must be complete in order to be accepted for plan review.
BUILDING OWNER /AUTHORIZED AGENT If the applicant is other than the owner, registered architect/engineer, or contractor licensed
by the State of Washington, a notarized letter from the property owner authorizing the agent to submit this permit
application and obtain the permit will be required as part of this submittal.
VALUATION OF CONSTRUCTION The valuation is for the work covered by this permit and must be filled in by the applicant. This
figure is used for budget reporting purposes only and not to calculate your fees.
EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall
expire by limitation. The Building Official may extend the time for action by the applicant for a period not exceeding 180
days upon written request by the applicant as defined in Section 304(d) of the Uniform Mechanical Code (current
edition). No application shall be extended more than once.

Re: Red Robin mechanical permit application # M95 -0047
Dear Mr. Wallace:
The initial review of your permit application indicates that there is not enough information
on the plans to document that the proposed work will comply with the Washington State
Nonresidential Energy Code. Consequently, this initial letter is intended to outline the
additional information that is needed. The following comments are applicable:
1. Those parts of mechanical systems which are altered or replaced shall comply
with Chapter 14 of the Energy Code. To document this requirement, a new equipment
schedule (on the plans) will be necessary. Schedule to include manufacturers model
number, heating and cooling capacities, minimum performance ratings (steady state & part
load), and the air flow capacities for all new units.
2. Temperature Controls: Each system shall be provided with at least one
temperature control device. Indicate on plans thermostatic control devices for each new
AC unit. Note if controls are existing units or new. Provide a note to plans specifying the
manufacturer and model number of new controls. In addition specify on the plans that the
new temperature control devices are automatic controls with a (minimum) seven -day
clock and are capable of being set for seven different day types per week. Specification
for new temperature control devices must indicate that the new controls are capable of a
deadband of at least 5 degrees F.
3. Economizers meeting the requirements of Section 1413 shall be installed on
packaged roof top fan - cooling units having a supply capacity of greater than 1900 cfm
or a total cooling capacity greater than 54,000 Btu/h. Note on equipment schedule the
units which are equipped with economizers. The total capacity of all units without
economizers shall not exceed 240,000 Btu/h per building. Since the plans seem to
indicate that there are existing and proposed new AC units, provide a summary of the
capacities of the existing units without economizers. If capacities exceed 240,000 Btu/h
for the existing units, specify installation of same on existing units.
4. Outside air intakes , exhaust outlets and relief outlets serving conditioned spaces
shall be equipped with dampers which close automatically when the system is off or upon
power failure. Provide general note to plans indicating that this provision is required.

5. Provide manufacturers specifications for the new gas furnace, and indicate the
temperature control for this system.
6. Identify the new ducts and plenums to be installed and note the thermal insulation
requirements per Washington State Nonresidential Energy Code Table 14 -5.
7. New duct work to be sealed in accordance with the provisions of Sec. 1414.1
of the Washington State Nonresidential Energy Code. Note the required extent of duct
sealing that applies to your application.
The listed comments are based upon the limited information on the mechanical plans that
were submitted. In some cases, stated requirements may not apply to your application.
Where this is the case please respond in any event to clarify. Be advised that since there is
lack of information on the mechanical plans, additional review time can be expected when
