CALL TO ORDER COUNCIL MEMBERS IN ATTENDANCE OFFICIALS IN ATTENDANCE CITIZEN'S COMMENTS REPORTS Council PResident Community Affairs Parks 7 2 NC Machinery, Inc. Board Room 17025 West Valley Hwy. Mayor Van Dusen, Maxine Anderson (City Clerk), Jim Haney (City Attorney), Lucy Lauterbach (Legislative Coordinator), Don Morrison (City Administrator), Byron Sneva (Public Works Director), Vernon Umetsu (Associate Planner). James Woods, 14305 Interurban Avenue South, stated he was concerned about the condition of Interurban Avenue in front of his home. It is so bumpy and rough that things are falling off trucks into the road and onto his property. It has been worked on but now it is worse than it has been. The patching that has been done has not alleviated the problem. Don Morrison, City Administrator, said that portion of Interurban was planed but it has some ripples on it and there is a tendency for things to bounce off trucks if they are going fast over that section. Byron Sneva, Public Works Director, stated the City contracted for the milling off of the high sections. Pictures were taken before and after. The sags were not milled any deeper than they were. Mr. Woods said when trucks go by they shake his house. This has been just during the past few years. Mr. Sneva said there is more truck traffic now than in past years. This is a project that the City has been waiting for federal funding before the complete project is accomplished. Councilmember Harris said when Interurban was widened to five lanes the shoulders on the west side were used and then it was black topped over the surface. It has been in terrible condition for years and has become worse the last few years. There is an assort- ment of things that have fallen off trucks. Council President Morgan said she would ask administration to come back to the Council with a remedy and a dollar amount cost. Mr. Woods will be kept informed as to the progress. This report could be given at the next Regular Meeting of the Council. Council President Morgan thanked the NC Machinery Company for the use of their Board Room for the Committee of the Whole Meeting. Holding this meeting at various businesses will encourage the attendance of the business community. Council President Morgan stated three new Councilmembers will be coming to the Council in January. Joan Hernandez will take Councilmember McFarland's place as soon as the official election vote is known. Chairman Joe Duffie reported there are leaves on the sidewalks. Public Works Director Sneva stated the crews are busy taking care of the parks and getting the leaves off the tennis courts. The sidewalks have been done once. Several Councilmembers thought the removal of leaves on sidewalks should be the responsibility of home owners. Lucy Lauterbach, Legislative Coordinator, reported the budget was reviewed in committee. There is a rumor the sales tax revnue will be short. Chairman Simpson reported an ordinance meeting the new Federal Regulations for Flood Plain Management and Model Flood damage prevention policies will be on the next agenda. 3 Select Ventures have been informed they will have to correct the rockeries on the 57th Avenue South street improvements before they will be paid. The City has received a letter of congratulations on the performance of three firefighters: Jack Stevens, J. Johnson, and Sam Ruljancich, who were called to the scene of a cardiac arrest on the golf course. The Sister City program has been well planned. Everyone is looking forward to the visit of our Sister City Ikawa. Mayor Van Dusen reported that the City of Kent has filed a suit against King County with respect to the Energy Recovery Plant. They are seeking an injunction. King County has not responded yet. The City Attorney will keep the City informed. Council President Morgan stated she would like Tukwila City Council to join with Kent in the lawsuit. She asked that the costs and resources necessary be looked into. City Attorney Haney stated he would look into the potential of Tukwila joining with the City of Kent. Vernon Umetsu, Associate Planner, presented a brief review on the proposed gateway design process. It will be a 9 -month design process. In September 1988 construction could begin. It will be $52,000 for the design. There are 13 possible sites being considered. Council President Morgan stated she would like to see the design process held up until a theme has been agreed upon for the City. Council President Morgan stated the schedule would be announced at next week's meeting. Council Pesident Morgan called for an Executive Session.
