CALL TO ORDER and PLEDGE OF ALLEGIANCE ROLL CALL OFFICIALS To Honor Dr. Martin Luther King, Jr. CITIZENS COMMENTS Purchase of a baby grand piano by the Arts Commission TUKWILA CITY COUNCIL Regular Meeting M I N U T E S Tukwila City Hall Council Chambers Mayor Van Dusen called the Regular Meeting of the Tukwila City Council to order and led the audience in the Pledge of Allegiance. Mayor Van Dusen read a review to honor Dr. Martin Luther King on the date of his birth. Pastor Dave Lundsford from the Tukwila Baptist Church offered a prayer in honor of the great man. Dennis Hidell, Chairman of the Civic Arts Commission, addressed Council on the potential purchase of a piano for the lobby of City Hall. The purchase of a piano has been on their agenda for two years; it is not a whimsical proposal. There were three things considered: 1) the economics of having this instrument; 2) the ability to offer the citizens a chance to play on a concert -level piano; and 3) to add to the quality of the art inventory the City has been promoting. Mayor Van Dusen explained that the Council has appointed an Arts Commission and authorized them to purchase art objects for the City. They are recommending that the Council approve the purchase of a piano. Councilman Duffie opposes the purchase of a piano and presented Council a petition signed by 44 citizens asking Council to deny the purchase of a baby grand piano for the lobby of City Hall. The cost of the piano will be $10,000. Councilman Duffie said there are other things that can be purchased instead of a piano. He carried the petition to a few homes in each neighborhood. If Council would refer this subject to the next meeting, he agreed to go to every house in the City. The purchase of this piano is ridiculous; we do not need it. There is no reason to buy a $10,000 piano. We are here to serve the people and a piano is not going to serve everyone. Councilman Moriwaki said that the Arts Commission, with their unanimous vote, has the best interest of our citizens at heart. They are looking at the long -term interests for our City. Hopefully, we will have a new Community Center with a performing arts center and we would be very proud to have this type of instrument as a centerpiece. This is really an investment in the future of the City. We should have more vision than to just look at a short -term expenditure. Councilman Duffie said you can get a piano that will have as good of quality as a $10,000 piano. A piano isn't art; it is furniture. Councilman Bauch commented the City spends money on many different programs for people to participate in. I Cont. money on art, it is time to re- assess where we are going. This will be a valuable asset to the City, it is a proper use of the money and is recommended by a Commission of the City and we should support it. Councilmember Stoknes said she appreciates what the Arts Commission does and would like to back them 100 John Schwarzman, citizen from McMicken Heights, said the purchase of a piano would not be for the betterment of the town overall. If we need a piano, maybe we could have a fund raiser to purchase it. A piano at City Hall would not be used very much. We could take the $10,000 and improve an existing program. I am in favor of a piano but not this way. Councilman Robertson commented that this may not be the item he would have purchased if he were on the Commission. He is willing to leave it up to the Arts Commission to determine how to spend the money they were budgeted. Council should look at what they are proposing and see if it offends the public morals. Also, we should exercise our authority to prevent money from being misspent obviously. We chose this Commission to select the art objects and they have made their decision within the bounds that they should. O ©o 7 Dennis Hidell explained that the original retail price of the piano was $17,300. We are purchasing this from a local area business and they have offered us a special price, $10,000 plus tax and cover. The owner of the business made this offer to show his community spirit and as his contribution to City government. Council President Harris commented that the piano is in the budget. It was discussed during budget review meetings while she was out of town. A piano is not an art object, it is a piece of furniture. She appreciates what the Art Commission has done. We don't all see art in the same way. She does not agree with the purchase of a piano but it is now in our budget and we have given the Art Commission approval to go ahead. Dennis Lensegrav, manager for Puget Power, explained that he came from Anacortes. It is a city that patronizes art people paintings, pottery, railroads, boats, museums, dancing. As compared to Anacortes, Tukwila has a very strong economic/ commercial base. If the purchase of a piano is done pro- perly many citizens would benefit from the purchase of a baby grand piano. You have a strong economic base, make use of it and follow through with your plans. Mr. Sawyer Tukwila citizen, believes that we do not need this piano. There are too many other things we need, we don't have to spend it on art. $10,000 is too much to spend. MOVED BY BAUCH, SECONDED BY STOKNES, THE COUNCIL SUPPORT THE PURCHASE OF A PIANO FOR THE LOBBY OF CITY HALL. MOTION CARRIED WITH DUFFIE VOTING NO. Councilman Duffie noted that he also voted no on approval of the Art Commission budget. Sound Ford, removal and replaced clogged exhaust system, $1,148.84. (Why did we send this out; can't our mechanics do the job MOVED BY BAUCH, SECONDED BY DUFFIE, THAT THE VOUCHERS BE APPROVED EXCEPT FOR THE FOUR QUESTIONED AND THOSE HELD ONLY UNTIL THE QUESTIONS ARE ANSWERED SATISFACTORILY. MOTION CARRIED. Council President Harris reported that Council met in their annual retreat. It was a very satisfactory meeting. They prioritized items of interest for future discussion and come up with a mission statement. Byron Sneva, Public Works Director, announced that the bid for construction of the I -405 project has been awarded to Kiewit Pacific in the amount of $38,000,000. Attorney Haney reported on the DiGiovanni case. There has been a motion for reconsideration pending before Judge Dore on his ruling that the City had acted improperly. Judge Dore refused to reconsider his ruling and has entered judgment at this print. He suggested the City file an appeal to seek to overturn Judge Dore's ruling.
