The Tukwila Planning Commission, sitting as a Board of Architectural Review
on 17 August 1978, reviewed the proposed service entry to the Schneider
office building located at 65th Avenue South and Southcenter Boulevard.
Please be advised that due to the removal of landscaping and possible
traffic hazard which the proposed service entrance would cause, the Plan-
ning Commission denied the site plan revision.
As applicant, you have the right of appeal to the City Council. You must
file this appeal with the City within 30 days of receipt of this letter.

Mr. Satterstrom read the staff report, explained displayed drawings and explained
condition #3 of staff report.
Mr. Ed Hunt, McCann Construction Company, stated he was sure that the parking
stalls would be a minimum of 9' x 20'. Mr. Hunt further explained the, site plan
and elevations.
Mr. Hunt mentioned that the building would be served by rail.
There was a discussion on truck maneuvering. Mr. Hunt assured the Commission
that trucks definitely would not be backing into the facility from the street.
MOTION BY MR. BOWEN AND SECONDED BY MR. SOWIiiSKI TO TABLE THIS ITEM UNTIL THE
NEXT MEETING TO ALLOW OWNER TO BE PRESENT.
MOTION BY MR. RICHARDS, SECONDED BY MRS. AVERY MD CARRIED TO AMEND THE ORIGINAL
MOTION TO REQUIRE A DIAGRAM, SKETCHED BY AN ARCHITECT, SHOWING HOW A LEGAL SIZED
SEMI -TRUCK WILL MANEUVER ICJ THE 65 FOOT AREA.
MOTION CARRIED AS AMENDED.
Mr. Hunt asked the Commission to reconsider this item and approve it with condi-
tions to meet requirements so work could continue.
The Commission generally agreed that they rather discuss the item further at the
next meeting where a detailed sketch of truck maneuvering and a larger site plan
would be available.
HNEIDER OFFICE BUILDING: SITE PLAN REVISION
Mr. Satterstrom read the staff report, read memorandum from Terry Monaghan, Public
Works Director (Exhibit "B" of staff report) and explained site plan.
Mr. Carl Bloss, Schneider Homes, further explained the site plan. He mentioned
the driveway entrance would be signed for delivery trucks only.
Commissioners reviewed previously approved site plan.
Mr. Satterstrom mentioned that a delivery truck, parked on the 12 foot wide
driveway, might block other delivery trucks forcing them to back up onto the
street in order to exit. Mr. Bloss explained that the driveway could be made
wider to prevent this.

TRAFFIC PROBLEMS AND REASONS STATED IN STAFF REPORT.
BUILDINGS #10 AND #11: SOUTHCENTER CORPORATE SQUARE
Mr. Satterstrom read the staff report and explained displayed drawings.
Mr. Robert Kacel, Leason Pomaroy N.W., representing applicant, explained drawings
further. He explained the overflow parking is due to tenant's (Boeinn) needs.
There was a discussion regarding the temporary parking lot. Mr. Hunt explained
that it was still being used and that the Commission had previously approved
continued usage as long as it was upgraded, landscaped and the driveway was re-
moved. He stated the above conditions are done or in progress.
Mr. Hunt explained that Boeing has committed to Building #10 but not #11.
Mr. Satterstrom mentioned that there was a question in his mind regarding
approval of Building #10 and not #11. He suggested that the Commission consider
each building separately to insure code requirements are met for both..
Mr. Hunt stated that it was their intention to have both buildings considered
separately.
Commission agreed to review Building #10 and #11 separately.
MOTION BY MRS. AVERY, SECONDED BY MR. BOWEN AND CARRIED TO APPROVE THE SITE PLAN
FOR BUILDING #10 WITH THE FOLLOWING CONDITIONS:
1. APPROVAL OF A DETAILED LANDSCAPE PLAN BY THE B.A.R. PRIOR TO ISSUANCE
OF OCCUPANCY PERMIT, SUCH PLAN TO INDICATE TREATMENT OF ALL UNPAVED AREAS.
2. ARCHITECTURAL SCREENING OF ROOF - MOUNTED EQUIPMENT.
MOTION BY i1R. SOWINSKI AND SECONDED BY MR. RICHARDS'TO TABLE THE SITE PLAN FOR
BUILDING #11 UNTIL SUCH TIME AS SUFFICIENT PARKING DATA IS AVAILABLE.
Discussion on parking requirements ensued.

