OFFICIALS Present were De'Sean Quinn, Council President, Councilmembers Joe Duffle, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy and Kate Kruller. SPECIAL PRESENTATIONS a. Swearing in of Police Sergeant Kraig Boyd and Police Sergeant Mike Murphy. Mike Villa, Police Chief, updated the Council on how an officer moves forward to become a Police Sergeant. The complete package of a Police Sergeant includes scoring in the top three of an intense and competitive assessment, years of experience, and training and education. While all of the above are important, becoming a Police Sergeant begins with a person's character and values. • Has the officer demonstrated the values of the department — Leadership, Excellence, Accountability, and Dedication? • Will they live and model these values as they Iead our officers? • Do they represent the City and its values to the community? • Do they have those core values and an honorable character that will guide their every decision? • Do they have the moral character and ethical courage that will lead and guide their officers' decisions? Tonight, two Tukwila Police Officers who have met the requirements necessary for promotion to Police Sergeant are being introduced Chief Vilia introduced Mike Murphy. Sergeant Murphy began his career with the Air Force Security Police, was hired in 1997 and worked Patrol until 2006. In 2006, he was appointed as the Accreditation Officer, and in March 2014 M jnrCrimeaUnitDetective. For many years, he was also a member ofthe Civil Disturbance Unit (CDU), served as the Police Department Training Coordinator from 2009-2014, and was a Field Training Officer (FTO). Sergeant Murphy is known for his organizational and computer skills and has been a go-to person for projects needing those skills. The most important qualities that he brings are his values of leadership, excellence, accountability, and dedication. The Chief gave an example of an action Mike took on his own initiative when he showed compassion to a homeless man. Tukwila City Council Committee of the Whole Minutes October 27, 2014 Page 2 of 10 Mike told him he could order anything he wanted from the menu and more, as the man had not eaten for a couple of days. Mayor Haggerton administered the Oath of Office to Mike Murphy, Badge #130. Sergeant Murphy's grandson pinned on his badge. Sergeant Murphy introduced his family in attendance and thanked the Council for the opportunity to continue serving the City of Tukwila. The Mayor and Councilmembers congratulated Sergeant Murphy on the promotion. Chief Vilia introduced Kraig Boyd. Sergeant Boyd began his career as a Squad Leader in the U.S. Marine Corps Reserves prior to law enforcement. He earned his Bachelor of Science in Political Science from Brigham Young University and was hired by the City in 1996. In addition to Patrol, Sergeant Boyd is part of the VaIIey SWAT team and served as a marksman for 5 years. In January 2013, he was appointed to the Community Police Team at the Neighborhood Resource Center and is one of the Tukwila Bike Officers. Sergeant Boyd has very professionally represented the department by playing the bagpipes at O.A.R.E. graduations, Iaw enforcement and other memorial eemiceo, and other events. He was also a member of the CDU, an FTO and a firearm instructor. Sergeant Boyd has been known for his willingness to be innovative and try new things, pushing himself out of his comfort zone for the good of the community. One example that demonstrates how Sergeant Boyd has modeled the values is that over the last several yeaxs, he has taken the initiative to reach out to the Somali community. He meets with |eadero, eats the food, talks with the young peop|e, works with the Islamic Center and other businesses, and has worked to educate not only the department but also the region as a whole. He has demonstrated that he cares about the people in the community and has shown great leadership and dedication, Mayor Haggerton administered the Oath of Office to Kraig Boyd, Badge #116. Sergeant Boyd's wife pinned on his badge. Sergeant Boyd introduced his family in attendance, acknowledged the important role they have in his decisions, and thanked Chief Villa and the City Council for the opportunity to continue to serve the City ofTukwila. The Mayor and Councilmembers congratulated Sergeant Boyd on his promotion. b. City-wide Values. David Cline, City Administrator, commented that many of the values he planned to speak about were discussed during the previous presentation. All City employees were asked to participate in the City-wide values discussion and the presentation is a result of those discussions. Mr. Cline reviewed the City-wide Values with the Council and highlights