Mayor Van Dusen, Maxine Anderson (City Clerk), Alan Doerschel (Finance Director), Rick Beeler (Planning Director), Jim Haney (City Attorney), Don Morrison (City Administrator), Jack Pace (Associate Planner), Byron Sneva (Public Works Director), Don Williams (Parks and Recreation Director). Council President Morgan reported on the lawsuit that has been filed by the City on the Energy Resource Recovery (ERR) plan by King County. The City has advised they do not want the disposal plant to be built in this area. The December 16 meeting will go forward as scheduled. Mayor Van Dusen stated the AWC will present a seminar for newly elected municipal officers. Mary Violet Burns from Domestic Abuse to Women (DAWN) stated they are asking for an increase to $2,000 in 1988. Service cost to the City has tripled. Councilmember Bauch asked that a quarterly report on their services be submitted to the City. It was the consensus of the Councilmembers to increase the fund to DAWN in the amount of $2,000. Preliminary Budget, page 18. It was the consensus of the Council to budget $20,000 to perform risk management services through contract. It was the Consensus of the Council to leave in the $3,000 budgeted for the Mayor to attend the Rocky Mountain Training Institute in Denver. The $50,000 for Sea -Tac Chamber of Commerce represented an increase of $25,000. Councilmember Bauch suggested there be a freeze on the money until the program is known. Four Councilmembers were in favor of the budget item, with the request that they need to know the service scope of work. The $11,800 budget item to add another vehicle to the City Hall motor pool was approved. Council President Morgan proposed that one desk top computer be for the Council Analyst and Councilmembers.. She suggested there be work space for the Councilmembers, including a conference area and it be alongside the Council Analyst. The Mayor reported $10,000 will be needed for the recruitment of a police chief. Council President Morgan suggested recruitment be a national search by a professional firm. $10,000 will also be needed for recruitment for a Public Works Director. The remainder of the Mayor's budget was approved as submitted. The sum of the first paragraph in Budget Narrative should be $26,900 rather than $17,900. Rick Beeler, Planning Director, stated there is need for a Plan Checker position. Councilmember Bauch stated the position should be for a full -time temporary plan checker. This would be a position that could be terminated when the work load goes down. This arrangement has worked previously in the past.
