Council President Morgan called the Committee of the Whole
Meeting to order.
Mrs. Highland, 14215 57th Ave. So., complained about her
driveway being too steep. When the contractor was working
on it, she told them it was too steep, but they were in a
hurry to get through. They put gravel at the top of the
drive and now it tumbles down. Nobody will pull into our
driveway. Mr husband recently pulled into the driveway with
a load in his truck and the truck drug and pulled the bumper
loose. One day my van wouldn't start and I had to call a tow
truck, and he couldn't get up the driveway. Now, it is dry
and has gravel on it, and you slide right into the street;
there is no way to stop. And another thing, we got timbers
in front of the house; other people got rockeries. I came in
and talked to someone, and they said they were going to
pressure wash the timbers and they would look beautiful -they
really don't. When it rains or snows, we will never get up
the driveway. It this impossible to fix? I like the street,
and I like the sidewalks, but the driveway was not as steep
as it is now when we moved into the house. Also, there was
drain tiles along the driveway that were torn out and not
replaced.
Mayor Van Dusen assured Mrs. Highland they would look into
it.
Council President Morgan reported that the Committee of the
Whole will meet in the Board Room at N.C. Machinery. This is
an attempt to give Council a feeling for other places in the
City.
Councilman Bauch reported that the Civil Service Commission
has requested that Council approve an ordinance increasing
testing fees from $5.00 to the actual cost of the test with a
review of fees every three years.
Council Member Harris reported that the Committee discussed
the schedule of funding for Southcenter Blvd.
Mayor Van Dusen reported that the 1988 proposed budget will
be available Wednesday. He asked Council to take the time to
read it. The format has been changed.
Councilman McFarland displayed the gift of a piece of stained
glass that the City will be presenting to the Mayor of Ikawa
for his City.
Council was reminded of the Special Council Meeting for
November 12 to welcome our visitors from Ikawa.
Councilman McFarland wondered if we had a program for housing
rehabilitation for owners in a fixed income bracket. This
may be something we want to look into. Renton has a housing
rehabilitation specialist that works part time for Renton and
Kent. Perhaps, he could develop a program for Tukwila to
access potential HUD funds and HCD funds that may be
available to this community.

Council President Morgan reported that the Tukwila Historical
Society held two meetings. They discussed submitting a grant
to King County for historical markers to be placed along the
river. There were three river boat landing sites within the
City. The proposal asked the County for $1,000 of a $1,500
project. We pledged that the City would consider a $500
contribution to match the grant.
Mr. Beeler reported that they met with representatives of the
South Park area who are looking at the possibility of annexa-
tion. They have formed a task force to study it.
Ross Earnst, Public Works Department, introduced Bill
Garing, State Aid Engineer, for District 1. Mr. Garing
addressed the Southcenter Blvd. Project, funding and schedule
of work. He also introduced John Bannon from Entranco
Engineers who is the consultant on the project and Jim Wylie,
Project Engineer. Mr. Garing explained that the issue is to
try to figure out a method for funding the total project.
Federal Highway Administration said that inner -state par-
ticipation would amount to $300,000 to $500,000 out of a six
million dollar total package. He proposed to the Federal
Highway Administration that if he could come up with a design
for the two off -ramps which are substandard, would they agree
to fund them and they agreed. Now, we need someone to do the
design. This would be a basis for establishing dollars. The
easiest way would be to modify the contract with Entranco and
have them do a quick study. He offered to help the City as
best he can to obtain the maximum participation by the
Federal Highway Administration so we can move forward. He
estimated it would be about four years before funds were
actually available to start construction. The relocation of
Southcenter Blvd. cannot take place without the relocation of
the existing ramps for I -405. The proposal he has made is
just an exercise to establish a funding split.
The total Southcenter Blvd. project from the T -Line Bridge to
Grady Way is about $6,000,000; exclusive of the ramps it
would cost $3,000,000. The section from City Hall to the
T -Line is about $1,000,000, but this is already funded.
Mr. Earnst said that they need encouragement from Council to
proceed with the process. Council Member Harris said we need
to move on with this project. Councilman Bauch commented
that all this is going to do is put all the traffic on the
street in front of City Hall. Councilman McFarland agreed,
people will use the surface street rather than the Interstate
Freeways.
Councilman Bauch said this is a very important project, but
we need to be very careful. It is not going to cure the
amount you think it is going to cure. We will be funding
traffic signals at every intersection. Council President
Morgan said the consensus of the Council is favorable so it
will be looked at during budget review. Mr. Earnst said we
will need a small change order to Entranco's contract to
proceed.
Councilman Bauch reported that this item came out of the
Parks Committee. Half of this project ($325,000) has been in
the Golf Course CIP, but the other half ($325,00) is new.
Council Member Harris expressed concern about the amount of
space this will take.

Byron Sneva, Public Works Director, reported on existing
space for Park Maintenance. The Golf Course Maintenance
facility is in very bad shape and has a minimum of space to
work out of. The new structure would adequately house the
existing equipment and provide good work and storage space.
The proposed building is about 10,000 square feet. Don
Williams, Parks Director, said that they have a design they
think well meets their short term and long term needs, meets
the safety of hazardous materials storage, and they have a
location they feel is best for Golf Course and Park
Maintenance of the City. This has been in the CIP but is
costing considerable more than originally anticipated.
Council President Morgan said this is an informational item
for this evening. She asked for suggestions from Council to
be forwarded to the Administration. Further discussion will
be held during the budget review.
Council agreed to delay the issue of a Community Center to
1989 -1990.
Attorney Haney reported to Council on the Nolan vs.
California Coastal Commission. This is a case involving
regulatory takings of property.
There being no further discussion, the Committee of the Whole
meeting was adjourned.