Schneider Homes, Inc. has requested the location of a service entrance to
their office facility situated at the corner of 65th Avenue South and
Southcenter Boulevard. The proposed service entrance is one -way north-
bound, 12 feet in width, and accesses onto 65th Avenue South. According
to the applicant, the service entrance would provide direct access to the
office building for delivery vehicles.
In effect, the service entrance would replace a substantial portion of the
landscaping previously required by the City in the front yard abutting
65th Avenue South. Also, according to the Public Works Department (SEE,
Exhibit B) the proximity of the service entrance to the intersection of
65th Avenue and Southcenter Boulevard will impede traffic.
Therefore, based on the above findings, staff recommends that the proposed
service entrance as shown on Exhibit A be denied.

In my opinion, the addition of this entrance, while I
am sure it is a benefit to the building, could create
traffic problems for two reasons:
1. The close proximity to the intersection impedes
traffic if the lane was full and cars were waiting

SUBJECT: Sc neider Office Building: Proposed Service Entrance
Pursuant to the request of the City Clerk, I submit the following report on
the above - referenced proposal located at 65th Avenue South and Southcenter
Boulevard.
Ordinance #1041, adopted by the City Council on 17 October 1977, reclassified
the subject property from R -4 to C -1 and, according to Section 2.C. of said
ordinance, all development plans (site, elevation, building materials) were
required to be submitted to the Planning Commission for approval.
At this time, Mr. Gerald Schneider proposes to alter the site plan approved by
the Planning Commission on 15 December 1977 by adding a one -way service entry
to the west side of the office building. The service entry is proposed to be
12 -feet in width, one -way northbound.
In effect, the proposed site alteration replaces a significant portion of the
landscape area on the west side of the building, adds two additional curb -cuts '
to 65th Avenue South, and impacts highway safety at the intersection of 65th Avenue
and Southcenter Boulevard.
Therefore, it would be the recommendation of the Planning Division that the pro-
posed site plan revision be submitted to the Planning Commission.(sitting as a
Board of Architectural Review) for their approval. During this review process,
details of traffic safety, landscaping, and visual impact can be coordinated
with other city departments.
I hope the above information helps to clarify our position on this proposal.

This correspondence is to confirm our discussions this morning regarding the
proposed office building at the corner of 65th Avenue and Southcenter Boule-
vard with respect to my previous letter dated 7 April 1978.
As we agreed, I have reviewed the matter of floor elevation with the Public
Works Department and Fred Satterstrom and I have walked the site in reference
to the topographical information provided with your building permit drawings.
Our firm conclusion on this matter is that the elevation of the first floor
should be at or below 84.0 (based on your survey information). Should you
desire to place it higher than 84.0, review by the Planning Commission pursuant
to Section 2 C of Tukwila Ordinance #1041 must be required by this office.
Since the application deadline for the regular April Planning Commission meeting
is 5:00 p.m. Thursday, 13 April 1978, you may desire to indicate your intentions
very quickly. Should you have any questions, please call me.

This correspondence is to confirm my telephone conversation this date with
Craig of your office regarding the revised site and elevation drawings for
the above - referenced project.
As I explained to Craig, the post - development cross - section envisioned by
the Planning Commission as well as this office at the time of approval
(December 1977) did not reflect the 'significant difference in elevation at
the southwest corner of the site. Consequently, this office cannot further
process the building permit application unless one of the two following op-
tions are met.
A. Place the first floor slab at elevation 82.5 feet.
B. Request review by the Planning Commission for approval of the
revised elevation proposal, that is, 86.5 feet.
Inasmuch as the deadline for April Planning Commission application is fast
approaching, I took the liberty of telephoning this information to Craig of
your firm. This letter is intended to confirm that notice. Please contact
me at your earliest convenience should you wish to discuss this matter further.

