Chairman Kirsop called the Special Meeting to order at 8:00 P.M. noting he had scheduled the meeting to allow the McCann Development Corporation to meet con- tract deadlines. Commissioners present were: West, Avery, Bowen, Richards and Hartong. Gary Crutchfield represented the Planning Division. BOARD OF ARCHITECTURAL REVIEW •Revised Development Plans: Bedford Associates Mr. Crutchfield displayed original and revised site plans and explained revisions in relation to the Commission's December review. Chairman Kirsop and Commissioner Richards both questioned the useability of some of the parking spaces indicated along the east elevation. Lance Mueller, architect, explained that the Commission required more spaces oriented to this portion of the building and this is the only way in which to accomplish it. Also explained that cars will only be able to maneuver when trucks are not parked. Motion by Mr. Richards, seconded by Mrs. Avery and carried to approve the revised plans with the following stipulations: 1. Treatment indicated for west elevation be applied to all elevations. 2. Architectural screening of roof- mounted equipment. 3. BAR approval of detailed landscape plan to include treatment of side yard prior to issuance of Occupancy Permit. 4. Eliminate those parking spaces along the west elevation to provide 40' truck turning radius. AGENDA ITEM II A• Revised Development Plans: Bedford Associates The multi- tenant industrial building proposed by Redford Associates to be located at the corner of Andover Park West and Minkler Boulevard has been revised subsequent to the Planning Commission's rejection of the plans at the regular December 1977 meeting. The Commission's denial included the instruction that the plans be revised to "...provide adequate parking orien- tation for secondary tenants and resolve the potential hazards relative to the use of the rail easement by Diebold trucks. The revised plans essentially reflect the movement of the entire building 10' westerly (toward Andover Park West). This reduces the infringement of the rail easement by Diebold trucks andprovides for no less than 4 parking spaces per tenant along the east elevation. In addition, curb cuts on Andover Park West have been reduced to one which will deter use of the street for truck maneuvering. The truck doors on the west elevation are drive -in only and are located so as to deter use of the street for maneuvering. In order to ensure sufficient maneuvering space and reduce potential automo- bile /truck conflicts, however, a few parking spaces should be eliminated. Exterior treatment of the building remains unchanged from that described in the December Staff Report. Staff recommends the plans be approved with the following stipulations: 1. Treatment indicated for west elevation be applied to all elevations. 2. Architectural screening of roof - mounted equipment. 3. BAR approval of detailed landscape plan to include treatment of side yard prior to issuance of Occupancy Permit. Park West & Minkler Boulevard Dear Mr. Pike: The Tukwila Planning Commission, at its regular December meeting, reviewed the development plans proposed for the above - referenced project. The Commission, after considerable deliberation, refused approval of the plans and directed that the plans be revised to: A) provide adequate parking orienta- tion for secondary tenants, and B) resolve the potential hazards relative to the use of the rail easement by trucks. Should you desire to pursue a Building Permit, the following alternatives are available to you: A. Revise the plans within the spirit of the Planning Commission action and resubmit for approval; B. Appeal the Planning. Commission action to the City Council within ten (10) days of receipt of this letter. Motion by Mr. West, seconded by Mr. Sowinski and carried to approve the landscape plan with the stipulation that all planting areas be provided with automatic irrigation. i4S. Development Plans: Industrial Building at Minkler and Andover Park West (Bedford Associates) Mr. Crutchfield read the Staff Report and explained drawings. Chairman Kirsop noted the Andover Architectural Control Committee (ACC) had required revisions reflected . in this plan and had approved the location of curb cuts on Andover Park West. Mr. Ned Pike, Bedford Associates, stated they anticipate only three (3) tenants rather than the potential of nine (9). Stated with 3 tenants there will be no parking problem. The original plan had provided three (3) curb cuts on Andover Park West and ACC had reduced to the two (2) indicated on this plan. Mr. Crutchfield explained the potential problems of access and rail easement con- flicts associated with the poor parking layout and lack of sufficient truck parking space. Mr. Satterstrom noted the access easement along the east line is intended to provide access to the narrow lot situated immediately north. Chairman Kirsop asked if the adjacent narrow lot is intended for expansion of this facility? Mr. Pike stated possibly in the future but not at this point. Motion by Mr. West to approve the plans with the following stipulations: 1. Truck maneuvering shall not inhibit use of access by public safety vehicles. 2. Architectural screening of all roof - mounted equipment. 