
Kjell Stoknes and Lowell Gordon discussed the fact that there had been many verbal
agreements made between the McCann Co. and the City. It was jointly agreed that all
actions in the future and agreements of any sort were to be done in writing. It was
felt by both parties that this would minimize the confusion and conflict between the
McCann Co. and the City.
These minutes represent my best recolection of the major points that occurred during
this meeting.

landscape plan proposed for the above referenced project.
The Commission approved the plan with the stipulation that all planting areas
be provided with automatic irrigation.
Compliance with the landscape plan and stipulation of approval should be achieved
prior to obtaining an Occupancy Permit.

scape drawings and building materials noting the plans had been revised because
the survey had shown less property than originally assumed by the applicant.
Mr. Gerald Schneider, applicant, stated his agreement with the Staff Report.
Mr. Simonds, 15460 - 65th Avenue South, asked if the revised building is the
same height as the previous plan.
Mr. Schneider stated yes.
Motion by Mr. West, seconded by Mr. Sowinski and carried to approve the site and
landscape plans, elevation drawings and building materials with the following
stipulations:
1. Provision'of deciduous street trees along 65th Avenue South planted at
a maximum of thirty (30) feet on center.
2. Provision of automatic irrigation in major landscape areas.
3. Use of live groundcover in lieu of "gravel mulch ".
4. Turn angle of parking provided along Bluff Street to emphasize the
circulation pattern.
5. Installation of appropriate safety curb along Bluff Street at the
expense of this property owner.
B. Development Plans: Southcenter South #364 (McCann)
Mr. Crutchfield read the Staff Report and explained the drawings.
Mr. Bill Swanson, McCann Development Corporation, stated he has no problem with
the Staff recommendation.
Motion by Mr. Sowinski, seconded by Mr. Hartong and carried to approve the devel-
opment plans with the following stipulations:
1. Approval of the plans does not include approval of the expansion areas
indicated thereon.
2. Relocation of the northwest curb cut to be at least twenty (20) feet
from the north property line.
3. Architectural screening of roof - mounted equipment.
4. Planning Commission review and approval of detailed landscape plan to
include method of treatment of north yard.
5. Approval is subject to approval of Boundary Line Adjustment.

Mr. Ed Hunt, McCann Development Corporation, stated agreement with the Staff recom-
mendation.
Motion by Mr. West, seconded by Mr. Sowinski and carried to approve the landscape
plan with the stipulation that all planting areas be provided with automatic irrigation.
D. Development Plans: Industrial Building at Minkler and Andover Park West
access to the narrow lot situated immediately north.
Chairman Kirsop asked if the adjacent narrow lot is intended for expansion of this
facility? Mr. Pike stated possibly in the future but not at this point.
Motion by Mr. West to approve the plans with the following stipulations:
1. Truck maneuvering shall not inhibit use of access by public safety
vehicles.
2. Architectural screening of all roof - mounted equipment.
3. Planning Commission review and approval of detailed landscape plan to
include treatment of side yard.
4. Treatment indicated for west elevation be applied to all elevations.
Motion DIED for lack of second.
Commission discussed parking problems associated with large number of small tenancies
and commercial /office uses occupying buildings designed for warehouse functions..
Mr. Pike pointed out the proposed building accomplishes only 30% coverage of the site.
Mr. Satterstrom pointed out that the rail easements and access easements should be
deducted from the useable site area. This will reflect a site coverage closer to 45 %.
Mr. Crutchfield explained the lot arrangement and potential functions and noted
conflicts.

AGENDA ITEM V C • Landscape Plan: Southcenter Corporate Square (Phase I )
Phase I of Southcenter Corporate Square is under construction and the land-
scape plan has been proposed for the two (2) office buildings.
Generally, the landscape strip along Andover Park West and Corporate Drive
will contain London Plane trees (deciduous) planted at 30 feet on- center and •
lawn. The planting areas adjacent the east elevations a're bermed 3 feet and
will contain Western White Pines (evergreen) and Honeylocusts amid lawn.
Western White Pines will also skirt the north and south elevations. The .
northern parking area contains Flowering Plums within Rock Rose planter areas.
Rock Roses are provided along the entire length of the north property line.
Automatic irrigation is extended in a general fashion but actual location of .
sprinkler extensions is dependent upon the contractor.
Staff recommends approval of the landscape plan with the stipulation that all
planting areas be provided with automatic irrigation.

The Tukwila Planning Commission, at its regular meeting of 27
October 1977, considered your request for variation from the con-
ditions imposed under Board of Architectural Review of Southcenter
Corporate. Square in July 1977. Specifically, you requested a
fabric for the pedestrian bridge canopy rather than the glass,
metal or wood stipulated by the Planning Commission.
The Commission, after due consideration of all information offerred
at the meeting, denied the request for variation and directed the
original stipulation prevail.

Mr. Robert Patrick, 4319 South 135th, asked the Planning Commission to dismiss the
application as invalid due to the nature of the use in relation to the surrounding
residential area.
B. PUBLIC HEARING: REZONE Unclassified to C -2 ( Gjerde)
Ms. Hazel Gjerde, applicant, stated she received the Staff Report Wednesday
afternoon and was unable to prepare rebuttal to the Staff recommendation.
Requested postponement to 17 November 1977.
Motion by Mr. Hartong, seconded by Mr. Bowen and carried to postpone the public
hearing until 8:00 P.M. Thursday, 17 November 1977.
Mr. Crutchfield noted the only remaining audience was the proponent of Southcenter
Corporate Square. Suggested they be heard prior to the hearing for H &CD Program.
Motion by Mrs. Avery, seconded by Mr. Richards and carried to hear Southcenter
Corporate Square.