Dear Mr. Schneider:
This correspondence is in response to a telephone conversation between Craig (of
your office) and me on Wednesday, 29 March 1978, regarding my letter addressed to
you dated 24 March 1978. Craig requested a clarification of my letter indicating
a significant difference between the plans previously approved by the Planning
Commission and the plans submitted for building permit. As I noted in my previous
letter, the proposed mounding for the first floor elevation differs greatly from
the below -grade first floor elevation depicted in the plans approved by the Plan-
ning Commission.
To clarify the matter, the plans approved by the Planning Commission include a
post - development cross - section through the property. It indicates the entire
first floor to be sub - grade. The plans submitted under application #77 -00 include
contours and a different cross - section. This new information reveals the fact
that only the east end of the first floor will be sub - grade. Moreover, it indicates
that the west end of the first floor will be significantly higher than the existing
grade. Consequently, this office deems the permit drawing to reflect significant
revisions which, under Ordinance #1041, should be reviewed by the Planning Commis-
sion to "ensure the development design complements the residential neighborhood."
Your options remain as outlined in my previous letter. Should you desire to pursue
approval of the new drawings, please submit written request for Planning Commission
review to this office by 7 April 1978 in order to be placed on the Commission's 27
April 1978 agenda. Should you have any further questions, please call me.

This office has reviewed the drawings submitted in association with the above -
referenced application..
Ordinance #1041 granting the C -1 classification of this property required Plan-

complements the residential neighborhood." The Planning Commission approved
revised development plans at their regular meeting conducted 19 December 1977.
Those plans reflect a post - development cross - section significantly different than
that depicted in application #77 -00. Specifically, the mounding of the foundation
area indicated in the permit drawings differs greatly from the below -grade first
floor depicted in the plans approved by the Planning Commission.
As you are well aware, considerable concern was expressed throughout the rezone
and plan review meetings regarding the effective height of this building and its
impact to the surrounding residential neighborhood. Inasmuch as this office
deems the permit drawings reflect a significant revision to the Planning Commission -
approved plans and the effect to the residential neighborhood is of known concern,
this office is unable to authorize issuance of the building permit.
Should you desire to pursue this matter, options available to you include:
A. Request Planning Commission review of the new drawings;
B. Revise the drawings to reflect the post - development cross- section depicted
in the plans already approved by the Planning Commission;
C. File written appeal of this administrative decision to, the Board of Adjust-
ment within 30 calendar days of receipt of this letter.

The regular December meeting of the Tukwila Planning Commission was called to order
at 8:15 P.M. by Chairman Kirsop with Commissioners Hartong, Sowinski and West
present. Fred Satterstrom and Gary Crutchfield represented the Planning Division.
Mr. Crutchfield noted that Commissioners Richards, Avery and Bowen had all noti-
fied the Planning Division of their inability to attend this evening.
Chairman Kirsop asked for approval of the 17 November 1977 minutes.
Commissioner West noted that he had informed the Planning Division Secretary that
he would be absent from the 17 November meeting.
Motion by Mr. Sowinski, seconded by Mr. West and carried to approve the minutes
of 17 November 1977 as amended by Commissioner West.
Mr. Crutchfield suggested the Commission split the Agenda after Agenda Item VII A
and recess the meeting to 8:00 P.M., Wednesday, 21 December 1977.
Motion by Mr. Sowinski, seconded by Mr. West and carried to table the Agenda after
completion of Item VII A until 8:00 P.M., Wednesday, 21 December 1977.
Chairman Kirsop informed the audience that Agenda Items VII B through IX will be
considered the following Wednesday.

opment plans with the following stipulations:
1. Approval of the plans does not include approval of the expansion areas
indicated thereon.
2. Relocation of the northwest curb cut to be at least twenty (20) feet

3. Architectural screening of roof - mounted equipment.
4. Planning Commission review and approval of detailed landscape plan to
include method of treatment of north yard.
5. Approval is subject to approval of Boundary Line Adjustment.

