Washington 98006 Attention: Mon Nig Subject: Geotechnical Observations During Foundation Preparation for Detention Vaults Scutncenter Square 17201 Southcenter Parkway Tukw'a, Washington Dear Mr. Wig: Representatives of Geotech Consultants, Inc. have observed the excavation and foundation sub - grade preparation for the four stormwater detention vaults that have been constructed at the sub- ject site. This work has been completed in conjunction with other site earthwork for buildings. utilities, and pavements. There are two detention vaults located in the southeastern corner of the property, one large vault in the south. central portion of the site and a fourth vault in the northwestern portion of the property. We observed the excavations for all four of these vaults. The excavation for the two southeastern vaults did not extend through the old compacted fill that underlies the entire project site. The soil conditions at the base of the excavation for these two vaults were suitable for support of the vault foundations and slab. The excavations for the other two vaults extended deeper and reached through the old compacted fill to the underlying alluvial soils. In both of these vault excavations, a minimum of 2 feet of additional soil was removed and replaced with imported quarry spalls. This provided a suitable subgrade for support of both the northwestern and the south, central vaults Based on our observations, :he completed subgrades in ali four vault excavations were suitable for support of the vaults and their siabs. Most of the pour strip area on the north and south slabs were then poured at the end of March. Our concrete inspector waits 28 days after their last pour before issuing their inspection report. My understanding is that this inspection report is required to call in a final inspection to the City. For your information, the pour strips on the east end of these buildings (where the sewer line goes in) on the north and south buildings will not be poured until the time of completing the individual tenant improvements. The detention vault in question does not have to meet the outrigger loading capacity. The condition on the review letter says that if they are located in the fire dept. access, they need to be rated as such. The vault in question is not located in such an area. I spoke with Jay, the civil engineer several weeks ago and informed him of this. Any other vaults that do end up in the access areas will need to be rated for outrigger placement. I am replying to emails from home so I can't "reply to all" or at least I can't figure out how to do it. »> Jill Mosqueda »> This project has been a sort of "hurry-up" job. because of that, I am now raising sdome issues that I would normally have followed up on before the onsite utiltiy permit was approved (PW06 -099 not issued as of yesterday). For instance: We have a structural /building permit in house for the larger of the two vaults. PW approved the volume and configuration for the vault under PW06 -099. Some things about the sturctural on the lid have been in the back of my mind. These are: CONCERNS 1. The venting shown on the lid in PW06 -099 does not include the 5' X 10' grates specified by the 1998 surface water design manual. Instead, the designer specified round manhole lids, with our approval. I am not sure equivalent venting area is provided by the lids. I have asked the civil designer to check that for me. If there is not close to equivalent venting area, the vault lid will probably need to be changed and that will affect the structural review. 2. Don T. reviewed the site plans in a meeting and said the the larger vault is far enough away from the building that the outrigger wouldn't be set on it. So, no point load from the outrigger. However, I remember seeing a loading condition from fire in one of the permits specifying a loading capacity for the lid. QUESTIONS 3. If the venting on the lid needs to be changed, I assume the process is that the civil designer will let the structural designer know. and the structural designer will let reid - middleton know. Is that the process? 4. Does the civil desinger, the structural designer and reid - middleton know about the fire dept. loading requirement?
