CALL TO ORDER Council President Morgan called the Tukwila City Council Committee
of the Whole Meeting to order at 7:18 p.m.

Mayor Van Dusen, Maxine Anderson (City Clerk), Alan Doerschel
(Finance Director), Jim Haney (City Attorney), Don Morrison
(City Administrator).
Council President Council President Morgan stated the schedule for budget review
has been submitted to the Council and Departments.
Councilmember Duffie said he wished to withdraw his vote to
remove the shed from the park at a cost of $3,000. At that cost
the shed could be given to someone with the requirement they remove
the building at their own expense.
Mayor Van Dusen said the contract to remove the building has been
signed. Most of the cost was to relocate electrical wiring that
was housed in the building. The wiring was associated with the
tennis courts, etc.
Black River Quarry Mayor Van Dusen reported a letter has been sent regarding the proposed
location of the disposal plant at the Black River Quarry.
Mayor Van Dusen reported speeds have been checked on Interurban
by the police department. They report passenger cars averaged
33 38 miles per hour and the truck traffic was slower. The
police officers reported there was a rolling condition to the
street in the vicinity of Councilmember Harris' home.
1988 Proposed Budget Council President Morgan referred to a memorandum written to
Councilmembers requesting items they would like to see in the
Council Budget Council budget. As soon as response has been received from the
Councilmembers a letter will be drafted to the Mayor asking if
these requests will require additional cost.
In the City Council budget $3,600 should be added to Personnel
Benefits so the 1988 Proposed Personnel Benefits would be $13,900.
City Clerk The City Clerk's budget approved as presented.
Finance Safety Personnel Benefits in the 1988 Proposed Budget should have $3,800
added.
Fire Councilmember Duffie asked about the volunteer firefighter program.
Acting Fire Chief Keefe said the program is budgeted. At present
there are 2 volunteers in the Tukwila department and 4 in Fire
District #1. A package is being put together to attract attention
to the volunteer program.
Councilmember Simpson asked about abolishing the deputy chief
position. If Acting Fire Chief Keefe is not named Fire Chief
then the contract says he should be Deputy Chief.
City Attorney Haney said he would look at the contract.
Council President Morgan stated the Council will return to the
Fire Department budget after the information is received from
the City Attorney.

EXECUTIVE SESSION TO RECEIVE INFORMATION FROM THE CITY ATTORNEY
ON A LAWSUIT. MOTION CARRIED.
MOVED BY DUFFIE, SECONDED BY SIMPSON, THAT COUNCIL GO OUT OF
EXECUTIVE SESSION. MOTION CARRIED.
Council President Morgan adjourned the Committee of the
Whole Meeting.
