TUKWILA CITY COUNCIL City Hall REGULAR MEETING Council Chambers M I N U T E S CALL TO ORDER AND Mayor Van Dusen called the regular meeting of the Tukwila City PLEDGE OF ALLEGIANCE Council to order and led the audience in the Pledge of Allegiance. ROLL CALL Rick Beeler (Planning Director), Ross Earnst (City Engineer), Jim Haney (City Attorney), Don Morrison (City Administrator), Don Pierce (Police Chief), Byron Sneva (Public Works Director), Don Williams (Parks and Recreation Director). MOVED BY HARRIS, SECONDED BY DUFFIE, THAT COUNCILMEMBERS MORGAN AND SIMPSON BE EXECUSED. MOTION CARRIED. SPECIAL PRESENTATIONS Mice ufricer berry Police Chief Pierce made a special presentation to Police Officer Myklebust Kato Gerry Myklebust and dog Kato for outstanding service in the Police Department. OFFICIALS Chamber Progress Report on Service Contract. CONSENT AGENDA OLD BUSINESS Ord. #1445 Ord. of City establishing greens fees at Fos- ter Golf Links. MABEL J. HARRIS, JOE H. DUFFIE, EDGAR D. BAUCH, MARILYN G. STOKNES, JOHN M. MCFARLAND. Police Officer Doug Partlow, Vice President of the Police Officer's Association, made a special presentation to dog Kato for service in the Police Department. Pam Thorsen, Chamber of Commerce, presented a progress report on the promotional video tape. The taping has been finalized and is being reviewed. It should be ready for use in December. It will run 8 10 minutes. The Hospitality Brochure is being prepared. There are a variety of distribution methods that are being considered. a. MOVED BY BAUCH, SECONDED BY MCFARLAND, THAT PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED. City Attorney Haney read an ordinance of the City of Tukwila, Washington, establishing greens fees charged at Foster Golf Links. and repealing Ordinance #1312 by title only. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. Councilmember Bauch stated the Council has considered the letter from the Chamber of Commerce requesting greens fees be the same for everyone. The citizens of the City are paying for the golf course and would like a reduction in the fees. The response from the Chamber is appreciated. *MOTION CARRIED, WITH DUFFIE VOTING NO. City of Tukwila, Washington, rejecting all bids for construction contract for Lift Station #3 (Minkler Boulevard Sewer) Project by title only. NEW BUSINESS Consideration of 1988 Community Parks CIP Projects. Prop. 1988 Surface Water Utility Imple- mentation Plan to estab. who is to be included, what cost rates will be, how to disseminate info re upcoming utility charges. MOVED BY BAUCH, SECONDED BY HARRIS, THAT THE METAL SHED BE MOVED FROM TUKWILA PARK. MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE MAYOR BE AUTHORIZED TO NEGOTIATE AN AGREEMENT FOR THE PURCHASE OF FORT DENT PARK AND REPORT BACK TO CITY COUNCIL. Councilmember McFarland asked when the City can begin putting Fort Dent into the Master Plan? Mayor Van Dusen reported it will be in the 1988 and 1989 budgets. There is a portion of the park that has not been developed. *MOTION CARRIED. MOVED BY BAUCH, SECONDED BY DUFFIE, THAT COUNCIL ADOPT THE RESOLUTION AS READ. Byron Sneva, Public Works Director, explained the lowest bid exceeds the engineer's estimate. The cost does not justify the construction. *MOTION CARRIED. Councilmember Duffie explained the projects being considered. It was determined to reduce the scope of the athletic field due to the acquisition of Fort Dent Park. Councilmember Bauch stated he would like the entire Council to discuss this topic. There are lots of items in the CIP that developers should be paying for; they should be LIDs. Councilmembers discussed the need to know where the problems are before the plan is implemented; how the City interfaces with surrounding areas and the maintenance programs we have to keep the system flowing. Councilmember Bauch suggested there be a public hearing to see what the public would like. Byron Sneva, Public Works Director, using the overhead projector presented a background on surface water and drainage and the divisions of the City. He stressed the need for a program to clean up the surface water. Ann Nichols, representing the Segale Company, said the Plan needs to go back to committee and come forward with some directions. There may be others creating the problem and they need to help take care of this. A study could determine where the water is coming from. Councilmember Harris stated she would like a study showing where the water is coming from. It should be called a Surface Water Management Plan rather than Utility. Mayor Van Dusen stated the scope will be changed and that may change the cost. TUKWILA CITY COUNCIL REGULAR MEETING MINUTES October 19, 1987 Page 3 REPORTS City Council Staff Councilmember McFarland stated with respect to the incinerator, the City should help the other cities with whatever assistance they require. Councilmember McFarland reported the Sister City Committee is moving ahead with plans for the visit from Japan. Byron Sneva, Public Works Director, stated he would like to have compliance with the water restrictions that have been announced. Staff Don Morrison, City Administrator, stated the proposed budget will be distributed this week. ADJOURNMENT 9:10 P.M.
