Mayor Van Dusen called the Special meeting of the Tukwila
City Council to order.

MCFARLAND.
Mayor Van Dusen led the audience in the Pledge of Allegiance.
The National Anthems of each nation were played.
Mayor Van Dusen introduced Yasukisa Tani, representative of
the Consul General of Japan and the Mayor of Ikawa, Toshio
Uchida.
Mrs. Starr Hashiguichi, citizen of the area, introduced the
20 visiting guests from Ikawa:

Toshio Uchida, Mayor of Ikawa, addressed the audience. The
speech was read in English by Dan Saul, Tukwila citizen.
"Good afternoon, Ladies and Gentlemen. My name is Toshio
Uchida, the Mayor of Ikawa City. Friday makes Ikawa's fifth
visit to Tukwila since the start of our Sister City relation
eight years ago. In those five times 1987 people have
visited Tukwila while 103 have come to Ikawa. This totals
290 people, including those people involved as host families
and others -it brings the total to over 1,000. Recently
Japan has elected a new Prime Minister, Mr. Tokochita.
Undoubtedly, one of the goals of this Administration is to
increase the internationalism of Japan. Sister City rela-
tions between small local towns are especially important in
this goal. I believe, as I am sure you do, that the earth is
a ship in space. All the people of the world must consider
themselves first as members of the crew and do their part to
steer the ship on a peaceful course. Even though our cities
are small in size, the importance of our relationship in the
goal of bringing countries closer together is very large.
Eight years ago our cities had the foresight to develop a
Sister City relationship. On behalf of the citizens of
Ikawa, I commend the continued efforts of Mayor Van Dusen and
the Tukwila City Council in making our relationship a suc-
cess. All the members of this year's trip wish to express
their deepest thanks and wishes for a long- lasting and
mutually prosperous relationship. Finally, I wish to thank
all the citizens of Tukwila for their truly gracious and
generous hospitality. Thank you very much."

RESOLUTION BE READ IN ITS ENTIRETY. MOTION CARRIED.
Mayor Van Dusen read a resolution of the City Council of the
City of Tukwila, Wash., extending a warm welcome and best
wishes to the citizens of Ikawa -cho, Japan.
MOVED BY HARRIS, SECONDED BY MCFARLAND, THAT RESOLUTION NO.
1057 BE ADOPTED AS READ. MOTION CARRIED.
Councilman Duffie arrived at the meeting.
Mayor Van Dusen presented Special Commendation Awards to Sgt.
Keith Haines and Officer Fred "Buzz" Yohann for assisting a
Tukwila citizen who was trapped under a collapsed porch roof.
CPR was administered until the arrival of the Tukwila Aid
Unit
Mayor Van Dusen presented the Citizen's Heroism Award to Mark
Litzenberger who dove into the Duwamish River to save the
life of another human being. He did so with total disregard
for his own life and safety. Had he been unwilling to become
involved, the person who was trapped in the submerged automo-
bile would probably have perished.
Mayor Van Dusen presented the Medal of Valor to Stephen
Wheeler, firefighter, who responded as a member of Engine 53
to an automobile accident that was reported as a car in the
river. Upon arrival, Steve realized that Mark Litzenberger
was in the water attempting to rescue a person who was
trapped in a vehicle. While in the line of duty, but with
total disregard for his own life and safety, he dove into the
Duwamish River to assist the young man and helped save the
life of another human being. His willingness to take that
extra step turned, what could have ended in tragedy, into a
positive situation.
Wendy Morgan, Council President, presented Mayor Uchida with
gifts to take back to the Ikawa City Council. The gifts were
four pieces of Kusak cut crystal.
Susan Hamilton, teacher in the South Central School District
and Kelly Klattenberg, student, presented a framed picture of
an actual billboard designed by Kelly to Mr. Masami Uchida.
The billboard was done for a contest and the theme was
"Friendship between the Sister Cities of Ikawa, Japan, and
Tukwila." Several other gifts were presented to Mr. Uchida
to take back to the schools.
The gifts were a high school annual and annuals from
Showalter Middle School, a cookbook for the PTA and artwork
done by local students.
A traditional Japanese Dance was performed by the ten
visiting women from Ikawa.
