CALL TO ORDER COUNCIL MEMBERS OFFICIALS IN ATTENDANCE SPECIAL ISSUES Capital Improvement Plan (CIP). REPORTS Council President Councilmembers Others EXECUTIVE SESSION 8:25 9:55 ADJOURNMENT 9:56 P.M. COMMITTEE OF THE WHOLE MEETING MINUTES City Hall Council Chambers In the absence of Council President Wendy Morgan, Councilmember Joe Duffie acted as Chairman of the Meeting. He called the meeting to order at 7:11 p.m. JOE H. DUFFIE, EDGAR D. BAUCH, CHARLES E. SIMPSON, MARILYN G. STOKNES, JOHN M. MCFARLAND. Maxine Anderson (City Clerk), Rick Beeler (Planning Director), Alan Doerschel (Finance Director), Ross Earnst (City Engineer), Jim Haney (City Attorney), Don Morrison (City Administrator), Bryon Sneva (Public Works Director). Alan Doerschel, Finance Director, presented the Financial Forecast, 1988 -1993, and the Long -Range Financial Plan. It was determined that policy development needs to take place before criteria of the CIP can be established. COUNCIL PRESIDENT MORGAN ARRIVED AT THE MEETING AT 7:30 P.M. Council President Morgan reported the Riverton Improvement Club met last week. She attended the meeting and reported a rezone by the County is planned for a major area in Riverton. It is also in the Tukwila planning area. It is anticipated to be changed from R -1 to Industrial. She suggested issuance of a letter by the Mayor stating the City and citizens should be notified of these procedures. Councilmember Duffie reported hearing from a citizen who would like the pond developed into a park and not filled in. Byron Sneva, Director of Public Works, stated the City of Seattle is frowning on the extra use of water. City staff issued door tags where it has been noticed there is a waste of water. MOVED BY DUFFIE, SECONDED BY STOKNES, THAT THE COUNCIL RECESS FOR FIVE MINUTES AND THEN GO INTO EXECUTIVE SESSION TO DISCUSS LABOR NEGOTIATIONS AND PURCHASE OF DEVELOPMENTAL RIGHTS. MOTION CARRIED. MOVED BY DUFFIE, SECONDED BY MCFARLAND, THAT COUNCIL GO OUT OF EXECUTIVE SESSION. MOTION CARRIED. MOVED BY STOKNES, SECONDED BY SIMPSON, THAT THAT THE COMMITTEE OF THE WHOLE MEETING ADJOURN.
