2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
5: When special inspection is required, either the owner or the registered design professional in responsible charge,
shall employ a special inspection agency and notify the Building Official of the appointment prior to the first
building inspection. The special Inspector shall fumish inspection reports to the Building Official in a timely manner.
6: A final report documenting required special inspections and correction of any discrepancies noted in the inspections
shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special
inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection
approval.
7: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
8: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any
requirements for special inspection.
9: All wood to remain in placed concrete shall be treated wood.
10: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

(Permit Nos. D06 -351 and D06 -416) and East Building (Permit

Dear Mr. Wig
This letter summarizes the geotechnical observations and testing that our firm completed during
the preparation of the foundation and slab subgrades for these three buildings on the Southcenter
Square project. Our personnel observed the excavation for the subgrade areas, and placement and
compaction of structural fill, in addition to conducting density tests on the structural fill.
In accordance with the recommendations of our previous geotechnical report, the foundations for
the new buildings were supported on at least 2 feet of structural fill compacted to a minimum 95
percent of the maximum Modified Proctor (ASTM D -1557) dry density. The lower one foot of this
structural fill consisted of on -site soils, while the upper one foot was compacted crushed concrete.
The structural fill was compacted in lifts to a dense condition. Underlying the structural fill was the
previously placed, well - compacted fill that covers the entire project site.
Based on our observations, and density tests, the building pads for these two buildings were
prepared in conformance with our recommendations and are acceptable for support of both
foundations and floor slab

We understand that the City of Tukwila is requesting a clarification regarding the potential need for
footing drains around the proposed buildings. Per our Geotechnical Engineering Report dated June
20, 2008, Page 12:
'Foundation drains should be used where (1) crawl spaces or basements will be below the
structure, (2) a slab is below the outside grade, or (3) the outside grade does not slope downward
from a building. A drain on the outside of the foundation must be Installed where there are truck
wells to collect drainage flowing under the granular fill below the pavement. Drains should also be
placed at the base of all earth - retaining wails...'
Based on the above Information, a footing drain should not be required around the perimeter at
most, or all, locations, as we understand the finished floor slab elevations are above the surround-
ing finished grades.

Dear Permit Holder:
In reviewing our current records the above noted permit has not received a final inspection by the City of Tukwila Building Division.
Per the International Building Code and/or the International Mechanical Code, every permit issued by the Building Division under the
provisions of this code shall expire by limitation and become null and void if the building or work authorized by such permit is not
commenced within 180 days from the date of such pennit, or if the building or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, you are hereby advised to:
Call the City of Tukwila Inspection Request Line at 206 -431 -2451 to schedule for the next or final inspection.
This inspection is intended to determine if substantial work has been accomplished since issuance of the permit or last inspection; or if
the project should be considered abandoned.
If such determination is made, the Building Code does allow the Building Official to approve one or more extensions of time for
additional periods not exceeding 90 days each. Extension requests must be in writing and provide satisfactory reasons why
circumstances beyond the applicants control have prevented action from being taken.
In the event you do not call for the above inspection and receive an extension prior to 10/24/2007 , your permit will become null and
void and any further work on the project will require a new permit and associated fees.

This letter is in response to your written request for an extension to Permit Numbers D06 -351, D06 -359,
and D06 -387. The Building Official has reviewed your letter and considered your request to extend the
above referenced permits. The City of Tukwila Building Division will be extending the expiration date
of D06 -351 and D06 -387 for an additional 180 days (through October 24, 2007). Permit D06 -359 is not
being extended at this time since the discussion provided in your request did not apply to this permit.

Dear Mr. Benedicto,
We recently received three letters from the City of Tukwila notifying us that the above
referenced permits will expire later this month. 1 am writing to request an extension for
these permits. Although the north and south slabs were poured many months ago, the
pour strips at the perimeter of these buildings were left open. Most of the pour strip area
on the north and south slabs were then poured at the end of March. Our concrete
inspector waits 28 days after their last pour before issuing their inspection report. My
understanding is that this inspection report is required to call in a fmal inspection to the
City. For your information, the pour strips on the east end of these buildings (where the
sewer line goes in) on the north and south buildings will not be poured until the time of
completing the individual tenant improvements. Please let me know if the City prefers
that we complete the finals on the north and south slab as soon as we receive the
inspection report or if the City would like us to wait until the entire pour strips have been
completed. Thank you for your help on this matter!