3. Planning Commission review and approval of detailed landscape plan to include treatment of side yard. 4. Treatment indicated for west elevation be applied to all elevations. Motion DIED for lack of second. Commission discussed parking problems associated with large number of small tenancies and commercial /office uses occupying buildings designed for warehouse functions.. Mr. Pike pointed out the proposed building accomplishes only 30% coverage of the site. Mr. Satterstrom pointed out that the rail easements and access easements should be deducted from the useable site area. This will reflect a site coverage closer to 45 %. Mr. Crutchfield explained the lot arrangement and potential functions and noted conflicts. Planning Commission � Page 4 Minutes 15 December 1977 Motion by Mr. Sowinski, seconded by Mr Hartong and carried to deny approval of the proposed site plan and advise the applicant to revise the plans to provide adequate parking orientation for secondary tenants and resolve the potential hazards relative to the use of the rail easement by Diebold trucks. Mr. Milt Reimers, Coldwell Banker, asked for guidance from the Planning Commission. Commission pointed out general design alternatives which may resolve the problems noted in the motion. Chairman Kirsop declared a 5- minute recess and reconvened the meeting at 10:12 P.M. . with Commissioners and Staff present as previously noted. NEW BUSINESS: A. PUBLIC HEARING: CONDITIONAL USE PERMIT (Westwater Motel) Chairman Kirsop opened the Public Hearing at 10:15 P.M. and Mr. Crutchfield read the Staff Report. Mr. Don Cruickshank, Westwater Management, stated his firm's agreement with the recommendation made by Staff and offered any further details be provided by the architect who is present. Chairman Kirsop asked if provision of sidewalk was acceptable. Mr. Cruickshank stated the applicant's.acceptance of that stipulation.. Mr. Satterstrom explained multiple use concept referred to in Staff recommendation #5 and its relationship to parking requirements. Explained that City Attorney has concluded that such can only be addressed by the Board of Adjustment through a variance procedure and the Planning Commission has the authority under the Conditional Use Permit review to require the applicant to go through the variance procedure. On that basis, Staff recommends stipulation #5 be revised to read: That the applicant is directed to apply for a variance from the parking requirements of TMC 18.56 on the basis the Westwater facility may be "over- parked" due to the multiple -use nature of the complex. Mr. Cruickshank stated the applicant will file application for variance at earliest convenience. Mr. Ed Killingsworth, architect, agreed with Staff's intention and noted his pre- ference to provide less parking with the acknowledgment that it can be expanded on- site if there is a future problem. Mr. Larry Stricker, architect, explained site and elevation drawings and typical floor plan. There being no further public comments, Chairman Kirsop closed the Public Hearing at 10:50 P.M. CITY OF TUKWILA PLANNING DIVISION PLANNING COMMISSION STAFF REPORT 15 December 1977 8:00 P.M. AGENDA ITEM V D • Development Plans: Industrial Building at Minkler & Andover • Park West (Bedford Associates) The northeast corner of the intersection of Minkler Boulevard and Andover Park West is proposed for development by Bedford Associates. The site is approximately 120,000 square feet and the southeast corner is crossed by a 34 -foot wide railroad lead track easement. The site is proposed to contain a multi- tenant industrial . building of 36,280 square feet of floor area. Nearly 11,000 square feet of floor area is to be occupied by a single tenant while the remaining 25,500 square feet is divided so as to contain as many as eight additional tenants. Parking requirements for the building total 37 (1 space per 1,000 square feet of gross floor area or fraction thereof) while the plans indicate 75 parking spaces are provided. Fifty -five (55) of the 75 spaces provided are oriented so as to primarily serve the single tenant occupying 11,000 ;'S square feet of floor area. The remaining potential of eight (8) individual tenants. occupying 25,000 square feet of floor area are provided a total of twenty (20) spaces. The four (4) tenants on the east side of the building are providedwith.eight (8) spaces. Truck doors on the west elevation are both drive -in rather than dock -high while those on the east elevation include dock -high doors for both the principal and the additional tenants. A maximum of forty (40) feet of truck space is provided for each dock -high door. Consequently, any truck larger than 40 feet in length will proportionately protrude into either the rail easement or vehicle access easement. The periphery of the site contains the required 15 -foot wide landscape strip while the side yard is not indicated to be landscaped. However, two 40 -foot wide curb cuts are indicated on Andover Park West less than 100 feet apart. Moreover, they are situated so as to encourage maneuvering of trucks onto the street when backing - up to the drive-in doors. The west elevation is indicated to be painted concrete tilt -up walls with washed aggregate accent panels. Bronze aluminum and glass office fronts are also indicated. Staff recommends approval of the plans with the following stipulations: 1. Reduce to one (1) 40 -foot wide curb cut on Andover Park West and situate between drive -in doors. 2.- Better orientation of parking spaces to tenants. • 3. Truck maneuvering shall not inhibit use of access by public safety vehicles. 4. Architectural screening of all roof - mounted equipment. 5. Planning Commission review and approval of detailed landscape plan to include treatment of side yard. 6.