of the presentation included: City of Tukw hm: Vision, K8kseion, Values Vision: The city of opportunity, community of choice Mission: To provide su ior services that support a safe, inviting and healthy environment for our residents, businesses and guests. He thanked everyone that participated in the creation of the values, and now is the time to live them. Councilmember Robertson commented that the values presented are steep to follow. He voiced his admiration for the employees and administration for the work done to achieve the values in the presentation. The City does a good job nmw, and there are things that could be done better. Council President Quinn stated the fact that the values came from the employees, the front line workers is great and shows they were being candid with their employer. Being clear with expectations is important for managers and City employees. Councilmember Ekberg thanked staff for the presentation and stated the information is noble. He commented that the City management team will need to lead by example. Councilmember Seal voiced her ap nUhatoUChvemployeeaoomebogetlerinthecraodonofUhe City-wide values. Councilmember Hougardy stated the presentation materials are powerful. When all City departments are striving toward the same goals there is a greater power to effec change. She thanked the City employees and administration for the creation of the City-wide values. Councilmember Kruller stated City Values is an important step. During the Strategic Plan procaos, it was discussed that values establish the culture. She relayed her recent experience with a similar process and stated that the lesson of implementing City-wide values is having measurable goals for employees. Councilmember Duffie stated he would like to have all City employees be provided a copy of the presentation. Mr. Cline stated the City is very committed. The Council adopted the Strategic PIan in 2012 and every year the City is moving forward with implementation of the plan. c. Draft Communications Plan. Rachel Bianchi, Communications and Government Relations Manager, explained creation of the draft Communications PIan involved a lot of work of many players. She thanked Stacia Norris and Scott Kirby from the Communications Department for their efforts, Ms. Bianchi utilized a Power Point presentation to update the Councilmembers on draft Communications Plan. The items that are identified by a star (*) are the items being worked on in 2014. She has several questions on the proposed plan and she will contact staif to discuss the items. Councilmember Kruller stated there is a lot of detail in the plan. However, she has some suggestions of things to consider to include in the plan. These include the addition of a communications matrix that is visceral, the types of materials that are going to be used to make the improvements, and costs associated with the proposed changes. Councilmember Seal stated many of the ideas that were identified during the Strategic Planning process are included in the draft plan. Councilmember Ekberg stated he has a lot of questions on the draft plan, and looks forward to working with staff on those questions. Council President Quinn stated the draf plan is something the City has needed for a long time, and he appreciated Ms. Bianchi acknowledging key staff included in the preparation of the plan. Ms. Bianchi stated the document is still in draft form and she is available to meet with Councilmembers to discuss their questions. CITIZEN COMMENTS Robert Neuffer 13813 37th Avenue South, stated he recently returned home to news ofthe termination/resignation of the Tukwila Pool Metropolitan Park District (TPMPD) Executive Director. He feels when the Board decides to terminate the employment of a TPMPD employee, it needs to be done in the most visible way possible. From his standpoint, the Board was not transparent and new information has come to light, and he is willing to discuss the information with Councilmembers if they so choose. He also asked that the procedures for speaking to the Council be sent to him for his reference and future use. Tukwila City Council Committee of the Whole Minutes October 27, 2014 Page 6 of 10 SPECIAL ISSUES a. A resolution updating the City's consolidated permit fee schedule for 2015-2016. Councilmember Seal indicated this item was discussed at the Finance and Safety Committee meeting on October 21, 2014. The committee members were unanimous n recommenthng approval. Nora Gierloff, Community Development Deputy Director, stated the draft resolution is a combined fee resolution that includes fees for certain Community Development and Public Works permits. New fees have been added and are shown on the draft resolution in strike-through underline format. The Councilmembers asked clarifying questions regarding the draft resolution. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. An ordinance to create a flat fee for plan review and permit for simple residential projects (not exceeding $20,000.00). Councilmember Seal indicated this item was discussed at the Finance and Safety Committee meeting on October 7.2O14. The committee members were unanimous in recommending approval. Jerry Hight, Building Official, explained the Council is being asked to consider an ordinance for minor resident remodels. Adopting a modest, predetermined fee for minor residential remodels and creating a streamlined process for closeout of expired permits could encourage compliance with building codes and therefore improving public safety. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. 8:33 p.m. Council President Quinn called for a brief recess. 8:40 pm. Council President Quinn reconvened the meeting. c. Budget Discussion. Peggy McCarthy. Finance Direcbor, explained the presentation will cover Debt Service, (three) Internal Service Funds, (three) Enterprise Funds, Golf Course Fund and policy considerations. Council President Quinn stated a fourth budget work session has been coordinated for October 30, 2014 that will include a discussion on the policy questions and a review of the questions and comments previously asked by the Council. Councilmember Robertson suggested the Council questions be answered in writing prior to the budget work session scheduled on October 30, 2014. (The Council is continuing the budget discussion from the Council Budget Work Session held earlier this evening.) Ms. McCarthy continued the 2015-2016 Proposed Budget Presentation beginning on page 11 of the presentation. Debt Service: 2015 SCORE pays debt service and the General Obligation 03 Bonds to be paid off (Tukwila Community Center, Fire Station 53) 2016 VaIIey Com bonding to be paid off 2018 General Obligation 08 refunding bonds to be paid off (Tukwila Village and 6300 building) 2020 Debt service drops to $800,000 Tukwila City Council Committee of the Whole Minutes October 27.%O14 Page 7 of 10 The Councilmembers exchanged comments on the review of the debt service portion of the presentation to include: The maximum debt service a city could manage; The standard recommended maximum debt service; and whether the Council should consider a Debt Policy on debt limit. Ms. McCarthy stated that currently the City's debt service is less than 696 of the General Fund balance. The City does not have a policy that imits the percentage of debt. Additionally, there does not appear to be a standard recommended percentage for debt service for a municipality. Internal Service Funds: Active Emplovees Healthcare PIan, Fund 5U2 (page 335mf the budget binder). Councilmember Robertson asked if the City has an agreement with mos of the unions relating to increases greater than 8% relating to healthcare. Ms. McCarthy clarified the costs being reviewed and the costs to the healthcare plan. The 8% referred to by Councilmember Robertson is for employee premiums; they are different items. The premiums are the revenue to the plan. What is being discussed are the costs and expenses to the plan. Councilmember Robertson asked for additional explanation on this item. Ms. McCarthy explained an actuary reviews the plan's claims hisblry, plus historical and other data to arrive at a total revenue that is then translated into a premium. The actuary does the math to establish the premiums charged. Councilmember Robertson asked when a new actuarial report will be available. Ms. McCarthy stated a new report has been completed and the information presented is from that new report. Council President Quinn clarified that from the information pnesenbad, the healthcare premiums are determined by the actuarial report. He asked if there is documentation that shows the data as requested by Councilmember Robertson. Ms. McCarthy suggested she continue the review of the item as some of the questions could be answered during the review. Active Employees Healthcare • High claim experience in 2014 • Reserve policy met through 2015 • Actuarial valuation update September 2015 for 2016 • Review of plan structure to avoid the 40% excise tax ("Cadillac tax") in 2018 Ms. McCarthy explained the data shows an increase in claims and the goal has always been to maintain and meet the reserve policy, which is done in 2015. The rates in the model have been increased by 8%. In 2016 the actuarial will take new data and determine what the new premiums should be. Councilmember Robertson asked to be provided a copy of the mos recent actuarial repor as this is such