Council President Morgan called the Tukwila City Council Committee
of the Whole Meeting to order.

Mayor Van Dusen, Moira Bradshaw (Associate Planner), Ross Earnest
(City Engineer), Jim Haney (City Attorney), Don Morrison (City
Administrator), Don Williams (Parks and Recreation Director), Byron
Sneva (Public Works Director).
Councilmember Duffie reported in committee they are considering the
EIS for Fire District #1.
Two resolutions dealing with recreation fees and policies will be
considered at the next regular meeting of the Council. Don Williams,
Director of Parks and Recreation stated the contract with the manager
of the golf course will be considered soon. They would like to
increase the percentage amount they receive.
Moira Bradshaw, Associate Planner, reported on the Riverton meeting
she attended. The citizens are concerned about the land use plans
and worry for fear of encroachment. Approximately fifty people were
in attendance at the meeting. Some are in favor of annexation to the
City of Tukwila and some are not. Their main concerns are zoning
issues. Council President Morgan stated the City should create a
project that would let the citizens know what an annexation involves,
let them know the standards and anticipate questions that will be
asked at such meetings.
Councilmember Harris reported the Transportation Benefit District
will not be on the agenda on September 16.
The sidewalk policy will remain in committee.
Councilmember McFarland reported the award for the sewer extension
has been recommended and will be on the agenda of the next regular
meeting.
COUNCILMEMBER SIMPSON ARRIVED AT THE MEETING AT 8:00 P.M.

Mayor Van Dusen reported the fall clean -up will be November 7 15, 1987.
It has been suggested that tickets be issued at the City Hall. The
budget may run $10,000 $11,000. Thought has been given to limiting
the number of tickets given to each citizen. Also consideration has
been given to having coupons that will apply $12 toward loads taken
to the dump.
Mayor Van Dusen reported $32,800 was budgeted for the Japanese garden
but it will cost $51,400. The money needs to be reallocated. Rebid
will be necessary due to the amount. Council President Morgan
stated some people do not care for the location of the garden due to
the noise of the traffic that will be present. A consensus was
taken of the City Councilmembers as to the increase in cost. It
was decided four to three in favor of the increased cost. The matter
will be on the agenda of the next regular meeting of the Council.
Council President Morgan stated the Energy Resource Recovery Program
will not be discussed at this time.
Councilmember Simpson reported that little has been done in committee
on the surface water utility.
Byron Sneva, Public Works Director, reported the background has been
expanded on the area drainage studies and the need for the utility.
Mayor Van Dusen distributed an Issues and Options paper on the
park and golf maintenance building.

Councilmember Bauch stated the Council passed a resolution about three
years ago requesting the City to demolish the building.
Councilmember Simpson stated he would like to see the matter of the
old building in the City Park placed in Parks and Recreation Committee
so any use of the building can be researched and plans made to
replace the building.
Councilmember McFarland said the City has tried to take down the
building. Before the building is taken down the Council should see
what functional use can be made of the building.
Mayor Van Dusen said he would like to see some use made of the
building, maybe the foundation could be used.
Council President Morgan adjourned the meeting at 9:10 p.m.