Mr. Crutchfield explained the applicant proposes a fabric cover for the pedestrian
bridge rather than the glass, metal or wood required by the Planning Commission in
July 1977.
Commission discussed the color of the proposed fabric as well as the intent of the
Planning Commission requirement in July.
Motion by Mrs. Avery to accept the fabric proposed by the applicant in lieu of the
glass, metal or wood requirement in July. Motion died for lack of second.
Motion by Mr. Bowen and seconded by Mr. Richards to deny the proposed fabric and
reaffirm the previous glass, metal or wood restriction.*
Commission discussed different colors and rationale for consideration. Mr.
Richards noted that color, as a part of exterior treatment of buildings, is
certainly a part of architectural review, a primary function of the Planning
Commission when sitting as the Board of Architectural Review.
When questioned as to why the fabric in lieu of glass, metal or wood, the applicant
stated principal factor is economics — the fabric is much cheaper.
Commission again discussed color vs. material and intent of the restriction.
*Motion carried with Mrs. Avery voting NO.
Chairman Kirsop declared a 5- minutes recess.

8, 9, 10 or 11 prior to satisfactory improvement of the roadway
adjacent the south line of this Plat. Such improvement may be
bonded or otherwise secured in any manner acceptable to the City
Council but shall be in an amount equal to 150% of the estimated
cost of such satisfactory improvement.

Mr. Crutchfield read the Staff Report and briefly explained the site plan
and elevations.
Mr. Chris Kirk, architect, explained the buildings will be of wood -frame
construction.
Commission questioned access.to south parking area. Also discussed fire
protection (sprinklers) and landscaping.
Mr. Crutchfield noted the plan must yet be reviewed under the Subdivision
Code and that roadways will be addressed at that time.
Motion by Mr. Bowen and seconded by. Mrs. Avery to approve the plans for
Phase I with the following stipulations:
1. Approval of Phase I does not relieve Phase II from BAR review.
2. Roof- mounted equipment be architecturally screened.
3. Review and approval by BAR of detailed landscape plan prior to
issuance of Occupancy Permit.
4. BAR approval of this plan does not relieve compliance with the
Subdivision Code.
Motion by Mr. Richards, seconded by Mr. Hartong and carried to amend the
motion to include a fifth stipulation as follows:

Upon general concensus of the Planning Commission, Chairman Kirsop directed
that Staff forward a recommendation, in behalf of the Commission, to the
Short Subdivision Committee with regard to the desired roadway access to
serve the westerly portion of the south parking area.
Site Plan: Addition to Ivy Warehouse
Mr. Crutchfield read the Staff Report and explained the recommendation for
revisions.
Mr. Uhrich, Upland, questioned the potential non - maintenance of the rail
easement area if the fence is erected as planned.
Motion by Mrs. Avery and seconded by Mr. Sowinski to approve the plan with
the following stipulations:
1. Should the rear yard be used for outdoor storage, the fence be of
a screening nature.
2. Elimination of the center curb cut and relocation of southern curb
cut to a position no closer than 20 feet to the corner property line.
3. Provide 45 parking spaces to be designed for 90° parking.
4. Exterior treatment of the South elevation complement the East elevation.
5. BAR approval of a detailed landscape plan prior to issuance of
Occupancy Permit to include a 5 -foot landscape strip parallel to
south property line.

Dear Gary,
Enclosed are the items you mentioned in conjunction with our bridge
canopy on Southcenter Corporate Square and the review by the Planning
Commission. These include a sample of the fabric and some sheets out
of the working drawings showing the configurations of the canopy.
The manufacturer guarantees the fabric for five years and lists the
lifetime as 7 years. They say they have had no problems with the
color fading because it is integral with the material rather than
applied as a coating. We feel that the only precaution which must be
taken is to clean the canopy occasionally to remove the air -borne dirt
which becomes apparent on any smooth, man -made material.
Because the canopy design was conceived as a special design feature to
give the project more warmth and character and to articulate the main
entrances, it is very unlikely that the owner would let the fabric
become run -down.

Dear Mr. Kirk:
This office has reviewed the drawing submitted under your letter of 19 Septem-
ber 1977 regarding proposed identification at the Southcenter Corporate Square
development.
The single freestanding sign for identification of all eight buildings conforms
to the Tukwila Sign Code. While the inclusion of the architect /engineer /con-
tractor identification on a single sign rather than individually is in keeping
with the purpose of the Code, they are allowed only as temporary signs. There-
fore, they may be included on the sign only so long as the project is under
construction.
Completion of an application and remittance of the appropriate fee for the pro-
posed sign will allow issuance of a permit with the stipulation that the tem-
porary portions of the sign be painted out as explained in your letter.

AGENDA ITEM V A • Site Plan: Southcenter Corporate Square (Phase I)
The 20 -acre parcel of land located immediately south of the City Light
pond and west of Andover Park West has been purchased by a Canadian
Development firm who has applied for BAR review of their Phase I, two
2 -story office buildings on 2.4 acres at the Northeast corner of the parcel.
Each of the two office buildings will contain 20,000 square feet of floor
area which requires 124 parking spaces. The project includes 150 spaces,
well over the code requirement. The plan also indicates a Phase II will
consist of similar buildings which result in an office court complex.
Exterior treatment of the buildings is not specifically identified but
appears to be similar to other office buildings in Andover Park. This
project has not, as yet, been reviewed under the purview of the Subdivi-
sion Code and BAR approval should address that issue.
Staff recommends approval of the plan subject to the following stipulations:
