Councilmember Bauch stated he thought the City should pass a
resolution stating the policy of the City and letting them know
Tukwila wants to recycle.

Council President Harris called the Tukwila City Council Committee
of the Whole Meeting to order.
MABEL J. HARRIS (COUNCIL PRESIDENT), JOE H. DUFFIE, EDGAR D. BAUCH,
MARILYN G. STOKNES, JOAN HERNANDEZ, DENNIS L. ROBERTSON, CLARENCE B.
MORIWAKI.
Dennis Hidell, Chairman of the Arts Commission, stated the Arts
Commission has received a money figure on the concert grand piano
they would like to purchase for the lobby of the City Hall. They
have received a price of $10,039 plus tax on a Baldwin piano with
a twenty -five year warranty.
Councilmembers discussed their opinions as to whether or not the
City should have a piano in the lobby. Council President Harris
stated the piano would be something the citizens of the City would
be buying with tax dollars. In a survey she made no other City in
the area has a piano in the lobby.
City Attorney Haney stated the Council must adopt a resolution
showing a telephone survey has been made and the price is prevailing
for similar quality pianos in the area.
MOVED BY BAUCH, SECONDED BY MORIWAKI, THAT A RESOLUTION BE PREPARED
FOR THE NEXT REGULAR MEETING OF THE COUNCIL. MOTION CARRIED, WITH
DUFFIE VOTING NO.
Gary Kiyonaga, Assistant Manager, of the Solid Waste Division of
King County reported on the Waste /Reduction and Recycling Five -Year
Plan. He introduced Ken Guy and Craig Benton, Lead Program Coordina-
tors.
Mr. Kiyonaga reported on the waste problem, what's recyclable, the
County's role and the Draft Plan. The draft plan offers a framework
for regional cooperative approaches, the economic opportunities,
citizen participation, technical assistance, and composting. He
reported on King County's commitment to recycling on both long and
short term goals. The recycling roundtable will search for new
ways to stimulate recycling and serve as a sounding board for citizen
input to the County's recycling program. He reported two public
hearings in October and two more to be held in January.
Mr. Kiyonaga reported on grants that are available in the amount of
$100,000 and money is available from the State Ecology Program.
Council President Harris announced the committee assisgnment as
follows: Transportation Committee: E. Bauch (Chairman), M. Stoknes
and D. Robertson; Utilities Committee: M. Stoknes, Chairwoman,
J. Hernandez, C. Moriwaki; Finance and Safety Committee: J. Hernandez,
Chairwoman, D. Robertson, J. Duffie; Community Affairs and Parks:
J. Duffie, Chairman, E. Bauch, and C. Moriwaki.
Councilmember Robertson stated he felt it was uncomfortable to hold
the Committee of the Whole meetings in Conference Room #3. The
Council Chambers are more comfortable for both Councilmembers and
audience.
MOVED BY BAUCH, SECONDED BY ROBERTSON, THAT THE COMMITTEE OF THE WHOLE
MEETING BE MOVED BACK TO THE COUNCIL CHAMBERS. MOTION FAILED, WITH
DUFFIE, ROBERTSON AND BAUCH VOTING YES.

Ross Earnst, City Engineer, reported the LID for the sanitary
sewer for Southcenter Parkway has been established. A budget
transfer in the amount of $5,000 is needed for consultants on
the appraisals and setting up the LID.
City Attorney Haney presented a case report on the West Main
Associates vs City of Bellevue, the Victoria Tower Case, and the
Orion Case He stated all three of these cases could influence
future decisions the Council may make.
Council President Harris adjourned the Committee of the Whole
Meeting.

Lori Pinnard, audience, stated it was a shame not to use the Council
Chambers for their intended purpose. It is uncomfortable for the
audience to sit in Council Room #3 and it is very difficult to hear
what is being said by Councilmembers in discussions.
Mayor Van Dusen reported Fort Dent is being operated by King County.
The negotiations with Tukwila is being done by the Parks Natural
Resources Committee. It will be discussed on January 27.
MOVED BY STOKNES, SECONDED BY DUFFIE, THAT THE REQUESTED BUDGET
TRANSFER BE ON THE AGENDA OF THE NEXT REGULAR MEETING OF THE COUNCIL.
MOTION CARRIED.
Rebecca Fox, Assistant Planner, reported on the Solid Waste Meeting
she attended with Council President Harris. She stated the King
County Council is taking a new direction in the Waste Reduction/
Recycling program. Emergency Ordinance #8840 is a general ordinance.
The concerns are: Need to prepare comprehensive solid waste plan
first; plan a pragmatic EIS and site specific plan at the same time;
no money or staff figures available; need to spell out public input
in the ordiannce. They will delay action until the meeting to be
held next Wednesday. There will likely be amendments. They feel
they are not hearing loudly and clearly from Tukwila.
MOVED BY MORIWAKI, SECONDED BY DUFFIE, THAT COUNCIL DIRECT THE MAYOR
TO FORM AN ADVISORY COMMITTEE MADE UP OF CORP PEOPLE FROM THE
INITIAL GROUP AND ANYBODY ELSE THAT MIGHT BE RECOMMENDED BY THE
COUNCIL OR OTHERS AND WITH THE DIRECT FOCUS OF ORGANIZING THE
CORRESPONDENCE CAMPAIGN TO OUR COUNTY COUNCIL MEMBERS AND OTHERS.
WHO AREA/ OPPOSITION TO THE BLACK RIVER QUARRY SELECTION.
MOTION CARRIED.