a Iarge part of the budget. Mn. McCarthy stated she would need to confer with the City Administrator and Human Resources Director about availabiHty of the report. Mr. Cline stated staff will get back to the Council by October 30, 2014 on the availability of the report. LEOFF 1 Retiree Healthcare P|on, Fund 503 (page 339 of the budget binder) (Law Enforcement Officers' and Firefighters') • High claim experience in 2013 and 2014 • 2014 budget amendment to add funding to plan Tukwila City Council Committee of the Whole Minutes October 27, 2014 Page 8 of 10 • Reserve poli met in 2015 • Actuarial valuation update in September 2015 for 2016 • All retirees except 2 will be eligible for Medicare by the end of 2015 (Medicare to become the primary insurance for retirees and the LEOFF plan secondary.) The Councilmembers asked clarifying questions of staff on the LEOFF review portion of the presentation. Gail Labanara, Public Works Analyst, presented a review of the following: Equipment Rental and Replacement Fund 501 (page 327 of the budget binder) Equipment Repair and Replacement • All City fleet now included in the Full Replacement Program with each vehicle's platform • Included Fire Apparatus from Fund 107 into the 501 Fund, yet Fire Replacement notfunded in 2015 and 2016 due to Regional Fire Authority (RFA) discussion • Continue to promote City Pool Car Program Councilmember Robertson asked what amount would be added for Equipment Rental and Replacement fund if the City did not participate in the Regional Fire Authority. Ms. Labanara referred to page 187 of the proposed 2015-2016 biennial budget binder. |f the Regional Fire Authority did not move fonward, funding for the Fire Department Equipment Rental and Replacement budget would need to be added similar to the 2014 budget. The minimum budget to be added for 2015- 2O1G would bc approximately $112.00O per year. Enterprise Funds: Utilities Capital Improvement Program: • Water Utility - Page 293, Attachment D o Cascade Water 27596 increase in2O15&201O o City Water has 5% increases in 2015 through 2020. Base Rates, Multi-family & Commercia consumption and fire line increases in 2015. o Projects C/P Page 57 • Sewer Utility Page 301, Attachment E o King County Sewer Treatment increase of 5.6% in 2015 o City Sewer has 10% increase in 2015 and 5% in 2016 through 2020 o Projects C/P Page 69 • Surface Water — Page 315, Attachment F o Proposed increase of 20% in 2015, 15% in 2016 o Three new full-time employees; 1 new Maintenance and Operations Specialist in Operations and Maintenance and 2 in Engineering for a National Pollutant Discharge Elimination System (NPDES) lnspector and a Habitat Project Manager. o Projects CIP Page 81 • New page for Tukwila 205 Levee Certification The Councilmembers exchanged comments on the utilities portion of the presentation. Corisensus existed to have the October 30, 2014 budget work session begin at 5:00 p.m. in the Council Chambers. REPORTS a. Mayor Mayor Haggerton attended the recent Cascade Regional Water Alliance Board meeting and the Sound Cities Association meeting or October 22, 2014, On October 24, 2014 City Administration continued the meetings with individual Sound Transit Board Members. On October 25, 2014 he attended the chili cook- off event sponsored by the Washington Multi-family Association that benefited the Domestic Abuse Women's Network at the Tukwila Community Center. He commented that the event was well attended, and he was one of the judges for the event. b. City Council Councilmember Duffie commended the City staff for the clean-up after the recent wind storm. Council President Quinn provided comments at the recent Soroptimist event. He stated the City was recognized at the event for the work done along Tukwila International Boulevard. He participated in a meeting with Governor Ins lee on October 24, 2014 that was held at the Tukwila Community Center. Councilmember Ekberg attended the Gully Gardens dedication on October 25, 2014 and later that afternoon, an event where the topic of discussion was Human Trafficking and the Genesis Project. Councilmember Hougardy attended the October 21, 2014 South County Area Transit Board meeting. She updated the Council on the topics discussed atthat meeting. On October 25, 2014 she attended the GuIIy Gardens dedication. Councilmember Kruller stated at the next Regular Meeting, she will be asking the Council for direction on a Sound Cities Alliance item. She reported that she has been spending a lot of hours on the Tukwila Pool Metropolitan Park District transition plan. Additionally, she updated the Council on several upcoming items and reminded everyone to be safe on Friday, October 31, 2014. c. Staff There was no report.
