EXPIRATION OF PLAN REVIEW Applications for which no permit is issued within 180 days following the date of application shall expire by limitation. The Building Official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applicant as defined in Section 304(d) of the Uniform Mechanical Code (current edition). Rants, Mayor May 22, 1995 Re: Gaco Western, Inc. - 18700 Southcenter Parkway Dear Sir: The attached set of building plans have been reviewed by The Fire Prevention Bureau and are acceptable with the following concerns: 1. All new sprinkler systems and all modifications to existing sprinkler systems shall have fire department review and approval of drawings prior to installation or modification. New sprinkler systems and all modifications to sprinkler systems involving more than 50 heads shall have the written approval of the W.S.R.B., Factory Mutual, Industrial Risk Insurers, Kemper or any other representative designated and /or recognized by The City of Tukwila, prior to submittal to the Tukwila Fire Prevention Bureau. No sprinkler work shall commence without approved drawings. (City Ordinance #1646) Maintain sprinkler coverage per N.F.P.A. 13. Addition /relocation of walls, closets or partitions may require relocating and /or adding sprinkler heads. 2. H.V.A.C. units rated at 2,000 cfm require auto - shutdown devices. These devices shall be separately zoned in the alarm panel and local U.L. central station supervision is required. (City Ordinance #1646) Smoke detectors required by Uniform Mechanical Code Section 1009 (a), (HVAC 2000 cfm and greater), shall be installed in the main return -air duct ahead of any outside air inlet or they may be installed in each room or space served by the return -air duct. All new fire alarm systems or modifications to existing systems shall have the written approval of The Tukwila Fire Prevention Bureau. No work shall commence until a fire department permit has been obtained. (City Ordinance #1646) (UFC 10.503) 3. All electrical work and equipment shall conform strictly to the standards of The National Electrical Code. (NFPA 70) 4. Required fire resistive construction, including occupancy separations, area separation walls, exterior walls due to location on property, fire resistive requirements based on type of construction, draft stop partitions and roof coverings shall be maintained as specified in the Building Code and Fire Code and shall be properly repaired, restored or replaced when damaged, altered, breached, penetrated, removed or improperly installed. Enclosed is the application for mechanical permit and sketches of the proposed ventilation control equipment. As background, Gaco Western manufactures certain polyurethane coatings for construction uses and the manufacture of polyurethane includes the use of toluene diisocyanate (TDI) raw materials. Air borne TDI, either as a vapor or aerosol can pose for a short period, a health hazard to individuals in the immediate area of use. TDI is used and transferred in a "closed system" during manufacture and existing air handling and ventilation equipment in use since 1972 has met safety requirements for workers as established by OSHA regulations. During transfer, it is necessary to make pipe connections during which there is a short time that the TDI material is not totally contained within the "closed system ". Current OSHA regulations have reduced the permissible exposure levels of TDI for workers and to best meet these regulations Gaco Western proposes to utilize a ventilation enclosure at the point where pipe connections are made and to have safe added ventilation within this enclosure. It should be noted that workmen will use added personal protective equipment meeting all known safety requirements and that workmen are trained for the safe handling of these chemicals. RECEIVED CITY OF TUKWILA MAY 1 2 1995 PERMIT CENTER It should also be noted, that TDI reacts rapidly with . atmospheric moisture into inert : and harmless urethane or urea solids and as such poses no risk to the public within close proximity of Gaco Western's plant. (Such reaction occurs within minutes or seconds even on a day of low. temperature and low relative humidity.) This information is offered to explain the purpose for adding a small mechanical ventilation enclosure.