Plans for the development of an office building to be located at the corner of
65th Avenue and Southcenter Boulevard were approved by the Planning Commission
at the regular November meeting as outlined in Exhibit A. Since that action,
the proponent has conducted a survey of the lot and, as a result, has revised
the development plans. Staff considered the revisions to go beyond Staff approval
authority in consideration of the Planning Commission review requirements of
Ordinance #1041 which classified the land for office use.
The revised plans have significantly altered the building, reduced the gross
floor area and parking requirements. The landscape plan has also been revised
somewhat. (SEE, Exhibit B, Revised Plans.) The building materials originally
identified are essentially unchanged. (SEE, Exhibit C, letter.)
Staff recommends approval of the site and landscape plans, elevation drawings
and building materials with the following stipulations:

Design: Contemporary
Dear Mr. Satterstrom:
The roofline consists of contemporary design hip -roof with portions
extending over protuding sections of the building giving a low profile
appearance - finished with cedar shakes.
The exterior will be accented with cedar shingles and trimmed off with
massive rough -sawn cedar facsia board which will blend in with the natural
surroundings.
The upper section of the building will be cantilevered two feet with a
two foot over -hang with wing walls to each side which help accentuate a
low profile design.
The windows will be all bronze framed with bronze -toned glass which will
attribute to the appearance and blend with the natural surroundings.
The landscaping will be tastefully done with mounding, tying the hip roof
in to enhance the low profile appearance.

ORDINANCE RECLASSIFYING CERTAIN REAL PROPERTY LOCATED AT THE
NORTHEAST CORNER OF THE INTERSECTION OF 65TH AVENUE AND SOUTH -
CENTER BOULEVARD FROM R -4 ZONING CLASSIFICATION TO C -1 ZONING
•
CLASSIFICATION WITHIN THE CITY OF TUKWILA.
WHEREAS, the owner of the property described in Exhibit "A" attached
hereto has petitioned the City requesting reclassification of said property from
R -4 to C -1, and;
WHEREAS, adequate environmental information was submitted and a nega-
tive declaration made by the responsible official, and;
WHEREAS, a public hearing on said petition was conducted before the
Planning Commission as required by law on 25 August and 22 September 1977 after
which a favorable recommendation with stipulations was made, and;
WHEREAS, the City Council, at a regular meeting thereof, has considered
the recommendation of the Planning Commission and has concurred with said recom-
mendation.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA DO ORDAIN AS
FOLLOWS:
Section 1. That the real property generally located at the northeast
corner of the intersection of 65th Avenue South and Southcenter Boulevard, as
further described in Exhibit "A" attached hereto, is hereby classified C -1 in
accordance with Ordinance #251 of the City of Tukwila, as amended, and the City
Council hereby adopts the map attached as Exhibit "B" hereto as illustrative of
the property described.
Section 2. This classification to C -1 shall include the following
stipulations.
A. Vehicular ingress /egress to and from Southcenter Boulevard is
specifically prohibited.
B. Development of the property under the C -1 classification shall be
limited to a single office building which may contain commercial
service uses customarily incidental to office use.
C. Development plans, including but not limited to site, elevation,
landscape and building materials shall be subject to review and
approval of the Planning Commission sitting as the Board of Archi-
tectural Review as established in Chapter 18.32 of the Tukwila
Municipal Code. The express purpose of such review is to ensure
the development design complements the residential neighborhood.

D. The owner, his heirs, successors and assigns, shall equitably
participate in any future LID for improvement of the forty (40)
foot wide right -of -way adjacent the northeast property line.
E. All buildings shall be set back 25 feet from the right -of -way
line of Southcenter Boulevard and 65th Avenue South and 10 feet
from the right -of -way line of Bluff Street.
